INTRODUCTION
The South African Nursing Council (SANC) is developing a
Continuing Professional Development (CPD) system for nurses
and midwives within the mandate of the Nursing Act (Act 33 of
2005).
Enabling sections : 39 and 59, proclamation of Nursing Act, 2005
in 2007 and finally in 2008.
The 14th Council whose term of Office was from 2008 to 2013
identified the need to include development of CPD in the 5 Year
Strategic Plan
Due to funding challenges, only the initial aspects of the drafted
Project Plan was implemented (AP Funding )

COLLABORATION
Around 2012, the African Health Professions Regulatory
Collaboration (ARC) was established and countries were invited
to participate through the Ministry of Health. Funded through
PEPFAR and supported by the ARC Faculty (Emory University)
and Secretariat (Commonwealth Nurses and Midwives
Federation)
ARC’s aim is to strengthen Nursing and Midwifery in the African
Continent
Introduced the concept of a QUAD(four pillars of nursing)
African Countries through the guidance of ARC developed CPD

Council established a 12 member CPD Technical Working Group
consisting of members nominated based on the QUAD model with
some moderation
Representation from Council, Professional Association, Labour
(Cosatu and Fedusa affiliates) , Employer both Public and
Private(NDOH, Provincial representatives and HASA), FUNDISA,
CPAS and PHEPSA, CPD Researchers
Extended TWG was responsible for the drafting of the CPD
Framework draft 0 in August 2013. The four days’ workshop was
facilitated by an expert from the Commonwealth Nurses and
Midwives Federation

COLLABORATION Cont…
Over and above desktop research, benchmark exercise with the
Health Professions Council of South Africa (HPCSA), South
African Pharmacy Council (SAPC) and Engineering Council of
South African (ECSA) was conducted
During the ARC meetings collaboration with Countries which were
in the process of establish CPD took place. Over ten countries
were conducting some form of project related to CPD.

COLLABORATION Cont…
International benchmark exercise was conducted in the USA,
Washington state, met with the Nursing Commission and Nurses
'Association in March 2014.
Lessons learnt, led to drafting of CPD Framework Draft 2
Consultative Provincial roadshows were conducted , a feasibility
study was conducted in all nine provinces between November
and December 2013. A report was generated and feedback
meetings were held in February /March 2014.

Section 1 : Introduction
• Outlines the role of SANC in terms of Nursing Act, 2005, which are to serve and
protect the public in matters involving nursing and midwifery services and to
uphold and maintain professional conduct, ethics and practice standards.
• The purpose of CPD is to promote and maintain professional standards.
• Implementation of the CPD System will be preceded by a Pilot Study which will
be conducted as from August/September 2015 to January/February 2016.
• A commitment to lifelong learning is one way nurses and midwives can
demonstrate to the public that they are constantly updating their knowledge and
skills which positively influences attitudes.

Section 2 : Definition of CPD
• A purposeful statutory process, personal commitment, to
engage in a range of learning activities to maintain and improve
knowledge, skills, attitudes and professional integrity, to keep up
to date, in order to practice safely, competently, and legally within
their evolving scope, resulting in providing quality care

Section 3 : Purpose
• To maintain Professional standards of excellence
• To ensure up to date and relevant knowledge
• To promote life long learning, safe, ethical and professional
growth
• To strengthen accountability of nurses and midwives to
themselves, employer, health care users and communities
• To promote health, protect the public interests and deliver quality
nursing care

Section 4 : Principles
Some of the principles are as follows
CPD is :
• Based on the values of accessibility, availability, affordability and
quality
• Based on individual nurse/midwife learning needs
• Self-directed, reflective and relevant
• Based on adult learning principles, both formal and informal
learning activities
• Inclusive of clinical and non-clinical roles (broad areas to cover
where nurses are practicing)

Section 5 : Mandate
• SANC’s mandate to protect the public in matters involving nursing
and midwifery in terms of the Nursing Act, 2005
• Participation is mandatory for renewal of annual practicing
certificate (APC)
• It will be administered by SANC CPD Section
• Council will exercise oversight through relevant Committee

Section 6 : Requirement
• A minimum of 15 CPD points per year will be required to qualify
for renewal of annual practicing certificate
• The weighting of the CPD point is work in progress
• Employers, professional association and societies, unions and
providers should assist to create an enabling environment for
attainment of CPD points
• CPD should be relevant to current and future needs

Section 7 : Scope (1)
CPD activities are divided into four themes for all categories of
nurses,
(a) ethical and legal; refers to legislations and policies governing
and influencing nursing
(b) area of practice; refers to field of practice in which the nursing
practitioner is working. e.g. clinical, occupational, education and
training, management, policy formulation etc.
(c) leadership / management and
(d) teaching/ research, refers to transfer of knowledge and skills
to colleagues or health care users as well as conducting and/or
utilisation of scientific research

