  • This report summarizes activities under U.S. Agency for International Development (USAID) Contract Number 497-M-00-05-00029-00 for the period July – September, 2007.

    Executive Summary The major events of the July - September 2007 quarter included continuing training for Cohort School Development Planning (RPS) for Cohort 2 schools, updating Cohort 1 RPS, assisting Cohort 1 districts in replicating RPS in non-DBE schools, rolling out a program for training junior secondary schools in RKS1 development, training school committees, completed a Strategic Development Plan (Renstra) in Aceh and beginning to assist a district in South Sulawesi to produce a similar plan, finalizing the calculation of Unit Cost to help districts plan to finance school operations to meet MONE standards, completing Capacity Development Plans (RPK) in four provinces, and progress in forming Private-Public Alliances (PPA) to support replication and expansion of DBE1 activities.

    School Development Plans (RPS) and School Work Plans (RKS) A range of activities took place during the quarter related to Cohort 1 and Cohort 2 School Development Plans (RPS). This included RPS updating in Cohort 1, training of 672 RPS working group members, and training of District Facilitators in Cohort 2.

    Approximately 270 District Facilitators were trained in this quarter to support RPS/RKS and school committee training. Facilitators are predominately local school supervisors; they are the key change agents used to facilitate training and in-school mentoring for school development planning. This is a sustainability committee mechanism for DBE1. District Facilitators who were trained and supported by DBE1 in Cohort 1 last year continue to support schools in implementing RPS programs and in many cases have begun to replicate the program in non-DBE schools.

    After completing pilot testing RKS in the last quarter, role of the program began with training of trainers for District Facilitators and training of RKS teams in three provinces. DBE1 intends to implement the program in all Cohort 1 and 2 junior secondary schools over the next two quarters (excepting Jakarta and Aceh2). The new RKS methodology is aligned to new MONE regulations governing school development planning.

The new planning program for junior secondary level is in line with the new mandate; the RPS materials already implemented in Cohort 1 and 2 schools will be revised in Year 3. 2 DBE does not work at the secondary level in Jakarta. RKS will be implemented in Aceh beginning in Year 4

  • District Planning and Management DBE1 assisted eight districts in completing Capacity Development Plans (RPK) during the quarter. An additional five plans will be completed in the next quarter in West Java/Banten and East Java. The planning process involves stakeholders from various government agencies, including those not from education offices such as members of the district planning and personnel offices.

    DBE1 efforts to develop District Education Planning reached a milestone with the completion and enactment of Pidie Renstra in July and August, respectively. After providing assistance to the Education Office, DBE1 team jointly held a Renstra Forum with the Office on August 14 to obtain input from community members. In South Sulawesi, DBE1 Team started the development of Renstra on August 6 by carrying out an introductory workshop for RPK team members appointed by the Education Office of Soppeng.

    Education Finance In Sidoarjo, East Java, DBE1 together with the Government of Sidoarjo District held a Workshop on Operational Cost of Education Unit (Biaya Operasi Satuan Pendidikan/BOSP) on August 22, 2007. This workshop was officially commenced by Head of Sidoarjo District, and attended by 150 people representing Sidoarjo District Government, Education Office staff, District Parliament, and High School, Junior Secondary, and Elementary Schools. This initiative was based on the fact that there was a variety of response of Provinces and schools to the launching of School Operational Grants (Biaya Operasional Sekolah/BOS) program in 2005.

    Good Governance Program During the quarter DBE1 provincial teams initiated a pilot development program in developing Good Governance in Education Sector (Good Governance Sector Pendidikan/GGSP). The results of the pilot activities will inform the finalization of GGSP methodology and materials for role out to all Cohort 1 and 2 districts beginning in the next quarter.

    Although response from Governance-related stakeholders (District Parliament /DPRD), Education Council /Dewan Pendidikan), Non Governmental Organizations related to education, and Media) have been encouraging, DBE1 teams also encountered challenges due to lack of coordination or communication among the stakeholders. In most cases the four education governance related institutions have seldom or never met together to discuss education planning and policy.

  • School Committee Training Training of School Committees was carried out and attended by approximately 7,800 participants from North Sumatra, West Java and Banten, Central Java, East Java, and South Sulawesi. One of the major impacts of the training in East Java, was the re-election 67% of School Committees members to ensure that their organizations were well-represented.

    Replication As a positive impact of RPS development in around 540 Cohort 1 schools, District governments continued to take necessary actions and to allocate their own budget for FY2007 and 2008 to enable replication of DBE1 program in more schools. Accordingly, DBE1 teams in all provinces, except Jakarta, continued to provide training for non-DBE schools to support this replication effort.

    Data and Information Management During the quarter DBE1 continued to upload information from DBE123 into various sections of the Website, primarily: News, Good Practices, and Resource Materials. DBE1 also demonstrated existing features of PDMS to USAID partners. Based on USAID feedback new features developed included: frequently asked question (FAQ) and simple query features. Improved features for DBE1 training activities tracking system was also carried out.

    Information and Communication Technology (ICT) Grants During the quarter one grant was approved by USAID and awarded; six had been approved in the previous quarters. Of the 22 grants that passed the first evaluation in 2006, five grantees have either resigned from the process or were declared non-compliant by DBE1 largely because they could not pass the rigid due diligence on financial/ procurement administration and reporting. Total value of grants awarded in the quarter was $102,279 (or equivalent in IDR 920,515,851). DBE1 began to disburse grant funds in the last quarter. $3,701 was disbursed to the grantee in Jenoponto, Pangkep, and Soppeng districts, South Sulawesi in the form of equipment, which was procured directly by DBE1, and cash to cover training expenses

    A Study to determine the feasibility of implementing ICT program in Aceh was carried out in five districts during the quarter. The study considers ICT parameters and its indicators to come up to ICT program feasibility and its recommendations. DBE1 will develop a proposal for an ICT pilot project in Aceh based on the results of the study.

