I am directed to refer to this Ministry's letter of even no. dated 11.4.2016 forwarding therewith the Minutes of the Special meeting of the Standing Linkage Committee (Long Term) held on 18.03.2016 to consider the applications received for grant of 'Bridge Linkage' to specified End Use Plants of Central and State Public Sector Undertakings (PSUs) which have been allotted Schedule-III coal mines under the Coal Mines (Special Provisions) Act, 2015 (CM(SP) Act) and coal blocks allotted under the Mines and Minerals (Development and Regulation Act), 1957 (MMDR Act).
2. Recommendations of SLC (LT) in respect of all the agenda items have now been approved by the Competent Authority.
3. CIL/SCCL are requested to take follow up action to ensure that the directions/recommendations of SLC (LT) are implemented urgently. The status report on action taken may be intimated to this Ministry, from time to time.

A meeting of SLC(LT) was held under the Chairmanship of Special Secretary(Coal) to consider the applications received for grant of 'Bridge Linkage' to specified end use plants of Central and State Public Sector Undertakings (PSUs) which have been allotted Schedule-III coal mines under the Coal Mines (Special Provisions) Act, 2015 (CM(SP) Act) and coal blocks allotted under the Mines and Minerals (Development and Regulation Act), 1957 (MMDR Act). In the year 2010, NTPC submitted request for grant of long term coal linkage in respect of their proposed 2x660 MW capacity STPP at Tanda, Dist. Ambedkar Nagar, Uttar Pradesh
with processing fee.

It was intimated that the linked Kerandari Coal Block was allotted on 08.09.2015.
Expected production from the

November, 2019 and expected commissioning schedule of the Plant is Unit 5 : September, 2018 and Unit 6 : March, 2019.
It was further stated that Mining Plan and Mine Closure Plan had been approved by MOC. Environment clearance has been accorded by MOEF&CC. Stage-I Forest clearance is available.
In view of the recommendation of MoP and CEA and confirmation of allotment of coal block to Specified End Use Plant, the Committee recommended grant of Bridge Linkage to 2x660 MW capacity(Stage —II) STPP at Tanda from CIL for a period of three years from the date of allotment of coal mine/block as per terms and conditions of

In the year 2012, NTPC submitted request for grant of long term coal linkage in respect of their proposed 3x800 MW capacity STPP at
Kudgi Dist. Bijapur, Karnataka with
processing fee.
It was intimated that the linked Bhalumuda Coal Block was allotted on 26.10.2015. Expected production from the linked Coal Block is June, 2021 and expected commissioning schedule of the Plant is Unit 1 : commissioned, Unit 2 : July, 2016. & Unit 3: January, 2017.
It was further stated that MOC
signed CBDPA with NTPC on 26.10.2015 for this coal block. GR is under preparation & likely to be made available in

On a query as to whether SCCL would be able to cater all the coal required for this Plant, the representative of the SCCL confirmed that SCCL would be able to do so.
The representatives of MoP and CEA intimated that they had already recommended the case for grant of Bridge Linkage. They reiterated the same. The representative of CA-III section of MoC confirmed that Bhalumuda block was allotted to M/s NTPC under MMDR Act on 31.03.2015 and Specified End Use Plant is Kudgi-1, with the configuration of 2400 MW

In the year 2006, NTPC submitted request
for grant of long term coal linkage in respect of their proposed 4000 MW capacity, at Lara, Dist. Raigarh, Dist. Chhatisgarh along with processing fee.
In the application grant of Bridge Linkage NTPC stated that Talaipalli Coal Block allotted on 08.09.2015. Scheduled date of start of Coal Production from Mine/Block as per the Coal Mines Development and
Production Agreement/Coal Block
Development and Production Agreement is FY 2019-20. Actual/expected date of commissioning of specified End Use Plant is
December, 2016.

