July 2019‘ Fairs, fetes ...and a little grumble’

This month we are spoilt for choice when it comes to the number of events and days out that are on our doorstep. We are so lucky! Of course, we live in a holiday ‘destination’, a tourist area... and the Cotswolds are always ‘drop dead gorgeous’! Like us before them, our visitors fall in love with stunning villages, beautiful gardens and priceless scenery. Unlike us, they look, record and move on.

(However, visitors can be a hazard. They walk in the middle of the road taking ‘selfies’ but no notice of cars, poking their cameras over walls and posing in front of our homes and gardens, and I wonder if they think they are in a theme park? As if! No oversized mice here! We are all very real – and very proud of ‘our Cotswolds’, too! Talking of noticing... and at the risk of upsetting a few of our locals, do you notice how many of us will park where we shouldn’t when it suits us, with a ‘but I’m a local, I’ll only be a minute’?)

Talking local, how well do you know your town or village? For our Photo Competition next month we are focussing on the four main town and village centres, spotting some of the delightful details and unique little gems that we see regularly on walls, windows, roofs, etc., but may not have noticed before. Could you identify where each one belongs? Take a slow stroll up the High Street, round the Square, along the bank or up the hill – and see what you can see.

We look forward to challenging your keen-eyed knowledge of our locality, and hope to see you out and about... with luck, in wonderful English summer weather!

Prince Rupert was an iconic figure of the English Civil War. The youngest son of Frederick and Elizabeth of Bohemia and a nephew of Charles I, he was interested in warfare as a child. He became a soldier at the age of 14 and went on to fight against Spain where he acquired a reputation for fearlessness and bravery in battle. During an expedition with his brother, Charles Louis, to try and regain the Palatinate he was captured and imprisoned in Linz. He apparently had an easy time in captivity, being taken on hunting trips and having a romantic liaison with the Governor’s daughter. He was presented with a white poodle called Boy, which accompanied him on various battlefields throughout the war until it died at Marston Moor.He was eventually released on the undertaking that he would not take part in any conflict against the Holy Roman Empire, so when his uncle Charles I became engaged in a war in England he made haste to join him and was promptly appointed General of Horse. His impetuous nature and poor command of English led to a lack of discipline in his troops despite him being considered a heroic figure in the Royalist camp. He conducted himself well by clearing much of the West Country including Bristol, helping relieve Newark and York and commanding the army in the Royalist defeat at Marston Moor, but on the way he made many enemies. After the disastrous Battle of Naseby he considered the Royalist cause was lost, and being trapped in Bristol he surrendered the city to Parliament. Charles dismissed him from his command. Though the two were eventually reconciled, after the war he was banished from England by Parliament.During his time in France he joined with his cousin James,

the exiled Duke of York, in commanding the Parliamentary Navy which had mutinied in favour of the King at the start of the war and sailed to Holland. They tried to restore Royalist finances by piracy and conducted a campaign across the Atlantic to the Caribbean. Most of their ships were lost in a storm and they returned to Europe where he became embroiled in a plot to kill Cromwell.In 1656 he accidentally entered into a four-way love entanglement involving his brother Charles Louis, his wife and another lady, which led to the annulment of his brother’s marriage. Rupert was unhappy that his brother would not endow him with an estate and went to Hungary where he continued to develop the art of mezzotint. After the Restoration he returned to England and resumed his seat in the House of Lords as the Duke of Cumberland. He was appointed as Constable of the Tower of London and sorted out its defences. Then he became a Commander in the Navy, rising to Lord High Admiral. In his later years he dabbled in science, helping to found the Royal Society and introducing several innovative ideas. He also became the 1st governor of the Hudson’s Bay fur trading company. He never married but had two mistresses, Frances Bard, who bore him a son, Dudley, and the actress Peg Hughes with whom he had a daughter, Ruperta. He is entombed in Westminster Cathedral following a State funeral.His name lives on in the titles of towns, streets, numerous pubs and places such as Prince Rupert Island in Canada. Soldier, pirate, artist, admiral, statesman, scientist, company director – his varied career made him a most colourful and fascinating character of the era.

If you’re holding out for a hero, or villain, then look no further than the forthcoming Open Days at the Heart of England’s Forest’s extraordinary Garden of Heroes and Villains in Dorsington on the northern edge of the Cotswolds.

Only open for a limited number of days each year, the private sculpture garden was commissioned by the Heart of England Forest’s late founder, millionaire publisher Felix Dennis. Felix personally oversaw the creation of this spectacular display and it remains as a testimony to his extraordinary creativity and vision. After his death the garden was bequeathed to the Heart of England Forest Charity and remains a centrepiece of the charity’s fundraising activities as they push towards their target of planting three million trees and creating Britain’s largest new

native woodland on the doorstep of the Cotswolds.

