Industry Mourns Nesuhi Ertegun The July 15 death of Nesuhi Ertegun robs the interna- tional music business of one of its most able statesmen, and obliges the IFPI to seek a new president. Ertegun was re-elected to that post just last month at a federation meeting in Greece, an acknowledgment of his skill and diplomatic success in persuading foreign goverments - es- pecially those in the Far East - to act to protect in- tellectual property. He was a tireless . and -piracy cam- paigner as IFPI President and, earlier, as President of WEA International. EMI Music Worldwide Chairman Bhaskar Menon said: "The passing of Nesuhi Ertegun is a tragic and irreplaceable loss to the world record industry and to his countless friends and ad- mirers!' A private funeral was held at the Ertegun family cemetery in Istanbul last week. Ertegun, who was 71, leaves a wife, daughter and son. Nesuhi Ertegun

Atlantic was bought by WarnerCommunications in 1967, and' in1971 Ertegun became founder andPresident of WEA International,the common international divi-sion for the Warner, Elektra andAtlantic labels. Under Ertegun'sleadership new WEA companieswere set up in Japan, France andWest Germany.

He remained WEA Interna-tional President until May 85,when he was appointed Chairmanand Co -Chief Executive Officer,WEA International, resigningfrom that post in June 1987 tobecame President, Special Pro-jects, Warner CommunicationsInc (Record Group).

Ertegun, who also taught the'History Of American Music' atthe University of California andedited a music magazine, waselected the first President of theNational Academy of RecordingArts and Sciences (NARAS) in1964. He joined the IFPI Boardof Directors in 1975, was firstelected President in 1979, and justbefore his death was elected Presi.dent for the third time.

In his later life, Ertegun becamea dominant figure in the recordindustry's fight against piracy. AsIFPI President, he used diplo-matic skill to draw governmentalrecognition to the problem, scor-ing notable successes in the FarEast, South East Asia and Turkey

Bhaskar Menon adds, "His fer-vour and staunch dedication todefending the interests of our in-dustry, which he loved dearly, waswithout parallel. Nesuhi Eretgunwas truly a great Prince amongstmen - brilliant, cultured, compas-sionate, gentle and caring!' El

Owen Oyston Prepares For EuropeHaving swiftly established a for-midable power -base of UK IR sta-tions, it is natural that OwenOyston, the controversial head ofthe Miss World Group of com-panies, should shift his gaze toEurope.

But it is a market that theformer estate agent turned self-styled media entrepreneur regardswith caution. As he told Music &Media: "As Europe develops, sopeople are becoming mom ner-vous about the predators that areabout. We can strengthen eachother, I think, by some cross-fertilisation of shareholding, ex-pertise and the exchange of pro-grammes!'

With Oyston its Chief Ex-ecutive, the Miss World Groupnow includes the IR stations RedRose (Preston), Red Dragon (Car-diff), Radio Aim (Leeds), RadioPiccadilly (Manchester) plus thePPM Radiowaves syndicationcompany and a 26% share in thesatellite service, Radio Radio.

The group's first European ven-ture is a holding in Sunshine

Happy BirthdaySony WalkmanThe Sony Walkman, an inventionwhich can claim to have trulychanged the way people enjoymusic, celebrates its 10th birthdaythis month. The happy eventcomes shortly after the officialproduction of Walkman number50 million.

The Walkman was originallyunveiled on July 1, 1979. It com-bined two unrelated projectswhich had been under way atSony - ultra -lightweight head-phones and a compact stereo tapeplayer.

Akio Morita, Sony's Chair-man, says the Walkman took offbecause "it allowed individuals toprogramme their own music andlisten to it within a cocoon ofsound: anytime, anywhere. Item ro-vided true personal er-

tainment".Over the decade the Walkman

has expanded to include recor-ding, auto -reverse, AM/FM, dualcassette, and wireless models. Ithas also decreased in size andweight. Sony now producesaround one million Walkmanseach month.