  • Public-Private Alliances Lembaga Pengabdian Kepada Masyarakat, Universitas Syiah Kuala, submitted the final Impact Report on outcomes for the 302 of 346 participants who completed the USAID-Chevron Vocational Scholarships program and will present it to USAID and Chevron in early November 2007. Results of Unsyiah evaluation indicated that overall employment rates improved from 54.9% before training to 70.9% after 12 months. Female employment rates improved significantly from 25.6% before training to 55.1% after 12 months

    DBE1 continued to assist the school reconstruction committee of SDN Kalongan, Depok, Sleman being reconstructed with Chevron Corporation funds. It is anticipated that after Ied Al Fitr holidays the school reconstruction process will be finished. The Chevron contribution totals about Rp. 1.129 billion ($125.000). DBE1 provided regular technical assistance to principal and school reconstruction committee to enable them supervise the reconstruction process.

    DBE1 team continued the preparation of USAID-ConocoPhillips Education Response Alliance in Central Java and Yogyakarta. The program is behind schedule because the funds had not been transferred from ConocoPhillips to USAID until June 2007. Because of delay several initially proposed schools were taken by other parties. Therefore, DBE1 team assessed an additional 53 candidate schools between April and August 20087. The final school assessment report was finalized in August 2007 and submitted to USAID and ConocoPhillips

    Ringkasan Eksekutif Peristiwa penting yang berlangsung selama triwulan Juli – September 2007 termasuk melanjutkan pelatihan dalam Rencana Pengembangan Sekolah (RPS) bagi sekolah-sekolah Kohor 2, memutakhirkan RPS Kohor 1, membantu kabupaten-kabupaten Kohor 1 dalam mereplikasi RPS di sekolah-sekolah non DBE, menggulirkan program pelatihan pengembangan RKS3bagi sekolah-sekolah lanjutan tingkat pertama , melatih komite-komite sekolah, merampungkan Rencana Pengembangan Strategis (Renstra) di Aceh dan mulai membantu satu kabupaten di Sulawesi Selatan dalam menyusun rencana serupa, menyelesaikan perhitungan Biaya Satuan untuk membantu rencana kabupaten dalam mendanai operasi sekolah guna memenuhi standar Depdiknas, merampungkan Rencana Pengembangan Kapasitas (RPK) di empat provinsi, dan melaju dengan pembentukan berbagai Komite Rekonstruksi dan Rehabilitasi Sekolah dan Madrasah sebagai bagian dari implementasi program Kemitraan Pemerintah-Swasta untuk mendukung replikasi dan memperluas kegiatan DBE1.

    Rencana Pengembangan Sekolah (RPS) dan Rencana Kerja Sekolah (RKS)

    Berbagai kegiatan berlangsung selama triwulan yang berkaitan dengan Rencana Pengembangan Sekolah (RPS) Kohor 1 dan Kohor 2. Termasuk dalam kegiatan ini adalah memutakhirkan RPS Kohor 1, pelatihan RPS bagi 672 anggota kelompok kerja RPS dan bagi Fasilitator Kabupaten (District Facilitators/DC) Kohor 2..

    Kurang lebih 270 Fasilitator Kabupaten telah dilatih dalam triwulan ini untuk mendukung RPS/RKS dan pelatihan komite sekolah.. Fasilitator-fasilitator ini pada umumnya adalah pengawas sekolah setempat yang juga menjalankan fungsi sebagai bagian penting dari usaha-usaha perbaikan dan perubahan yang dijalankan oleh DBE1. Dengan pemberdayaan untuk meningkatkan kemampuan memfasilitasi pelatihan dan melakukan monitoring di sekolah dalam merencanakan pengembangan sekolah, diharapkan para Fasilitator dapat menjadi bagian dari mekanisme yang terus berlangsung dan bertahan secara terus menerus di waktu yang akan datang. Para Fasilitator Kabupaten yang telah dilatih dan didukung oleh DBE1 dalam Kohor 1 pada tahun sebelumnya, tetap melanjutkan dukungan mereka terhadap sekolah-sekolah yang

  • mengimplementasikan program-program RPS yang dalam banyak hal telah pula mulai mereplikasi program RPS di sekolah-sekolah non-DBE.

    Setelah merampungkan ujicoba perintisan RKS dalam triwulan yang lalu, peran program dimulai lagi dengan pelatihan bagi para pelatih untuk Fasilitator Kabupaten, dan pelatihan bagi tim RKS yang diawali di tiga provinsi. Dalam dua triwulan berikutnya, DBE1 berencana untuk mengimplementasikan program bagi semua sekolah lanjutan tingkat pertama Kohor 1 dan Kohor 2 (kemungkinan di Jakarta dan Aceh4). Metodologi RKS yang baru diselaraskan dengan peraturan Depdiknas yang baru yang mengatur perencanaan pengembangan sekolah.

    Perencanaan dan Manajemen Kabupaten Selama triwulan ini, DBE1 membantu delapan kabupaten dalam merampungkan Rencana Pengembangan Kapasitas (RPK). Lima rencana tambahan akan dirampungkan dalam triwulan berikutnya di Jawa Barat/Banten dan Jawa Timur. Selain melibatkan Kantor Dinas Pendidikan, proses perencanaan ini mengikut sertakan pemangku kepentingan dari berbagai badan pemerintahan seperti anggota-anggota kantor perencanaan kabupaten dan bagian kepegawaian.

    DBE1 berupaya mengembangkan Perencanaan Pendidikan Kabupaten guna mengukir tonggak sejarah penting dengan terselesaikan dan diundang-undangkannya Renstra Pidie dalam bulan Juli dan Agustus secara berturut-turut. Setelah memberikan bantuan kepada Kantor Dinas Pendidikan, Tim DBE1 bersama-sama dengan Kantor Dinas Pendidikan menyelenggarakan Forum Renstra pada tanggal 14 Agustus 2007. Forum ini diumaksudkan untuk memperoleh masukan dari anggota masyarakat.

    Di Sulawesi Selatan, Tim DBE1 mulai dengan pengembangan Renstra pada tanggal 6 Agustus 2007. Pengembangan Renstra ini dilakukan melalui lokakarya pengantar pengenalan bagi para anggota tim RPK yang ditunjuk oleh Kantor Dinas Pendidikan Soppeng.