After its purchase in 1989, an army of craftsmen and labourers worked for 25 years to transform the seven-acre site into a spectacular showcase for over 50 life-sized bronze sculptures created by leading artists and featuring some of the most prominent fi gures from throughout history. Cultural icons Bob Dylan and Billie Holliday stand side-by-side with The Beatles, the poet Rupert Brooke and, perhaps most poignantly, the recently departed rock ‘n’ roll pioneer Chuck Berry among others. Figures who shaped the 20th century including adventurer Lawrence of Arabia, Sir Winston Churchill and John F Kennedy rub shoulders with four-minute-miler Sir Roger Bannister and computer masterminds Charles Babbage and Ada Lovelace. The list of VIP’s goes on and on.

The Gardens of Heroes and Villains

In addition to the sculptures and the stunning gardens, the Open Days will feature a host of other activities designed to appeal to all the family; the mystifying yew tree maze will be open to confound puzzle-lovers, while there will also be a children’s quiz, poetry garden and woodland walks to enjoy, along with much, much more.

CHANGES AHEAD FOR YOUR RECYCLING CENTRES

To refl ect the 25 % reduction in demand throughout the winter months, the fi ve household recycling centres (HRC’s) in Gloucestershire will be reducing their opening hours as of October 28th.

From Sunday 28th October to Sunday 31st March 2019 HRC’s will be open from 10am until 4pm. From 1st April 2019 HRC’s will open an hour earlier at 9am and close an hour later at 5pm. Each site will also close one day a week. Cllr Nigel Moor, cabinet member responsible for household recycling centres at Gloucestershire County Council, said: “A lot of research, monitoring and consideration went into this decision; this solution will not only allow the council to make savings, but it also means our HRC’s are open when the public need them to be.

“Recycling is very much a council priority and we are committed to reaching our target of 60% recycling by 2020. These changes aren’t coming into affect until the end of October; more information can be found on our recycle for Gloucestershire website.”

Action Fraud has issued national warnings about fraudsters who are pretending to be from local councils or the HMRC.

People are receiving cold calls and emails about a council tax overpayment from individuals who appear to work for a local council. The emails often contain phishing links, which direct the recipient to a website where they will be asked to provide personal data.

Action Fraud has also experienced an increase in the reporting of malicious calls, voicemails, text messages or emails to members of the public which appear to originate from HMRC.

The fraudsters state that as a result of their non-payment of tax or other duty, the victim is liable to prosecution or other legal proceedings such as repossession of belongings to settle the balance but can avoid this by arranging for payment to be made immediately by method such as bank transfer or by iTunes gift cards.

If the victim is hesitant or refuses to comply, the suspect makes a threat such as immediate arrest, bailiffs or - in cases where the victim appears to be of overseas origin - deportation.

Often, the period for which the tax is allegedly due is distant enough to guarantee the victim will have little, if any, paperwork or ability to verify the claims. Once the money is paid the suspects sever all contact.What you need to do

Always question unsolicited requests for your personal or financial information. Just because someone knows your basic details (such as your name and contact details), it doesn’t mean they are genuine. Instead, contact the company directly using trusted methods such as a known email address or phone number.

Listen to your instincts. If something feels wrong then it is usually right to question it. No genuine organisation will ask you to pay taxes, bills or fees using iTunes Gift Cards, or any other type of voucher.

Don’t be rushed or pressured into making a decision. Under no circumstances would a genuine bank or some other trusted organisation force you to make a financial transaction on the spot.

Report Phishing attempts. If you receive a call, text or email of this nature and have not lost money, report this as a phishing attempt to Action Fraud.

Joe Harris, the new Leader of Cotswold District Council, is opening up CDC meetings to the public. “A priority of the new administration at CDC is to ensure that our meetings are as open and as accessible to the public as possible.

“New dates and start times will make them more convenient for Councillors

and members of the public to attend, and easier for those with work or childcare commitments.. “We’ve also committed to webcasting our Council meetings so, no matter where you live in the Cotswolds, you will be able to access democracy in action. I hope this technology will be in place by the end of the year.”

- Full Council Meetings will be Wednesdays with start times alternating between 2pm and 6pm.

- Cabinet meetings have moved to the fi rst Monday of the month starting at 6pm.

The fi rst CDC Cabinet meeting will be at 6 pm on Monday 1 July.

The start time of all other committees will remain the same.

This led to a review of the meeting schedule for early June and, resulting in the Cabinet meeting (Monday 3 June) and the Overview and Scrutiny Committee Meeting (Tuesday 4 June) were both cancelled.

The fi rst Cabinet Meeting of the new Council will be on Monday 1 July (commencing at 6 pm). The rescheduled Overview and Scrutiny Committee meeting will be in July (date TBC).

Community Infrastructure Levy The Community Infrastructure Levy (CIL) is a locally set charge that can be applied to development, such as new homes and extensions to homes according to their fl oor area. The fees generated through the levy will contribute to the funding of infrastructure which supports development growth across the District.

The CIL is intended to supplement other funding streams and to give councils and communities more choice and fl exibility in how infrastructure is funded. The scheme will apply to all relevant planning applications determined on or after 1 June 2019, even if they were submitted in advance of this date. CIL may also apply to Lawful Development Certifi cates and Permitted Development.

