J&K SERC issues draft net-metering regulations for rooftop solar power systems

The Jammu & Kashmir State Electricity Regulatory Commission has issued draft regulations for rooftop solar power systems.

The regulations would allow consumers to set up rooftop solar power systems of capacity between 1 kW to 1 MW, provided maximum capacity of rooftop solar system shall not exceed 50% of the sanctioned load of the consumer.

Consumers can set up the rooftop solar power systems on their own or may lease out the space for third-party developer to set up and operate the system.

In case the electricity injected into the grid exceeds the electricity consumed, the excess injected electricity shall be carried forward to the next billing cycle as electricity banked and may be utilized in the next billing cycle(s) within the financial year.

Any excess electricity remaining at the end of a financial year shall not be carried over to the next settlement period (financial year).

The quantum of electricity consumed by eligible consumer, who is not defined as obligated entity, from the rooftop solar system under net metering arrangement shall qualify towards compliance of Renewable Purchase Obligation (RPO) for the distribution licensee.