    Keuangan Pendidikan Di Sidoarjo, Jawa Timur, pada tanggal 22 Agustus 2007, DBE1 bersama dengan Pemerintah Daerah Kabupaten Sidoarjo menyelenggarakan Lokakarya Biaya Operasional Satuan Pendidikan (BOSP). Lokakrya ini secara resmi dibuka oleh Bupati Kabupaten Sidoarjo, dan dihadiri oleh 150 orang yang mewakili Pemerintah Kabupaten Sidoarjo, staf Kantor Dinas Pendidikan, DPRD, dan SLTA, SLTP, dan SD. Prakarsa ini didasarkan oleh kenyataan mengenai adanya berbagai tanggapan yang muncul dari Provinsi dan sekolah-sekolah terhadap peluncuran program Biaya Operasional Sekolah (BOS) pada tahun 2005.

    4 Program DBE tidak diadakan di tingkat sekolah lanjutan di Jakarta. RKS akan diimplementasikan di Aceh pada awal Tahun Ke 4.

  • Program Tata Layanan yang Bersih dan Berwibawa Selama triwulan ini, tim provinsi DBE1 memprakarsai sebuah program pengembangan rintisan dalam mengembangkan tata layanan yang bersih dan berwibawa dalam sektor pendidikan (Good Governance Sector Pendidikan/GGSP). Hasil kegiatan rintisan ini akan menyampaikan finalisasi metodologi dan materi GGSP yang selanjutnya akan digulirkan kepada semua kabupaten Kohor 1 dan Kohor 2 mulai triwulan berikutnya.

    Meskipun tanggapan dari pemangku kepentingan yang berkaitan dengan “Governance” (seperti dari DPRD, Dewan Pendidikan, Organisasi Non Pemerintah yang berkaitan dengan pendidikan, dan dari Media) cukup membesarkan hati, namun tim-tim DBE1 juga menghadapi tantangan-tantangan akibat kurangnya koordinasi atau komunikasi diantara para pemangku kepentingan. Hampir semua kasus yang dihadapi oleh Tim DBE1 disebabkan oleh minimnya koordinasi diantara empat lembaga yang berkaitan dengan tata kelola pendidikan untuk bertemu bersama dan membahas perencanaan dan kebijakan pendidikan.

    Pelatihan Komite sekolah Pelatihan Komite Sekolah telah dilaksanakan dan dihadiri oleh sekitar 7800 peserta dari Sumatra Utara, Jawa Barat dan Banten, Jawa Tengah, Jawa Timur, dan Sulawesi Selatan. Salah satu dampak utama pelatihan di Jawa Timur adalah terselenggarakannya 67% pemilihan kembali anggota Komite Sekolah untuk menjamin agar organisasi-organisasi komite sekolah itu terwakili dengan baik.

    Replikasi Sebagai salah satu dampak positif dari pengembangan RPS di sekitar 540 sekolah Kohor 1, beberapa pemerintah kabupaten mengalokasikan dana mereka sendiri dalam Anggaran Tahun 2007 dan 2008 agar replikasi program DBE1 dapat dilaksanakan di lebih banyak sekolah. Sejalan dengan itu, tim-tim DBE1 di semua provinsi, kecuali Jakarta, melanjutkan penyelenggaraan pelatihan bagi sekolah-sekolah non-DBE untuk mendukung upaya replikasi tersebut.

    Manajemen Data dan Informasi Selama triwulan ini, DBE1 melanjutkan untuk mentransfer file informasi dari DBE123 ke berbagai bagian Website, terutama dalam bentuk berita, praktik-praktik unggulan yang patut disebarluaskan, serta bahan-bahan yang dapat dijadikan sumber informasi.

    DBE1 juga memperagakan fitur-fitur PDMS kepada mitra USAID. Berdasarkan umpan-balik USAID, fitur-fitur baru telah dikembangkan termasuk pertanyaan yang sering diajukan atau “frequently asked question” (FAQ) dan fitur kueri sederhana. Fitur-fitur untuk sistim pelacakan kegiatan pelatihan DBE 1 juga telah dikembangkan lebih jauh lagi.

  • Hibah Teknologi Informasi dan Komunikasi (ICT Grants) Selama triwulan ini satu hibah telah disetujui dan diserahkan oleh USAID sementara enam hibah telah disetujui dalam triwulan-triwulan sebelumnya. Dari 22 hibah yang lolos dari evaluasi pertama pada tahun 2006, lima penerima hibah telah mengundurkan diri dari proses atau dinyatakan tidak memenuhi persyaratan oleh DBE1. Sebagian besar dari penerima hibah tersebut tidak lolos dari proses investigasi dan verifikasi yang ketat terhadap kinerja perusahaan mereka yang berkaitan dengan keuangan/administrasi pengajuan proyek dan pelaporan. Nilai total hibah yang diberikan dalam triwulan ini adalah $102,279 (sama dengan Rp 920,515,851,-) Dalam triwulan terakhir, DBE1 mulai membayarkan dana hibah sebesar $3,701 (sekitar Rp. 33,300,000,-) kepada penerima hibah di Kabupaten Jenoponto, Pangkep, dan Soppeng, Sulawesi Selatan, dalam bentuk perlengkapan yang diadakan langsung oleh DBE1 dan uang tunai untuk menggantikan biaya-biaya pelatihan.

    Selama triwulan ini, sebuah kajian untuk menentukan kelayakan implementasi program ICT di Aceh telah dilaksanakan di lima kabupaten. Kajian ini mempertimbangkan parameter ICT dan indikator-indikatornya untuk mencapai kelayakan program ICT dan juga memberikan rekomendasi yang diperlukan. Berdasarkan hasil-hasil kajian tersebut, DBE1 akan mengembangkan proposal untuk proyek rintisan ICT di Aceh..

    Kemitraan Pemerintah – Swasta (Public-Private Alliances) Di awal bulan November 2007, Lembaga Pengabdian Kepada Masyarakat, Universitas Syiah Kuala telah menyampaikan laporan akhir yang berkenaan dengan hasil-hasil yang dipetik oleh 302 dari 346 peserta yang telah merampungkan program Beasiswa Vokasional USAID-Chevron. Hasil-hasil evaluasi yang disampaikan oleh Unsyiah tersebut memberikan indikasi bahwa secara keseluruhan, jumlah perolehan pekerjaan meningkat dari 54,90% sebelum pelatihan menjadi 70,90 % setelah jangka waktu 12 bulan. Jumlah perolehan pekerjaan bagi wanita meningkat secara signifikan dari 25,60% sebelum pelatihan menjadi 55,10% setelah jangka waktu 12 bulan.