1. INTRODUCTION
1.1 Background
M/s. Singareni Collieries Company Limited (SCCL), the Public Sector Undertaking under State
Government of Telangana proposing to establish a captive thermal power project. This project has
been initiated and conceived by SCCL, named as 2 x 600 MW Singareni Thermal Power Project,
Jaipur Village, Adilabad Dist. Telangana State.
The project site is situated between Latitude – 180 48‟ 40” North and 18
0 50‟ 20” North and Longitude
–790 34‟ 07” East and 79
0 35‟ 15” East. The proposed plant site is connected to Chennur – Mancherial
section of NH-16 and Kazipet – Ballarsah section of South Central Railway and located 14.6 Kms
away from Mancherial in the South-East direction.
Environmental Clearance for the proposed project was accorded by Ministry of Environment, Forest
and Climate Change vide Lr. No. J-13012/88/2008-IA.II (T), dated: 27.12.2010 and Consent for
Establishment under Air (Prevention & Control of Pollution) Act and Water (Prevention & Control
of Pollution) Act by State Pollution Control Board vide Order No. 64/PCB/CFE/RO-NZB/HO/2010-
818, dated 16.06.2011. The 2x600 MW Thermal Power Plant is in advanced state of completion and
is almost ready for synchronization by this year end.
In view of the power crisis in the newly formed state of Telangana, State Government has directed
SCCL to establish one more unit of 1x600 MW in addition to already under completion of 2x600 MW
Thermal Power Plant.
Now SCCL is proposing expansion of it‟s under completion 2x600 MW to 3x600 MW and
application was submitted to MOEFCC. The proposal was considered by Expert Appraisal Committee
(Thermal Power) during its 34th Meeting held on 29
th & 30
th April‟2015, the committee suggested to
take amendment for its existing Environmental Clearance of 2x600 MW unit as there is a temporary
change in fuel (Coal) transportation plan from rail to road.
The scope of work for Ramky Enviro Engineers Ltd for this assessment is as follows:
Assess the present traffic on the existing roads
Estimate the additional traffic due to transportation of coal by road from mines to power plant
Estimate air impacts due to proposed change in transportation plan and forecasted growth due to
proposed power plant in the surrounding areas
Recommend mitigation measures to address the identified impacts.

1.2 Present Proposal
Due to delay in providing railway siding for rail transportation of coal, SCCL is proposing to transport the
coal using trucks by road and seeking amendment in the Environmental Clearance from Ministry of
Environment, Forest and Climate Change until the railway siding of SCCL is commissioned. The report
presents the traffic impact assessment due to transportation of coal by Road. (Amendment in EC
required for temporary change in transportation plan from rail to road).
1.3 Status of Railway Line
SCCL has obtained the Rail Transport Clearance (RTC) from South Central Railway for proposed Private
siding for M/s. SCCL Singareni Thermal Power Plant (STPP) by extension of the existing Coal Handling
plant (CHP) yard served by Mancherial Railway station on Kazipet – Balharsha section of South Central
Railway division for movement of coal by rail to the power plant in the year 2014. The copies of Rail
Transport Clearance letter No.T.143/C/551 dated 26th April‟2013 and Lr. No. T.143/C/551 dated 30
th
April‟2013 is enclosed as Annexure-I.
For the proposed railway siding a 17 Km long main line is required to provide connectivity from existing
CHP yard to proposed SCCL power plant of a single railway line with an intermediate loading
arrangement and cross facility at 12.5 Km; parallel SCCL has taken up the activities of land acquisition.
After examining various alternatives for the alignment including land availability, the most economical
and suitable alignment has been identified.
Based on the ground scenario at the site, it is expected that the railway line to the power plant along with
siding facilities will take at least 3 years. Hence, SCCL has to relay on transport of coal by road for
commissioning and operation of the power plant as per schedule. The scheduled commissioning
/synchronizing of the power plant is November/December 2015. This study has analysed road option for
transport of coal from mine.
1.4 Project Description
The required coal for the 2 x 600 MW present power plant will be met from the nearby operating mines of
SCCL viz. SRP OC - I, SRP OC-II, RKP OC Phase-I (as per EC issued by MOEC&CC Letter dated:
December 27, 2010). The coal from this three mines are transported to SRP-CHP, from here it is further
distributed to various customers through rail or road network.
All the above mentioned mines are operating, road network for transportation of coal is from existing
mines to SRP-CHP and also well connected to NH 16, the existing roads are used by SCCL authorities for
transportation of coal. The same road network will be used for this proposed power plant. At present
maximum quantity of coal is transported though rail network from SRP-CHP.
The Conceptual layout of the project is given as Figure 1.4.1 and Regional Locality plan is given as
Figure 1.4.2. The detailed core plan of the proposed transportation is shown in Figure 1.4.3.

