Reduce stormwater pollution by educating the public on actions they can take to protect local water quality. The Stormwater Coalition's public education program includes the H20 Hero mass media campaign (TV, radio, print, billboard, and Facebook advertisements), social media, website, and direct engagement such as classroom and community presentations using awatershed model.

The Coalition will continue to support the H20 Hero campaign. A significant media buy including both digital and bilJboards is p lanned for the spring of 2019. Additional media space wilJ be donated by Causewave and is likely to include print, TV, radio, and on line. The campaign survey analysis report will be discussed and changes in messaging or tactics will be identified. The website enhancement project wi ll be completed. The social media effort w ill continue with an emphasis on increasing reach an d user engagement. The Coalition will continue to partner with the Rochester Museum & Science Center on the direct engagement portion of the public education program inc luding presentations at schools and community events using the watershed model. Opportuniti_es will be explored to p lace new H20 Hero educational signage at high traffic locations such as Seneca Park Zoo, Frontier Field, and the airport.

A. Briefly summarize the Measurable Goal identified in the SWMPP in this reporting period.

Promote public participation in and support for the Stormwater Coalition's efforts to reduce stormwater pollution including storm drain marking, rain barrels and rain gardens, and watershed clean ups.

B. Briefly summarize the observations th~t indicated the overall effectiveness of this Measurable Goal.

During this reporting period, public pa1ticipation events included 15 rain ban·el workshops, 5 rain garden classes, 20 storm drain marking events, and 3 watershed litter clean ups. The events were very well received with demand exceeding capacity for some workshops. Storm drain marking was identified as a high priority and heavily promoted through the website, social media, and a new volunteering flyer. The number of drains marked increased by 4x this period relative to the previous year. Door hangers are placed at all homes in the marked neighborhoods to maximize the educational impact. The County-wide Pick Up the Parks event w.is 1101 held in 2018. The 2019 event is schcdµlcd for April 28 and is being actively promoted by the Coalition on social media. The Co~litil1n ungngcd new pmtners during this report period with the Genesee Brewery hosting a rain barrel workshop and an employee storrn drain 1111rking event. SUNY Brockpo1t held two litter clean-up events.

The Stormw ater Coalition will continue to promote rain barrel workshops, rain garden classes, storm drain marking, and watershed clean ups . During 2018, several new Facebook static and video Ads were developed to promote storm drain marking , litter clean ups, and riparian planting. These new Ads will be run during 2019 to increase public participation angshould greatly increase awareness of the Coalition's volunteer opportunities. The Coalition continues to cultivate existing and new pat1nerships to advance its public pa11icipation program. In 2019, the Coalition will be partnering with the Monroe County Parks Depm1ment, Plastics Lakes Project, Genesee Brewery, I Square, Gardenscape, and the Rochester Brainery on various public participation events.

Identify and eliminate illicit discharges to the stormwater system. Provide staff training and technical assistance with outfall inspections, track down, mapping, and source control. Target IDDE education efforts at high risk businesses and the public.

B. Briefly summarize the observations that indicated the overall effectiveness of this Measurable Goal.

During this reporting period, the Coalition assisted the member MS4s with 71 outfall inspections, two IDDE training sessions, and three possible illicit discharges. The Coalition also assisted members with system mapping to include accurate storm sewer information and outfall data. The Coalition also assisted with monitoring 5 local streams for pollutants . Monroe County, in partnership with the US Geological Survey (USGS), monitors Irondequoit, Northrup, Black, Oatka, and Honeoye creeks for pollutants for total phosphorous and nitrogen, nitrate and nitrite, ortho phosphorous, chloride, ammonia and total suspended solids . This program documents the impact of stonnwater nmoff on local wat.e1ways. Monroe County also maintains a rain gage network of 17 sites that collect real time rain data that is made available to municipalities.