Commenting on the introduction of the new charge, Cllr Rachel Coxcoon, Cabinet Member for Planning Policy, Climate Change and Energy, said, “CIL is considered to be fairer, faster, more certain and transparent than the previous system of planning obligations which are generally negotiated on a 'case-by case' basis. Levy rates are non-negotiable and they provide more certainty 'up front' about how much money developers will be expected to contribute.

Local town and parish councils will be given a slice of the levy collected in the parish to spend on local priorities; this will be up to a maximum of 25% for those with neighbourhood plans.” Local Priorities can include playparks, schools, communities facilities, and contributions to local projects.

Cotswold District Council are hosting a free special event to inform key local decision makers, housing groups and the public about the benefi ts of community-led housing.

The event will focus on community-led housing as a means of providing more affordable accommodation in local communities across the District.

Attending will be experts from Homes England, a local Housing Association and an established Gloucestershire-based Community Land Trust. Details will be available on the range of options available including: community land trusts, collective self-build groups, cooperative housing, co-housing schemes, mutual home ownership societies, and alms houses.

The event will also explore how schemes can be initiated (including from grassroots level), the sources of funding available, and the help that CDC can provide to assist community-led housing schemes. There will also be examples of successful schemes from across the country.

Commenting on this initiative, CDC Cabinet Member for Housing Cllr Lisa Spivey says: “This event will show how the growing movement of community-led schemes can complement the work of the local housing authority whilst meeting the aspirations of local communities.

MORETON IN MARSH TOWN COUNCIL

More than 60 homes are set to be built off a narrow country lane on the edge of Moreton-in-Marsh.Cotswold District Council’s planning committee approved the 67 homes on the edge of the market town this morning, but concerns were raised over parking issues on the narrow Evenlone Road.The lane has been reduced to one car entering at a time as nearby residents park on both sides of Evenlode Road, the committee heard today.The site, known locally as ‘the Polo Field’, runs along Evenlode Road.Councillors approved the new housing estate by a majority of eight, including a plan to call on Gloucestershire County Council to improve the access to the road.A council officer said the new residents will have to “wash their face and not exacerbate the parking problem”.Some were concerned that Moreton-on-Marsh is already “under strain” as the town has seen more than 1,000 homes be built since 2011.Councillor Rachel Coxcoon, who represents Moreton East, said the town has seen no infrastructure improvements since more houses have been built.Ms Coxcoon (LD) said in the meeting: “The rate of house growth has been extraordinary in Moreton since 2011, and we have had no infrastructure improvements in that time.“I have received many emails and letters about this application from residents. There is some question that Moreton has exceeded what it can give from the local plan.”Speaking after the meeting, Moreton-in-Marsh town councillor Malcolm Berry said: “There is local acceptance of development and housing on the side, but no attempt to mitigate a known and repeatedly recorded problem that will only be exacerbated by this development is quite shameful.”

Cotswold District Council’s Environmental Services team has produced a map showing locations in the district where fly tipping is most prevalent.Residents are being urged to report any suspicious tipping in the areas of the map marked with a red pin, to the council when possible. Cllr Andrew Doherty said, “No one should put themselves in danger, but it is always useful to be vigilant for suspicious tipping activity. You should inform the council by calling 01285 623123 or via our online form.”

GCC cabinet has been recommended to purchase a new hybrid or electric vehicle, costing approximately £25,000, to deliver pre-selected books to customers around the county. This could be either via community pick up and drop off points, or directly to people’s homes. Collections will be ordered online by customers or chosen by library staff based on customers’ preferences.The existing mobile library is off the road needing repairs totalling £28,000, with no guarantee the vehicle would remain roadworthy. Investing in a new vehicle will be more cost-effective and environmentally friendly, with any savings invested into the library book budget.Mobile libraries are valued by people unable to access alternative library provision.However, the number of people using the service has declined – of 1,215 borrowers registered as public mobile library users in 2018/19, only 437 had used the service in the past year (in part due to the vehicle being off the road). Cllr Dave Norman, Cabinet member with responsibility for libraries at GCC, said: “I am delighted that we could soon

have a vehicle back on the road – and one that will deliver a new, tailored service to meet the needs of users who find it difficult to get to their local library, in an economic and ecological manner.” “We would like to thank people for their patience whilst the existing service has been unavailable.”

A brief summary: Councillors agreed on behalf of Gloucestershire to:� Welcome and endorse the declaration of a climate change emergency by Parliament on behalf of the UK.� Commit towards an 80% reduction in the council`s corporate carbon emissions no later than 2030, with carbon offsetting by the same date.� Deliver a carbon neutral county by 2050, and work with partners to identify the measures required to deliver up to 80% carbon reduction by 2030 � Call on Central Government to provide additional powers and resources to support local and national action, assisting the council to adopt, implement and strengthen the Gloucestershire Sustainable Energy Strategy. � Ensure that the council’s major plans have clearly identified strategies to reduce carbon emissions – working with district and borough councils to reduce their carbon footprint within their corporate strategies; and providing an annual report to the Environment Committee, with regular performance updates including details of the resources required to meet the 2030 carbon neutral target. Cllr Ian Dobie, deputy leader of the Liberal Democrat Group at GCC, said: “Let us be in no doubt, we must take action now. The Government and this council must be more ambitious in its attempts to avoid the worst impacts of climate change. This motion represents the start of a journey towards a greener Gloucestershire.GCC hosted a Climate Change Summit Meeting with GFirst Local Enterprise Partnership in May.