    DBE1 melanjutkan bantuannya kepada komite rekonstruksi sekolah SDN Kalongan, Depok, Sleman yang sedang dibangun kembali dengan dana dari Chevron Corporation. Diperkirakan, setelah liburan Hari Raya Idul Fitri, proses pembangunan kembali sekolah tersebut akan selesai.. Jumlah keseluruhan kontribusi Chevron sekitar Rp. 1.129 milyar atau senilai $125.000. DBE1 memberikan bantuan teknis secara teratur kepada kepala sekolah dan komite rekonstruksi sekolah agar mereka mampu mengawasi proses rekonstruksi.

    Tim DBE1 juga melanjutkan persiapan program Rekonstruksi dan Rehabilitasi Sekolah dan Madrasah Pasca Gempa di Jawa Tengah dan Daerah Istimewa Yogyakarta yang didukung oleh USAID dan ConocoPhillips. Pelaksanaan program ini mengalami keterlambatan dari jadwal yang ditentukan karena dana yang diperlukan baru ditransfer

  • oleh ConcoPhillips pada bulan Juni 2007. Akibat keterlambatan itu, rekonstruksi dan rehabilitasi sejumlah sekolah-sekolah yang tadinya telah diusulkan untuk ikut serta dalam program ini akhirnya diambil alih oleh donor internasional lainnya. Oleh karena itulah, sebagai tambahan, antara bulan April dan Agustus 2007 tim DBE1 telah melakukan penilaian terhadap 53 sekolah calon penerima bantuan. Laporan penilaian akhir terhadap sekolah itu akan dirampungkan dalam bulan Agustus 2007 dan akan disampaikan ke USAID dan ConocoPhillips.

    II. Progress in implementing Tasks and Activities

    1. District Selection MOUs have been signed with all Cohort 1 and 2 districts except Jakarta Pusat. DBE1 has been holding discussions with local governments for more than one year, but it has been difficult to arrange meetings with the Jakarta administration. During the last meeting in September 2007, education officials expressed interest in replicating school development planning and school committee training in all schools.

    Anticipated Next Steps

    • DBE1 will continue to attempt to finalize MOU agreements with Jakarta provincial education office and with the Jakarta regional MORA office.

    2. District Coordinators District Coordinators in Aceh, North Sumatra, Central Java and East Java received various training this quarter. In Aceh, 5 Cohort 1 and 2 District Coordinators together with District Facilitators received the first Training of Trainers for School Committee capacity building. In North Sumatra, Training of Trainers for RPS Development Phase 3 and 4 took place from July 29 to August 1 and was attended by 9 District Coordinators of Cohort 1 and 2. In Central Java, all Cohort 2 District Coordinators of Blora, Demak, Grobogan, Klaten and Purworejo were trained in Phase 2 for RPS Development for SD/MI. In East Java, since all of schools and madrasah in Cohort 1 already completed their RPS development process, Training of Trainers for RPS updating was conducted for 6 District Coordinators. District of Coordinators also received Training of Trainers for RKS SMP/MTS in most of the provinces. 2.1 District Coordination A great variety of coordination effort with districts took place through out this reporting period. In Aceh, for example, the Outreach Specialist visited all three new Districts and facilitated the official appointment of Steering Committee and Technical Teams in those districts. In North Sumatra, together with DBE2, coordination meetings were held with several Education Offices in Binjai, Tapanuli Utara, Sibolga, Tanjung Balai, Sharing of experience during District

    and Tapanuli Selatan. Similar meetings were also held in Central Java by DBE123 in Kudus, Boyolali, Jepara, and Klaten. In addition to participants from Education Offices representatives from those districts in Central Java, these meeting were also attended by people from District Parliament, Education Council, District Development Planning Board, etc. Meanwhile, in Sukabumi, West Java, an exploratory meeting took place in Sukabumi to look at possibility of assistance by DBE1 West Java and Banten in order to improve roles and functions of the district’s Education Board. This meeting was then followed up by another meeting to discuss the possibility of providing Training of Trainers for School Committee which would be attended by facilitators from various sub districts. In South Sulawesi, DBE1 provincial team, lead by the departing Provincial Coordinator met with various education stakeholders to bid farewell and to introduce the new Coordinator.

    2.2 Province Coordination Several provinces were engaged in coordination efforts with provincial government. In Aceh, DBE12 team met with members of Technical Teams from Banda Aceh and Aceh Besar several times to discuss support for DBE activities. As a result of these meetings, Steering Committees of Banda Aceh and Aceh Besar ratified suggestions of DBE and respective Technical Teams in the effort to improve quality of education in both regions.

    In Central Java, DBE1 met with member of Central Java Parliament, Bapak T. Jauhari, who took part in the recent visit of district legislators to the United States. Bapak Tantowi shared his experience from the trip and expressed the importance of education unit cost calculation to help determine budget allocation for education purposes on provincial and other levels.

    On July 9, a meeting was initiated by Education Council of South Sulawesi to discuss overview of various education programs carried out by different international donors. The meeting was attended by representatives of the Provincial Development Planning Board, Education Office, and international donor organizations. Future meetings will be held regularly to provide opportunities for information sharing among international donors and education stakeholders

    3. Decentralized Planning and Management of Education Services

    3.1 School Development Plans (RPS)

    Cohort 1 Provinces were mainly involved in supporting RPS updating efforts in Cohort 1 schools. In South Sulawesi, workshops for RPS updating were conducted in Palopo, Soppeng, and Pangkep. In North Sumatra, although the updating process had to be delayed due to schools’ routine activities, three facilitation meetings in 100 SD/MI were completed. Results of the updating process will be presented in cluster level workshops planned for October or November. In West Java and Banten, schools were also involved in updating

    their RPS. Meanwhile, in Central Java, training of RPS updating and facilitation process was attended by total of 410 KKRPS members. All 82 schools and madrasah in East Java had completed their RPS updating.

