Comrades,Thank you to all the Veterans who attended the “Welcome Home” Vietnam Era Vet party. It was SOLD OUT and a terrific party with a DJ playing all the familiar 60’s songs from Armed Forces Radio. And we got to wear our fatigues once again. Thanks goes to Jesse Garcia, Veterans Service Officer,

who organized the event. If you didn’t make it this year, mark your calendars for next year. Our photo gallery with our youthful looks and “Where Were You?” Map were the highlights. Thanks also goes to Gerry Berry for bringing down the Army jeeps and weapons.

Another successful event organized by Jesse Garcia was the 51st Anniversary of Law & Order which brought out close to 180 public safety personnel and their families from Newport Beach and Costa Mesa so they could be honored for their achievements. The Post has done this for all 51 years, underwriting the event as community outreach to recognize the Harbor Patrol, OC Sheriff’s Department, local Police, Fire and Lifeguards for the services they provide for us. It is a very special event so thanks to all who came out to support it.

The month of May is Poppy Month. Be sure to wear your poppies all month remembering all Veterans who have served. It will culminate on Memorial Day with the ceremony at Pacific View Cemetery Monday, May 30 at 11 am, and continue at the Post at 1 pm with a ceremony and lunch.

May is also very busy with Cinco de Mayo which will be celebrated in the Post Cantina Thursday May 5th, and our famous Mother’s Day Champagne Brunch Sunday May 8. Be sure to get your reservations in early as this fills up quickly. There will be grass parking available which helps the parking situation. Armed Forces Day is May 21st, honoring all who are serving around the world along with Field of Honor up at Castaways Park, flying 1,776 US flags honoring Veterans.

It’s that time of year again. Post 291 Elections will be held Wednesday, May 11, 2016. On Election Day – May 11, 2016 – polls will open at 3:00 pm and close at 7:00 pm. You must present a current 2016 Membership card at the Post poll room to receive a ballot. Ballots will be counted after the polls close.

Election results will be announced upon completion of Election Committee ballot count. Installation of all Legion Family Officers will be held Sunday, June 5 in the Main Hall with a Buffet Dinner served. Please join us. All members welcome.

Important construction updates around the Post:15th Street is being renovated. There is NO entry to the Post from 15th Street. Please go around the back to show your card or sign in your guests. Be patient while this is underway. It will have new landscaping, sidewalks and meters, with better access to Marina Park and the Post.

Other Post improvements will be happening throughout the month to better serve our members. Be patient while we improve our facilities.

Boat Slips:Veterans wanting a boat slip in our Marina please sign up on the wait list at the Front Office.

Volunteer List:Anyone wanting to volunteer for events, whether to plan, decorate, or work in some capacity, sign up at the Front Office with your email or phone number to have on hand when needed. We have July 4th coming up which is huge for the Post and need a lot of assistance to make it successful.

Remember: Veterans first. The Post is not a “Club”, but an American Legion Post for Military Veterans who share common experiences. The Security staff is made up of SONs who are SONs of the Post. Please show respect to the Post, Volunteer Security staff, all veterans and guests.

We are now into the month of May with Mother’s Day coming up on the 8th. Our en-tertainment will be by Mike McKenna in the Grand Hall as we enjoy our Champagne Brunch. Then Elections for the Legion on the 11th, in the Grand Hall, poll hours beginning at 3:00pm with polls closing at 7:00pm.

As we move on through our May entertainment schedule, we will have the delicious Spaghetti

Thursday’s continuing through May and June and don’t forget, we always have our Taco Tuesdays and Line Dancing with Laura Demarco. Armed Forces Day is on the 21st, and then the month of May will be punctuated with Memorial Weekend which will be filled with musical entertainment. There will be Friday evening entertainment in the Grand Hall, Saturday and Sunday afternoon on the BigTop Patio then Memorial Day has been planned to start at Pacific View Memorial Park and continue with Ceremonies at the Post. Memorial Day at Post 291 is always a day to have lots of fun with Patriotic ceremonies in the Grand Hall and then, this year, dancing to the music of Dave Alcantar on the BigTop Patio.

Our regularly scheduled events will continue with Friday nights (Grumps-6th, Full Spectrum-13th, Daze of Blue-20th, Don Ross-27th), Sunday afternoons (Outplay-1st, Mike McKenna and Tricia Freeman-8th, Eric Turner-15th, Listen-22nd, Z-Bops-29th).

