JUNIOR NATIONAL EQUESTRIAN CHAMPIONSHIP -2017, ALL INDIA PRELIM SHOW JUMPING AND MADHYA BHARAT EQUESTRIAN CHAMPIONSHIP

TECH & ADM INSTRS

1. General- Junior National Equestrian Championship -2017, All India Prelim Show Jumping and Madhya Bharat Equestrian Championship-2017 will be held with effective from 23rd Dec to 31 Dec 2017 at the M.P. State Equestrian Academy, Bisankheri, Bhopal, Under the again technical guidelines & rules/regulations of the equestrian federation of India. All participants are advised to go through the EFI technical guidelines, rules, regulations and specification, before the event, irrespective of the extract reproduced in this prospectus.

2. Events- Refer Appendix ‘A”

4. Entries-

(a) All entries must be of the prescribed Entry From given in Appendix ‘C’ and should be completed in all respects. Entries not in the prescribed entry form and not accompanied by the entry fee will not be considered. All entries for young Riders, Juniors, and children 1&2 category riders must be accompanied by proof of age (birth certificate). All entries must the EFI horse passport number description, EFI registration number & name of the horse concerned & Rider’s EFI I.D.

(b) Foreign Riders – Managers/coaches of all teams/clubs/school who are arranging for foreign nationals as coaches/staffs for the Junior National Equestrian Championship 2017 are required to forward the details of the foreigners as per format enclosed as Appendix ‘D’ along with photocopy of their passport and visa, 20 days prior to start of the competition to the club, so as to obtain MI Clearance from the concerned authorities. Foreigners whose MI Clearance is delayed for want of submission of details by the team manager/coaches will not be allowed to enter in the MPSEA. Foreign riders are not allowed to participate in JNEC.

(c) Entries must be sent to the Show office, MPSEA, Bisankheri, Bhopal. To facilitate processing of the data please also email a copy of the entries to [email protected]

(d) Refer to article 12 of EFI Technical Guidelines for Horse Concourse entries.

(e) Entry Fee- the entry fee will be as under:-

i Team Events – Rs 1000/- per team.ii Individual Events- Rs500/- per entry.

(f) No Entry will be accepted without the prescribed fee.(g) Closing Date for Entries – Entries will close by 12:00 hours on 15Dec 2017 Entries received thereafter will be regarded as POST ENTRIES. However, post entries will be accepted up to one hour before the draw of lots for each event. No entries will be accepted thereafter. Post entry fee will be:-

i. Team Events: Rs. 2,000/- per team.ii. Individual Events Rs. 1000/- per exhibit.

(b) EFI Horses Passport –

i. As per EFI rules all horses participating in the junior National Equestrian Championship and All India Preliminary Show Jumping have to be in possession of EFI passport.

ii. No entry will be accepted without EFI Registration number. For further information pertaining to registration, contact EFI. Please register the horses participating in the event with the EFI prior to the slow.

iii. All the riders of 18years age and above, participating in the EFI recognized events should be obtain EFI identity number.

5. Withdrawal, Change, Transfer or Substitutions of Entry –

(a) Withdrawal- The entry fee of a horse entered for any category will not be refunded if the horse does not participate in the class.

(b) Transfer and Substitutions – A horse cannot be transferred from one class to another without paying an additional entry fee for the class to which it is transferred. A horse once entered in any category cannot be substituted by another horse for any reason whatsoever.

(c) Change of Riders – Riders cannot be changed unless the jury accepts that there are sufficient reasons for change of riders. Once a class has started being judged, no change in rider will be accepted.

(d) All changes will be treated as post entries.

6. Cancellation- The organizing Committee may cancel any class which has less than four entries or for any reason at their discretion. In that case, the entry fee will be refunded. However, the events where upgradation of horses is involved , those events will be held irrespective of number of entries.

7. The class will start once the draw of lots for the order of start has been held.

8. Show Number – All horses will display the EFI registration number on the bridle during competition and veterinary inspection and whenever taken out from the stable.

9. Rosette- No rosette will be worn by a horse during judging.

10. Elimination/Disqualification – the judges are empowered to disqualify the competitors at any stage of the competition for rough handling, excessive brutality or any form of cruetly to animal. Rapping will be severely penalized. 11. Whips/Spurs – As per EFI rules on the subject.

12. Dress Code- When inspection the course, dress must be neat and tidy. In any case, riding boots, white breeches, a white or lightly colored plain shirt, white tie and Jacket must be worn. Service personnel will be in uniform. It is compulsory for anyone jumping a horse to wear a properly fastened hard hat with three point retention harness including rider’s uniform.13. Appeal – Appeal can be lodged by competitors with two hours before the commencement of any class and within an hour announcement of the result. A fee of Rs. 2000/- (Rupees Two Thousands only) should be deposited with the show secretary. MPSEA along with the objection. Money will be refunded if the objection is upheld. The class has commended once the draw of lots has been held.

