This is just an example, lets do some mathematics:
Small institution 25.000 students
Each students take 4 exams This makes 100.000 exams a
year Average exams produce 15
sheets of paper (the exam, the answer, the cover)

Makes 4.500.000 sheets of paper
One box of paper contains 2.500 sheets, this makes 1.800 boxes of paper
It's 48 boxes on pallet, 1.800 boxes makes 37,5 pallet of paper

Have to make 3 copies of all the answers
It takes one minute to make the copies
To copy 100.000 exams, takes about 208 day or one full time employe :-)
1/3 of the copies have to be shipped to an external examiner (10 pallets)