As the weather is predicted to continue to be cool through May and June we will postpone our “Thursday Night Jazz On The Bay” until July when the weather is always sure to be with warm and comfortable evenings on the BigTop Patio.

The entertainment for Saturday afternoons on the BigTop, beginning June 4th, there will be dancing to the tunes of some of our regular entertainment (Big Hassle-4th, Retros-11th, Whiskey Hayride-18th, Tricia Freeman-25th) and again some new groups will join us from 1:00-5:00 as we dance and enjoy lunch or Burn Your Own hot dog, bratwurst or hamburger and favorite beverages.“See you soon”“For The Good Of The Legion”,Roger Henry, 2nd Vice Commander

Comrades,As I reported in both March and April, we are well above our 2016 membership goal. As of April 22nd, we stand at 3750 paid members for 2016, or 110% of goal. We continue to target young veterans through various outreach programs in Orange County. The 2016 membership year will begin in July. Current members will begin receiving Renewal Notices sent from National after July 1st.

Our dues for 2017 will be $130, with $25 of that fee designated for facility improvements and maintenance. If you are a PUFL or Honorary Life Member, you will be billed separately for the $25 facility fee. This is my farewell column for the SeaBreeze, as Ken George will be assuming the 1st Vice Commander on July 1st. It has been both rewarding and a pleasure to have served the Post the last three years as 1st Vice in charge of Membership, and to have exceeded goal for all three of those years. Please support Ken’s efforts in the coming year to grow our membership.

Post 1,000 Members Post 1,000 Members are invited to visit Post 291 during the first year of their membership. All Post 1,000 Members with more that 12 months membership will not be permitted at our Post. You are required to join a post of your choice to continue access to Post 291. Bicycle Rack Bicycles are ONLY allowed to be secured/parked in the designated bike racks, and prohibited from being locked to anything other than the assigned bike racks located at the front of our Post in Veterans Park. Open Containers in Parking Lot Removal of open containers of alcoholic beverages from the Post is prohibited. Beverages in our parking lot are permitted only when returning to marina slips or the guest dock with beverages that have been purchased in our bar. ID Cards at Parking Gate and Front Entry All members should be ready to present a current Post 291 ID Card when entering the Post parking lot or the Post front door. ID at the Bar Members and guests are required to provide current photo iden-tification while ordering alcoholic beverages when requested by Servers or Bar Tenders.

My Fellow Veterans,As I sat and wrote this article I pondered what I was going to write and the message I wanted to deliver. I reflected on the impact our post had over the last 5 years while I served as the 3rd Vice Commander. A duty I will always hold near and dear

to my heart as long as I remain a Legionnaire. 3rd Vice Commander is the greatest most rewarding job within the Post and the Legion as a whole. It’s a position where you can really effect change through 2 of the 4 pillars; Children & Youth and Americanism.

In my tenure as the 3rd Vice Commander, the Post held 4 Oratorical Contests distributing $2,100 in scholarships money. The Boys State Panel conducted over 250 interviews and selected 125 of the best and brightest delegates. Of those Delegates an average of 1 person a year was selected to attend a service academy. The Post now sponsors 15 Cub Scout Packs and one Naval Sea Cadet Battalion. The Scouts have molded young boys into productive Americans by promoting God, country, and honor much like our Legion. The Sea Cadets upon graduation, over 40% enlist in our country’s armed services.

Where am I going with this? Our Post effects change every day whether you see or not; the post works the programs that are proven tried and true to our name in that we “Support 100% Americanism”. However the Post and Legion does not work by itself, it requires members, dedicated volunteers who believe in the legion cause, the fight, the principals and morals our country was founded on. I say this with a heavy heart and at the same time with zeal. As much as I could easily sit year after year as the 3rd Vice Commander I must answer a higher calling. A calling that comes from my fellow legionnaires, my peers, my heart and I must answer that call.

I have been asked and endorsed by our Post to run for District 29 Commander and as the Post 1st Vice Commander, two very big jobs that require a lot of attention and dedication. Ken Ulrich is not running for 1st Vice Commander this year. Over the last 3 years he has done an unbelievable job with membership meeting goals and growing year after year. I have very big shoes to fill in matching Ken’s accomplishments and growing the Post membership. I wish Ken the very best and I say thank you for your dedication and passion as a post leader.

