RENOVATION OF MARY MOSS PLAYGROUND PARK 35 Lytle Street
Princeton, NJ 08540
I. INTRODUCTION AND PURPOSE The municipality of Princeton wishes to receive proposals for design services necessary for the renovation of Mary Moss Playground Park located at the intersection of John Street and Lytle Street in Princeton. All designs shall be in accordance with the New Jersey Building Code, New Jersey State Sanitary Code, and any other applicable regulations. The Consultant selected from this Request for Proposal shall be responsible for providing professional services for the site planning and preparation of construction plans and specifications. Persons and /or firms interested in assisting the municipality and the Princeton Recreation Commission (PRC) with the preliminary design and preparation of construction plans and specifications must prepare and submit a Proposal in accordance with the procedure and schedule in this RFP. Princeton will consider Proposals only from individuals, firms or organizations that have demonstrated the capability and willingness to provide high quality services as required by the Municipality.
II. EXISTING CONDITIONS
Mary Moss Playground Park, located at the corner of John and Lytle Streets, has been an active recreation park in Princeton for over 65 years. It began as a park for the African‐American and Italian families living in the Witherspoon Jackson neighborhood, one of the most densely populated parts of Princeton. Notable residents of the area include Albert Hinds and Paul Robeson; Booker T. Washington visited the neighborhood as well. Over the years, the neighborhood has gained many Hispanic families. The Princeton Historic Preservation Committee is currently studying the possibility of creating a historic district in this neighborhood. The 0.17 acre park is currently improved with the following:
Manufactured concrete block retaining wall around outer two sides, and railroad tie retaining wall interior to the park
Chain link fencing around the site
Concrete wading pool without filtration
Wood mulch surfaced play area with newer play structure
Concrete paver surfaced open space area
Wood pavilion with picnic table seating
The wading pool is currently open for public usage from 9:00 am to 4:00 pm Monday through Friday, June 22 – July 31, 2015. The pool is filled and emptied every day of operation. The park is open dawn to dusk.
The following places of note are located near the Mary Moss Playground Park:
YMCA / YWCA at 59 Paul Robeson Place; the camps use the park and John Street to travel to Community Park South.
Princeton Nursery School at 78 Leigh Avenue; the school uses the wading pool at the park.
Princeton University Faculty, Staff and Affordable Housing at the former Merwick Stanworth site; this 128 1‐3 bedroom unit development has a pedestrian / non‐vehicular connection to the John Street at Lytle Street. A second phase of 198 units will be under construction in 2015‐2016.
Community Park South; this active recreation site is located at the north end of John Street and contains baseball / softball fields, soccer fields, platform tennis courts, basketball courts, tennis courts, and three outdoor swimming pools.
Community Park School; this elementary school is located adjacent to Community Park South and has playground equipment available for public use.
Princeton Housing Authority’s Hageman Homes; 50 apartment homes located to the north of the park on Clay Street.
In 2014, Mercer County allocated funds through a Mercer at Play grant to supplement Princeton capital funds in renovating the park. In 2015, the municipality became aware of the opportunity to increase the park by acquiring lots 37, 38, 71 and 72 as shown on the tax map excerpted below. The acquisition process is currently ongoing. Although all four lots are being pursued for acquisition, the current recommendation is to increase the park by 0.1 acre through the incorporation of a new 140’ x 30’ parcel taken from lots 72, 37 and 38. Lot 71 is currently earmarked for development into affordable housing by a non‐profit. If affordable housing is not approved for Lot 71, it will become part of the park open space. Phase I environmental investigations are currently underway for lots 71/72 and 37/38. The existing structures on the lots will be demolished in the next few months.
III. SCOPE OF SERVICES The following list of improvements may be considered in the renovation of the park:
Permanent restroom facility and family changing area
Shade structure(s)
ADA‐accessible sprayground or wading pool
Filtration and disinfection systems for aquatics
Security fencing and lighting
Site terracing
Landscaping
Interpretive signage and / or theming of the park design
Bicycle parking
Community gathering spaces
“Temporary” green space usage of Lot 71, until such time as affordable housing is developed on the site.
Utility upgrades
Portions of Lots 37, 38, and 72 to be incorporated into Mary Moss Park (Lot 36)
“Temporary” usage of Lot 71 shall be incorporated into design
A. PRE‐DESIGN PHASE 1. Project Kickoff Meeting – The Consultant shall meet with representatives from the Princeton
Recreation Board, Recreation staff and Engineering staff to inspect the site and review the visions for the renovation project.
2. Site Survey ‐ A topographic and location survey, prepared by a professional land surveyor, shall be completed to identify the limits of the proposed improvements on Block 15.02 Lots 36, 37, 38, 71 and 72. The topographic survey shall extend 20 feet beyond the property limits on the north and east sides. On the south and west sides, along Lytle Street and John Street, the topographic survey shall extend five feet behind the back of sidewalk on the opposite side of the roadway and 50 feet along center line past the property edges. Horizontal and vertical survey control shall be established. All survey data to be based upon New Jersey State Plane Coordinates (NAD 83 & NGVD 88) with reference monuments identified and field ties to monuments shown. Topographic survey shall include (but not be limited to) the location, elevations and descriptions of the following existing features:
Property corner monuments (pins, iron pipes, etc.), right of way lines, and provision of survey control for the project.