14. Medical Cover-MPSEA will provide medical cover for riders at the venue. MPSEA accept any liability for medical treatment given to a rider on the venue or the consequences hospital where necessary, through every possible means available. Each rider participating in the Junior National Equestrian Championship-2017, All India Preliminary show jumping and the MPSEA will fill the indemnity Bond attached at Appendix E and submit the same along with entry form.

15. Insurance – The Organizer recommends that units/clubs/associations/schools to take Insurance policies for competitors, personnel, grooms and horses for their transportation to Bhopal during the events. The Organizer, will assume responsibility for any accident or illness due to fail of any horse, competitors, groom/ any other member of the team.

16. Responsibility – The Organizer accepts no responsibility for any loss, damage or injury any animal of any other property or the exhibitors themselves. Neither the Organizer nor the Doctor will be held responsible for any aid or other medical treatment provided.

17. Age Category –Age Categories and eligibility of Riders as per EFI/FEI rules are as under-

20. Eliminations- Eliminations may be held for all events depending on the number of entries received.

21. Reporting for each class – The First Five riders in jumping must report to the Arena Steward at least 15 min before the scheduled start of that event. The Arena Steward has full authority to take appropriate action as per existing rules.

22. All events scheduled in the afternoon will continue under lights, when required.

23. Accommodation – All Participants are required to make arrangement for their accommodation. In Case any assistance is required you may contact show secretary MPSEA, Bishankheri, Bhopal.

24. Abuse/cruetly to horses – Refer to Article 13 of EFI Technical Guidelines 2007.

25. Camp- The MPSEA has permitted stabling of horses for all participants in MPSEA for the duration of the event. Permission to stable horses during the above period is subject to certain conditions as laid down in Annexure 1 of Appendix ‘F’ to this prospectus. Security aspects as mentioned in Para 6 to 8 in Annexure 2 of Appendix ‘F’Pertaining to civilian employees of all contingents including Club members entering the MPSEA for temporary stabling will be strictly adhered to. No civilian employee of any contingent will ne allowed to enter will be MPSEA without civil police verification. Camp will open on 15 Dec. 2017.

26. The Camp puchorg will earmark the site for each contingent. The rep of the contingent will take over the site allotted to them from the Camp puchorg on arrival & andover the same before departure in the same condition, any damage to camp, accommodation or property will be the responsibility of the contingent. The teams should come self contained in all respects for camping in respect of their personnel and animals. All teams will intimate the total strength of contingent in terms of men and horses positively by 10 Dec 2017 and intimate Extended Time of Arrival well in advance MPSEA to org Administrative Arrangements.

27. Self – Containment – All teams coming to participate in the Junior National Equestrian Championship-2017, All India Preliminary Show jumping and the Madhya Bharat Equestrian Championship-2017 camping, cooks and transport, ration etc. Horses stables well be provide by MPSEA.

28. Ration/Fodder- Army contingents are advised to bring maximum quantity of grain/ fodder to sustain their horses during their Stay in Bhopal or, they can ask for attachment both the local Supply Depot. Other contingents are advised to make their own arrangements for animal rations.

29. Coggin and Glander Test – All rules and instructions issued from the EFI and Rs. Amount veterinary Directorate, army Headquarters on the subject will be strictly adhered to by concerned. All horses must produce a valid negative EIA and Glander Status (CFT) certificate on arrival to Bhopal as per directions given at Para 5 (a) of Appendix ‘F’ to this prospectus. Coggins and glanders negative certificate with a validity of a minimum of 20 days arrival and exit of horses from the camp is mandatory.

30. Trotting Parade – All participants are requested to present their horses for veterinary inspection (Trotting parade) at 0800 hrs 22 Dec 17.

31. Ground jury, Veterinary / technical delegate, Appeal Committee and insurance- These are as per Equestrian Federation of India under governing competitions.

32. Spectators – The Spectators or the supporters of the participants are not to interfere with the judges. The Arena Steward has the right to eliminate any participant who has outside help. Once the event has commenced, all spectators and helpers are to clear the arena. The Judges decision will be final. Parents must not enter the arena or dispute the decision or directly confront the judges.

33. Prize Distribution – Tentatively prizes will be distributed after each event on the same day.

34. Fire Fighting Arrangement – All contingents are requested to carry adequate fire fighting equipment.

35. Veterinary Commission – The Veterinary Commission detailed by the Equestrian Federation of India will have full right to examine all the horses participating.