As we move forward it is my intent to continue our membership goals and continue to be the largest post north and west of Florida. We will continue to grow staying on the path to be the largest post in the nation. As I myself move forward within the Legion Leadership ranks I leave behind a position that will I always oversee from afar.

Sandy Schneeberger is running for 3rd Vice Commander and taking my place. Sandy is hard working, dedicated and holds the same principals we uphold as a legion. I recently worked with Sandy on District Boys State she exemplifies the qualities needed to fulfill any Post Officer Position. I wish her the best of luck as she takes on a larger role. Sandy has my full support as our incoming 3rd Vice Commander and I ask you to support her too. On May 11th we will hold our Post elections, most everyone is running unopposed but that does not mean you should not come out and vote. More importantly we as a board need your support to fulfill our duties; we need you to volunteer, attend general meetings and take ownership of your post. I challenge all members to bring your cover and attend at least 4 general meetings this year.

Thank you every one that supported me as the 3rd Vice Commander and I ask that you continue to support me as I serve as the District Commander and Post 1st Vice Commander simultaneously.

April winds brought

a preview of the beautiful summer to come at the Post!

May is Poppy Month and will be officially declared by the Newport Beach City Council Tuesday, May 10th at 7pm. Please join us, Miss Poppy and Junior Miss Poppy, at the meeting to show Newport Beach how we roll! Don’t forget to return your Remembrance cards with your

donation. All the funds raised go towards Veterans’ programs. All of the love raised helps us remember and honor all those who have given their lives so that we may live in freedom.

The Field of Honor with placement of 1776 flags, will be held May 20th-22nd with the dedication ceremony Saturday, May 21st at 12noon. This is a lovely tribute to the fallen which complements the Post Memorial Day ceremonies on Monday, May 30th.

The Auxiliary participated in a baby shower for Veteran/Active Duty Moms-to-be at the Long Beach VA Hospital. We donated whale shaped bath tubs filled with newborn necessities provided by Post members. Great thanks came from wonderful group of women!

The next Troop Shipping has been scheduled for Saturday, May 7th at 10am under the Patio Big Top Tent. Time to ramp up those donations for our men, women and dogs overseas to show much we care! Full list of suggested items available on the website at ALA291.com.

Ahoy . . . From the Commodore.

April has come and gone with lots of successful events your yacht club has sponsored, starting with the ever popular Easter Egg Hunt with all of your children and grandchildren having a great time. I think it took two minutes for all of 300 eggs to be found. Other Events that we

sponsored were the Whale Regatta, General Membership Meeting, and Cruise to Dana Point.

Also a high light of the month was a Sail/Cruise on the Bay for our Wounded Warriors. Our veterans and families were treated to brunch and followed by the Sail/Cruise.

ALYC was also involved in the Newport to Ensenada International Sailboat race, by hosting the sendoff party. Great band, good food and most of all the camaraderie of the participants and their friends. Judging from the comments I received it was a huge success.

Looking forward Opening Day which will be held on Sunday May 1, starting at 10:00AM this will be an outstanding event as it is our 50th Anniversary Celebration.

Monday May2, 2016 will be the return of the Sundowner Sailboat Series, race 1 of 16. If you plan on participating make sure to sign up on line ASAP.

We are planning a cruise to Alamitos Bay May 13, 14, &15th. This is always a fun cruise please plan on joining us either by land or by sea. Please check on line for details and sign-up sheets.

May 25th will be the dive club meeting held in the hut I have attended many of these meetings they are fun and very informative please join them if you’re interested in diving are snorkeling.