    Cohort 2 RPS development process in all provinces reached different stages in this period. In Aceh, first RPS training was completed in each of the three Cohort 2 Districts, namely Aceh Tengah, Pidie, and Bireun. Prior to that, District Facilitators of these districts also received corresponding training. DBE1 North Sumatra conducted training for RPS Phase 3 and 4 at Cluster level. In Central Java, trainings for the same phases were also conducted and attended by total of 410 people. RPS finalization workshops took place in South Sulawesi in Luwu, Sidrap, Pinrang, and Soppeng attended by total of 334 people. In East Java 20

    schools and madrasah in Pasuruan and Nganjuk districts completed phase 3 and 4 of their school RPS development process. These 20 schools represent 20% of all Cohort 2 schools in this province.

    However, West Java/ Banten and East Java are behind schedule. Even though Training of Trainers for phase 3 and 4 had already been completed, most schools in West Java/ Banten were still involved in RPS development Phases 1 and 2. This was possibly caused by weak cooperation among most KKRPS members. In this reporting period, total of 338 people (M: 215, F: 123) from all West Java Cohort 2 districts attended the RPS development process.

    Anticipated Next Steps

    • In the next quarter, DBE1 North Sumatra team will review work of KKRPS in developing their RPS/M and subsequently present the results to Head of Education Office/District Unit of Technical Implementation (Unit Pelaksana Teknis Daerah/UPTD.) DBE1 will also present the review results at district level to obtain agreement and support from District Technical Team. All remaining Cohort 2 RPS should be completed in the next quarter.

    RKS for Junior Secondary/Madrasah After the process of drafting of RKS manual for SMP/MTS took place in the last quarter, provinces and districts embarked on training of trainers as well as meetings to introduce RKS to KKRKS and community members. In West Java and Banten, training of trainers was conducted in August and continued by KKRKS training on August and September in Karawang, Bogor, Garut, and Indramayu.     In East Java, after carrying out training of trainers Phase 1 and 2, training of RKS development process was conducted for KKRKS in various districts. DBE1 East Java team conducted RKS facilitation process for Phase 1 and 2 in Surabaya on September.

    • Most cohort 1 and 2 schools will finish RKS in the next quarter.

    3.2 District Planning and Management

    Capacity Development Plan (Rencana Pengembangan Kapasitas/RPK) After refresher training for DBE1 staff in last quarter, most provinces continued to assist district offices to produce RPK in their respective regions. Working Sessions and Workshops were conducted by North Sumatra, Central Java, East Java, and South Sulawesi. These events were attended by various stakeholders such as representatives of District Parliament, Education Board, District Development Planning Board, Non Governmental Organization, and members of the press. Stakeholders continued to show support and positive response to this program. In East Java, for example, District

    Education Office of Sidoarjo decided to add 2 more members to the RPK Development team and to shoulder related costs of these additions. For West Java and Banten, DBE1

    team met with stakeholders in Karawang, Cilegon, and Tangerang to gather support for RPK development. The team also held a workshop in August and agreed that RPK development process will start in 4 districts, namely Karawang, Banten, Lebak and Cilegon. Plans were completed in 8 districts during the quarter.

    Strategic Plan Preparation for Education Office (Rencana Strategis/Renstra) DBE1 efforts to develop District Education Planning reached a milestone with the completion and enactment of Pidie Renstra SKPD in July and August, respectively. DBE Aceh and Jakarta team, together with stakeholders of the region, worked together to establish the document. After providing assistance to the Education Office, DBE1 team jointly held a Renstra Forum with the Office on August 14 to obtain input from community members.

    The draft Pidie Renstra identifies several priorities for development. For example, through the use of data analysis the district concluded that they have sufficient numbers of school buildings. It was also found that there are sufficient numbers of teachers in the district but that they are not distributed equitably. As a result, the Renstra recommends policies to divert funds from construction of schools into quality improvement programs and to map teacher deployment to better utilize the current human resources.

    In South Sulawesi, DBE1 Team started the development of Renstra on August 6 by carrying out an introductory workshop for RPK team members appointed by the Education Office of Soppeng. Through out August and September, DBE1 team assisted the Renstra team members in familiarizing themselves with software package used to analyze various data. One finding from these meeting was that although data is available, further analysis is still required to provide a more complete picture of conditions related to education in Soppeng.

    Anticipated Next Steps

    • RPK will be completed in 4 additional districts in the next quarter. Further assistance in this area is not anticipated in Year 3 because DBE1 because good models will have been developed in each province outside of Aceh. Aceh may work with selected districts to produce RPK models in Year 4.

    • Renstra will be completed in Soppeng in the next quarter. In November a refresher training for DBE1 staff on renstra implementation will be held with DBE1 staff from Aceh and South Sulawesi as facilitators. Also in the next quarter DBE1 provincial teams will meet with all cohorts 1 and 2 districts to socialize he renstra program and draw up plans for implementation in each district.

    3.4. Education Finance

    Unit Cost Calculation In Sidoarjo, East Java, DBE1 together with the Government of Sidoarjo District held a Workshop on Operational Cost of Education Unit (Biaya Operasi Satuan Pendidikan/BOSP) on August 22, 2007. This workshop was officially commenced by Head of Sidoarjo District, and attended by 150 people representing Sidoarjo District Government, Education Office staff, District Parliament, and High School, Junior Secondary, and Elementary Schools.

    This initiative was based on the fact that there was a variety of response of Provinces and schools to the launching of School Operational Grants (Biaya Operasional Sekolah/BOS) program in 2005. As results of

    Anticipated Next Steps

    • As next steps, DBE1 will work together with the Unit Cost Team of Sidoarjo, District Planning and Development Board (Badan Perencanaan dan Pembangunan Daerah/Bappekab,) District Parliament, Education Office and its Law Department, to formulate the workshop results. These results would then be formulated in Regent Decree and Decision Letter, and Education Office regarding School Categories, as well as other efforts related to the implementation of the Decrees.

    • In November 2007 DBE1 provincial staff will be trained in Unit Cost methodology by the central education finance team and East Java team. DBE1 provincial teams beginning in November will socialize the Unit Cost program to cohort 1 and 2 districts and begin implementing the analysis in on average 6 cohort 1 or 2 districts in each province. One consultant will be hired in November to carry out unit cost analysis. They will also carry out a study on use of BOS in 2 districts per province.

