    Seminar on Cisco Borderless Net-works hold on April 01, 2010 atLe Royal Hotel in Phnom Penhcapital city, presided over by H.E.Mr.SO KHUN, the Minister of Postsand Telecommunications ofCambodia (MPTC).

    On the occasion, Cisco Repres-entative in Thailand expressed hisdeepest appreciation to MPTC

    Minister SO KHUN who came tobe as the honorable Chairman inthe opening seminar.

    H.E. Mr. SO KHUN, the Ministerof Posts and Telecommunicationsstated that the Information Com-munication Technology (ICT) hasbeen recognized worldwide that itis a core force serving all domainsof present society such as to serve

    the growth in economy, finance, ed-ucation, agriculture, development.We almost can say that the ICT anddaily life of our people cannot beseparated. Refer to the significantadvantage of ICT, the Royal Gov-ernment, under the leadership ofSamdech Akka Moha Sena PadeiTecho HUN SEN, the Prime Ministerof the Kingdom of Cambodia hasissued the rectangular strategicpolicy for the second stage as thedirection for all everyone, state

    with free and fair competition forall related ICT operators inline with the free market policyof the Kingdom of Cambodiafollowed democracy.

    The Minister expressed thatmeanwhile to such strong growth,safety to the users and operators isalso a serious issue to be paidattention to by the Ministry of Postsand Telecommunications such asthe shameful pictures (porno-graphy) launching through Internet,mobile phone that affect the socialmorality, national culture, virus

    creation using for the purpose ofdamaging the network, obstructingthe transactions of business, banksin Cambodia and the world. Onthe conception into the networkto steal, falsify, fraud, divert thetraffic data for the purpose ofcommitting any crimes against thelaw of Cambodia.

    The world latest informationtechnology system such as internet

    Security System, DIX, IIX, Datacenter and Unified Communica-tions, today is also a dissemina-tion event contributed to safety,not only for all everyone, it is for

    entity and private partners incooperation with each other toreach the future successes. Toreach the goal of the rectangularstrategic policy of the Royal

    Government in the second stage,Ministry of Posts and Telecommu-nications has several obligationsto serve the domains of informationand technology such as study onthe development of the moderntechnology to conform with astandard for mutual communi-cations smoothly, freely and withoutimpediment. To prepare somedraft regulations to regulate the

    the safety to our children beingand accessing the internet to im-prove ability, welfare and daily life,contribute to serving the householdeconomy and nation.

    At the present time, the new infor-mation technology was and beingplayed its main role in contributionto developing the state institutions,private companies, organizationsas well as national societies andthe whole world for rapid develop-ment, particularly within the last 2-3decades. The information technol-ogy system can improve high ef-fectiveness and facilitate the busi-

    nesses, particularly in relation withthe telecommunication that can im-prove to reduce the time and bud-get. But the information technologyis also a two face weapon in theevent that we use it incorrectly tothe actual goal such as the usageof new information technology to

    create virus or the other programsfor the purpose of attacking or ruin-ing the existing Hardware and soft-ware for its own interests as well ascaused other terrorism.

    Therefore we all together must payattention to protecting and tacklingthese attacks to jointly constructand develop the society and to pro-tect the interest of all companiesbeing conducted in Cambodia.

    Minister SO KHUN congratulatedCisco Systems in cooperation withMinistry of Posts and Telecommuni-cations of Cambodia bringing about

    the latest information technologyin the world to disseminate to thestate institutions and private as wellas IT infrastructure supply compa-nies to promote the developmentin the fields of telecommunication / information and communicationtechnology to conform with the na-

    tional social development strategyof the Royal Government of Cam-bodia under the active leadershipof Samdech Akka Moha Sena Pa-dei Techo HUN SEN.

    The Minister strongly hoped thatthis seminar would benefit to theparticipants to find out the newtechnological system of Cisco,particularly the Internet SecuritySystem and DIX, IIX, Data Cen-ter and Unified Communications.

Mr. SO KHUN confirmedthat our ministrys strategic goalis to continue preparing posts andtelecommunications systems tomake progress to catch up withthe countries in the region and therest of the world, and to make ef-fective modern economy serviceso that it will cover throughout thecountry in an attempt to take partin boosting the economic growthand improve peoples likelihood.

    On that occasion, the Minister al-lowed the representatives whowere from provincial Posts andTelecommunications Offices andTelecom partner companies topresent their achievements andto share their ideas on policy anddevelopment plan of posts andtelecoms fields because of privatesector competition brings aboutthe progress of the technologyunbelievably and the market glo-balization force is largely growing.Cambodia telecom market shall beresponsible for obligations by mak-ing its efforts to achieve the out-come according to the globaliza-tion private work, the free regionalglobalization as the full memberof the World Trade Organization.

    On the occasion of closing themeeting, H.E. Mr. SO KHUN said

    depending on the Royal Govern-ments political framework, andstrategy to effectively achieve the

    Royal Governments rectangularstrategy 4th legislature of the Na-tional Assembly limited the devel-opment of posts and telecoms sys-tems, and boosted the developmentof ICT with high quality accordingto the international standard, withappropriate prices, and with mod-ern services covering all over thecountry. The Minister stressed thatcontinuing the sustainability andregularity of posts and telecomsservices are not only the hard ef-

    forts or obligations of MPTC, butalso the duties of other ministriesand institutions such as the Ministry

    of Economy and Finance, the Min-istry of Interior local authority, andCouncil Development of Cambo-dia. He also appealed for coopera-tion among all relevant institutionsto develop both sectors which arestrategic in developing the sustain-able economy.

    the presence of H.E. Minister So Khunand H.E. Oknha Mak Kimhong, Chubrubber plantation general directoras well as accompanying delegatesfor their involvement in that signa-ture ceremony, aimed at pushingfor construction and development ofthe unit as well as upholding liveli-hoods of the soldiers continuously.

    In 2009, the Ministry of Posts andTelecommunications provided the in-fantry with 1800 sheets of zinc, 04units of pumping wells, 02 units ofhomemade machine carts, 24 units of

    walkie-talkies, 01 unit of photocopier,01 unit of printing machine, 01 unit

    of computer, 05 tons of rice, 2000 li-ters of gasoline and $3,000 in cash.

    and Kampong Cham provincial

    our services. The Minister add-ed that since Kampong Cham

    is a highly, economically poten-

    tial province, the ministry has

    installed Tracking and Tracing

    System and we would install an

    information technology system

    in schools to reduce many ex-

    penses because we have got an

    existingfiber optic cable network.

    H.E. Mr. SO KHUN, stressed

    that in order to fit with the nations

    progress and development, Min-

    istry of Posts and Telecommuni-

    cations has been transforming

    the nation-wide municipal and

    provincial Posts and Telecom-

    munications Offices into the

    public enterprise requiring all ofus to work hard to sharpen better

    skills, aiming at increasing the

    In order to start the ceremony,H.E. Mrs. Ros Sorakha, Ministryof Posts and Telecommunicationsunder secretary of state and leaderof the gender streaming workinggroup read the Queen NorodomMonineath Sihanouks messagethe mother of the ntion of liberation,dignity and happiness in the commemoration of 99th InternationaWomens Day March 08, 2010under the topic Work together touphold the potentiality of womenand youth to develop the nationwhich is an important goal for allof us to be successfully achieved.All these works require additionalrehabilitation of morality educationto correct wrong behaviors andprovide regular education so thatwomen and teenagers candevelop themselves to becomepotential resources for the nation.
