The implementing agency shall maintain proper accounts of theexpenditure incurred and submit the statement of Audited Accountsand utilisation cerwhcate to this Department as soon as possizaiealong with progress report after close of the financial year. Theimplementing agency shall furnish quarterly progress reportregularly with details of physical and financial target andachievement as per prescribed formats which have been given forvarious components separately in the above guidelines. Theareas/locations for capacity building and promotional activities havebeen identified by the State Government vide D.O. letter no.F 9(4)-AgriiSARS(SSTL)/20G9-10 dated, Agartala, July 14,2009 and anotherletter no. F 9(4)-AgrilSARS(SSTL)I2009-10/3528-30 dated. Agartala,26"" November. 2009

The audited records of all aspects (permanent or semi-permanent)acquired wholly or substantially out of the grant to the implementingagency should be mentioned as prescribed in the form of GFR-19 and 19-A.

Assets permanent or semi-permanent acquired wholly or substantially outof the grant by the Government of lndia shall not, without prior approval ofthe Government of lndia, be disposed of, encumbered or utilized for thepurpose other than those for which the grant is being sanctioned.

The accounts of the implementing agency shall be open to internal Auditof the Principal Accounts Officer, Department of Agriculture andCooperation as well as Statutory Audit by the Comptroller and AuditorGeneral of lndia at his discretion and he shall have the right to demand theproduction of books, accounts, connected vouchers and other documentsand papers in this regard.

In continuation of this Department’s letter of even number dated 23.12.20] I conveying approvalof Action Plan for NFSM-Rice in the State of Tripura during 2011-l2, l am directed to convey thesanction of the President to the payment of grants-in-aid of Rs.3,62,60,000/- (Rupees Three Crore Sixtytwo Lakh Sixty thousand only) to Tripura State Agricultural Management and Extension TrainingInstitute (Implementing Agency of Tripura) for implementation of NFSM-Rice during 201 l-l2 as perdetails given below:-