Section 7 : Scope (2)
• For now the following categories are identified namely: Registered
Nurse, Registered Midwife; Enrolled Nurse and Enrolled Nursing

Section 8 : Recognition of CPD Providers
and Activities
• SANC will be responsible to determine criteria for recognition of
CPD providers and activities.
• Existing structures such as Nursing Education Institutions,
Professional Societies and Organisations may be considered for
recognition as providers.
• SANC has developed criteria and guidelines
• Not all CPD Providers will need accredited, e.g. work place
activities, self-directed learning although the activities will be
recognised as CPD activities.
• SANC may need to validate certain accredited bodies

Section 9 : Documentation
• Each nurse and midwife to keep documentary evidence of CPD
activities undertaken as a portfolio of evidence
• The Structure/format of the portfolio of evidence will be
determined by SANC.
• Nurse/Midwife to keep the portfolio of evidence to be kept for a
period of 3 years
• CPD Providers keep a register of attendance
• Employer/supervisor to keep record
• A declaration indicating the number of CPD points acquired
designed by SANC to be submitted by end of June of each year
to SANC using an electronic route yet to be determinedExcellence in professionalism and advocacy for health care users 20
Section 10 : Compliance
• Declarations referred to in section 9 to be submitted by end June
of each year
• SANC may conduct an audit of up to 10% sample of nurses and
midwives between July and December
• Extensions/Exemptions in case of extenuating circumstances may
be granted.
e.g, illness, national duties etc
• Permission to be granted by Council

Section 11 : Non-Compliance
• A nurse or midwife who has not acquired the required number of
CPD points will be considered non-compliant.
• Contact with the nurse or midwife will be initiated to indicate that
they are non-compliant.
• Guidelines will provide details regarding dealing with non-
compliance

Section 12 : Exemptions
• Nurses or Midwives on extended leave
• Military assignments
• Undergoing formal education and training

Sections 13 & 14 :Monitoring and Evaluation
• Monitoring will be done at different levels
• At individual; employer; providers, SANC levels
• Evaluation
• CPD Framework may be evaluated every three to five years
• Random survey of nurses, employers, CPD Providers

Aim of the CPD Pilot
To test Draft 2 CPD Framework, to assess potential improvements to the framework prior to rolling out of CPD.

Where is the Pilot Conducted?
Gauteng Province(Urban) : Johannesburg Sub-districts B and C
Mpumalanga (Rural) : Nkangala District at Emalahleni and
Thembisile Sub-Districts
For a period of 6 months
All categories of nurses in the selected health facilities are asked
to participate in the pilot

Participants will be asked to follow the CPD framework to collect 7
CPD points (half) over the 6 month pilot period
At the end of the pilot, all participants will be asked to submit a
declaration stating how many points were accumulated
Submission appreciated regardless of whether CPD points
were completed
If exempt, can make exemption statement on declaration
Can provide feedback on the form

THEME DEFINITION EXPLANATORY NOTE
Ethical and Legal domains
Legal domain refers to “legislation and policies governing and influencing nursing”
Ethical domain refers to “codes of practice that guide and influence the practice of nursing.” Ethical and legal must pull through as a theme in all aspects
Examples include, but are not exclusive to – Nursing Act, 2005 (Act No. 33 of 2005). National Health Act, 2003 (Act No. 61 of 2003). Scope of Practice Regulations and Code of Ethics for Nursing Practitioners.
Area of Practice
Refers to the “field of practice in which the Nursing Practitioners are working.” E.g. clinical nursing, occupational nursing, education and training, management regulatory, policy formulation
Should include essential competencies related to field of practice.

THEME DEFINITION EXPLANATORY NOTE
Leadership/Management
Leadership refers to a “process of social influence which maximizes the efforts of others towards the achievement of a goal”
Management refers to a “process of reaching organizational goals by working with or through people and other organizational resources”
Should be relevant to the practitioner’s position in area of practising.
Teaching/Research
Teaching refers to “skills required to transfer knowledge to colleagues and/or health care users”
Research is an “endeavour to discover new or collate old facts by conducting and/or utilising scientific study”
All categories of nurses have a teaching role be it colleagues or health care users. Practitioners are encouraged to take part in evidence based practice activities.

SANC Service Delivery Improvement Plan
SANC has embarked on a Project referred to as eBusiness Transformation
Revamping of the ICT System
Involves automation of a number of services
Include improving the issuance of APCs
To be up and running as from December 2015
A communique will go out soon to inform stakeholders about these
developments and payment of 2016 annual fees. You are all encouraged to
wait for the communiqué to direct you what to do.