37. Clearance Certificate – All horse owners/riders are required to obtain a clearance certificate from the JNEC office during working hours. All accounts concerned needed to be cleared before they can obtain the same. No horses will be allowed to leave unless they obtain the clearance certificate.

38. Correspondence- All correspondence in respect of the Junior Nation Equestrian Championship-2017. All India Preliminary Show Jumping and the Madhya Bharat Equestrian Championship will be addressed to.

Note-The Organizing committee, may at any time alter/amend any of the above conditions, owing to unforeseen circumstances. In cases of any doubts, queries or clarification, regarding anything related to the championship, it may be sought well before the event.

Rider Points-

A Rider can enter a maximum of two horses in the JNEC. If two horses are entered he will have to nominate one horse. Only the Penalties on the nominated horse will be counted towards rider points. However, he may awarded medals for both horses. The nominated horse will start before the second horse in the competition.

ELIGIBILITY OF RIDERS IN NEC / REGLONAL SENIOR EVENTS

1. In Dressage and Jumping a Young rider / Junior rider, 16 years and above, can Participate in a NEC / Regional Senior event in the same show on an appropriately graded horse without effecting their JNEC Status. 2. In Eventing , a Young rider / Junior rider 16 years and above, can participate in a NEC / Regional Senior event in the same show, without effecting their JNEC Status, but not on a horse the is entered in the senior category with another senior rider in the same show.3. In Endurance a Young Rider / Junior rider 14 years and above, can participate in a NEC Regional Senior Event in the same show, without affecting their JNEC Status, but not on a horse the is entered in the senior category in the same show. 4. In Tent Pegging, a Young rider / Junior rider 16 years and above, can participate in a NEC / Regional Senior event in the same show without effecting their JNEC Status.5. FEI World challenge Children Dressage & FEL International Children’s Jumping Competition is open to riders aged 12 to 14 Yrs. 6. Since there is and overlap of age in all categories, the rider has the choice to participate in a higher category in the JNEC. However, once a rider decides to participate in a particular category he/she can be downgraded the next year. Such riders can further upgrade themselves in subsequent JNEC’s only once they are in the age bracket of the category to which they upgraded themselves. 7. For Participation in International competitions the lower age limit is 16years.

Article 508-

TENT PEGGING

1. Only Individual Tent Pegging Competition with lance will be held for Young riders of 16 Years of age and above with following stipulations. (a) Speed: 800 m/min.(b) No. of Rounds: Two (A and B)(c) No. of Runs: Maximum 3 runs per round.

Round A: Two runs will be on 6 cm wide pegs and third run on 4cm wide pegs. Round B: First run will be on 6 cm wide pegs and the second and third run on 4 cm wide pegs.

(d) Tie: To avoid undue stress on tent pegging horses, there should be only one additional run on a 2.5 cm peg. Then the classification will be according to the time of the last run, and if a tie persists, then the time of the run prior to that, will be used to determine the winner/ positions.(e) Placing: Highest scorer of both rounds will be placed first and the next best score will be placed second and so on.(f) Length of Course: 100 meters (Start to Finish Line).(g) Carry Distance: 15 meters for Wooden Pegs and 10 meters for Cardboard Pegs. (h) First Peg: 70 meters from Start Line.

2. SPECIFICATION OF EQUIPMENTS

a. LANCE: The lance shall not be shorter than 2.5 meters (8 feet 2 inch) and shall not exceed 2.75 meters(9 feet) with a smooth metal point without serration or sharp edges. Grips are permitted. Lances can be of any material.

b. PEGS:

(i) CARD BOARD PEGS: Card Board Pegs can be used and should be made of 2 layers of corrugated card board glued together with together with total thickness of 2.5cm with corrugations running vertically. Sizes will be as specified for wooden pegs.

Any other synthetic peg of same Dimensions can be used provided above principles hold good. The pegs are driven into the ground at an angle of 60 degrees from horizontal, with exactly 17cm of the peg showing above the ground level. The face of the peg must be painted white or sprinkled with pure white chalk/lime.

AWARD OF POINTS – PEGS 6 POINTS: For Wooden Peg carried all the way or falls forward /sideways beyond 15 meters.For cardboard Peg carried all the way or falls forward/sideways beyond 10 m. Measured from the point at which the peg was placed. Peg struck with point of lance or Sword but breaks and part of it still in the ground, even if no part of it still attached to the weapon. 4 POINTS: Draw Peg removed from the ground. But not carried full distance as stipulated above. 2 POINTS: Peg struck on face, but mot removed from its position in the ground.

NOTES: Peg must be struck on the face of the peg by the point of the weapon and leaves a mark on the peg (Mark on the side of the pegs are not countable.) Doubtful Pegs must be anded over to the Jury.