2019 Clean-up competition Winners

Three communities celebrated winning cash prizes in the 2019 Great Cotswold Clean-up competition, sponsored by Cotswold District Council and Midcounties Co-operative in April.The standard was excellent but the unanimous choice for first prize was the Cerney Wick team who impressed with their high turnout and plans for spending the money, including a children’s competition to design signs discouraging fly tipping in the village. Runners up were Coln Valley, and third place went to Stratton Youth FC.Cllr Andrew Doherty said, “A huge ‘thank you’ to all the teams who entered this competition. People take great pride in their surroundings and it is much appreciated when communities come together for litter picks to improve the environment. Thank you also to the ‘unsung heroes’ in the Cotswolds who do this worked throughout the year in all weathers.”

Light in the Darkest Hour – Dunkirk’s Little Ships

Amid the hustle and bustle of Gloucester Docks, many readerswouldbesurprisedtofindThe Queen Boadicea, a maritime time machine transporting the visitor back almost 40 years to the dark days of war-torn Europe, 26th May-4th June 1940 – famously referred to by Winston Churchill as thecountry’s“DarkestHour”–theevacuationofDunkirk.By September 1939 Europe was firmly in the grip of asecond period of hostility. Churchill, not a man to rest on his laurels, sought to strengthen the nation’s vulnerablecoastline and sent a body of British troops to support our beleaguered French Allies, the brave men of the British Expeditionary Force standing shoulder to shoulder against tyranny and establishing a brief period of peace.Sadly,this ‘PhoneyPeace’wasnotto last,shatteredbyadecisive push by motorised German Army Groups A and B, anoverwhelming‘Blitzkrieg’force.TheBEFandtheiralliesfell back, saved greatly by the heroic actions of a rear guard of French and British troops determined to keep a nine mile escape corridor open. Thus commenced the “Miracle of Dunkirk”,helpedinnosmallpartbyRoyalNavygunboatsandaflotillaof“Little Ships”.The Dunkirk evacuation, code-named Operation Dynamo commenced in earnest from both the adjacent beaches and thebadlybombedharbour‘Moles’.Despiteinitialforebodinganddifficultyinreachingthemenstrandedinshallowwaterswhile under constant German bombardment, the decisive use of private boats resulted in 338,226 escaping, including 139,997 French, Polish, and Belgian troops, together with a small number of Dutch soldiers, aboard 861 vessels (of which 243 were sunk during the operation). Considered a success, one must however consider the soldiers lost (dead, wounded, missing, or captured) including 68,000 BEF troops and 40,000 Frenchmen. Despite initial criticism due to its apparent lack of air cover the RAF lost some145SpitfiresoverFrance,mostofthemintheattemptto prevent the Luftwaffe from reaching and bombing the evacuation beaches.However,thefinalwordmustrestwiththemenandboatsoftheRoyal,MerchantandCivilianfleetwhodidindeedsailtosave our nations pride... – Atotalof693Britishshipsnot includingships’ lifeboatsand some unrecorded small privately owned craft.– 861 Allied Ships – and a total of 338,226 troops were landed from Dunkirk – 98,671 from the beaches and 239,555 from the harbour. In 1927 the National Gardens Scheme was launched as an initiative to support local Community nurses. The premise, to open summer gardens for a small entrance fee for charities. Those in receipt of the donations now include Macmillan, Marie Curie, and of course our own Kate’s Home Nursing, reflecting the NGS origins.Throughout the summer, the gardens of Britain throw open their gates and welcome visitors from far and wide. Last year there were over half million visits and the charities have received over £50 million pounds in donations. This year, thanks to the NGS informative local guides to the participating Gardens, the choices are wide and varied. One weekend, a delightful choice of village gardens in Barnsley, ranging from the magnificence of Rosemary Verey’s garden at Barnsley House to a tiny “lock up and go” cottage courtyard in the village. Every garden is worth a visit and a wonderful way to get to know the ins and outs of what makes a space, large or small into a cohesive whole. I visited a particularly interesting working farm garden this weekend. Pasture Farm is a plantsman’s dream. It is a free flowing example of careful planting, resulting in a space of contrasts. The owner has chosen her plants to fit the correct position. “Plant the right plant in the right position and it will thrive” is one of her rules and it works. Over thirty years, from a wild place to a garden of such delight, points to dedication and hard work. It is always fun to discover touches of humour. The topiary is delightful, with giant rabbits and chickens to smile at and give an ”Alice in Wonderland” air. Spaces reached through high winding hedges, gravel gardens and hidden ruins. There are those important places to hide and read a book in quiet serenity, even with the many visitors. To know that each of the trees, shrubs and hedges have been planted by those who live there is always an added joy. The

