Ralph Kramer 2nd f i v e of h i s c h i l d r e n , a g e s 9 t o 1 5 , watched a group o f c o l o r e d l i p h t s move a c r o s s t h e s k y about 10:05 t h e n i g h t of J u l y 1, 1970, and admi t t ed l a t e r i n g i v i n g t h e r e p o r t t o M r . Leonard Sturm, o f Deca tu r , I l l . , t h a t he was f r i g h t e n e d and t h a t "he f e l t an a t t r a c t i o n t o them--poss ib ly a men ta l communication of some kind."

M r . Kramer, owner of Kramer's L e t t e r i n g and S p o r t i n g Goods Co.? 305 South Oakland Ave., Decatur and a l s o a C i t y f i r e m a n , was d r i ~ l n . 5 e a s t on Highway 24 when he and t h e c h i l d r e n observed t h e l i g h t s n e a r Rea 's Br idge , n o r t h e a s t of Decatur .

A group of from 1 5 t o 30 red and g r e e n l i g h t s i n a geomet r i c p a t t e r ! were moving j u s t over t h e t r e e t o p s t o t h e r i g h t of t h e c a r . Suddenly

a , t h e l i g h t s s t o p p e d , and t h r e e b r i l l i a n t w h i t e s e a r c h l i g h t s came on f o r a minute o r two, and t h e o b s e r v e r s cou ld s e e a c o u n t r y home under t h e l i g h t s . A s t h e " s e a r c h l i g h t s t r went o f f , t h e o b j e c t moved e a s t , t h e n s o u t h , b e i n g under o b s e r v a t i o n f o r f o u r o r f i v e minu tes ,

The o b j e c t when f i rs t s e e n seemed t o b e f l y i n g a lmost p a r a l l e l t o t h e road i n a n e a s t e r l y d i r e c t i o n a t abou t 3 0 MPH. It s topped d i r e c t l y above t h e home o f Grady E. Davis , on t h e s o u t h s i d e of H e a t s Br idge Road, about $ m i l e wes t of t h e b r i d g e . Then t h e o b j e c t f l e w e a s t f o r a b l b k k , t h e n s o u t h e a s t e r l y toward t h e l a k e , and f i n a l l y s o u t h w e s t e r l y ,u

over t h e l a k e channe l , toward t h e c i t y , a t a h i g h r a t e of speed, Kramer s a i d t h e r e d and g r e e n l i g h t s spanned a d i s t a n c e o f abou t

20 f e e t , and t h e w h i t e l i g h t s a d i s t a n c e o f 12 f e e t . He d e s c r i b e d ths r e d and green l i g h t s a s acorn shaped and i n a doub le l a y e r , a l t e r n a t - .

There a r e no p o l e s , e l e c t r i c l i n e s , t e l e v i s i o n o r r a d i o towers i n t h e Davis home a r e a - t h a t would have s e r v e d a s mounting f o r t h e lie!? The l i g h t on t h e Davis home and ya rd seemed t o be b r i g h t e r t h a n day- l i g h t , and Anne Kramer, 1 5 , s a i d s h e though t you cou ld have s e e n a n e e d l e i n t h e g r a s s ,

Al tho t h e Krarners came w i t h i n 100 f e e t o f t h e l i g h t s , t h e y s a i d t h e r e was no sound from t h e o b j e c t . The Davis f a m i l y , q u e s t i o n e d l a t e r , s a i d t h e y were r e t i r i n g - f o r t h e n i g h t , w i t h t h e d r a p e s drawn, and had n o t n o t i c e d t h e l i g h t o u t s i d e o r a n y t h i n g u n s u a l a s a p o s s i b l e s i d e e f f e c t of t h e l i g h t s .

The o b j e c t was coming t o w ~ r d s them and a t an a n g l e a s i f f a l l i n g i n t h e i r d i r e c t i o n .