2. EXISTING ROAD NETWORK
2.1 Road Network
The proposed project site and SCCL mines from where the coal is to be transported are well
connected by existing road (10 m wide). This is connecting to NH 16 (14 m wide). As the Plant is
500m away from NH 16 (Mancherial-Jagdalpur) passing north side of the Power plant.
The Hyderabad, Karimnagar state highway (SH 1) is joining NH 16 around 5km western side of the
proposed power plant.
Traffic studies were carried out at two locations on NH 16 to estimate the existing traffic load; and the
locations were:
1. Road towards Mancherial from T - Junction and
2. Road towards Jaipur from T - Junction.
The traffic volume was recorded for 24 hours during the study period. The all type of vehicles include
two wheelers, three wheelers, Light commercial vehicles (LCV), Heavy commercial vehicles (HCV)
etc., were considered.
RKP OC Phase-I is connected with existing R&B Road; while joining NH 16 it is having multiple
curves to avoid this SCCL has developed 500 m length of straight road which connects NH 16
directly (which is expansion to the existing R&B road). This initiative of SCCL leads for smooth flow
of traffic.
During study period, as observed the maximum traffic flow is from SH-1 on NH 16 at T - Junction
maximum of the vehicles are going towards Mancherial, whereas only few vehicles are going towards
Jaipur (SCCL STPP).
Previously NH 16 was 7 m wide (two ways) undivided road (between SRP OC junctions to Jaipur
Village which is 9 Km length), the same was upgraded to 14 m (four ways) undivided road with the
help of SCCL funds.
The bridges, culverts, and other causeways are also expanded to required width in this 9 km stretch.
The same stretch of NH 16 will be used for movement of coal from SCCL mines to SCCL STPP.
All SCCL mines are located on NW side of the plant at a maximum distance of approximately 18Km
from the plant site. The existing road network connecting SCCL mines with SCCL STPP & Proposed
railway siding is super imposed on google map and shown in Figure 2.1.1.

3. INTERNAL ROAD CONNECTIVITY & ITS STUDY
3.1 Internal Road Network
The required coal for SCCL STPP is received from their two own mines of SCCL (SRP OC - I, II and
RKP OC-phase-I). All internal roads connecting to these mines (other than NH 16) are widened from
7m to 10 m. SCCL has given funds to R&B for increasing the width of the roads for taking additional
load of traffic due to proposed road transportation for its SCCL-STPP.
To avoid traffic movement at main gate of the plant, SCCL developed a parallel road which is before
800 m from the main gate. This new road (around 3.5 Km length & 10 m wide) from NH-16 to coal
track hopper, a separate budget is proposed for developing this road. On later stage, this road will be
utilized as colony approach road once the railway transport system is commenced. A weigh bridge
will be proposed on this road to weigh each truck coal quantity before entering into the SCCL-STPP.
Figure 3.1.1 shows construction of weigh bride on internal road connecting from NH 16 to Coal
Hopper in SCCL STPP. Figure 3.1.2 shows the road connecting with RKP OC phase – I and Figure
3.1.3 shows the road connecting SRP OC – II to NH 16. Table 3.1.1describes the distances of roads
between mine and power plant.

The distance between mines to power plant is in the range 10 to 18 km.
The distance to be travelled on NH 16 is 9 km for coal coming from SRP OC - II, whereas from
RKP OC Phase – I, the distance of travel on NH 16 is around 6 km.
If these loaded Multi Axile Vehicle‟s (MAV) move during off peak hours it will not create any
negative impact.
The traffic studies were carried out during study period at two locations and are given in Table
3.1.2 to 3.1.3 and shown in Figure 3.1.4. The traffic data was collected for 24 hours duration. The
traffic volume was divided into 2 wheelers, 3 wheelers, 4 wheelers/ light commercial vehicle and
heavy vehicles; the number vehicles per hour were counted and converted into passenger car unit
(PCU) using factors given in IRC: 106 - 1990.

