• Originally created to fix a narrow group of problems that caused a lot of pain

• Change very unlikely for what we found to be wrong

• Question: So, why do it?

Vacant Housing Units and Not Existing Housing Units

• Two types of vacant housing units in the 2010 Census– Held for seasonal, recreational or occasional use– Regular Vacant – available for rent/sale

A regular vacant has to verified by another enumerator or by other means:

– By a second enumerator in Vacant Delete Check.– The unit is classified as an undeliverable-as-addressed by the

United States Postal Service.

• Housing units found not to exist were required by the Census Bureau to be verified by a second method.

Final Housing Unit Status Rules Processing Adjudication

• If NRFU and VDC enumerators had differing vacant and delete status codes during final Census processing, the case was coded as a vacant housing unit.

Final Housing Unit Status Rules Processing Adjudication

• If NRFU and VDC enumerators had differing vacant and delete status codes during final Census processing, the case was coded as a vacant housing unit.

• The degree to which discrepancies occurred between the two operations produced the problem seen in several New York City LCOs – the question is why did this happen?

• Focus on “Hidden” housing units: identification and labeling

• Both a rural and urban problem

• Developing criteria for distinguishing areas in need/not in need of a full canvass in 2019

Pilot Study Detailed Objectives

• Work with local governments to mine administrative data, in an effort to identify sources that can be used to determine areas in need of a targeted canvassing

• Identify a set of criteria that can be used to determine which areas are in need of targeted canvassing

• Reality-test sources/methods with limited sample of geographic areas
