Murray City School District Reopening Plan

The Murray City School District Board of Education and Murray City School District Administration have developed the following plan for reopening our schools for the 2020-2021 school year. Repopulating Schools Communication and Training

State Requirement Implementation Plan

Develop administrator/teacher/staff education and training on school’s reopening protocol and action plans

• Educate and train students and caregivers on school’s protocols and action plan; post and/or make accessible to school communities

• Make materials available to families in their respective preferred/primary language

Training Details:

- District Directors/Staff will provide training to school administrators on the reopening protocol and plans on or before July 30, 2020.

- District Directors/Staff will provide online training to all staff on or before August 7, 2020.

- School Administrators will provide training to educate their school staff on the reopening protocol and plans on or before August 14, 2020.

- Teachers and other staff will provide training to students on protocols during the week of August 17 – 21, 2020.

- Parent information and training will be provided online and through all district means of communication on or before August 1, 2020 and continuing through August 21, 2020; Parent communication will be provided in English and Spanish.

- The following posters will be provided to each school in English and Spanish by MCSD: Handwashing, Physical Distancing, Symptom Checker, and Face Covering Requirement for everyone in any K-12 building.

- The MCSD Website (www.murrayschools.org) has a dedicated page entitled ‘Murray Returns with Care’. This page will have up-to-date information and resources.

Accommodating Individual Circumstances (e.g., High-Risk, Personal Decisions)

State Requirement Implementation Plan

Create a process for students/families and staff to identify as high risk1 for severe illness due to COVID-19 and have a plan in place to address requests for alternative learning arrangements, remote learning or instruction, or work re-assignments

Process for Staff:

Staff who are 65 years or older (high risk) will be identified and contacted by the district to provide enhanced protective measures.

Staff who identify as high risk due to underlying medical conditions, as designated by CDC guidelines or their medical provider, will need to notify the Director of Personnel so that enhanced protective measures may be provided.

Employees identified as High-Risk Individuals should adhere to guidelines issued by the Utah Department of Health:

• Wear face masks at all times in public settings. • Stay home as much as possible. If you need to go into public

settings, stay at least 6 feet from others. • Wash hands often • Limit travel to only essential travel. • Continue to seek emergency care, routine doctor visits, and

medication pickups.

1 High-risk individuals are defined as people 65 years and older, people who live in a nursing home or long-term care facility, people of all ages with underlying medical conditions, including lung disease or moderate to severe asthma, people who have serious heart conditions, people who are immunocompromised (many conditions can cause a person to be immunocompromised, including cancer treatment, smoking, bone marrow or organ transplantation, immune deficiencies, poorly controlled HIV or AIDS, and prolonged use of corticosteroids and other immune weakening medications), people with severe obesity, diabetes, chronic kidney disease undergoing dialysis, or liver disease.

• Limit visiting friends or family without urgent need. • Limit physical interactions with other high-risk individuals, except for

members of your household or residence. • Limit attending gatherings of any number of people outside your

household or residence. • Do not visit others in hospitals, nursing homes, or other residential

care facilities. • When working remotely is not possible, maintain social distancing.

Process for Families: Families who are not comfortable sending their student(s) back to school will have the option to participate in Murray Online. Murray Online will provide self-directed learning, overseen by a teacher, which is solely online.

Student enrollment in Murray Online requires a commitment of at least one semester in order to support staffing and facility needs.

Students with health care plans/504/IEP will be contacted by school nurses to determine if they will be attending school in-person and if additional protective measures need to be taken.

Parents/Guardians of students w/out health care plans who have medical concerns that would put student(s) at increased risk because of COVID (Example: asthma) should contact the school nurse and/or school principal regarding additional protective measures.

Take reasonable steps to minimize and mitigate risk for employees who identify as high-risk as outlined in the Utah Leads Together Plan and by the ADA

Describe reasonable steps: MCSD Human Resources will work with individuals who identify as high-risk on a case-by-case basis.