creation of such a special space can include delightful surprises. It’s not always plants and trees. A bee pebble sculpture in the path for all to see was created for an important birthday. Perfect! I would urge you to visit as many of these treasures as you can. It’s a win-win for everyone. In Pasture Farm, it’s Kate’s Home Nursing. For the owners of all the gardens it’s the pride and excitement of the preparation and deliverance of near perfection and for us, the happy recipients, it’s the fun of a lovely day out with most amazing tea and cakes as an added bonus. A Generous Donation to Barnado’sMembers of Rotary International’s Service Club for young people aged between 12-18 years have raised more than £500 for Barnado’s, the charity that cares for vulnerable children.The money raised through various projects by the Cotswold School Interact Club, included cake stalls, tombola stalls at the Upper Rissington Easter Egg hunt, and the Cotswold Festival of Motoring, as well as the raffle of a Barnado’s hamper.A cheque was presented by the President of the club, Felicity Whitehead to local Branch Manager at Barnado’s, Kirsty Liversidge.Andrew Mitchell, on behalf of North Cotswolds Rotary and Rotary in the Rissingtons, thanked everyone involved for their hard work and enthusiasm throughout the year. He said, “They are a great group and we very much enjoy working with them, and value their help and support on Rotary projects.”Interact members will be supporting forthcoming Rotary events in Bourton on the Water, such as the Greystones ‘Swan Lake’ 10k Run on Sunday 14th July, and Cotswold Festival of Motoring on Sunday 4th August.

chipping campden & district rotary clubPresident’s Afternoon Tea: Peter Butler bowed out from his year of office as President of Chipping Campden Rotary Club with an afternoon Tea at the Vineyard in Mickleton. Twenty Rotarians and guests were entertained in a marquee on the vineyard to English sparkling wine and a full afternoon tea.

Guest of honour was Walter, a fifteen month old black Labrador in training as a Guide Dog for the Blind, Peter’s chosen charity for his year of office. Peter is also President of the Vineyard Association. Guests were shown around the three areas of vines and encouraged to ‘adopt’ a vine for an annual £25 (£40 for two). Adopters are invited to a barbeque and also a Cheese and Wine event, as well as receiving a bottle of each year’s vintage. This has proved so popular that a third area has just been planted with new vines to meet demand.

New Rotary members and enquirers are always welcome at the Club’s meetings at the Cotswold House Hotel normally on the second and fourth Thursdays of the month at 6.30 for 7 p.m. Please note revised meeting time. Membership is open to women and men. To contact email: [email protected].

OUR MISSIONTo provide a FREE out of hours medical transportation service to the National Health Service.

The concept of a rapid response motorcycle based charity run by unpaid volunteers goes back over half a century. Delivering emergency blood supplies is a vital part of the NHS, yet remarkably it is delivered by a mostly volunteer force, a group of independent local organisations, many represented by the National Association of Blood Bikers (NABB). Very often a blood bike can get supplies between hospitals even quicker than an ambulance running with fl ashing lights. Where a blood biker or ambulance aren’t available, a hospital trust will have no choice but to use a paid-for taxi. This costs trusts and hospitals thousands of pounds a year. NABB has 27 member groups around the country, manned by over 1700 volunteers. In any year they can be called on to transport between 35,000 – 40,000 emergency blood deliveries.

We exist not for the income, but for the benefi t outcome With its roots going back over half a century, the concept of a rapid response motorcycle based charity has an impressive track record. Since its inception as an umbrella organisation in 2008, NABB has successfully promoted and been

actively involved in the start of numerous independent Blood Bike groups across the UK and the Republic of Ireland. With only a handful of areas not covered by a Blood Bike group, our vision of providing a ‘coast to coast’ service is rapidly becoming a reality. Although we are all volunteers, we operate to professional standards and comply with current legislation relating to compliance, training and activities. During 2013, 1400 advanced qualifi ed volunteer bikers from the 25 NABB member groups responded to around 35,000 requests for rapid transport from 262 hospitals in the UK. These requests were to transport anything from whole blood (red cells), platelets, plasma, serum, surgical instruments to patients’ notes, X-rays, Human donor milk and MRI scans. These ranged from Urgent (Priority 2), through to Emergency (Priority 1) life threatening scenarios.

Blood Bike groups essentially need two things – volunteers and fi nancial help. If you would like to support us at corporate level, volunteer for a group, start a new group or just want to fi nd out more, please get in touch via our contact page – you can donate through our BTMyDonate page.

We hope you never have cause to need the services supplied by voluntary blood bike riders.

But, as a biker, there is a far higher chance that you will need emergency blood.

Thanks to the magnifi cent fundraising efforts of The Province of Gloucestershire & Herefordshire Mark Master Masons Charity the charity will be donating a fully funded 4x4 vehicle to support the lifesaving work of the Midlands Air Ambulance and the Severn Freewheelers Emergency Voluntary Service Blood Bike Group.

Severn Freewheelers will now be able to deliver fresh blood supplies to the Midlands Air Ambulance base to enable them to carry out emergency blood transfusions at the scene of an incident to give a patient a far greater chance of survival.

