ITEM NUMBER: 0607.77 SUBJECT: 2007 Annual Road Inspection Report FILE REFERENCE: N/A NAME OF APPLICANT: N/A AUTHOR NAME AND POSITION: Dirk Sellenger – Chief Executive Officer DISCLOSURE OF INTEREST: Nil Report Purpose To discuss aspects and determine a works program for the coming 12 month period with consideration to RTR2 and Regional Road Group works requirements. Background Each year the Shire of Murchison carries out a Road Inspection to help determine future roadwork’s programs. After severe road damage caused by unusually high rainfall in early 2006, the majority of the 2006 year was spent rectifying this damage and much of the work as planned during the 2006 Road inspection was not able to be carried out during the year. Comments/Options/Discussions Council is to carry out an inspection of various roads in the South of the Shire in 2007 as the majority of the north was inspected during the previous year. The outcomes from the Road Inspection will be documented by the CEO in point form during the road inspection for future council consideration. A copy of the road inspection itinerary has been provided to each councillor as a separate document to this Agenda. Councillors will need to provide their own bedding on Thursday evening, all meals, drinks etc are provided. Statutory Implications/Requirements Nil Policy Implications Nil Financial Implications Council has made an allowance for various Roadworks’ during the 2006/2007 year, this funding comes in the form of Roads to Recovery, Regional Road Group, Direct Grant, Grants Commission Road funding and Councils own funds. Voting Requirements Simple OFFICER'S RECOMMENDATION / COUNCIL DECISION Moved Cr Mitchell seconded Cr Halleen That the Council meeting be adjourned to carry out the Annual Road Inspection and that Council reconvene in the Council Chambers at approximately 10.30am on Friday 19th January to discuss the outcomes of the inspection and complete the meeting.

Due to the short timeframe between returning from the Road inspection and discussing the outcomes of the inspection and the planned works for the coming year, in the past the matter has been discussed in detail at the ordinary Council meeting in February which allows the CEO time to prepare various cost and timeframe estimates. As the CEO will be absent from the February Ordinary Council meeting awaiting the Birth of his first child, Council agreed to set a works program until the March ordinary council meeting when the full program will be discussed. The immediate program from the time the crew commence back at work on 30th January 2007 will be as follows: (no necessarily in order)

• Complete preparation and water binding of Carnarvon Mullewa Road through the Murchison Settlement for chip seal in mid February. Foreman to liaise with Greenfield Technical Services.

• Complete Cemetery Road Access and vehicle parking area, removal of

various trees as determined by the Cemetery Committee and delivery of more round large boulders. CEO and Forman to discuss exact detail prior to CEO taking leave.

• Creation of approximately three additional Bunds on the Carnarvon Mullewa

Road just south of Tin Hut Creek. Foreman to liaise with Keros Keynes for exact location of new bunds.

• Completion of the Erong Road Corner Realignment on the western side of the

water course north of Innouendy Homestead Turnoff, use of natural material. Foreman to liaise with Simon Broad regarding any queries.

• Grading and forming new alignment at Byro Woolshed Corner, installation of

pipes and headwalls at obvious water courses and placement of natural rock to help prevent erosion. – Natural earth to be used for the construction of the road base, gravel will only be used on an as required basis – very limited use. Upon completion the road will remain closed and final trimming, shaping and rolling of the road will be completed once a decent rain has fallen on the area. Foreman to liaise with Simon Broad regarding any queries with regards to water flow etc.

• Create approximately four new Bunds on the Woodleigh Road at the section

of Road identified during the 2006 Inspection. Continual scouring from water crossing the road to be rectified. Foreman to liaise with Keros Keynes regarding exact location and shape of bunds etc.

ITEM NUMBER: 0607.78 SUBJECT: Plant Report Update to January 2007 FILE REFERENCE: N/A NAME OF APPLICANT: N/A AUTHOR NAME AND POSITION: Dirk Sellenger – Chief Executive Officer DISCLOSURE OF INTEREST: Nil Report Purpose To advise and update council on the usage and status of various council owned machinery. Background Nil Comments/Options/Discussions A summary of work recently carried out or any issues / problems.

