This compares to a 0.08 gr/dscf as required by the contract. 4) The HC1 emissions from the stack were 0.8 Ib/hr which is significantly below the maximum permissible of 4 Ib/hr and represents greater than 99% neutralization in the scrubber. Immediately preceding the Method Validation testing the initial portion of the Continuous Emission Monitoring (CEM) testing was conducted. Project Monthly Report - Month of September, 1991

The facility continued with shakedown and pretrial burn testincduring the month of September. A total of approximately 301 hours ou^of the 360 hours authorized time have been used. From the start ofthe project a total of 1484 drums of " D " waste have been processed fora total of 480.4 tons.

During the month a Method Validation test was performed alongwith two additional tests where stack testing was performed. TheMethod Validation testing indicated that there was no matrix inter-ference problems with the Modified Method 5 stack sampling as had beenreported by the previous laboratory during the testing conducted in1990. The Method Validation testing provided the following infor-mation:

1) There is no matrix interference problem with recovery ofHexachlorobenzene or sample surrogate spikes as previouslyreported by Flint Environmental Laboratory.

2) The sample surrogate spikes can be recovered within theguidelines established by the State.

3 ) The stack particulate was 0.0193 gr/dscf @ 7% O^. Thiscompares to a 0.08 gr/dscf as required by the contract.

4) The HC1 emissions from the stack were 0.8 Ib/hr which issignificantly below the maximum permissible of 4 Ib/hr andrepresents greater than 99% neutralization in the scrubber.

Immediately preceding the Method Validation testing the initialportion of the Continuous Emission Monitoring (CEM) testing wasconducted. The second part of the CEM testing, the drift test, wasscheduled after the facility inspection.

After the Method Validation testing was completed, the facilitywas inspected. Buildup in the spray dryer was noted. Furtherinvestigation proved that there was an additional problem withdegradation of the gas distributor assembly at the inlet of the spraydryer. This repair required that the facility be down the entire weekof September 8. During the period of down time, the bags in thebaghouse were replaced.

The facility was brought on-line and the CEM drift tests werebegun the week of September 15. The CEM drift tests continuedthroughout the entire week and were completed early the followingweek. The CEM report was provided to the State the week of September29.

Additional stack testing was conducted the weeks of September "L5and September 22. The stack data from September 15 provided—^Destruction and Removal Efficiency, DRE, of 99. 9 9 9 8 + % . This DRE da aindicated that VSC had operated the facility at the process limit®-.With this information, VSC adjusted facility operations and the nefsf.DRE data provided 9 9 . 9 9 9 9 + % DREs. Q

Based on the shakedown testing revised portions of the Trial BurnSampling and Analysis Plan, Rev 3 , were submitted to the State forapproval. VSC received verbal approval of this plan on Wednesday, Oct3.

On Tuesday, Sept 24, VSC participated in a Citizens InformationCommittee meeting. The latest information available to both VSC andthe State was presented at this meeting.

Plans for the month of October are:

o perform the Trial Burn during the week of October 6 .

o process site-generated material and

o process " D " waste.

0Shakedown and pretrial burn testing was continued at the ^

facility. A total of 301 hours of operation out of the 360 hours of 'r"authorized time have been used. From the start of the project, a 0total of 1484 drums of " D " waste have been processed for a total of o480.4 tons.

Results from the stack testing conducted September 25-26 werereceived on Tuesday. The results indicated a Destruction and RemovalEfficiency (DRE) of 9 9 . 9 9 9 9 + % for the Hexachlorobenzene surrogate.Based on this information VSC has informed the State that VSC is readyto conduct the Trial Burn.

On Wednedsday, October 2, VSC met with M. McCorkle of ADPC&E todiscuss the Continous Emission Monitoring Report, Trial Burn and post-Trial Burn operations. It was pointed out that several items neededto be clarified regarding the CEM data. An additional meeting withADPC&E personnel was discussed and setup for the following day todiscuss the Trial Burn. It was reaffirmed that based on ADPC&Erequirements presented in the correspondence of September 19, that thefacility would be allowed to process " D " waste. After some discussionregarding several items in the Trial Burn Sampling and Analysis Plan,Rev 3 , VSC received verbal approval of the plan.

On Thursday, October 3 , VSC met with ADPC&E personnel anddiscussed the Trial Burn and possible concerns of using Hexachloro-benzene as a surrogate POHC. Based on all of the information and thecontract VSC firmed up, on Friday, the committment for performingTrial Burn during the week of October 7.

The facility spent the majority of the week preparing for theTrial Burn. This included shredding adequate material in order tohave an adequate supply of high Btu organics. During the preparationtime the facility continued to process aqueous waste and site-generated waste.

Shakedown and pretrial burn testing was continued at the"-facility. A total of 277 hours of operation out of the 360 hours o0authorized time has been used. From the start of the project a tota^)of 1309 drums of " D " waste have been processed for a total of 422.4tons.

The Continuous Emission Monitor (CEM) drift test was completedthe early part of the week. This test was started on Monday, 9/16,and continued for a full seven days, ending on Monday, 9/23. The testwas successfully completed, the CEM equipment operates within theallowable drift parameters.