Individual trees (with descriptions of size and species) and existing hedges, bushes or other landscaping features within the project limits.
Curbs (top and bottom elevations)
Sidewalks (front and back edges)
Curb ramps (top and bottom elevations, landing elevations, flare elevations) and indicate if detectable warning surface is present (distance from face of curb, width and material type)
Bikepaths (front and back edges)
Private walkways adjacent to the right of way
Driveway centerlines and edges (width and material type)
Drainage swales (flow line, top and bottom of slopes)
Storm sewer pipe (material type and size) and appurtenances (top of curb, grate, rim and invert elevations)
Sanitary sewer pipe (material type and size) and appurtenances (rim and invert elevations)

Princeton will supply the following documents, as available, in electronic or hard‐copy format: • Tax map(s) (current year) • Subdivision map(s) • Aerial topographic map • Benchmark data • Names and addresses of current property owners adjacent to project limits • Utility information • Deeds • Phase 1 reports for lots 71/72 and 37/38
B. CONCEPTUAL DESIGN PHASE The Consultant shall complete the following tasks: 1. Attend two public neighborhood design charrette meetings on a weekend and / or evening. 2. Prepare neighborhood meeting minutes for public distribution. 3. Prepare conceptual design plans and preliminary cost estimates for a maximum of three
alternatives based upon the feedback received from the Project Kickoff Meeting and the two neighborhood meetings.
4. Attend one meeting with PRC and municipal staff to review the concepts and receive comments.
5. Present revised final concept plans and cost estimates to the PRC at a regularly scheduled meeting (fourth Thursday of the month at 7:30 pm).
C. PRELIMINARY DESIGN/DEVELOPMENT DOCUMENTS The Consultant shall complete the following tasks: 1. Prepare a detailed preliminary design drawing including site utilities, grading, and building
elevations. If the services of a geotechnical engineer for soil sampling or other services is anticipated, the Consultant shall incorporate this work into its proposal and schedule.
2. Provide specifications for all recommended materials and products for the development of the site.
3. Identify recommended site utility infrastructure improvements. 4. Prepare a preliminary cost estimate to include all project costs relative to permit fees,
demolition and removal, repair, installation, materials and labor. 5. Prepare a preliminary sequence of construction including the total time of construction.
6. Attend a meeting with staff to review the preliminary drawings and receive comments.
D. CONTRACT DOCUMENTS This phase shall include the preparation of the contract documents for the final design of the project. The following tasks are required: 1. Prepare construction plans, including but not limited to the following:
• Title Sheet • Demolition Plan • Site Plan • Grading, Drainage and Utility Plan • Building Plans and Elevations • Landscape and Lighting Plan • Soil Erosion and Sedimentation Control Plan and Details • Site and Construction Plan • Survey control plan • Detail sheets
2. Prepare Supplemental and Technical Specifications in accordance with specific requirements of the park development work including: • Special Provisions • Supplementary specifications • Unit Price Proposal Form • Technical specifications • Soils report, if applicable
3. Submit three (3) 80% draft copies of plans, specifications, and construction cost estimate for review and approval.
4. Submit fifteen (15) signed and sealed sets of final plans for bidding purposes. 5. Submit special provisions, technical specifications, supplementary specifications, and unit
price proposal form electronically for inclusion in bid documents. 6. Prepare and submit final Construction Cost Estimate. 7. Submit estimated Construction Schedule indicating proposed time completion for each
phase of construction. 8. Prepare application and submit SESC plans and application to Mercer County for approval.
Princeton will provide a purchase order to cover permit fees.
IV. PROCUREMENT PROCESS AND SCHEDULE The selection of Qualified Consultants is not subject to the bidding provisions of the Local Public Contracts Law, N.J.S.A. 40A:11‐1 et seq. The selection is, however, subject to the “New Jersey Local Unit Pay‐to‐Play” Law, N.J.S.A. 19:44A‐20.4 et seq.
Five (5) copies of the Proposal shall be submitted to, and be received by, Princeton, via mail or hand delivery, by 5 pm on August 10, 2015:

V. PROPOSAL REQUIREMENTS
Firms and/or persons responding to this RFP must be able to demonstrate that they will have the continuing capabilities to perform these services. The ideal candidate shall be an architect, engineer, or planning firm with experience in designing municipal pocket parks in urban and suburban settings with special attention to community outreach and historic / cultural interpretation. Aquatic design firms shall not be the lead Consultant for this Proposal.
