8 The beast that thou sawest was, and is not; and shall ascend out of the

bottomless pit, and go into perdition: and they that dwell on the earth shall

wonder, whose names were not written in the book of life from the foundation of 

the world, when they behold the beast that was, and is not, and yet is. 9 And here

is the mind which hath wisdom. The seven heads are seven mountains, on whichthe woman sitteth. 10 And there are seven kings: five are fallen, and one is, and

the other is not yet come; and when he cometh, he must continue a short space.11 And the beast that was, and is not, even he is the eighth, and is of the seven,

There are several symbols involved in this description, but

the angel explains them to us. If we accept the

interpretation of God's Word, we will have little troubleunderstanding what the chapter teaches.

 A. The woman.

Verse 18 makes it clear that she is a city, and in John's day,

she was reigning over the kings of the earth. The seven

heads of v. 3 are identified as seven mountains in v. 9.

There seems to be little doubt that the city is Rome. It is

situated on seven hills; when Revelation was written,

Rome was reigning over the kings of the earth.

B. The Beast.

This is the same Beast we met in chapter 13, the Antichrist. Verse 8 

indicates that this world ruler will come out of the bottomless pit,

suggesting that he was raised from the dead. "Perdition" links him

with Judas (John 17:12; 2 Thess 2:3); and for this reason, some

students believe that Antichrist will be Judas raised from the dead.

The Beast is scarlet-colored, linking him with the dragon, Satan

(12:3). The fact that the Beast has seven heads and ten horns alsoidentifies him with Satan (see 12:3 and 13:1). Verse 10 tells us that

the seven heads are seven kings (as well as seven mountains); and

v. 12 explains that the ten horns are ten more kings. So, the Beast

resembles the kingdom of Antichrist as well as his own person. The"seven kings" of v. 10 could also be translated "seven kingdoms." In

other words, the kingdom of the Beast will be the seventh world

kingdom, the one that "has not yet come.”

C. The seven heads.

We have already seen that these heads represent seven

mountains (v. 9) and seven kings or kingdoms (v. 10). Thefive kingdoms that had fallen were Egypt, Assyria,

Babylon, Persia, and Greece. The kingdom "that is" would

be Rome in John's day; the one yet to come, the seventh,

would be the kingdom of the Beast. If we compare the

seven heads to specific kings, then the five who were

fallen (of Roman rulers) would be Julius Caesar, Tiberius,

Caligula, Claudius, and Nero. The "one that is" would be

Domitian; the one yet to come, the Beast, the king of the

revived Roman Empire.

D. The ten horns.

Verse 12 explains that these are ten more kings. They parallel the

ten toes of Daniel's image in Dan 2:36-45, the revived Roman

Empire. In John's day, these kings had not yet received their power;

it is reserved for the last days when the federation of Europe,

headed by the Beast, comes to power. Note that these ten kings

willingly give support to the Beast in his battle against Christ and

the saints; and that, with the help of the Beast, they will destroy thegreat harlot.

E. The waters.

The waters on which the harlot is seated are the peoples of the

world (v. 15). She will have influence over the whole world,politically, economically and, most of all, religiously.

In Rev 14:8; 16:19; 17:5; and 18:2, "Babylon" is supposed to mean

Rome, not considered as pagan, but as the prolongation of the

ancient power in the papal form. Rome, pagan and papal, isregarded as one power. "The literal Babylon was the beginner and

supporter of tyranny and idolatry...This city and its whole empire

were taken by the Persians under Cyrus; the Persians were subdued

by the Macedonians, and the Macedonians by the Romans; so thatRome succeeded to the power of old Babylon. And it was her

method to adopt the worship of the false deities she had conquered;

so that by her own act she became the heiress and successor of all

the Babylonian idolatry, and of all that was introduced into it by the

immediate successors of Babylon, and consequently of all theidolatry of the earth." Rome, or "mystical Babylon," is "that great
