Welcome to the Tar Heel State!!The Chapel Hill-Carrboro City Schools welcomes you to our historic hometown for the 2016 MSAN Student Conference. Our theme, Every Step Leaves a Trail, will focus on how students can be effective trailblazers by amplifying their student voice, viewing situations through an equity lens, and advocating for themselves and others. In addition to engaging with celebrated speakers and their accomplished peers, students will have an opportunity to tour two of North Carolina’s most prominent college campuses: The University of North Carolina at Chapel Hill and Duke University!

The MSAN Student Planning Committee is excited to hear about the steps students will take as they work to leave a lasting legacy in their respective school districts. We hope that by the end of the conference, you will believe that one small step really can make a difference, others cannot prevent you from your destiny, and truly advocating for change can have a lifelong impact!

WELCOME FROM THE SUPERINTENDENT OF THE CHAPEL HILL-CARRBORO CITY SCHOOLSOn behalf of the Board of Education and the staff and students of the Chapel Hill-Carrboro City Schools, it is my pleasure to welcome you to the 17th annual MSAN Student Conference. The conference theme, Every Step Leaves a Trail, will focus on how each of you can blaze your own trail towards eliminating the barriers of academic achievement for students of color. The conference will provide you with an array of activities, speakers and events as your team explores research, develops strategies and practices in your effort to eliminate achievement and opportunity gaps that exist and persist in your schools and districts as a whole.

It is a privilege to host this year’s conference in partnership with The University of North Carolina at Chapel Hill and with Duke University. These college campus experiences will provide a unique opportunity to broaden your horizons as you network and collaborate with other student leaders from around the country.

WELCOME FROM THE PRESIDENT OF MSANDear MSAN Students,On behalf of my fellow superintendents representing MSAN districts from across the nation, it is my pleasure to welcome all of you to the annual MSAN Student Conference.

This year’s theme is Every Step Leaves a Trail. It is my hope that this conference serves as a model for the type of dialogue that will resonate throughout all of our MSAN schools this year and for many years to come. We are so proud of our incredible student leaders who come together each year, representing their school and district, determined to create a better world where ALL students can achieve at the highest level.

I encourage you to share what you learn from the conference speakers and from your fellow students as you work to break down barriers and improve student achievement in your school. You make us all proud!

WELCOME FROM THE MSAN EXECUTIVE DIRECTORDear MSAN Scholars, Welcome to the 2016 MSAN Student Conference! I have said it at past conferences, and I have to say it again this year, “One of the best parts of my job as Executive Director of MSAN is spending time each year with exceptional student leaders like you from across our MSAN districts.” And this year is no different, because YOU really are the best part of MSAN!

For the past 17 years, student leaders from network high schools (students just like you) have gathered to learn from one another and strategize about how to make schools more meaningful places for learning; places where each student feels they belong and can achieve their goals. Over the next three days you will spend time with transformational speakers, tour two prestigious universities,The University of North Carolina at Chapel Hill and Duke University, engage in thoughtful reflective activities, develop courageous action plans, and have LOTS of fun. But, at the core of this conference is your work, our work, the work: to systematically dismantle the many manifestations of institutionalized racism within our schools. I know you are up to the challenge.

The planning team from the Chapel Hill-Carrboro City School District has been preparing for you since last year’s student conference. They have created an amazing agenda for you, with each speaker selected and activity developed in relationship to the conference theme, Every Step Leaves a Trail. The theme emphasizes how all of us need to harness the power of student voice and build support for student advocacy in order to leave a legacy of educational equity. A powerful call to action!

CONFERENCE EXPECTATIONS AND RESPONSIBILITIESAs the saying goes, “you only have one opportunity to make a first impression.” The guidelines for student behavior, dress code, and expectations and responsibilities outlined here will help you to develop your potential as a conference leader. Students just like you helped design the annual MSAN Student Conference. The Chapel Hill-Carrboro City Schools student planning committee took their task seriously and we know that you will also.

PLANNING, PREPARATION, PERFECTION• We are confident you are well prepared for the conference.• The planning committee selected several readings for your team to review and reflect on prior to arrival at the conference. These

required readings and video can be downloaded from the conference website. While no formal written response was required, you may find notes helpful as you will be discussing these readings throughout the conference.

DRESS CODEThis is a professional development opportunity for all youth. You will want to dress the part. The dress code for the conference ranges from casual to business casual.

DAY 1 (WEDNESDAY) - CASUAL - REPRESENT YOUR DISTRICT!

• New this year...wear a t-shirt that represents your district. • All participants should wear clothing that fits properly for movement and activity.• Shorts or skirts should be mid-thigh or longer. Sheer or see-through clothing requires participants to wear appropriate

under-layers. Pants or jeans should fit properly; belt loose fitting pants/shorts. Sneakers okay.

DAY 2 (THURSDAY) - BUSINESS CASUAL

• Casual dress shirts, such as button downs or polos, and dress socks. No t-shirts with advertisements or slogans and no athletic socks.

• Skirts, dresses, capris, dress shorts, and business casual pants (for example, khakis). No jeans or sneakers.• Wear comfortable shoes for campus visit – extensive walking is required. Flip flops are NOT recommended. (You

may wear comfortable shoes and change into dress shoes upon arrival on campus.)

