METHODS
“Rickover’s Rules”
Admiral Hyman Rickover was the father of the U.S. nuclear navy, which continues to have an excellent safety record
despite the highly complex and dangerous nature of its mission. He developed and often shared his seven “rules” for
success. The Department incorporates his methods for seeking excellence.
1. You must have a rising standard of quality over time and well beyond what is required for any minimum standard.
2. People running complex systems must be highly capable.
3. Supervisors have to face bad news when it comes and take problems to a level high enough to fix those problems.
4. You must have a healthy respect for the dangers and risks of your particular job.
5. Training must be constant and rigorous.
6. You must have a robust auditing process to assure that what you say you are doing, you are in fact doing.
7. The organization and members must have the ability and willingness to learn from mistakes of the past.

2021 GOALS
• To complete the construction and occupation of the Police Department expansion on time and within budget.
• Continue to develop personnel with succession planning in mind. (This has been complicated by COVID 19
pandemic protocol)
• Varied and advanced training once in person opportunities resume.
• Continue to focus on mentoring and recruitment.
• Encouraging subordinates to leave their comfort zone and challenge themselves
• Successful deploy the imbedded social worker program. (Postponed due to the resignation of the Social Worker)
• In cooperation with Lynnwood PD, Verdant and Compass Health

MOUNTLAKE TERRACE POLICE
The Mountlake Terrace Police Department strictly prohibits bias based policing.
Sergeants regularly review policy pertaining to this subject with employees, at a minimum once annually.
In the first quarter of 2021 there was one complaint received involving the allegation of bias-based policing. This
complaint is currently being investigated.
All employees are assigned a supervisor and are evaluated on a regular basis. This is as often as daily for a new
officer during field training to annually for permanent non probationary employees.

INVESTIGATIONS
• There were 31 cases assigned to the investigations unit in the first quarter.
• There were 23 cases cleared by the investigations unit in the first quarter.
• The investigations unit, three detectives and one sergeant, are actively working 56 cases.
• Below is a sample of a few cases worked in the first quarter.
Burglary
On 27 Feb 2021 the Concern for Neighbors Food Bank van was stolen from the church parking lot. There was video of the
theft. This case received a great deal of media and social media attention. Through numerous interviews and contacts, along with
the video broadcast on Washington Most Wanted. The suspect was identified and arrested for stealing the van. This suspect in this
case is possibly the suspect in a burglary at the same church which resulted in thousands of dollars worth of gift cards stolen. These
gift cards were intended for citizens in need.
Child exploitation
Mountlake Terrace is currently investigating a child exploitation case involving a teenager and a suspect from another state. A warrant
was obtained and served on a VOIP instant messaging platform. Thousands of messages between the suspect and victim were
obtained. This will be a multi-state/multi-agency investigation. The case is still on going.

CODE ENFORCEMENT
• There were 7 cases opened by Code Enforcement in the 1st quarter.
• There were 7 cases closed by Code Enforcement in the 1st quarter
• Code Enforcement, two officers, are actively working 13 cases.
• Code Enforcement wrote 89 parking tickets in the 1st quarter.

COMMUNITY OUTREACH
The Imbedded social Worker Program, a partnership with Compass Health, Verdant, Lynnwood PD and Mountlake
Terrace PD was unfortunately put on hold due to the resignation of our new Social Worker.
The Mountlake Terrace School Liaison Program has started up again with kids getting back into the classroom.
Cops and Clergy started planning for the program to start back up when the addition to the PD is complete and opened
up for use of the training room.
Officers continue to utilize the supplies from the community outreach program.
Ace Hardware has featured the community outreach
program for its next donation.
( We just received a sizable donation of over $2,000 from Ace Hardware)

TRAINING
2021 1st QUARTER TRAINING UPDATE
Commissioned staff completed 24 Hour Patrol Tactics. The Law Enforcement Training and Community Safety Act (LETCSA)
mandated class to be completed by all commissioned officers in the state by 2028. Mountlake Terrace was one of the first
agencies in the state to complete this training. The training is designed to increase safety for all persons involved in critical
situations and decrease the likelihood of a physical force application. Students learned principals and techniques associated
with scene safety, pace control, de-escalation and situational awareness.
Other training completed in the first quarter.
• Annual two hour refresher in Crisis Intervention.
• First Aid/ CPR recertification.
• Annual firearms qualification.
• Annual less lethal qualification (Taser, Sage).
• Continuing education for Records Staff.
• Computer and Cellphone investigations classes.

PD CONSTRUCTION
Police staff continue to work during construction. Many staff members have been assigned temporary work areas in
order to accommodate the construction workers with their various jobs. (Demolition, Jack Hammering, Painting, Etc..)

TIME LINE
• Early 2021 we started receiving reports of dead crows throughout the Mountlake Terrace Community.
• As the number of reports grew, witnesses reported a male subject driving a red ford pickup truck was
seen shooting the crows.
• Overall, we have between 20 to 25 reports of dead crows between Mountlake Terrace, Brier, Lynnwood.
• The Social Media estimate of dead crows is over 75 and counting. This is based on the unverified
information and an apparent crime scene map presented by a “task force.” (Not associated with Law
Enforcement.)
• Mountlake Terrace has 12 active cases involving crows that have been shot.
• Several crows have been taken as evidence and have been scanned by a Veterinarian or examined by
our investigators looking for evidence such as led from a pellet or .22 caliber handgun or rifle.

TIME LINE
• First major tip!
• A witness took a photo of the suspects truck and license plate.
• This gave us a name to look into.
• Second major tip!
• An anonymous tipster reported they know the truck in question and gave us a name of the owner.
• Both tips came back to the same subject.
• We also began receiving several videos of the truck and the shooter.

TIMELINE
• After several attempts, the primary investigator was able to talk with the suspect on the telephone. The suspect
stated on the phone that he would be willing meet and show the truck to investigators to rule him out as a suspect.
Each time the investigator suggested a meeting time and location the suspect would be vague and say he could
not meet at that time.
• The investigations unit then waited outside of the suspects home in the early morning hours for the suspect to
leave for work. During this time the suspect exited his home several times and looked around as if he was looking
for law enforcement. He eventually left however he was not driving the red truck.
• The suspect was contacted and questioning was attempted however the suspect said he would not answer any
questions without a lawyer. The investigators did not question the suspect however they noticed that vehicle he
was driving had a temporary license and it appeared as if it was newly purchased.

• Further investigation revealed the suspect purchased this new vehicle from a nearby dealership. Investigators
contacted the dealership and learned the suspect traded in a red ford pick up truck with a canopy and mud flaps
that had just been removed, and that the truck was still on their lot.
• A search of the truck revealed several items of evidence including .22 shell casings and pellets.

• Interesting side note:
• During the first interview with the suspect, he agreed to let detectives look at his red truck which he stated was
parked in his garage. He made this difficult however due to scheduling issues.
• We learned later, during that interview the suspect had already sold his vehicle and that he was being
deceptive with detectives about his vehicle being parked in the garage.