The vehicle provides a vital tool in the operation, where Severn Freewheelers will deliver, return and replenish whole Blood from Worcester Royal Hospital blood bank to the Midland Air Ambulance operational base at Strensham every 48 hours and during emergencies.

The multi-purpose vehicle will also be used to safely deliver and transport frozen human milk from the donor to the milk banks and special baby care units when the quantity exceeds the capacity for a motorcycle, as well as enabling them to continue their work during bad weather when conditions are too dangerous for motorcycle use.

each car is a history lesson in itself but to truly see them at their best is to watch close up as they spring to life and tackle the hills at speed. On a fine summer’s day there is no more pleasant a place to be; the atmosphere is relaxed, everyone is there to have fun and the bar is open (for non-drivers only of course!).Rachael Watkins, proud Secretary of the Meeting: “Such a historic event requires teamwork and effort from all the staff and volunteers alike. “There is no more pleasant a place to be; the atmosphere is relaxed, everyone is there to have fun.” “Prescott is the pinnacle of the VSCC Speed season, a historic event that draws competitors and spectators from afar. It’s a fantastic opportunity for our drivers to showcase their talent and skill, and it provides a great social atmosphere for our members and spectators of all ages. Prescott is held in great affection by VSCC members, steeped as it is in history and tradition; the exploits here over the decades are the stuff of Club legend. It all started with author and innovator L T C Rolt, who lived nearby and noted that the twists and turns of the driveway on this particular hill had excellent hill climb potential. When the Gloucestershire Dairy Company put the land on the market in 1937 the youthful VSCC did not have the funds to buy it, but the wealthier Bugatti Owners’ Club stepped in and began negotiations. Later, L T C Rolt stated that, upon hearing that the idea was to use the land for hill climbs, the Dairy’s manager “could hardly have looked at me with

greater incredulity and suspicion than if I had proposed a nudist colony”! Despite his misgivings, the deal was done and the BOC bought the land for the princely sum of £2,500 with the agreement that the VSCC could run an event there every year, for ‘an economic figure’. The acquisition was announced in the November 1937 issue of the “Bugantics” newsletter and the first meeting was held on 10 April 1938. The rest, as they say, is history.

A new shop in Stow is always an event. This new shop has been keenly anticipated, as is the brainchild of some very special people in the town.

As many of you will have noticed, the Red Cross shop in Stow recently closed and it was thought that as there were long time helpers eager and available, there might be an opening for a new novel idea in the charity sector.

It was time to fi nd out about it all. It would be hard not to be excited and intrigued by the plans of the redoubtable Lindsay Morgan, with her splendid hat and her beaming smile, Saph, her assistant, and Smudge the dog that is front of house! LIndsay and Saph exude enthusiasm and confi dence in their new adventure.

The premise is simple. Friends of the Wishing Well is a local charity, and this is the difference. The Charity shops already in the town are nationwide, and as such, have management and regulations to adhere to. This new idea of Lindsay and her friends is that they will be free of constrictions and will be able to help most people who ask for their help. So far, they are collecting for Kate’s Home Nursing,

one of Stow’s most loved charities and Stow Primary School’s PTA. This is just the beginning. Lindsay is keen for those who would like some help raising money for a cause they hold dear, to get in touch and put forward their projects. Who knows what may be achieved!

The other differences between this charity and the national organisations, is that there is no timeline. A fi xed sum may be raised in a set time, and then wound up. Obviously, Lindsay and her team would discuss each one, but at least it gives hope to those who need a little help with their fund-raising projects in a novel and exciting way.

Before I left Lindsay and her charming new shop, I asked her if she had ever sold anything really special. Yes, she had. It was a Hermes handbag for £1,500, and it’s still waiting to be picked up. Now that’s what I call a bargain!

Do pop in to see them all. It is a joy to meet such positive and committed people, and I wish them well at the Wishing well.

Moreton Scouts CelebrateOn 30th May the Scouting community of Moreton in Marsh gathered to celebrate the re-opening of the newly refurbished Scout hut by Lord Dulverton.

The hut has undergone extensive refurbishment, with new heating, wiring and windows, and for the fi rst time, insulation in the walls and roof. During the works it was discovered a gable wall also had to be rebuilt. Without generous funding from the Moreton in Marsh Charity, Loudham Estates, and other anonymous donors, none of this could have taken place.

On the day the weather was fi ne and a good crowd gathered for the unveiling ceremony. Scouts and Scout Leaders of past and present were invited, with today’s Cubs and Scouts serving tea and cakes to their predecessors from more than forty years ago.

It is sixty-one years since the original hut was opened in 1958 by Lord Dulverton’s father, and some of the guests recalled the wooden hut situated nearby where they had met.

Throughout this time the Scout movement has provided opportunities for the children of Moreton in Marsh to learn practical skills, camp in the woods, and spend time at Scout events across the County and further afi eld.

Scout District Commissioner Tony Dale thanked Lord Dulverton and added his special thanks to Oli Robbins who oversaw the building works.

The Leaders and Committee welcome anyone able to give some time, however much or little, to Scouting in Moreton in the future.