Most positions in the District cannot be worked remotely or reassigned when schools are operational and/or students/employees are present:

- District Office Personnel: must be physically present to provide face-to-face customer service and support to employees/parents/patrons addressing student learning/safety and other concerns.

- Administrators: must be physically present to address student learning as well as safety/emergency situations; e.g. social and emotional support for students/employees, medial incidents, student altercations, injured student/employee, upset parent, power and/or phone outage, etc.

- Teachers: must be physically present to address student learning and supervision, provide social and emotional support, address safety/emergency situation.

- Counselors: must be physically present to provide social and emotional support as well as address safety/emergency situations.

- School Psychologists/Social Workers: must be physically present to provide social and emotional support, complete required testing, as well as address safety/emergency situations.

- Administrative Assistants/Secretaries: must be physically present to address student, patron, educator, and supervisor needs/concerns as well as address safety/emergency situations.

- Para Educators/Behavior Techs: must be physically present to address student learning and supervision as well as address safety/emergency situation.

- Nurses: must be physically present to address ongoing student medical issues as well as safety/emergency situations

- Custodians: must be physically present to clean, sanitize, and maintain the facility.

- Maintenance: must be physically present to perform maintenance duties; e.g. electrical, HVAC, mowing/plowing, painting, plumbing

- Information Technology: must be physically present to perform maintenance duties; e.g. computer and network repair, onsite customer service.

- Nutrition Services: must be physically present to prepare and serve meals to students as well as clean and sanitize food preparation and serving areas.

- Transportation: must be physically present to transport students to and from school as well as clean and sanitize busses.

Employees identified as high risk are not precluded from working onsite and will be provided with appropriate Personal Protective Equipment and guidelines to follow in the workplace (including wearing a face covering at all times, social distancing, limiting physical interactions with others, and washing hands frequently).

Employees who require further accommodations and qualify under the Americans with Disabilities Act (ADA, should contact the Director of Personnel for assistance.

Systematically review all current plans (e.g., Individual Healthcare Plans, Individualized Education Plans or 504 plans) for accommodating students with special healthcare needs and update their care plans as needed to decrease their risk for exposure to COVID-19

Process: School nurses will contact all parents/guardians of students identified with special healthcare needs by August 1, 2020. School nurses will inquire about additional healthcare information in relation to COVID-19 and the student’s healthcare plan. Additionally, school nurses will inquire as to whether the student will be returning to school in-person, online only, or will be requesting a modified schedule.

Murray Specific Implementation Plan

Accommodate personal decisions of families and students who would prefer to continue remote learning, to the extent of resources available

Families who are not comfortable sending their student(s) back to school will have the option to participate in Murray Online. Murray Online will provide self-directed learning, overseen by a teacher, which is solely online.

Meal Service is available for those student(s) participating in Murray Online; a process will be developed for picking up these meals.

Meal service for Murray Online students is only for enrolled students, will be subject to our meal service payments, and is pick up only (not eaten at school).

Supporting social/emotional needs of students including physical breaks and peer engagement

School administrators will be asked to work with the school faculty to support the social/emotional needs of students.

Each school with their building leadership teams and social workers will provide structures to address the social and emotional needs of students.

Options include: small group sessions individual sessions classroom lessons community circle protocols

MCSD Teaching and Learning Team will provide guidance on physical breaks that allow for proper social distancing and/or mitigation of risk factors.

Supporting social/emotional needs of educators including additional stresses related to workload, adult interactions, and breaks

MCSD Employee Assistance Program On-site/virtual classes will be provided by the Employee Assistance Program on a monthly basis throughout the school year. Topics will include, Managing Stress, Resiliency, Dealing with Conflict, Effective Communication, etc. Employees will be supported by the principal/supervisor by regular check-ins regarding workload and stresses.

Inform and accommodate personal decisions of employees by making them aware of leave benefits

Leave benefits are available to all employees as designated under either the Master Agreement for certified staff or the Classified Agreement for classified staff.

In addition, the U.S. Congress passed the Families First Coronavirus Response Act (FFCRA), beginning April 1, 2020 and which expires December 31, 2020, which makes available both Emergency Paid Sick Leave and Emergency Family Medical Leave.