And it is clear he intends Sun-shine as only the start: "SunshineRadio is an exercise to establishwhat the market is like, to get in-formation, proper research, estab-lish our own group of people onthe ground there

Commenting on competitors'forays into Europe, Oyston citedCapital's majority holding in

Monte Carlo's Riviera Radio as"a toe in the water, basically thesame as we have done".

But Crown Communications'35% stake in France's La RadioFM (RFM) is "very, very brace..It's something I would never havedone because it's going into theunknown. They may find blackholes and difficulties, but I hopethey succeed. Because the marketat the moment needs someone togo in there, make a couple ofmistakes and get it right. We willwatch them closely?"

He views pan-Euro radiobroadcasts as "inevitable", forwhich the Miss World Group's in-terest in Radio Radio makes himwell prepared.

Oyston also sees companiessuch as PPM Radiowaves, theBritish pioneers of syndicatedprogramming and sponsorship, ashaving a major role to play in themedium's development.

Oyston's reception at the recentUK Radio Festival was decidedlymixed. Among delegates, opinionappeared split as to whetherOyston is a quick -thinking oppor-tunist who's given the IR industrya much -needed boost or, con-versely, a rampaging bully whoputs profit over quality of serviceevery time

Oyston told the Festival: "Pmunique, not just because of myodd appearance, but because I ama chief executive who has a majorshareholding in a radio group. Ihave the double disadvantagewhere if I get it wrong, I lose bothmy employment and my savings.This is a great incentive to get itright. And that is why our person-nel am the most hardworking andthe best in the industry - I can af-ford no less!'

In the latest round of IBA con-tracts, the new London FM 'com-munity of interest' franchise hasbeen awarded to London JazzRadio (LJR).

The IBA says the decision infavour of LJR took into accountthe high quality of all aspects ofthe application. "As well as plan-ning to provide one of the mainstreams of music programmingnot consistently available to radiolisteners in the London area,LJR's intended schedule alsoaims to cover a good range ofmusical styles derived from, andrelated to, jazz!'

London Jazz Radio's founder,Dave Lee, has been campaigningfor a jazz station for nine years:"The first nine years was the easybit - now it seems I've a millionthings to organise?'

IBA Director Of Radio PeterBaldwin recognises that a rangeof audience tastes in Greater Lon-don will still remain unserved,and is to ask the Home Office torelease further frequencies.

Baldwin: "We are currentlylooking at obtaining two moreFM frequencies, which maybecome available in six to ninemonths. Subject to legal advice,our intention is to be able toaward further contracts from the

remaining 31 applicants!'Most groups plan to remain

together for another attempt towin a licence, either from the IBAor the proposed new RadioAuthority, which will take overradio licensing from 1991.

Aidan Day, of Classic -FM:"Naturally we're disappointed,but we wish LJR well. However,we do have our doubts as towhether its format will be com-mercially viable!'

KISS -FM, who wanted to run adance music station, insists that itwill not return to being a pirate.Gordon McNamee: "Our backershave said they will wait and ourkey staff are staying together. Ifanother licence comes up we hopewe'll get picked?'

The IBA awarded the otherLondon franchise, a multi -ethnicAM station, to Spectrum Radio.Both stations expect to beginbroadcasting early next year.

Meanwhile, the Easterhouse(Glasgow) contract went to E.End Radio. Another franchise, inWest Lothian, Scotland, was notawarded. The IBA has asked thesole applicant, Community RadioAssociation West Lothian(CRAWL), to re -submit its ap-plication with revised proposals.

Sky Channel To BeRe -Launched

Despite recent statements to thecontrary (see M&M 21), RupertMurdoch's Sky TV is to relaunchSky Channel under the name SkyOne Pat Mastandrea, Sky's jointManaging Director, says Sky Onewill be designed to appeal to a"younger and more progressiveaudience".

Sky One plans to gain viewersfrom the BBC and ITV withregular children's programmes, anew soap by the producers of'Neighbours', plus current affairsshows and a 23.00 hours news ser-vice The channel's music shows -'Countdown' and the 'NescafeTop 50 Show' - will not bechanged.