    4. Increased Community Participation in the Provision of Education: School Committee Training

    4.1 School Committee Capacity Building and Training on Role and Function

    TOT for School Committee Capacity Building: School Committee training took place in Aceh and West Java for this reporting period. In Aceh, 5 District Coordinators and 25 District Facilitators of Cohort 1 and 2 took part in the training in July and August. In West Java and Banten, 4 Cohort 1 District Facilitators were retrained in the recently updated Module on “Using RPS as Reference of Work.”

    Results of School Committee training in Indramayu, West Java

    Training on Role and function of School Committee Training of School Committees was carried out and attended by approximately 1,800 participants from North Sumatra, West Java and Banten, Central Java, East Kava, and South Sulawesi.

    In East Java, as a result of the training, 67% of total School Committees re-elected their members to ensure that their organizations were well-represented. DBE1 team in the province will continue the process with facilitation of the 100 School Committees. In Central Java, the team provided a flexible training plan to accommodate different needs and conditions as well as to fulfill various objectives of the Committees. In North Sumatra, several challenges, namely the need to retrain District Facilitators due to long gaps between TOT and Training of School Committees, time limitation in delivery of training, and module design, had to be overcome. The team devised strategy of conducting internal technical team meeting prior to the training to review all related matters and possible solutions.

    Anticipated Next Steps

    • In North Sumatra School Committees training for Sibolga District will be conducted during first week of November and in Tanjung Balai and Dairi at the end of October 2007.

    • All cohort 1 and 2 schools that have already received the first two rounds of training will have refresher training beginning in the secondary quarter Year 3.

    4.2 Leadership Training for Principals While most of the provinces conducted the Leadership Training for School Principals in the April to June Quarter, the training for this reporting period took part in Aceh, Tapanuli Utara in North Sumatra, and East Java. (Details listed below.)

    Through this training, principals were introduced to skills and strategies to assess their leadership style and devise self-improvement plans accordingly. Trainings were often attended by local stakeholders as well, namely representatives from District Education Office or Office of Religious Affairs. As a result, principals are expected to become more integrated in establishing and maintaining the level of education with participation of other school community members as well as education stakeholders.

    • Another round of training Cohort 1 and 2 principals will take place April-May 2008. Training materials will be updated nased on evaluation of previous training.

    4.3 Governance of Education at District Level During the quarter DBE1 provincial teams initiated a pilot development program in developing Good Governance in Education Sector (Good Governance Sector Pendidikan/GGSP). The results of the pilot activities described below will inform the finalization of GGSP methodology and materials for role out to all Cohort 1 and 2 districts beginning in the next quarter.

    Although response from Governance-related stakeholders (District Parliament (DPRD), Education Council (Dewan Pendidikan), Non Governmental Organizations related to education, and Media) have been encouraging, DBE1 teams also encounter challenges due to lack of coordination or communication among the stakeholders. In most cases the four education governance related institutions have seldom or never met together to discuss education planning and policy.

    In North Sumatra, Governance related activities were conducted by completing 4 steps of mapping of stakeholders in Tapanuli Utara and Sibolga from August 20 to 25, 2007. As a result, with exception of DPRD Sibolga, GGSP teams for all stakeholders were established. However, Sibolga situation was resolved in a meeting on August 30 where DPRD expressed their commitment and support of the program. Subsequent multi-stakeholder workshop was conducted from September 10 to 12 in Medan. Objectives of the workshop included familiarization of all stakeholders involved in education, establishment of communication among all stakeholders and introduction of GGSP concept. Another important goal of this workshop was to obtain stakeholders commitment in establishing Governance program in North Sumatra. The event was participated by 31 people (M: 27, F:4)

    GGSP teams from both districts agreed to form Coordination and Communication Forum for education stakeholders and to meet twice a month to discuss education-related issues. The Forum agreed that the outcome of their meetings would be used as guidelines for future Governance activities.

    After completing the first 2 steps of stakeholders mapping in August, multi-stakeholder meeting was held from September 25 to 27 in Bandung, West Java, and was attended by stakeholders from both Sukabumi and Karawang Districts. These discussions, which were facilitated by both DBE1 West Java and Banten and Jakarta teams, resulted in development of program in accordance with GGSP main objectives.

    Meanwhile, through September 26, the first step of mapping process which included program socialization and data collection was conducted in both Klaten and Karanganyar districts by Central Java DBE1 team members. Currently, Central Java is in the second stage of mapping which consists of giving technical assistance/coaching to stakeholders in developing materials to be presented during multi-stakeholders workshop in the near future. Although many stakeholders expressed verbal commitment to the Governance undertaking, to ensure that GGSP will reach its objectives it would still be important for stakeholders to take the necessary actions to improve their communication and cooperation. Total of 71 people took part in the process (M:59, F:12.)

    Governance activities in East Java started by mapping of Governance stakeholders in the region, in particular in Tuban and Mojokerto districts. In Tuban, due to differences in understanding of the development of Governance process, mapping team for Tuban District Parliament has not been established yet. It is hoped that these differences will be resolved in the Parliament Plenary at a later stage. So far, 31 (M:28, F:3) and 36 (M:29, F:7) participants attended the mapping exercises from Mojokerto and Tuban, respectively

    Initial meetings and coachings with members of District Parliament, Education Council, Media, and Civil Service Organization were carried out in August and September to mark the beginning of Governance activities in Soppeng and Jeneponto, South Sulawesi. With this process, the related stakeholders started to realize their roles’ importance in the effort to improve quality of basic education in their districts. Total of 91 participants (M:82, F:9) took part in the introductory meetings as well as coaching sessions.

    5. Replication of Local Governments’ Best Practices As a positive impact of RPS development in around 540 Cohort 1 schools, District governments continued to take necessary actions and to allocate their own budget for FY2007 and 2008 to enable replication of DBE1 program in more schools. Accordingly, DBE1 teams in all provinces, except Jakarta, continued to provide training for KKRPS to support this replication effort.

    In Aceh, DBE1 met with 12 non-DBE school principals from Banda Aceh and trained them on elections of School Committee and KKRPS. Meanwhile, district government of Tapanuli Utara, North Sumatra, decided to allocate Rp. 283 million for replication of RPS program in 16 schools and madrasah.. In Deli Serdang, where Rp. 183 million had been committed for replication, schools selection process is still underway. KKRPS training was held in Tapanuli Utara and Tebing Tinggi.