Under the FFCRA, Emergency Paid Sick Leave is available for both full-time and part-time employees. Full-time employees are entitled up to two weeks (80 hours). Part-time employees are entitled to a two-week equivalent (number of hours equal to the number of hours that such employee works, on average, over a 2-week period). Employees eligible for this leave would need to meet one of the following six (6) qualifying conditions:

1. Employee is subject to a Federal, State, or local quarantine or isolation order related to COVID-19;

2. has been advised by a health care provider to self-quarantine related to COVID-19;

3. is experiencing symptoms of COVID-19 and seeking medical diagnosis;

4. is caring for an individual subject to an order described in (1) or self-quarantine as described in (2);

5. is caring for their son or daughter whose school or place of care is closed (or child care provider is unavailable) due to COVID-19 related reasons; or

*Employees who have been employed for at least 30 days prior to the leave request may be eligible for up to an additional 10 weeks of partially paid expanded family and medical leave for reason #5. Please contact the Director of Personnel to request this leave.

6. is experiencing any other substantially similar conditions specified by the Secretary of Health and Human Services.

FFCRA Conditions

#1, #2, and #3 are paid at the employee's regular rate of pay for two weeks (up to 80 hours) or the maximum per day ($511 for qualifying conditions).

#4, #5, and #6 are paid at 2/3 of the employee's regular rate of pay for two weeks (up to 80 hours) or the maximum per day ($200 for qualifying conditions). *The Murray Education Association has negotiated for certified staff to be paid at their full-time rate for #4, #5, and #6 up to the two week cap.

Emergency Paid Sick Leave is capped at two weeks (up to 80 hours) for any combination of the qualifying conditions.

Employees requesting leave under the FFCRA must notify their administrator/supervisor and complete and submit the appropriate form with required documentation to the Human Resources Department.

If additional leave is required, as directed by a medical provider, benefit-eligible employees may use leave according to District policy (i.e. FMLA).

- Other daily disinfection will include bathroom floors, student desks and chairs, locker handles and computer mice and keyboards.

- An electrostatic sprayer will be used with an EPA approved ingredient that kills COVID-19 and other viruses for high student touch points and areas.

Cafeteria Cleaning Protocols

- Custodian will use electrostatic sprayers on all cafeteria tables after each school day; cleaning of each table will take place by lunch staff after each group of students using protocols already in place.

Large Space Cleaning Protocols

- Sanitized once/day - Limited to use one time per day by students - Students wash and/or sanitize hands before and after using

Face Coverings in all K-12 Buildings MCSD will follow and implement all Salt Lake County or Utah State Public Health Guidelines regarding face coverings

Per the Utah State Public Health Order, each individual, including an employee, student, or visitor, on school property or on a school bus shall wear a face covering*

Face covering means a cloth mask that covers the nose and mouth without openings that can be seen through, a face shield, or similar covering that covers the nose and mouth (buffs/gaiters).

Face coverings should be changed or laundered each day.

Bandanas or scarfs will not be considered a face covering.

Face coverings are part of the required dress code for all students; students will need to have their own face covering every day.

The requirements of Murray City School Board Policy PS 426: Student Dress Code will apply to all face coverings.

In the spirit of what the Governor has stated over and over, we will always ask and expect that students will comply. If masks come off unintentionally or malfunction, school personnel will help them correct that as appropriate. If there is a willful defiance of the face covering order, this will be considered a disciplinary issue.

Students and/or visitors who choose not to comply with the face covering order will not be allowed on campus.

In the event a student does not have access to a face covering, one cloth face covering will be available for every student.

The following are exceptions to wearing face coverings.