Sky One will be promoted by a£ 10 million multi -media advertis-ing campaign to run over the next

six months, which will bring Sky'stotal advertising expenditure for1989 to around £ 15 million.

Bavaria Radio Survey - Good News For BR3by Robert Lyng & Philipp Rowe

Munich -The long-awaited resultsof the first comprehensive marketanalysis of radio in Bavaria -

which has one of the most highlydeveloped broadcasting systemsin the country - has provided am-munition for both public andprivate stations.

Statewide public broadcasterBayerischer Rundfunk (BR),which has four channels, was ableto capture 67% of the populationon any given workday. BR3, theyouth -oriented pop and informa-tion station, accounted for 15% -making it the most successfulsingle radio.

Meanwhile over 30% said theylistened to at least one of the over50 local private stations, whichare available to some 62% of thestate's population and includesuch multi -station groups as

Radio Gong and Radio Charivari.The only statewide private sta-

tion, Anteane Bayem, was heardby 18% of the population.

Asked what they liked bestabout local radio, music came topof the list followed by the stations'local and regional information.Music also came first for AntenneBayern with the radio's presentersin second place

For the survey, market sharewas defined as the broadcaster'sshare of total listening time BRleads with 65% of the market,followed by Antenne Bayern at17% and the private locals at13%. The remaining 5% is sharedby programmes from other states.

Wilhelm Vorndran, Director ofthe Bavarian state chancery, seesthese results as an "impressiveconfirmation of the Bavarianstate government's concept forprivate, and especially local, radiobroadcasting".

Vomdran points out that whileone-third of the population tunedinto private radio, 55% of the14-29 age group chose for a localprivate (representing a 32%market share) and 23% AnteaneBayern. Even in the 30-49 agegroup, local privates were able toretain 23%, while Antenna Bayerndropped to 14%.

Within the 22 broadcastingareas of the local stations, BRscored 63% while the local sta-tions captured a 20% marketshare Antenne Bayern accountedfor only 12% in these areas.

In the 14-39 age group, BR3 en-joys a market share of 33.6%while BRI claimed only 10.7%.

BR2, which programmes virtuallyno music, and BR4, the classicalchannel, have a combined marketshare of 3.4% - giving BR a totalof 47.7%. This compares to theprivate broadcasters with 48.69/e,of which Antenne Bayern has29.4%. The local stations have acombined market share of 19.2%.

BR's Ulrich Paasche: "Whilethe 'most hunted' station, BR3,inevitably lost a few percentagepoints, there was an increase forBR's other stations. To enableBR3 to maintain its leading posi-tion as a modern information andmusic station, new programme at-tractions am now being discuss-ed!'

Vomdran says he will use the

survey to study the need for localimprovements and changes. Ac-cording to Vomdran, potentialsolutions include increases inbroadcasting areas, link -ups, in-tensified regionalism, the increas-ed involvement of older listeners,and a general improvement ofprogramme quality.

The statewide survey was com-missioned by the BayerischeLandeszentral Fuer Neuen Me -Men (BLM - the Bavarian statemedia licensing authority) andconducted by the market researchinstitute Infratest. It involved in-terviews with over 18.000 ofBavaria's 8.85 million residents 14years and older, between Januaryand April of this year.

CBS Summer CampaignFrankfurt - Under the title 'Hitze-Hits' (Heat Hits), CBS has begana major national marketing cam-paign to help break the summerlull in record turnover. France's latest Medalmetrie radiosurvey confirms last year's trend,with the large peripheral stations(Europe I, France Inter, RMC andRTL) continuing to lose ground toFM networks.

According to the survey, thefour peripherals have lost 2.3% oftheir cumulative audience (nearlytwo million listeners) in the firstsix months of the year. The onlystation not to show an overalldecline is Europe I, which stayedrelatively steady at around 13.1%.RTL fell from 20.6% to 19.16oover the period, but remains themost popular peripheral.

