GDL PROGRAM Started in 2001

Started to prepare young driver and introduce them slowly

Creates a minimum age for a basic driver’s license

$100 fine & suspension of license if failure to follow restrictions

3 Roads: Early Bird, Young Adult, & Adult

OPTION A: EARLY BIRD ROAD

STEP 1: Get a Special Learner’s Permit

Must be at least 16 years old

Must have parental/guardian signed consent

Must be enrolled in approved behind-the-wheel training course NJDOE or commercial driving school

An approved instructor must purchase the permit

Must pay required fee

Must pass knowledge (80%) and vision tests (20/50)

OPTION A: EARLY BIRD ROAD

Step 2: Practice with an adult supervisor

Must observe special learner’s permit restrictions

Must have permit for at least 6 months

Permit validated by MVC

Step 3: Get a Probationary License

Must complete the 6 hours without suspensions or postponements

Must pass MVC road test

Must be at least 17 years of age

DIFFERENCES BETWEEN ROADS

ROAD A: LEARNER’S PERMIT (16) 6 Months = 17(Prob. License) 1 Year = 18 Basic Lic.

ROAD B: EXAMINATION PERMIT (17) 6 Months= Prob. License 1 Year= Basic Lic.

ROAD C:EXAMINATION PERMIT (21) 3 Months= Prob. License 1 Year= Basic Lic.