Article 510-TECHINCAL CONDUCT AND VETERINARY REGULATIONS

As per FEI Rules.Article 511-

MINIMUM GUIDENINE STANDARDThe National Federation may however form time to time may lay down minimum standards of entitlement for Awarding of Medals in the National Equestrian Championships. This has been incorporated to debar presentation of medals to undeserving participants in the unlikely circumstances where participation in JNEC is either very JNEC is either very limited or unrepresentative of National standards.

1. Leasing of Horses – No private horse owner/contingent will lease out their horses to any individual for daily Riding purposes. Anyone found indulging in running a private set up would be liable for strict disciplinary action.2. Security Deposit – All Contingents temporarily stabling at the MPSEA, Bhopal will pay refundable Security Deposit Deposit prior to setting up camp as under. The amount is returned after inspecting the camp area by the OIC, MPSEA.

(a). For Defence/Para Military Rs. 5.000/- Par camp (b). Civil Camps Rs. 10.000/-Per camp

3. All horse owners/Army contingents who require to stable their horses at the MPSEA must process their permission From the MPSEA Show office in advance Stable charges is 1000/- each stable during the period.4. If any contingents /Team required the temporary stable/Tents payment please contact on this no. Shri Raghuveer Singh-9425174410.5. If any contingents /Team required the payment animal ration/dry hay please contact on this no.Shir Ritesh Jain-9425006510.6. Contingents Will pitchs there own tents under own arrangement’s on the area allotted to them in the camp.

7. Conclusion – The above rules and regulations clearly lay down the guidelines governing the temporary stabling Facility provided at the MPSA The MPSA a Facility of the contingents, private horse owners and the Club members has any right on to allow him/them to take claims over this land. The OIC MPSEA reserves the rights to remove all horses, men and material without any notice.

(a) Coggins and Glanders Negative certificate valid for minimum of 15 days at the time of exit.

(b) No demand certificate issued by the OIC MPSEA.

8. Administration – Local administration will be under the overall supervision of the OIC. The salient

features of the terms and conditions for effective administration are listed below for strict adherence :-

(a) Temporary stabling will only be permitted in the area specified by OIC. No Permanent

structures will be constructed.

(b) Camping area for respective contingents will be specified by the OIC. Only tentage will be

utilized for Camping for men.

(c) Separate area will be earmarked for dumping of hay and litter. The contingent commander

will ensure dumping in the nominated area. No hay/litter will be disposed near stabling/ comping

area.

(d) Nominated water troughs will be utilized. Timings as per local orders will be strictly adhered

to. Sick horses will not be watered at the trough.

(e) No Contingent will tap electricity.

(f) Entry and exit of vehicles in to the MPSEA will only be through the main gate. All vehicles

will stop at the main gate for checking and verification.

(g) Daily orders of local administration will only be pasted on the notice boards at the main gate

and the Asiad Tower. No individual communication in this regard will be made.

(h) Contingent commanders will earmark personnel for Collective area cleaning as per timings

which will be intimated daily on the Notice Boards.

(i) Cooking on wood fires is Not Permitted.

9. Arboriculture – All contingents will plant maximum trees in the area as specified by the OIC MPSEA Free saplings will be given to every contingent for plantation and maintenance hereafter. No one will cut trees/ branches Immediate expulsion and action as resorted to if any case comes to light. No horses will be tied to trees. No Support of trees will be taken. No Det/ Camp will spoil or cut the environ. Immediate expulsion and action as per exiting law will be unforced.

10. Discipline – No Liquor is permitted within the premises of MPSEA. Intoxication, assault or fray will be viewed very seriously and will result in the individual being expelled immediately.

11. Jurisdiction – The responsibility as regard safety of men, material and horses is that of be owner. No claim can be made against the camp authorities.

12. Fire Discipline – Io one is allowed to light fires or smoke within the stabling area. All detachments will be Selfuffucient in the Following:-

RULLING ON PARTICIPATION OF FOREIGN RIDERS IN EFI SHOWS

A foreign rider can participate in the Indian Chapter of WCD/WJC It they will have to get a NOC from their own Federation and their ore will bit be counted against Indian Team”

As per present rules only riders having Indian Passport are allowed to participate in the National Championship of Equestrian and represent the Indian Team (Authority : Govt. of India, Min of Sports letter No. I 45-5/2008 P-1 dated 12 March 2009 ). However, a foreign rider is allowed to take part in The National Championship as a HC entry.

In regard to PIO card holders, the Ministry of Sports, Govt. of Indian give Traction for case to case basis. The same can be applied through this federation.Presently a foreign rider is allowed to take part in a regional EFI Horse show.
