    Movement of Foodgrains to Southern Assam, Manipur, Mizoram

    and Tripura during Gauge conversion Mega Block of Lumding-

    Badarpur Meter Gauge line ! "ail#a!s$

    %$ &ntroduction'

    1.1 North Eastern (NE) State of the country is decit in foodgrains

    and have limited storage capacity. Foodgrains are inducted in the

    region for Targeted Pulic !istriution System (TP!S) and "ther

    #elfare Scheme ("#S) using $road %auge net&or' of ail&ays. Even

    most of the interstate distriution is done through $road %auge and

    *eter %auge net&or' of ail&ays and part of the interstatemovement is done through oad as &ell.

    1.+ ail&ays are planning to ta'e up ,umding - $adarpur *eter

    %auge Section for %auge conversion since 1st "ctoer +/10. *eter

    %auge Sections starting from ,umding currently feed Southern ssam

    *anipur *i2oram and Tripura and it &ill necessitate road induction in

    the region.

    ($ Background'

    +.1 The issue of induction of foodgrains in the region &as discussed

    in the %roup of "3cers meeting held on 1+./4.+/10 and 5"S meeting

    held on +4./6.+/10. The recommendation made y %roup of o3cers

    and 5"S along&ith present status are at Anne)ure-& * &&$

    +$ Steps taken for improvement in rail induction

    7.1 !epartment is ta'ing steps in collaoration &ith ail&ays to

    operationalise goodsheds on angiya - *ur'ongsele' rail&ay line so

    the resources deployed in the region for road induction are freed and

    can e redeployed for induction in the region going to e a8ected

    due to closure of ,unding - $adarpur meter gauge line. !e'ergaon

    Tangle and Naharlagun goodsheds on the angiya - *ur'ongsele'

    rail&ay line have een opened y ail&ays and North ,a'himpur and

    !hema9i terminal are yet to e opened and &ill e used y F5: after

    opening.7.+ s per agreed action plan F5: has nali2ed oad Transport

    5ontractors from e;isting $% ail&ay terminal of 5hangsari and

    ne&ly identied $% ail&ay terminals at $aihata and

    4.1 multimodal riverine movement contract of 1//// *T rice has

    een a&arded y F5: for movement from ndhra Pradesh to Tripura

    via shugan9( $angladesh). Cnder this contract a vessel carrying

    4/// *T ricehas already sailed from ndhra Pradesh (Di2ag) and is

    e;pected to reach gartala via 'haura chec' post in the rst &ee'

    ugust+/10.

    0$ Steps taken to identif! storage capacit! ! States'

    0$% F5: NE 2one is having a total storage capacity of aout 0. la'h

    tones and stoc's for only 7 days can e stored in the region. :n

    vie& of this it is re=uired that the respective state governments

    create ma;imum storage space and underta'e advance lifting of

    foodgrains to the e;tent. possile in vie& of forth coming rail&ay

    megaloc'. ttempts are also eing made to identify additional

    storage capacity in the region and encourage states to utili2e this

    capacity as intermediate storage and create the re=uired u8er

    stoc's. For this purpose a meeting of esident 5ommissioners of

    the concerned states &as called on +0./+.+/10 and States &ere

    re=uested to ta'e necessary action in this matter.

    1$ 2ecisions sought'

    .1 The present level of foodgrain induction through $% ra'es and

    transshipment levels at ,unding has to e maintained y ail&ays so

    that suitale u8er stoc's are created efore closure of meter gaugeline.

    .+ N>: may e directed to e;pedite completion of the ongoing

    &or' of N> 40 (%u&ahati ,umding Silchar).

    .7 %overnment of ssam may e;pedite in handing over of 14 Gm of

    hindrance free land out of alance 71.? Gm from *aiong to

    >arang9ao located on N>40 to N>: to facilitate early completion of

    ongoing &or'. Further %overnemnt of ssam may also e;pedite &ild

    life clearance for the 71 Gm >aranga9ao$alachera section so that

    &or' could also commence on this stretch.

    .0 N>: and concerned state governments may ensure

    uninterrupted road movement of foodgrain truc's on N>0/ and 00

    y underta'ing re=uiredBroutine road repairs.

    .4 5oncerned State %overnments may e as'ed to maintain la&

    and order and provide ade=uate enroute security for foodgrain

    movement y road during *ega $loc'.

    .6 State governments may identify ma;imum storage space andunderta'e advance lifting of foodgrains to the e;tent possile to

    create suitale u8er stoc's &ith them.

    . s decided in the last 5"S meeting dated +4.6.+/10 all the

    State %overnments of North East may ensure sumission of

    information on Storage capacity and foodgrain stoc's availale &ith

    state government on daily asis to !epartment of 5FHP! and F5:

    so that F5: can ensure regular replenishment of stoc's to all the

    godo&ns optimi2ing the capacity utili2ation. t present only Tripura

    and *i2oram are furnishing this information.

    . $" may e as'ed to underta'e urgentBroutine road repair

    &or's on N> 47 in *anipur and N>40 in *i2oram and maintain it

    properly during the *ega $loc' period and to ta'e steps to replace

    the e;isting temporary suspension ridges across *a'ru $ara' and

    :rang rivers &ith &ell designed 55BSteel ridges.

    .? State governments particularly ssam and *eghalaya may e

    re=uested not to impose any tra3c restriction on plying of F5:

    foodgrain truc's.

    .1/ *inistry of E;ternal 8airs may arrange for permission

    from $angladesh %overnment forregular multimodal (riverine)

    movement of 74/// *T of foodgrainper month to Tripura via

    $angladesh.