DAY 3 (FRIDAY) - CASUAL

• All participants should wear clothing that fits properly for movement and activity.• Shorts or skirts should be mid-thigh or longer. Sheer or see-through clothing requires participants to wear appropriate

under-layers. Pants or jeans should fit properly; belt loose fitting pants/shorts. Sneakers okay.

DAY 4 (SATURDAY) - CASUAL

• All participants should wear clothing that fits properly for movement and activity.• Shorts or skirts should be mid-thigh or longer. Sheer or see-through clothing requires participants to wear appropriate

under-layers. Pants or jeans should fit properly; belt loose fitting pants/shorts. Sneakers okay.

Please remember, attendees are expected to maintain a neat and modest appearance during the conference. You will be asked to change if your dress does not represent the tone of the conference. On Thursday, you will be touring two college campuses which will require extensive walking. Make sure to wear appropriate footwear. CONFERENCE EXPECTATIONS AND RESPONSIBILITIES

STUDENT RESPONSIBILITIES

• Abide by the no cell phone/mobile device rule during workshop sessions, meals, campus tour, and other conference sessions. Breaks where these electronic items can be used will be specifically mentioned. Plan to use devices when directed by the planning team during activities and your free time unless otherwise noted.

• There is a strict no alcohol, tobacco, or other drug policy. Possession or consumption of alcoholic beverages or illegal drugs is absolutely forbidden.

• We expect students to appropriately socialize with other student participants. As a courtesy to all hotel guests, students are not allowed to socialize in each other’s rooms. There are many public spaces in the hotel where students can spend time together.

• Only conference attendees are permitted in the venue.

• Comply with reasonable requests made by all chaperones or other adults affiliated with the conference.

• Obey the conference curfew times. Respect the hospitality of other hotel guests.

• Keep designated hotel areas (e.g. hallways, stairwells) quiet after quiet hours begin.

• This type of leadership experience is a wonderful opportunity and it is YOUR responsibility to abide by all expectations and chaperone guidance, and to remain with the group at all times.

Students are NOT allowed in the fitness center or swimming pool area without their chaperone.

GETTING THE MOST OUT OF YOUR CONFERENCE EXPERIENCE

BE A LEADER

• Think about how you will use the information you learn in your home district.

• Create a plan of action.

Dr. Dana Thompson Dorsey is an assistant professor in Educational Leadership and Policy at the University of North Carolina at Chapel Hill, where she teaches courses on education law, policy, and race and culture. Dr. Thompson Dorsey received a JD and PhD in Education in the Administrative and Policy Studies program from the University of Pittsburgh in 1999 and 2007, respectively. During her doctoral studies and directly thereafter, Dr. Thompson Dorsey worked as a Senior Research Analyst for a research, evaluation and policy firm in the Washington, DC area. Prior to her faculty appointment at UNC, Dr. Thompson Dorsey held a faculty position at the University of Illinois at Springfield and had a post-doctoral research position at the University of Virginia.

Dr. Thompson Dorsey’s research interests are education law, policy, and critical race theory in education. Her research focuses on critically examining education laws, policies and practices, and their influence on P-20 educational equity, access and opportunity for students of color and marginalized groups. Currently, Dr. Thompson Dorsey’s research is concentrated on school segregation, affirmative action, and racial and rural identity development of high school students in rural and racially segregated communities, as well as the legal, policy, and practical implications related to the aforementioned topics. Her research is published in various scholarly education journals, and she also presents at numerous professional conferences.

Lieutenant Colonel (Retired) Consuelo Castillo Kickbusch was born and raised in a tiny barrio in Laredo, Texas. Consuelo Castillo Kickbusch overcame poverty, discrimination and illiteracy to become a successful role model of leadership through her tireless work with the disenfranchised through uniquely holistic approaches which dynamically connect parents, students, educators and community leaders to move the community forward.

While in the military, Ms. Kickbusch broke records and glass ceilings to become the highest-ranking Hispanic woman in the Combat Support Field of the U.S. Army. In 1996, she was selected out of 26,000 candidates to assume a command post, which would put her on track for the rank of general officer. Ms. Kickbusch respectfully declined the honor and retired as a 22-year veteran of the U.S. Army to fulfill her mission of preparing tomorrow’s leaders today.

Robert T. Stephens hails from Raeford, NC. He graduated from Hoke County High School in 2004 and attended Winston-Salem State University (WSSU). Upon graduation, Robert was the first student ever chosen for Teach for America from WSSU. He completed his two year commitment at Ranson Middle School in Charlotte, NC where he taught math, science, and social studies.

Robert knew he wanted to increase his impact so instead of teaching for a third year he entered graduate school at George Mason University to pursue his Master of Public Policy degree. Robert took his last semester of graduate school off to work full time for President Obama’s re-election campaign in Winston-Salem, NC. He was able to lead the state in voters registered and produce the highest voter turnout in the triad region. Robert then migrated back to graduate school and completed the requirements for his Master of Public Policy degree. After graduating, Robert joined staff of Teach for America and served as the Manager of Community Partnerships and Director of Alumni Teacher Leadership. Currently, Robert serves as the Legislative Fellow for Congressman John Lewis in Washington, DC.

For the past four years, Robert has traveled around the globe being jailed, leading marches, protests, and shining a light on the injustices that occur. Robert traces his activism back to his parents and to his time spent in the classroom teaching. He fervently believes when something is wrong, you do something about it. He hopes to inspire you all to do the same.