The Consultant shall, as part of its Proposal, provide the following documentation and information: A. An executive narrative summary (not to exceed two (2) pages) of the information contained
in all the other parts of the Proposal. B. Name, address and telephone number of the firm or firms submitting the Proposal, and the
name of the key contact person for the lead Consultant. C. Describe the services that Consultant would perform directly. D. Describe those portions of the Consultant’s services, if any, that are sub‐contracted out.
Identify all subcontractors the Consultant anticipates using in connection with the position or contract for which the RFP is made.
E. Describe other services, and associated costs, not included in the RFP Scope of Work that are required for successful completion of the project.
F. Describe the following: 1. The business organization of each firm, its ownership and its organizational structure.
a. Provide the names and business addresses of all principals of the firm or firms submitting the Proposal. For purposes of the RFP, the term “principals” means persons possessing an ownership interest in the Consultant.
b. If the Consultant is a corporation, “principals” shall include each investor who would have any amount of operational control over the Consultant and every stockholder having an ownership interest of 10% or more in the firm.
c. If a firm is a partially owned or a fully‐owned subsidiary of another firm, identify the parent company and describe the nature and extent of the parent’s approval rights over the activities of the firm submitting a Proposal. Describe the approval process.
d. If the Consultant is a partnership or a joint venture or similar organization, provide comparable information as required in (1) and (2) above for each member of the partnership, joint venture or similar organization.
e. List all immediate relatives of principal(s) of Consultant who are Princeton employees or elected officials of the Municipality. (“Immediate relative” means a spouse, parent, step‐parent, brother, sister, child, step‐child, direct‐line aunt or uncle, grandparent, grandchild, and in‐laws.)
2. The number of years Consultant has been in business under the present name.
3. The number of years Consultant has been under the current management. If Consultant is a Corporation, please provide a current list of corporate officers.
4. Any judgments within the last three years in which Consultant has been adjudicated liable for professional malpractice. If yes, please provide a recitation of the docket numbers.
5. Whether the business organization is now or has been involved in any bankruptcy or re‐organization proceedings in the last ten (10) years. If yes, please provide a recitation of the docket numbers.
6. Confirm appropriate federal and state licenses to perform the services required. 7. Provide a statement that the Consultant has complied with all applicable affirmative
action (or similar) requirements with respect to its business activities, together with evidence of such compliance.
8. Complete and submit the attached Business Entity Disclosure Certification, in accordance with the State of New Jersey’s Pay‐to‐Play laws, N.J.S.A. 19:44A‐1, et seq. and a completed C. 271 Political Contribution Disclosure Form and Stockholder Disclosure Certification, in accordance with the State of New Jersey’s Pay‐to‐Play laws, N.J.S.A. 19:44A‐1, et seq.
9. Submit a Business Registration Certificate. G. Submit a description of its overall experience in providing the type of services sought. At a
minimum, the following information on past experience should be included as appropriate: H. Description and scope of work by Consultant. I. Name and contact information for any references. J. Explanation of perceived relevance of the experience to the RFP. K. Professional history of all individuals whom Consultant anticipates performing the
professional services required by the contract. L. A narrative statement by Consultant’s understanding of the Municipality’s needs and goals
to be accomplished. M. Cost Proposal ‐ The proposal shall clearly identify the manhours and costs associated with
the each phase of the project. Consultant shall set forth the hourly rates to be charged for the services proposed herein. Reimbursable expenses shall be stated with a not to exceed estimated cost.
N. Design Schedule – The Consultant shall provide an estimated design schedule that will set the submittal of final design documents at February 1, 2016. Princeton has identified two a construction window of March 1 – June 3, 2016 in 2016 for these improvements.
Conditions Applicable to the RFP Process: Upon submission of a Proposal, the Consultant acknowledges and consents to the following conditions relative to the submission and review and consideration of its Proposal: • Based upon the totality of the information contained in the Proposal, including information
about the reputation and experience of each Consultant, the Municipality will (in its sole judgment) determine which Consultants are qualified (from professional, administrative and financial standpoints). All costs incurred by the Consultant in connection with responding to this RFP shall be borne solely by the Consultant.
• The Municipality reserves the right (in its sole judgment) to reject for any reason any and all responses and components thereof and to eliminate any and all Consultants responding to this RFP from further consideration for this procurement.
• To supplement, amend or otherwise modify the RFP through issuance of addenda to all prospective Consultants who have received a copy of this RFP, and who have provided their contact information to the Municipality. The addenda will constitute a part of the RFP. All responses to the RFP shall be prepared with full consideration of the addenda issued prior to the submission due date.
• To conduct investigations of any and all of the Consultants, as the Municipality deems necessary or convenient, to clarify the information provided as part of the Proposal and to request additional information to support the information included in any Proposal.
• To suspend or terminate the procurement process described in this RFP at any time (in its sole discretion). If terminated, the Municipality may determine to commence a new procurement process or exercise any other rights provided under applicable law without any obligation to the Consultants. The Municipality shall be under no obligation to complete all or any portion of the procurement process described in an RFP.
• All Proposals shall become the property of the Municipality and will not be returned and will be subject to public inspection.