- an individual while maintaining a physical distance of at least six feet from any other individual when outdoors;

- an individual who is eating or drinking while indoors and maintains a physical distance of at least six feet from any other individual;

- child who is younger than three years of age; or is three years old or older if the parent, guardian, or individual responsible for caring for the child cannot place the face covering safely on the child's face;

- an individual with a medical condition, mental health condition, or disability that prevents wearing a face covering, including an individual with a medical condition for whom wearing a face covering could cause harm or dangerously obstruct breathing, or who is unconscious, incapacitated, or otherwise unable to remove a face covering without assistance; requires a written medical directive from a physician which must be given to the school administrator

- an individual who is deaf or hard of hearing while communicating with others, or an individual who is communicating with an individual who is deaf or hard of hearing, where the ability to see the mouth is essential for communication, in which case a face shield or alternative protection such as a Plexiglas barrier should be used; please contact Kelli Kercher, Director of At Risk Services if your student falls into this category

- an individual who has an Individualized Education Program (IEP) under the Individuals with Disabilities Education Act, 20 U.S.C. section 1414, or an accommodation under Section 504 of the Rehabilitation Act of 1973, 29 U.S.C. section 794, that would necessitate exempting the individual from wearing a face covering; please contact Kelli Kercher, Director of At Risk Services if your student falls into this category

- an individual who is receiving or providing a service involving the nose or face for which temporary removal of the face covering is necessary to perform the service; or

Elementary students participating in outdoor recess do not need to wear a face covering outside during recess as long as students are going to recess by cohorts, physical distancing is promoted, and hand hygiene before and after recess is practiced.

Students participating in a school-sponsored activity or physical education class are encouraged to wear a face covering but are exempt if the individual cannot reasonably participate while wearing a face covering. Each individual participating in a school-sponsored activity or physical education class must complete a symptom assessment, verbally confirm they are free of COVID-19 symptoms before participating in each event/class, and attest to the fact they have not been in close contact (within 6 feet for 15 minutes or more) with a COVID-positive case in the last 14 days prior to participation.

Bussing See Student Transportation Protocols

All bus drivers will wear face coverings.

Students riding bus must wear a face covering.

- This includes day to day transportation and activity transportation - If a student enters the bus without a face covering, one will be given

to them - If a student refuses to wear a face covering, they will not be allowed

on the bus

Students will be assigned a permanent seat on the bus in order to minimize the mixing of students from different households and to help with contact tracing.

Students of the same family will be assigned seats together.

School bus camera systems will also assist in contract tracing efforts if needed.

Cafeteria School administration will stagger lunch hours to the best of their ability to reduce the number of students in the lunchroom at one time.

School administration will work with their teachers and staff to have students eat in the classroom if needed (duty-free lunch will still be provided to teachers).

Schools will mark spaced lines and designate serving line flow paths to allow for greatest social distancing possible.

Students will come to the lunch room as a class and be lined up alphabetically by last name in order to facilitate contactless entering of lunch numbers (elementary only).

Students will be assigned a seat in the cafeteria (elementary only).

Contactless entering of lunch numbers: - Elementary: student gives name to lunch worker who will scan bar code in lunch account book. - Secondary: students will give the lunch worker their name, lunch worker will punch in the information. Assemblies School administrators will be asked to use technology for all-school assemblies for at least the first term of the school year (example: Zoom or Google Meet to broadcast school-wide assemblies to student Chromebooks).

Schools may hold small assemblies for students and staff only (no visitors) if the following can be met: (1) assigned seating, (2) all students in masks, (3) six feet distance between students and staff.

Adult Education MCSD will continue to operate adult education under the established partnership with the Granite School District.

Attendance Attendance will be taken daily and entered into ASPIRE for both in-person and hybrid students.

Parents who are having their students participate in hybrid learning for the day will need to call the attendance office and report this; an H will be entered into attendance in Aspire.

Attendance Policy Attendance will be taken daily in order to have accurate data.

Parents who notify the school that their student is out for COVID related reason will have a “D” entered into their attendance for the day. This does not require a medical note.

Parents who notify the school that their student is out for an Excused reason (other than COVID related) will have an “E” entered into their attendance for the day. For the 2020-2021 school year, a medical note is not needed for excused absences in excess of seven as stated in PS 401.

Temporarily Reclosing (if Necessary) Preparation Phase