1. Caterpillar Grader – MU 51, Purchased 2000 Air conditioner recently repaired, found to be a blocked condenser which is only

accessible by removing the seat from the cab. Aircon now working well and operating at 10 degrees. Recently serviced, seat springs replaced and new AM/FM radio installed to replace the previous non operative unit. Wasps built a nest in the air governor which limited airflow causing very low air pressure and associated park brake issues / problems. Wasp nest removed and air pressure increased from 50psi to 150psi.

2. Caterpillar Grader – MU 121, Purchased 2003 Schedule service recently carried out. Low coolant light would not go out

despite a full coolant tank, recently rectified. Right side tandem leaking badly and left side weeping oil also. Grader floated to Geraldton for repairs at All Torque.

3. Caterpillar Grader – MU 141, Purchased 2005 Schedule service recently carried out. Repairs to front auto grease line to be

carried out next week, line was recently damaged whilst carrying out Mtce Grading on Meeberrie. No more faults found.

4. IVECO Powerstar Tipper MU 00 Truck is currently is at Purcher International having hoist repaired after it

became bent when the body slid off the truck. The CEO will investigate an insurance claim for this incident.

5. IVECO Powerstar Prime Mover MU 000 No problems to report, Aircon system recently checked and cleaned, operating

well at 9 degrees. 6. Ford Louisville Prime Mover 000 MU Recently had new aircon condenser installed after the old unit became loose

and was damaged. Aircon system re gassed and no leaks found, system is working particularly well and surprised the Auto Electrician by operating at -1 degree. Truck to receive ordinary 10,000km service during Christmas shutdown period.

Air conditioner checked and unable to locate a leak, system holding full pressure although only managing 17degrees, the Auto Electrician believes the unit may simply be too small for the cab area and without replacing the entire aircon system very little more can be done to rectify this problem.

8. Volvo Loader MU 65 New taillight lens recently fitted to replace broken unit. No other faults. 9. Komatsu Bulldozer

Schedule service and thorough check of machine carried out by All Torque Diesel, AM/FM radio and aerial installed to replace the non operative unit. Faulty track roller on right rear side to be replaced next week in the settlement. No other faults found.

10. Toyota Hilux MU 166 Four new shock absorbers installed as one of the originals was found to be

badly damaged and another leaking oil. 11. Mitsubishi Canter MU 140 6 x new 7.50x16 tyres to be fitted next week when vehicle is in Geraldton. Minor

modification will be made to the tailgate to prevent the need to drop two sides to gain access to the toolbox.

12. Moore Rubber Tyre Roller MU 1007 Split airline recently replaced, schedule service recently completed, no other

faults.

ITEM NUMBER: 0607.79 SUBJECT: Proportional Preferential Voting FILE REFERENCE: WALGA NAME OF APPLICANT: N/A AUTHOR NAME AND POSITION: Dirk Sellenger – Chief Executive Officer DISCLOSURE OF INTEREST: Nil Report Purpose To consider making a submission to the Committee of Legislative Council regarding the proposed introduction of Proportional Preferential Voting system instead on the current “first past the post” system used in Local Government since 1995. Background

• The State Government included changes to the voting system, as part of late changes to the Local Government Amendment Bill.

• These proposals had not been consulted on as part of the Bill. • State Council instructed the secretariat to mount a campaign to oppose the

changes to the voting system, and approved a campaign strategy. • All non-Government Parties agreed to support a proposal to split the Bill,

enabling the passing of changes to the election date (which were supported by Local Government) and referring the proposed voting system changes to Committee.

timetable to facilitate such arrangements 3. That the Committee advise the Parliament and the Minister that it

supports the retention of the current voting system from Local Government elections.