    50 schools in Boyolali district were selected for the replication program of DBE1 in Central Java and 400 people were trained for RPS development phase 1. Similar decision was taken by District Government of Tuban and Sidoarjo in East Java to enable replication in their districts. Subsequently, a total of 70 and 54 people took part in the training in Tuban and Sidoarjo, respectively. Workshop 2 for RPS replication in Palopo was held in July involving 48 personnel from 16 schools and was conducted by District Coordinators and Facilitators of DBE1 South Sulawesi.

    It is also important to mention that the actual implementation of budget allocation from districts often must depend on external variables. For example, in Tangerang, although allocation of Rp. 114 million for replication in 30 schools had been approved by District Parliament, after disbursement of funds for other sectors, replication funding was not available. In Sukabumi, Karawang, and Indramayu districts, inclusion of replication funding in 2007 Additional Budget had not been approved by District Parliament. In the effort to enable more non-DBE schools to benefit from the program, the budget allocation could be then proposed for the next fiscal year.

    Anticipated Next Steps

    • Provincial teams will continue to meet with district officials to assist in planning for replication and the teams will continue to provide support in the form of TOT for district trainers to implement the programs.

    • Provincial teams will continue to tract and report data on replication funding and actual implementation.

    6. Data and Information Management

    6.1 EMIS Assessment There are no significant activities on EMIS assessment during the quarter. Final draft of the DBE1 EMIS Assessment and Recommendations report was submitted to USAID in June 2007. The report will be finalized after feedback from USAID and distributed to education stakeholders.

    DBE1 continued to monitor progress of entering data online into MoNE’s Education Statistics Center (PSP) new web based EMIS system called PADATIWEB5 (Pangkalan Data dan Informasi berbasis WEB). Difficulties in collecting and reporting the data in a timely fashion were still noted since the statistical analysis displayed on the web still only reports year 2005 data (see figure illustration below). We anticipate that findings and recommendations from DBE1’s EMIS assessment will prove useful for MONE in evaluating its new system.

    • DBE1 will submit a proposal to USAID to implement a pilot project in Aceh to implement EMIS findings.

    6.2 DBE Website6 From June 2006 until September 2007, the DBE website had about 215,090 hits comprised of 76,219 hits in the period June – December 2006 (seven months period) and 138,871 hits in the period of January – September 2007 (nine months period). Last quarter hits were 46,205 and this quarter hits were 62,611. Weekly and monthly hits are depicted in the figure below. The monthly report figure indicates that hits trend is increasing by month. Initial analysis indicates that the top 10 requests for documents during the quarter were for manuals uploaded by DBE1 related to various ministerial decree (see table below).

    Frequently Asked Questions (FAQ) A new feature of PDMS developed during the quarter is a FAQ that produces query results of specific information. Some of the FAQ functions are to produce information regarding: USAID Standard Indicator, Comparison National data to DBE data, Statistical data about number schools, teachers, etc. (Figure 4). This function is still at the prototype stage and will be fully developed in the next quarter.

    Simple Query The simple query is also a new function that will give information based on provided parameters, such as number of computers at school by district, province, or national level or others (see Figure 5).

    DBE1 Training Activities Tracking System The previous version of the Training Tracking System was not structured to cover training plan data uniformity among provinces. During the quarter the feature was expanded to exhibit cohort-1 and cohort 2 training activities using structured training plan. Cohort-1 and training data will be available (verified and validated) in the next quarter.

    Improved training participant classification also took place during the quarter. The classifications differentiate participants by management and governance function roles. In the next quarter this feature will be improved to produce training report formats that

    are aligned with Bi-Weekly Report, Bi-Annually Fact Sheets, USAID Performance/Standard Indicators, or other report format requirements.

    6.4 School Report Card (SRC) As a follow on of last quarter field testing, DBE1 North Sumatra and South Sulawesi office started initial preparation for the program. DBE1 North Sumatra provincial office provided SRC training of trainers (TOT) for Binjai district stakeholders. Further, sub-district Binjai Selatan carried out Introduction to SRC Workshop for school stakeholders (10 school principals, 10 teachers, and 20 School Committee representatives) to generate their own SRC using data they have in schools. While DBE1 South Sulawesi provincial office in collaboration with DBE2 started SRC initial preparation in Maarang sub-district of Pangkep district to plan and implement a trial of the SRC approach. The activity was joined by 30 participants of seven schools including school principals, teachers, community members, supervisors, and local officials.

    Anticipated Next Steps

    • Continue to collaborate with DBE2 consultant in analyzing field test data and finalizing software.

    • Develop collaborated procedures for SRC implementation by the end of the next quarter.

    6.5 DBE1 Data Collection DBE1 national and provincial teams conducted PDMS Data Management workshops at the end of August (see Figure 9).

    • Provide workshop/training for Junior DIS on the PDMS functions and its data management as described in the SOP.

    7. Information and Communication Technologies (ICT)

    ICT Grants During the quarter one grant was approved by USAID and awarded; six had been approved in the previous quarters. Of the 22 grants that passed the first evaluation in 2006, five grantees have either resigned from the process or were declared non-compliant by DBE1 largely because they could not pass the rigid due diligence on financial/ procurement administration and reporting8. At the end of the quarter 9 grants were still in the process of final evaluation by USAID or DBE1 (See Figure 10 The remaining grants are expected to be awarded in the next quarter. (See Table 6 for detailed description of status of grants by province at end of the quarter.)

    Aceh ICT Program Feasibility Study ICT Grants for Cohort-1 are on- going in North Sumatra, Banten-West Java, Central Java, East Java, and South Sulawesi. A contract modification calls for a separate ICT program in Aceh (Figure 11). DBE1 has set aside an amount of $350,000 for ICT in Aceh. The ICT program may be the same, similar or entirely different from the ICT program in other districts. A special feasibility study is required in order to determine the most appropriate use of ICT in Aceh, including coordination with DBE2 ICT program, requires a feasibility study.

    The framework for the Aceh ICT Program Feasibility Study is depicted in Figure 12. The study was carried out in August 2007 in Banda Aceh, Aceh Besar, Pidie, Bireun, and Aceh Tengah districts. The study considers ICT parameters and its indicators to come up to ICT program feasibility and its recommendations.