The Coalition will continue to assist the MS4s with outfall inspections and developing system mapping. )\!lonroe County has been awarded a grant to conduct GJS system mapping for three municipalities to address any gaps in their existing map . Outfall inspection/ID DE trainings are being planned to educate DPW workers on how to accurately inspect an outfall and how to follow up if issues are identified . Monroe County has added 3 more rain gages to the network to improve coverage . The IDDE/P2 Task Group will be working on developing outfall field sample kits, IDDE education for restaurant employees, and purchasing new products for members.

A. Briefly summarize the Measurable Goal identified in the SWMPP in this reporting period.

Minimize instances of sediment leaving constrnction sites to the maximum extent practicable. Provide annual erosion and sediment control training and technical assistance to municipal staff, contractors, developers, and consulting engineers. Municipality will inspect active construction sites monthly, and the MS4 will respond to problems in a timely manner.

B. Briefly summarize the observations that indicated the overall effectiveness of this Measurable Goal.

The Stormwater Coalition of Monroe County contracts with the Monroe County Soil & Water Conservation District (SWCD) to provide construction technical assistance to the member MS4s. During this reporting period, the SWCD responded to 130 requests including construction site inspections, staff training, and permit assistance. SWCD provided 5 training sessions with 309 attendees at the 4-hour sediment and erosion training classes . SWCD also provided the Stonnwater Management Training Series in which 44 attended two classes. The Training Series classes are foll day with each class covering a different technical topic. The Coalition's Construction Task Group followed up on it's gap analysis/ workplan and developed written procedures for SWPPP reviews and acceptance and an improved qualified inspector construction site inspection fonn.

Provide annual training for municipal staff and the development community on stormwater management, green infrastrncture, inspections, and maintenance. Inspect stormwater management practices at least once every three years and perfonn maintenance as needed.

B. Briefly summarize the observations that indicated the overall effectiveness of this Measurable Goal.

The Stormwater Coalition contracts with the Monroe County Soil & Water Conservation District (SWCD) to provided construction technical assistance to the MS4 members. Technical assistance includes SWPPP reviews and training on green infrastructure and inspecting stormwatcr management practices (SMPs). During this reporting period, the SWCD responded to 130 requests for technical assistance . X municipal staff, engineers, and constrnclion site operators attended the Stom1water Management Training Series. The SWCD hosted one pond presentation for homeowners with 47 attendees and a linear projects training session for Monroe County DOT with IO attendees, The Coalition conducted 16 pond inspections on behalf of the MS4s. The Coalition's Construction Task Group developed new SMP inspection forms using Arc GIS Survey J23 application. The pond and bioretention forms are ready for beta testing in the field using a mobile device. The Survey] 23 forms for other SMPs have been developed but still require review. Monroe County received a grant from NYS to develop a GIS of SMPs Coalition-wide to facilitate inspections and maintenance. Significant progress was made during this reporting period.

A. Briefly summarize the Measurable Goal identified in the SWMPP in this reporting period.

Reduce stormwater pollution associated with municipal facilities and operations to the maximum extent possible. Train staff on stormwater pollution prevention. Provide assistance to residents on proper disposal of hazardous materials.

B. Briefly summarize the observations that indicated the overall effectiveness of this Measurable Goal.

During this reporting period, the Coalition assisted eight (8) MS4s with pollution prevention assessments and also completed assessments of 23 County parks. The Coalition provided ten (I 0) P2 trainings for MS4 employees during this period. The Monroe County Ecopark is open twice weekly for residents to bring household hazardous waste, electronics, and recyclables. In addition, there were five (5) mobile hazardous waste collections in Greece, Webster, Perinton, Chili, and Hilton. In 2018, the Ecopark was used by 38,000 residents. 330 tons of household hazardous waste was collected and diverted as well as over 7,400 lbs of pharmaceutical waste. Monroe County created a new ecopark promotional video that includes the "only rain down the drain" stormwater messaging.

During the next reporting cycle, the Stormwater Coalition will continue to utilize the IDDE/P2 Task Group to address areas of concern that were identified by the IDDE/P2 Survey and to work on projects addressing these. needs. Pollution prevention assessments and trainings will be conducted.