3.2 Logistics of Multi Axle Vehicles (MAV) movement for Coal Transportation
1. The transportation of coal from mines to SCCL STPP for 2x600 MW will be around 15500
tonnes /day (4.784 MTPA)
2 The vehicles proposed to be deployed for transportation of coal will be not less than 22
tonnes carrying capacity.
3 The total number of trips made by trucks for movement of coal daily will be 705 trucks.
4 Considering 24 hours duration of truck movement carrying coal, number of trucks movement
will be around 705/24=30 trucks/hour or 111 PCU‟s/hr. (Considering 3.7 PCU for each MAV
as per IRC : 106 - 1990).
5 111 PCU‟s/hr are added to obtain critical impact which takes place during the 24 hours.
6 The addition of 111 PCU‟s/hr are added to worst or peak observed during 24 hours at
location-1 & 2 on NH 16.
3.3 Traffic Impact Assessment on NH 16 due to Transportation of coal from SCCL mines to
SCCL STPP.
Considering addition of vehicles/PCUs due to transportation of coal from mines to SCCL STPP on
NH 16 during peak period (24 hours) level of service calculated and given in Table 3.3.1. Due to
addition of vehicles/PCUs for transporting coal from mines to SCCL STPP there will be no significant
change in Level of Service (LOS), hence the impact will be negligible.

The project traffic projections for next 5 years considering the growth rate of 7.5 % as per IRC: 37-
2001 and given in Table 3.3.2, and change in LOS after 5 years is given in Table 3.3.3. After
projection for 5 years it is observed that there is no change in LOS at both locations.

Road transportation is a temporary option, till rail network is commissioned (work already started).
3.4 Emission Sources and Strengths
The emissions are estimated using the AERMOD model version: 7.0.3. As per the New National
Ambient Air Quality standards notified vide GSR 826 (E), dated 16th November 2009.
3.4.1 Transportation of Coal
When a vehicle travels an unpaved road, the force of the wheels on the road surfaces causes
pulverization of the surface material, particles are lifted and dropped from the rolling wheels and the
road surface is exposed to strong air currents in turbulent shear, with turbulent wake behind the vehicle
continue to act on the road surface after the vehicle has passed. Various types of road surfaces and
vehicle characteristics are likely to have an impact on the particulate emission from unpaved roads. The
particulate emission is mainly depending on the weight of the vehicle and silt content on the road
surface.

3.4.2 Impact on Air Quality
The impact on air quality is assessed based on traffic from the proposed coal transportation.
Particulate Matter (PM), Carbon Monoxide (CO), Hydro Carbons (HC’s), & Oxides of Nitrogen
(NOx) are the important pollutants emitting from the traffic and transport.
3.5 Simulation Model for Prediction – (AERMOD)
Line source Modeling is done using existing traffic volume. The predicted ground level concentration
of the proposed coal transportation by road will indicate the impact in the surrounding environment
modeling area with the help of AERMOD ver 7.0.3 software.
AERMOD model version: 7.0.3 which is a steady-state dispersion model designed for short-range (up
to 50 kilometers) dispersion of air pollutant emissions from different sources. It is used to predict the
ground level concentrations (GLCs) of PM, CO, HC & NOx due to the proposed project. The GLCs
were predicted on 24 hourly average basis and the line source concentrations are shown in the form of
isopleths.