ELECTION RULES

Post 291 Elections,2016 Campaign Rules for Nominated Candidates No 0ne is allowed to move, remove, or deface a posted candidate’s materials.Campaign materials may be posted only on the ELECTION CENTER White Board after close of nomination, Wednesday April 13, 2016 Posted Campaign Materials: Flyers, hand-bills and other printed materials limited size no larger than 8.5” x 11” size Post only on designated election space on the white board located in the front of the Post Main Hall NO other campaign materials to be posted on ANY boards, walls, glass, windows, mirrors, fences, in ANY Post room including but not limited to Bar, Restaurant, View Room, Fireside Room, Patio, Parking Lot, Marina, or Rest Rooms NO campaign materials may be posted on ANY “city or public property” in view of the Post including but not limited to Veterans Park, Public Beach, or Public Dock. NO negative campaigning. Candidates must run on their own merits and record at Post 291 or other American Legion offices or positions Hand-Out Campaign Materials: Flyers, hand-bills and other printed materials limited size no larger than 8.5” x 11” size. Materials may be handed directly to interested members or guests. NO printed material holders or stacks (piles) can be left on tables anywhere in Main Hall or in other rooms such as Bar, View Room, Fireside Room, Patio, or Marina.Materials, such as campaign buttons, may be worn on clothing subject to size restrictions. “Tickets” or Slates: Election “Tickets” or Slates (exclusive list of candidates) may not be posted or distributed unless the Election Committee has received written permission from all slate candidates to use their name on an election slate for the candidate. Endorsements may not be used unless ‘endorsing party’ has submitted written statement of endorsement to the Election Committee. Day Before Election - Tuesday, May 10, 2016ALL campaign materials must be removed from the Post premises by 3 pm the day before the election. Election Day - Wednesday, May 11, 2016NO election campaign material may be handed-out during the day of the election ON POST PROPERTY, including the Post Parking Lot. Electioneering, if any, must be conducted ‘off-site’. The sidewalk in front of the Post and the alley leading to the Post parking lot are permissible. Enforcement: Should any candidate be found in violation of any the above Campaign Rules by the Election Committee, the Election Committee Chairman shall inform the candidate immediately in writing or verbally of the specific violations, with instructions to correct the violation(s) immediately or no later than within twenty-four (24) hours of receipt. Non-Compliance: If the Candidate in violation complies with the Election Committee instruction within twenty-four (24) hours, there shall be no disciplinary action. If the Candidate in violation of the Campaign Rules DOES NOT comply within twenty-four (24)hours upon receipt of the violation notice, the Election Committee Chairman shall inform the Post Adjutant in writing that the candidate is not in compliance. The Adjutant will then inform the Post Commander, who will place the violation on the agenda for the next scheduled E-Board meeting, or call a Special E-Board meeting, depending on the timing of the violation and proximity to election date. The E-Board shall vote to impose a penalty of candidacy disqualification,

Newport Harbor Post 291Election Committee GuidelinesElection Day – Wednesday, May 11. 20161. The Election Committee Chairman is John Lindgren. The

committee will be comprised of three post members in good standing who are not running for office in the current election and if currently holding office their term expires with the election.

2. The Election Committee will obtain a consolidated Post membership roster to validate eligibility of Post members to vote.

3. Polls Hours – 3:00 pm and close at 7:00 pm. Ballots will be counted after 7:00 pm

4. The election will follow the guidelines set out in the Officers Manual

a. Ballots will be given to identified voting members only. The names of candidates for each office will be be printed on the ballot. The identity of the voter must not be writen or indicated in any way on the ballot as it is a secret vote

b. The vote cast for each office must be preserved in such a manner that if the election is questioned, the votes may be verfied by a recount. If printed ballots are used, the election committee places the voted ballots in a sealed packet together with its report (signed by at least a majority of the Election Committee), and delivers the packet, sealed, to the adjutant. This sealed packet shall not be opened except by order of the Board for the purposes of verifying the vote, or destroying the packet

c. The form of the report of the Election Committee for each office to be filed is as follows (example): “For Commander – Number of votes cast – 30; necessary for election – 16; Brown received – 19; Jones received – 10; Green received – 1”

d. After the vote for all officers has been read (largest vote for each office started first), the names of the committee members signing the report are read, their report is handed to the Commander, and the reporting member sits. The Commander announces who is elected.

5. The Tabulation Form used this year can be used in subsequent elections.

6. Special paper will be used for ballots so duplication is difficult7. The area outside and inside the Post will be monitored for any

non-legal campaign activity by a third party group (security) on election day and while polls are open

8. All candidates for elective office including appointed officers must be vetted by the Election Committee to validate proper Post 291 membership

9. Election results will be published, including vote count, in an all-Post 291 Constant Contact Notice as well as published in the June 2015 SeaBreeze

10.The Election Committee may appoint other members in good standing to check membership cards, verify eligibility, and hand out ballots. ALL counting, recording, and reporting of ballots shall be the sole responsibility of the three appointed members of the Election Committee.