Additional stack testing was conducted on Wednesday and Thursday.This additional testing was required after it was determined by thelaboratory that the previous weeks stack testing indicated aDestruction and Removal Efficiency (DRE) of 99.9998+% for theHexachlorobenzene surrogate. This information indicates that VSC hasdetermined the upper operating parameters allowable for this unit.The additional testing during the week was accomplished at operatingconditions slightly different from those of the prior week.

VSC participated in the Citizens Information Committee meetingon Tuesday. The latest information available to both VSC and theState was presented at that meeting. The current situation wasexplained and the fact that a Trial Burn is imminent was presented tothe citizens.

Preliminary data from the Method Validation Testing was receivedby VSC. This information was provided cocurrently to the State. TheMethod Validation Testing indicated that:

1) There is no •'matrix interference problem with recovery ofthe Hexachlorobenzene or sample surrogate spikes aspreviously surmised by Flint Environmental Laboratory.

The majority of the week was dedicated to shakedown and pretriaTburn testing of the facility. A total of 240 hours of operation ou5of the 360 hours of authorized time has been used. From the start SBthis project, a total of 1190 drums of " D " waste have been processedfor a total of 380 tons.

The early part of the week the facility was being heated up fromthe repairs which were accomplished the week before. After thefacility came to temperature, the Continuous Emission Monitor (CEM)drift tests were begun. This testing of the stack analyzers proceededall week and proceeds into the following week. A total of seven daysare required to properly perform this test.

The information received from Triangle Laboratories indicatedthat there are no matrix interference problems with the ModifiedMethod 5 stack sampling and the resultant analytical procedures.Recoveries of sample surrogate spikes were within the proper range asallowed by the method. Due to a problem at the laboratory no DREresults were determined. This inability to report DRE data requiredVSC to perform additional stack testing on Wednesday and Thursday.This additional stack sampling was accomplished by Clean AirEngineering. The results will be available early next week.

After the stack sampling was accomplished, additional testing wasperformed using strictly organic feed to the kiln. This accomplishedtwo objectives. First, to provided information regarding straightorganic feed to the kiln. Typically solids have been fed inconjunction with organics. Secondly, it allowed the complete cleanout of the organic storage tanks.

On Friday, 9/20^ 1991, revised portions of the Trial BurnSampling and Analysis Plan, Rev 3, were submitted to the State. Therevised portions clarified areas or included additional informationrequired by the State.

The facility was down for repair the entire week of September 8,*^1991. Therefore the total hours the facility has processed "D " waste-remains at 200 hours. A revised Shakedown And Pretrial Burn Plaireflecting this week of non-processing is attached. From the start,.of this project, a total of 1043 drums of " D " waste have beenprocessed, a total of 334 tons.

The repair work was necessary due to erosion/corrosion of the airdistributors at the top of the spray dryer. Improper air distributionat the top of the spray dryer results in buildup of salt within thespray dryer.

While the repair work was being accomplished additionalpreventive maintenance work was accomplished. All of the baghousebags were replaced during the week. General calibrations and•inspections were also accomplished.

Heatup of the facility was begun late Friday and this continuedthrough the weekend. No " D " waste was processed over the weekendperiod.

On Friday, 9/13/91, a revised Trial Burn Sampling and AnalysisPlan was submitted to the State for approval. This Revision 3 of theTrial Burn Plan reflects knowledge gained during the 200 hours ofshakedown testing. The new plan reflects operation with waste to thekiln only, feeding of a single surrogate POHC via the solids auger anddetermination of the solids Btu value.

Plans for the week of September 15, 1991 are:

o start the stack CEM drift test,

o review and revise the shakedown testing schedule,

o review data from the Method Validation testing,

SUBJECT: Project Weekly Report - Week of September 1, 1991

The facility continued with shakedown testing during the week.Test 9 , Method Validation Testing, was completed. This test involvedClean Air Engineering performing limited stack testing and the check-out of various sampling procedures. The facility has processed "D "waste for a total of 200 hours out of the 360 hours allocated.

The Method Validation Testing proceeded as anticipated. CleanAir Engineering completed the limited stack testing on Thursday. Allsamples collected were shipped out to the laboratory the next day.The facility was shutdown for inspection after the testing wascompleted. This shutdown was performed to inspect various componentsof the facility.

Inspection revealed that the spray dryer had salt buildup. Thebuildup was not as much as the time before. Detailed inspection andmeasurements revealed that part of the problem with the spray dryeris degradation of the gas distributor assembly. This device issubject to severe heat and chlorination conditions and, as such, isa high maintenance item. The degradation or this assembly effects theon-line time of the facility buc does not in any manner effect thedestruction nor the gas cleanup efficiencies of the facility. Repairsare being made to the assembly.

A review of unit operations during Test 10 will be accomplishedduring the coming week. Depending upon the turn-a-round time andquality of the samples sent to the laboratory, the date for the nextTrial Burn may be set next week.
