1- Main features of the EU cohesion policy
It aims at: Reducing disparities between regions (Treaty of
Rome) With “special attention to least favoured regions
or islands, including rural areas” (Single Act) And “ … areas affected by industrial transition,
and regions which suffer from severe and permanent natural or demographic handicaps such as the northernmost regions with very low population density and islands, cross-border and mountainous regions” + “outermost regions” (Treaty of Lisbon)

Partnership Agreement (national) should include: A territorial diagnosis (SWOT) A list of areas selected for territorial coop.
(including macro-regional strategies and maritime basins strategies)
A list of tools or methods securing an integrated use of the funds for the territorial development of urban, rural, coastal, fishery areas, as well as areas with specific territorial handicaps