Children from 6 – 18 years of age are welcome, meeting dates and times can be found in the monthly editions of Cotswold Times (Moreton in Marsh).

Housekeeper’s AwardFinding odd socks and phone chargers are all

part of a day’s work for Karen Summerwill, head housekeeper at The White Hart Royal Hotel, Moreton

in Marsh.

Karen, who loves her role and heads a seven strong team, has been named Housekeeper of the Year

by the Coaching Inn Group, which operates fi fteen hotels and inns in market towns across the country.

“There is a great deal of job satisfaction in ensuring every room is left in a pristine condition for incoming

guests and the whole operation, including the organisation of rotas and the ordering of fresh

supplies, runs smoothly”, she said.

Karen, who has lived in Moreton all her life, was unable to attend the annual awards held at the

group’s Three Swans Hotel in Market Harborough as it was her parent’s Golden Wedding Anniversary.

New eight mile all-terrain mobility route launchedLady Ashcombe of Sudeley Castle will be hosting the launch and formal opening ceremony of a new eight mile disabled access route around Winchcombe, at Sudeley Castle.

The Wardens have been working on accessible paths across the Cotswolds for over 20 years, developing new, longer and more challenging routes for All-terrain mobility scooters and Tramper style vehicles.

The project has been developed and constructed by the Cotswold Voluntary Wardens, the volunteer arm of the Cotswolds Conservation Board, marking their 50th anniversary. It has involved hundreds of hours of volunteer work installing gates, working on surface improvements and negotiations, and working closely with the Disabled Ramblers, landowners, and the Gloucestershire County Council rights of way team.

This month I wanted to share a component of a timeless book ‘The 7 Habits of Highly Effective People’ written by; Stephen R. Covey. Through these pages, Covey defines effectiveness as the balance of obtaining desirable results whilst caring for what produces those results. He presents his teachings in a series of habits, yep you have guessed it, there are 7.

Habit 7 is about preserving and enhancing the greatest asset you have – you. Covey communicates it as the single most powerful investment we can make – investing in ourselves. Covey talks through investing across Four Key Dimensions; Physical, Spiritual, Emotional and Mental.

Investing in these key areas, is work in progress for me. It also forms the basis of emotional intelligence coaching with my clients. So how can you invest in yourself across these four key areas? Here are some ideas: � Sign up for an activity that you have always wanted to learn� Visit a bookstore or library and spend 30 minutes reading something you want to� Find a walking partner and commit to starting a routine together� Start a gratitude journal� Call a good friend you haven’t spoken to for a while � Widen your circle of friends. Review of Blue BadgeExtended criteria for people with hidden disabilities will come into force on 30th August giving them access to Blue Badge parking permits, following new guidance released on 15th June.For drivers or passengers with dementia, anxiety disorders or reduced mobility, the anticipation of travel difficulties such as finding a parking space can increase the stress of the journey itself. The new scheme will offer a lifeline to people who may find road travel difficult. The extension of the badges to those with less visible conditions is an important part of the government’s drive for greater parity between physical and mental health. At first glance, there is nothing remarkable about this rather grand but four-square stone edifice, sitting in the middle of open ground. But perhaps the word ‘grand’ gives the game away, for this is perhaps the only building in the country designed

as a grandstand for watching deer coursing.Dating back to 1634, Lodge Park was erected to satisfy John ‘Crump’ Dutton’s love of gambling and entertainment. Although it was subsequently made suitable for domestic purposes, its stern façade remains unchanged; it is a lookout post, a position from which to follow the chase.Nowadays, it is open in the season over long weekends (Friday-Monday inclusive) to a steady trickle of visitors keen to enjoy a unique building and its grounds. It is part and parcel of the Sherborne Park estate, much of which lies on the opposite side of the A40. That area includes extensive woodland walks, snowdrop woods and a sculpture trail as well as a glorious stretch of water meadows fringing the Windrush; these grounds are open throughout the year. The estate rose to prominence when it became the home of the Springwatch TV series.

Exiled Newport County AFC ventures in MoretonNewport County were the big story of this year’s F.A.Cup with wins over Premiership Leicester City, Championship Middlesbrough before hosting the superstars and eventual cup winners Manchester City, at Rodney Parade being beaten 4-1.

This was a far cry from where Newport County were playing 30 years ago at London Road, Moreton in Marsh, having gone bust with the club owing the Council and Tax man considerable amounts of money. Fans held an emergency meeting and started a new club called Newport AFC but were not recognised by the Welsh F.A. or allowed to play at their ground in Newport. This left the club homeless and needing to start from scratch.

The new Club Chairman at the time Neil Hando explained “We could become a Gloucestershire club in the Hellenic League if we had somewhere to play, so we started ringing from A-Z. Everyone was very sympathetic but they had reserve and youth sides and couldn’t share the ground. Then I got to M -Moreton. I didn’t even know where Moreton-in-Marsh was – 85 miles from Newport.”

The infant club had a manager, a team and an offer of a place in the Hellenic League so therefore became a Gloucestershire club and ground-shared with Moreton Town, “so our home games were further away than many of our away games. We took over 400 fans on our magical mystery tour of the Cotswolds and they cheered us to a League and Cup double.”

