It gives me immense pleasure in putting MarchJune 2014 issue of NCRB Newsletter before our readers. During the period, we have achieved some of predefined goals and efforts put in by my team have started paying dividends in implementing the CCTNS Project. 21 States/UTs are working on CAS CCTNS and rest of States will join hands with advanced States very soon. NDC-SDC connectivity is already established between the stakeholders. I have visited the State of Bihar, Maharashtra, Gujarat , Jharkhand and UT of Chandigarh to review CCTNS progress and observed that team associated with CCTNS are working hard to achieve the goal. Both the annual reports; Crime in India and Accidental Death and Suicides in India are finalized and uploaded on our website within stipulated time. As these reports are very useful for Govt establishments, scholars and researchers to analyze the crime pattern in the country and making strategy to deal with it. My sincere congratulation to all officers / staff who contributed in bringing out these reports in time. Three courses on CCTNS for Addl.SP/SP rank officers were conducted at NCRB to make them aware about CCTNS and their role in CCTNS. Courses on the subjects like Network & e-Security, CCTNS, TOT on Fingerprint Science and Colour Portrait Building System were also conducted to make the Investigating Officers aware about progress in I.T. and Finger Print Science. Apart from the above, the 12 week courses for Foreign Police Officers on “Advanced Programme on Information Technology in Law Enforcement” and “Finger Print Science & IT” were concluded with an excellent feedback. The untiring efforts of team led by Shri Surendra Panwar Joint Director are appreciable as the team has shown professional skills and zeal to conduct courses every week without any break. R.R. 12 week courses on “Advanced Programme on Information Technology in Law Enforcement” and

“Finger Print Science &IT” for Foreign Police Officers were concluded on 28th March 2014. . 55

participants from 26 countries attended these training programmes. Apart from Agra, Jaipur, and

Hyderabad Study tours, trainees were taken to Rashtrapati Bhawan, Republic Day Parade and they

also participated in NCRB Inception Day and Holi festival.

Besides courses conducted on CCTNS, Colour Portrait building System, Network & E– Security

and ToT on Finger Print Science for SI to Dy.SP rank officer, three workshops on CCTNS for SP

and Addl. SP rank officers were also conducted wherein emphases was given on overview of

NeGP/MMPs, CCTNS architecture, various stakeholders in CCTNS and its implementation.

I. Identification of an Unknown Dead Body A total of 55 Fingerprint Slips for establishing identity were received in FACTS from Haridwar,

Uttarakhand State Police Department. The slips were carrying Fingerprints of Unidentified Dead Bodies

(UDBs). The fingerprints were smudged, partial and some were unfit for input. All the slips required extra

enhancement efforts to make them decipherable for comparison in the computer based system. Out of the

55 slips, one unidentified dead body slip was found traced with one Jamil S/o. Mustaq of P.S. Kithore,

Meerut. The successful input of UDB Fingerprint slip followed by trace with another slip has brought to

light the following anteceedents of the subjected person :

Jamil S/o. Mustaq resident of village Makepur, P.S. Kithore, Meerut was convicted a of criminal case

registered vide FIR No. 60 dated 19-03-2013 U/s 363 IPC of Old Delhi Railway Police Station . The trace of

a UDB Fingerprint slip has highlighted the dedicated efforts of our Personnel in solving a difficult case of

identification.

II. 11th Six Month Proficiency Course in Finger Print Science

The 11th Six Month Proficiency Course in Finger Print Science at Kolkatta Unit of NCRB was concluded

on 30th June ,2014. The training course was attended by 09 participants from different States /UTs .

Events 01st April 2014 : A team lead by Sh. R.R. Verma, DG, NCRB met Sh. T.K. Kurein, CEO, M/s Wipro Ltd. at

Bangalore, Karnataka to discuss on CAS and NDC issues..

11th April 2014 : A follow up video conferencing meeting was held at NCRB with CEO, M/s Wipro Ltd. under

the chairmanship of DG, NCRB on CAS issues.

29th April 2014 : A review meeting on CCTNS project was conducted with all SIs held under the chairmanship

of JS(CS) at MHA.

02nd May 2014 : A review meeting of Connectivity issues with SIs/SPMUs was held under the chairmanship of

JS(CS) at MHA.

23rd June 2014 : SDA Steering committee meeting under the chairmanship of JS(CS), MHA was held at MHA,

New Delhi.

24th June 2014 : A review meeting was held with all State SI’s and BSNL under the chairmanship of JS(CS),

MHA, New Delhi.

26th June 2014 : A review meeting with BSNL and State Nodal Officers (Chhattisgarh, Uttar Pradesh, Punjab,

Jammu & Kashmir, Madhya Pradesh) under the chairmanship of DG, NCRB was held at NCRB.

27th June 2014 : One day CCTNS Workshop was held with the Nodal officers/State representatives/SIs/

SPMUs under the chairmanship of DG, NCRB at New Delhi.

30th June 2014 : A review meeting was held with BSNL under the chairmanship of DG, NCRB at NCRB

Milestones and implementation status of CCTNS Project

NDC - SDCs Connectivity has been established in 31 States / UTs except Arunachal Pradesh, Goa, Manipur and

Puducherry.

Under CCTNS project Rs. 635.86 Crores of funds have been released to States/UTs, out of which Rs. 428.18

Crores has been utilized; which constitute 67.34% of the total funds.