    8. Public-Private alliances

    8.1. Chevron Alliance

    8.1.1. LPM Unsyiah: Vocational Training Impact Report # 4

    Lembaga Pengabdian Kepada Masyarakat, Universitas Syiah Kuala, submitted the final Impact Report on outcomes for the 302 of 346 participants who completed the USAID-Chevron Vocational Scholarships program and will present it to USAID and Chevron in early November 2007.

    Results of Unsyiah evaluation indicated that overall employment rates improved from 54.9% before training to 70.9% after 12 months. Female employment rates improved significantly from 25.6% before training to 55.1% after 12 months.

    The average of respondent’s monthly income has increased significantly. Females experienced more income increments than males. Before the training they were less skilled and low paid. However, through the skills learnt during the training, they are able to get better paid.

    8.1.2. School Rehabilitation: Yogyakarta

    DBE1 continued to assist the school reconstruction committee of SDN Kalongan, Depok, Sleman being reconstructed with Chevron Corporation funds. It is anticipated that after IED Fitr holidays the school reconstruction process will be finished. The Chevron contribution totals about Rp. 1.129 billion ($125.000).

    The school reconstruction project used the community participation mechanism whereby Chevron provides grants directly to school who in turn use the grant to hire local craftsmen and architect and procure materials and labor. DBE1 committed to provide up to $10,000 from PPA line item for supporting the school reconstruction committee and school management.

    The school was badly damaged by the May 2006 Earthquake as can be seen from pictures taken on February, 2007, and required to be rebuilt completely. In March 2007, building demolition process was started.

    DBE1 provided regular technical assistance to principal and school reconstruction committee to enable them to supervise the reconstruction process.

    8.2. BP Alliance – Papua Barat

    Starting from July 2007, DBE1 shares a provincial office with LGSP in Kota Sorong. In September 2007 DBE1 Papua Local Coordinator, Ibu Rosdiani Rachim, resigned from DBE1. She took a new position as DBE2 West Java Provincial Coordinator. DBE1 will look for the replacement in the next quarter.

    District Education Planning Preparation Data and documents on district education profiles have been collected for the preparation of activities to improve districts’ capacity to plan for education. An assessment of the districts’ actual needs will be carried out in the next quarter to determine their readiness and whether they need DBE1 district planning program and a specially tailored program. DBE1 intends to begin these activities in the first quarter of 2008.

    8.3. ConocoPhillips Alliance: Central Java and Yogyakarta

    DBE1 team continued the preparation of USAID-ConocoPhillips Education Response Alliance in Central Java and Yogyakarta. The program is behind schedule because the funds had not been transferred from ConocoPhillips to USAID until June 2007.

    School Assessment Report Because of delay as stated above several initially proposed schools were taken by other parties. Therefore, DBE1 team assessed an additional 53 candidate schools between April and August 20087 based on data given by Dinas Pendidikan, Kandepag and

    ConocoPhillips. The Team also expanded the assessment area to Kabupaten Gunung Kidul, Kabupaten Kulon Progo and Kota Yogyakarta in Daerah Istimewa Yogyakarta province and found that the first two districts were not recommended. There was only one school meeting the criteria, while the distance to Dinas Pendidikan office for project coordination was too far.

    The Team kept on focusing on finding schools that had not received any funding from government or private sources. However, it was difficult to find schools that met this criterion. Many schools had already received funding from the government or private sources. Further, these schools have different infrastructure needs such as additional classrooms, library, infirmary and/or musholah. The Team considered taking these schools as long as the additional locations are separated from the main reconstructed/rehabilitated building.

    The final school assessment report was finalized in August 2007 and submitted to USAID and ConocoPhillips. DBE1 recommended rebuilding of 5 SD, 1 MI, 2 MTs and 2 PKBM, and rehabilitation of 16 SD, 4 MI, 4 SMP, 3 MTs and 3 PKBM, totaling 35 schools. The alliance will benefit 25 elementary schools (71%), 7 junior secondary schools (20%) and 3 non-formal education sites (9%). The new list was agreed by ConocoPhillips and USAID.

    MOU Signing Preparation On 15 - 16 August, DBE1 team comprised of Jakarta-based staff (Basilius Bengoteku and Ignatius Indriartoto), Klaten District Coordinator (Dyah Karyati) and Regional Construction Coordinator (F. Suharto) conducted a meeting with Bupati Klaten (Sunarna, S.E) and Local Government Officials of Provinsi Daerah Istimewa Yogyakarta, Kabupaten Bantul Kabupaten Sleman and Kota Yogyakarta. This meeting was aimed to inform about the implementation plan of USAID-ConocoPhillips alliance in Klaten and Yogyakarta, reconfirm list of schools that will benefit from the alliance and the plan of MOU signing between USAID and Districts.

    Establishment of DBE1 Yogyakarta Office On 3 September 2007, DBE1 Yogyakarta office was officially opened. DBE1 Jakarta Team provided DBE1 overview and training to Construction Coordinators and Accountants of the DBE1 Yogyakarta as well as DBE1 Central Java Team in matters related to Communications, Monitoring and Evaluation, and School Reconstruction/Rehabilitation Grant Administrative activities. A visit to SDN Babadan 1 and SDN Granting in Klaten was conducted to obtain school pictures and school profile information.

    Introduction of Reconstruction/Rehabilitation Grant Program From 18 - 21 September 2007, DBE1 Team Yogyakarta conducted a Grant Program Socialization session for the schools that are receiving reconstruction and rehabilitation assistance. The purpose of this meeting was to inform schools of the following: (1) they have officially been included in the USAID-ConocoPhillips school reconstruction/rehabilitation grant program, (2) the reconstruction/rehabilitation activities will use the community participation mechanism; and (3) the need for schools management to form a school reconstruction/rehabilitation committee to oversee the process of constructing permanent building.

    Principals, teachers, school committee members and head of non-formal education sites from 35 school/madrasah/PKBM (131 male and 39 female) attended the meeting. Key

    stakeholders from Dinas Pendidikan and Kandepag (10 male and 6 female) also attended the meeting. The output of this meeting was the plan for the formation of school reconstruction/rehabilitation committee before IED Fitr holidays.