The air pollution in the project study area arises mainly from the vehicles used for transportation of
men, materials and coal. The main air pollutants like PM, CO, HC and NOx will be released from the
transportation operations. The sources generating these pollutants are mainly vehicular movements
within the study area. The line source emission rate for the proposed main area is derived from the
following equation:

In order to estimate the Ground Level Concentrations due to the emission from the traffic, EPA
approved AERMOD Air Dispersion Model has been used. AERMOD Air Dispersion Model provides
option to model emissions from a wide range of sources that are present at a typical line source. The
basis of the model is the road line steady state Gaussian Plume Equation.
AERMOD model with the following options has been used to predict the Ground Level
Concentrations (GLCs) due to the proposed project emissions.
3.5.1 Line Source Details
Through Line source modeling the Ground Level Concentrations (GLCs) due to fugitive emissions
emitted from the movement of vehicles will be predicted.
3.5.2 Model input Data
The inputs used to run the model are vehicle details, emission details, and a twenty-four hour mean
meteorological data. The 24 hours mean meteorological data and line source emission details are
shown in the below Table 3.5.2.1 and 3.5.2.2.
The contribution of GLCs due to movement of the vehicles into existing baseline values in this stretch
of NH 16 are given in Table 3.5.2.3. The isopleths of the same are given in Figure 3.5.2.1 to 3.5.2.4.
The contribution of predicting GLC‟s from the movement of vehicles on NH 16 are given in Table
3.5.2.4.

1. The addition of 30 trucks per hour (111 PCU‟s) carrying coal to the existing traffic will not
have much change in the traffic scenario.
2. The V/C ratio during peak period changes from 0.28 to 0.32 at location 1 whereas at location 2
the V/C ratio changes from 0.71 to 0.75, but at both places the Level of Service will be same.
3. Vehicles carrying coal well covered with tarpaulin to prevent any spillage.
4. Vehicles hired to carry coal will be meeting all air pollution control norms and at regular
interval checks for the implementation of pollution under control (PUC) certificate.
4.1 Traffic Management Measures
1. To ensure safety within the mining area, the speed of the vehicles will be restricted to 10 kmph.
2. While loading the coal and unloading there dust generation takes place, this will be controlled
by water sprinkling.
4. It is desirable to have the asphalted pavement or preferably CC pavement, otherwise surface of
the pavement must be watered.
5. Same requirements must be made in the power plant also.
6. Adequate turning radius for the loaded vehicles to turn safely must be ensured (1.5 of times the
maximum length of the vehicle).
7. Adequate street lighting will be provided as the trucks will be moving during night time also.
8. To establish smooth entry & exit of vehicles, bell mouth shaped geometry is to provide at the
gates. This ensures smooth transition for merging of vehicles.
9. Proper and adequate signboard stating “No Parking” in front of the project to prohibit parking.
10. All gates are manned with efficient security who can guide the entry and exit of vehicles.
11. All precautionary measures are ensured for the safety of construction laborers while working at
the site.
12. Adequate sign & guide posts for traffic as per IRC (Indian Road Congress) or ITE (Institute of
Transportation Engineers USA) to be installed.
13. Road marking, STOP lines, parking lanes, slot numbers etc., must be clearly painted so as to
guide the drivers.
4.0 Precautions for Vehicles Carrying Material to Power Plant along Highway (NH 16)
3. Over taking prohibited sign boards must be installed for both incoming and outgoing to NH 16.

4.2 Fugitive Emission Management
The following measures are being envisaged for controlling the fugitive dust emission.
Jet pulse bag filters at all dry material conveying and transfer points;
Dust suppression system by water sprinkler at dump hopper of coal;
Regular dust suppression with water sprinkler near the unloading point.
Area between various sections and truck parking areas shall be made of concrete/bitumen/brick
work;
Plant roads & approach roads shall be made of bitumen/concrete;
Open areas within the plant premises and along with boundaries of the plant premises shall be
covered under greenbelt/plantation.
The coal carrying trucks shall be fully covered using tarpaulins during transportation to /from
the plant site by road.
5.0 Conclusion
It may be observed that the movement of coal by trucks will not impact the traffic movement on the
highway significantly. The coal carrying trucks will be covered with tarpaulin to minimize the
fugitive dust emission. Once the railway siding and the railway line is ready then the movement of
coal by road will be stopped. SCCL will implement necessary dust suppression system near the
railway siding and in the power plant. Thus SCCL requests the Ministry to permit movement of coal
by road till completion of railway siding and railway line to the power plant.