He explained how the initial response to this move was not positive” All the shopkeepers were apprehensive about Welsh football hooligans invading a quiet Cotswold market town. There were lots of police for the fi rst game, even police dogs and a horse. But there was no trouble. And by the third home game there was one copper on his bike. And at the end of the season, after we won promotion and moved back to Newport, the shopkeepers and pubs were bereft they’d lost all this trade.”

Newport manager at the time John Relish remembers, “There was something really good about it. Supporters would come on the coach, there was a pub where we’d stop on the way back, Knowing so many people locally, we just happened to have a really good batch of lads, including a few from the team that folded. We had about six postmen, we’d pick them up on the coach for a game and they’d sleep all the way there.”

BBC sport Wales made a short documentary on the story of this period of the clubs history called Newport County –The giant killers rise from the ashes. This can be viewed online.

To celebrate these events Newport will coming to Moreton for a pre-season friendly.

Promotion Success

After initial rejection by the Football Association of Moreton Rangers application to be elevated to Hellenic League Division One West, which would have been a huge set back for the club, the F.A. were persuaded

by a last ditch appeal from the league, highlighting our readiness to compete in the First Division.

So all the hard work on and off the pitch has been rewarded, and we look forward to the next level of

football at London Road.

MORETON IN MARSH BOWLS CLUB

Team success in league encountersMoreton in Marsh Bowls club have made a very good start in their league exploits this season. In the Kineton league rinks, they have won four out of the six matches played. In the North Cotswold league triples format, they have won all three of their games. Twenty seven different players have played in these games, which shows the tremendous support given by members to theses league fi xtures.

THE STORYThe challenge to PTAs and their sporty parents is to bring to your area a series of unique sporting events involving GB medallists, GB internationals and sporting legends to raise money for school sport. For the area’s competitive mums and dads, the parents race at school sports day is being taken to a whole different level by leading sports people. GB medallists are hosting the first wave of events giving parents one last chance to represent their school team, raising money for school sport and showing their kids they have still got it. This provides your outlet an innovative take on the competitive dad/mum stories that are aired around this time of year.

THE SCHOOL SPORTS DAY PARENTS RACE HAS NOTHING ON THIS:

Offering one last chance to represent your school team, PTA’s and sporty parents in the area have the unique opportunity to show their kids that they have still got what it takes.After six years of fundraising, generating £477K in direct donations to good causes, the GB Athlete programme Legacy 300 have created the Sporty Parent Series, a programme of exclusive VIP sporting events to support school sport. If sufficient PTA interest from local schools arises then the area will host team events in hockey, netball cricket, rugby and football, each hosted by well-known sports people giving sporty mums and dads the chance to represent their kids school in a unique competition whilst rubbing shoulders with sporting legends. They are also invited to send participants to national championships hosted by GB gold medallists in track cycling, rowing and white water rafting.In addition, if parents express enough interest, plans are also in

place to enable individuals to compete in traditional lower cost mass participation running, triathlon, swimming and cycling challenges, all competing for their kids school within the Sporty Parents championship.England netball gold medallist Serena Guthrie was looking forward to being part of this unique series:“I am excited by this project and looking forward to a day of coaching both the kids and their parents whilst raising money for school sport.”Cycling host GB gold medallist Elinor Barker was looking forward to being impressed by lycra clad parents:“GB Cyclists have already generated £330K in donations to good causes through hosting Legacy 300 events so I want to see you at the Olympic Velodrome impressing your kids with your bike skills and raising money for school sport.”Rio rowing gold medallist Matt Gotrel was looking forward to seeing how the competitive mums and dads handle the day:“This is a fun opportunity to get together with fellow parents have a couple of short races on the water, and I guess with a GB Rower in the boat they can always blame us if their boat loses.”The kids are not to be left out, as each event day staged will have coaching elements involving the sporting legends. HOCKEY – INTERNATIONAL CALL UP

There’s been national honours for one of our 1st team ladies recently. Huge congratulations to R.Denyer-White for selection to the Scottish Women’s O40s Masters team that will be taking part in the Home Nationals event and the European Championships in Rotterdam later this summer. Best of luck from all at Blockley HC!

The Junior hockey takes a break for the summer (back in September), but summer means mixed and social evening women’s hockey and two teams will be competing in the Bretforton Summer league beginning this month. Blockley will also be hosting our annual Mixed hockey festival on Sunday 11th August at Chipping Campden School and our annual Ladies Tournament will take place on Sunday 1st September. Get in touch with us if you fancy some social mixed and/or ladies’ hockey.

CRICKET

Blockley Cricket 1st XI continue their successful streak in Division 3 of the Cotswold Hills Cricket League. Having won 5 and only losing to league leaders, Mickleton by 4 wickets, the team have made the best of starts having only been promoted last year. Have beaten Ebrington by 10 wickets, Long Itchington by 10 wickets, Earls Wood by 8 wickets, Shipston by 5 wickets and Lenches by 5 wickets they are riding high at the top of the league.