Among the FM networks, NRJcontinues to maintain its lead, but

with a slower growth rate. The sta-tion's listeners climbed from10.8%a of the cumulative audiencein January to 10.96o in June.Europe 2's easy -listening formatshowed a marked improvement,rising from 3.6% to 4.4%, andFun Radio's audience also in-creased strongly from 2.8% to3.9%.

Oldies network Nostalgic de-clined from 4.6% to 42% over theperiod, with Skyrock also fallingfrom 3% to 2.4%. Non -music sta-tion France Info consolidated itssuccessful start last spring andnow seems to have acquired a firm3% of the =mutative audience.11

Multi -Million FrancCampaign For New ActsVeteran independent producerPaul Lederman says at least oneof the three new acts backed by amassive marketing campaign helaunched in May should make thetop 50. It is the first campaign ofits kind for non -established acts inFrance and the cost is believed toexceed several million francs.

The campaign will run throug-hout the summer and includes aseries of spots presenting the threebands- Le Grand Ordinaire (ToutVa Bien), Ivanov (Les Nuits SansSoleil) and Michel Barrier (Char-riez Pas Mon Papa) - on La Cinqand various other stations. Threemusic videos were also producedby Programme 33 and have beenadded to M6's playlist.

The whole project started

about a year ago in conjunctionwith the magazine Paroles EtMusique, which launched a na-

tional competition for new talent.More than 10.000 tapes were sentto the magazine before Ledermanchose the three acts.

The main problem faced byLederman is gaining radio ex-

posure "More and more people,especially radio programmers, donot have any music culture and dotheir job as if they were grocers!'

Lederman is known for his in-volvment with two of the biggestFrench comics of the 70s, Colucheand Thierry Le Luron. He smart-ly competed with several majorsto sign rock act Mano Nagra, whoeventually signed to Virgin.

Radio France Signs DealWith Gosteleradio

which includes France -Inter,France -Info, France -Culture andFrance Musique - has signed a fiveyear co-operation agreement withits Soviet counterpart, Gostele-radio.

The agreement, the first to hemade between the two stateorganisations, includes a series ofprogrammes to be produced byRadio France which will be

broadcast on Gosteleradio in Ros-si.. They will highlight theFrench Revolution and its in-fluence on the RussianRevolution.

Later this year, France -Culturewill broadcast for one day livefrom Russia with a full scheduleof programming focusing onSoviet cultural life And RadioFrance's network of local radioswill organise en exchange opera-tion with Russian local radio.

Record Number OfReleases Certified

The number of silver, gold,platinum and diamond discsawarded by the SNEP - France'sIFPI branch - has reached therecord number of 157 for the firsthalf of 1989, more than doublethe figure for the same period in1988.

This year 60 gold albums havebeen awarded (100.000 units),compared to 37 last year. Some 31have been certified double gold(200.000 unite), 15 platinum(300.000 units), nine doubleplatinum (600.000 units), threetriple platinum (900.000 units)and four diamond (one million).

Over 25 silver singles have beenawarded (200.000 units), eighthave gone gold (400.000 units)and two platinum (800.000 units).

The increase in the number ofawards follows changes to cer-tification rules which were an-nounced in November 1986. Thelevel for singles to reach silver,

gold and platinum was loweredand multiple certifications wereintroduced as well as the diamondrecord.

SNEP says singles usuallyreach certification three to eightmonths after release, and that theincrease in the number of LPawards is due to the growth of themarket, especially CDs andcassettes.

RAI TV Tops Ratingsby David Scans field

State RAI TV has more viewers 16.96 million and 15.94 millionthan Berlusconi's Canale 5, Rae 4and Italia I, according to a surveyby the TV monitoring organisa-lion AUDITEL. The survey - con-ducted from October last year toMay - says RAI has an overall au-dience of 48.62%, compared toFininvest's 37.40%. In 1987/88RAI scored 45.22% and Fininvest43.22%.

The new figures put RAI in se-cond place worldwide, followingthe BBC with 49% and ahead ofFrance's Arlene 2 on 24.7%.

The average viewing figures forindividual channels were: RAI 127.75%, Canale 5 20.31%, RAI 213.43%, Italia 1 10.62%, RAI 37.44% and Rete 4 6.47%.

Music figured poorly in the listof top programmes viewed. Onlythe San Remo Song Festival

featured in the top 20 shows, insixth place. Audiences over thethree days were 16.97 million,

respectively.The only other music pro-

gramme to rate in any of the bestprogramme breakdowns was theafternoon 'Superclassifica Show'on Canale 5. It scored a best view-ing figure of 3.334 million.

Presenting the report, RAI'sEmmanuele Milano stressed theimportance of quality as well asquantity. He said that RAI was in-volved in what must be describedas a battle with Fininvest withoutproper TV legislation.

Fininvest, however, has shoemlittle interest in the survey.

Oxa leaves the songwriting toothers. For this album she hasbroken with old traditions bychoosing the group The NewTrolls to contribute most of thematerial. But the song AvreiVoluto is also included. CBSMarketing Director Fabrizio Irmasays Oxa's Eurovision appearancecreated international interest inthe artist and, although her im-mediate appeal is obviously onthe home market, there are highhopes of some European success.

Spain's three new private TVchannels were expected to beawarded this week, rather than inlate August as officially announc-ed, awarding to sources close tothe Ministry.

The Council Of Ministers wasexpected to make a decision at ameeting on July 28, the last beforeits summer break. Communica-tions Minister Jose Barrionuevohas given the five applications to

President Gonzalez, and a recom-mendation was expected on July23.

Initially, the Ministry said adecision would not be announceduntil August 23. The five biddersare: Gestevision-Telecino; thePrisa/Canal Plus consortium;CLT/RTL/La Vanguardia/Ante-na 3; Canal C; and UnivisionChanel.

w Holland's state broadcasters' um-brella organisation NOS has

made its strongest protest yet tothe Dutch government about theproposed launch of commercialTV stations TVIO and RadioaleVeronique (RTV).

In a letter to the acting govern-ment - a new one will not beelected until September - NOSChairman Joop Van Der Reijdrnsaid the public broadcastingsystem had been put in an "excep-tionally precarious position dueto the cabinet's inability and un-willingness to act".

The letter calls for Holland'sMedia Law - which currently con-tains a loophole allowing TVIOand RTV on air because of their'foreign broadcaster' status -to bealtered so that the new stationsnil be subject to the same strictcontrols as the country's eight

"We are not calling for TVIOand RTV to be banned;' says NOSVice Chairman Albert Van DenHeuvel. "We simply want thecompetition to be fair. The album title was derivedfrom one of the tracks, HatesHate. "That song is about theraping of Africa, both the humanand the animal states

and Jubilee showcase the

Maniacs' mom poetic side where-as Head Strong reveals a rockieredge.

The tone of the album is dark.

Merchant: "I think the single

Trouble Me is the ray of light inthis project. It is an expression oflove between two people, but notnecessarily young lovers. I also

wanted to express that in the

video. A lot of make-up, my hairblowing in the wind and a boyrunning to me in a field wouldhave looked absurd.

"I maid have a friendship with

a woman who is 68 years old andif it contained all that is trueabout friendship, that is what thesong refers to as well!' The video,by Polish director YurekBogayevicz was shot in James-town with elderly women as theactors.

The band - Merchant, keyboardplayed Dennis Drew, drummerJerome Augustyniak, bassistSteven Gustafson and guitaristRobert Buck -formed in 1981, andsoon began writing songs whichintegrated British rock and Carib-bean influences with flavours ofcountry and folk.

The EP Human Coolliet NaFive (1982) and the full-lengthalbum Secrets Of The I Chingwere released on the Maniacs'own Christian Burial label. In1985 they debuted on WEA withthe album The Wishing Chair.The band have completed a UKtour in support of Blind Man'sZoo and are cmrrently on theroad in the US.
