--tial ; an evolution that would cany theradio stry through the next 100 years.The concept, plans and tests have all

promised improved audio service withadditional capabilities.From the beginningthere have been reports and articles aboutvarious DAB technologies. Do you remem-ber the early comparisons at the NASALewis (now Glenn) Research Center inCleveland? I attended a demonstration ofthat setup. At that time it was determined

that more work was needed on theversions of IBOC being evaluated.Looking back, I wonder why anyoneeven bothered with the tests andevaluations. It seems that little of whatwas done then is being used today.

From an original batch of develop-ers, the field narrowed to one, thentwo, then three and then back downto two and then one.You cannot callit a rollercoaster.Rol lercoasters movefast. This has been more of a tilt -a -whirl; it just goes around and around.

So after 10 years of IBOC develop-ment, what does the industry have

to show?Last year, Ibiquity announced that it was

ready to move full steam ahead. Agree-ments were struck with several transmittermanufacturers to produce hardware. Planswere made to announce the technologylaunch at the Consumer Electronics Showlast January, followed by the launch at theNAB convention in April. Meanwhile, theactions of the NRSC and FCC have notexactly propelled the entire process for-ward. IBOC is still moving ahead, but not atthe pace that was expected The announce-ment of the licensing fees has turned mostbroadcasters away. The passed -throughcosts from the equipment manufacturerswas one that would likely have been grudg-ingly accepted. A cost that is 15 times theFCC's regulatory fee is more than most

stations are willing to pay, let alone actually afford.DAB isn't dead in the water. Satellite radio began its

service while IBOC was still on the drawing board. Thesatellite providers aren't immune to problems either. BothXM and Sirius are battling the wireless industry overpossible interference issues in the 2.3GHz/2.4GHz bands.The skyward broadcasters are also under continuingscrutiny about their terrestrial repeaters.While their short-term plans do not include any repeater -based programorigination, the owners will look at new services andmethods once the services are established and showing aprofit. One of these services likely will be local content.

Back to IBOC.NAB was its big chance.The FM tests lookedgood.The NRSC endorsed this half of the system.Then theAM tests were evaluated and looked fair on one part andfailed on another. After years of demonstrating AACencoding,the PAC algorithm was loaded before it could beoptimized and then demonstrated for the convention.Between the NRSC endorsing only half the AM system andthe PAC demos sounding terrible,we were shown that IBOCis not yet ready.ln addition,on the convention floor the sourtaste of IBOC licensing fees and passed -through hardwarecosts were still strong in the minds of attendees.

I want a digital radio service. I've waited 10 years for one.It's still not here.

IIIransmitter facilities hold a special fascina-tion for radio engineers. Ranging from spot-less high-rise suites to dirt road shacks, the"site" as is it's known in the professionalvernacular, represents a station's final,vitallink to the listener. Consequently, it some-times also serves as a repository for anengineer's blood,sweat and tears-so let'stake a closer look at what it takes to main-tain a safe and efficient operation at thesemission -critical installations.

DocumentationThorough and up-to-date documenta-

tion are fundamental to maintaining a ro-bust transmission facility.Because the loca-tion serves as a control point during main-tenance, copies of all current FCC licenses

and authorizations, includingchief operator designationsand tower registrations, are re-quired. But the legal obliga-tions don't end there. OSHAregulations generally requirea written, up-to-date lock -out/tag -out policy for all hard-wired, electrically poweredequipment, along with ap-

While most contract engineers carry their own tools, the transmitter siteshould be stocked with some basic items.

locking devices and tags. Document indetail any areas (including areas on tow-ers) that constitute a non -ionizing (RF)radiation occupational exposure hazard,as well as a policy regarding access andexposure limitations. Being a lessee at a sitedoes not relieve you of any of these obliga-tions-check with the owners to see if amaster site plan exists. If not, work together

to develop one.Equipment data such as manuals and schematics should

be maintained on site for all essential systems. In addition,keep a list of essential phone numbers, including hot linesand key personnel along with local FAA, utility and safetyservice contacts. Attach a list of all telco circuit designatorsand the associated trouble reporting numbers.

If you had to call for police,paramedic or fire help,wouldthey know how to find your facility? Contact representa-tives from all local safety services to make them aware ofexactly who, what and where the facility is located. Thedifference in response time might save a life.

Keep detailed records. Although, the FCC lifted require-ments for an official maintenance log years ago,keeping anorganized, detailed, running account of all operating param-eters, equipment installation, maintenance, outages anddiscrepancies is absolutely vital to the operation. Keep yourFCC -mandated quarterly tower inspection among thesedocuments and maintain them for a minimum of twoyears-they represent an irreplaceable information resource.

In addition to written records, a comprehensive flowchart/block diagram of the entire air chain, complete withall remote control switching functions, is an invaluabletrouble -shooting aid, on -site and off, particularly when youare maintaining multiple transmitter sites.

Tools and technologyThe question of how many and what type of tools to

maintain at a transmitter site is an interesting one. Mostcontract engineers I know rarely set foot out of the housewithout their tools, so the need for an on -site inventory ispartially diminished. Still, it's a good idea to have a mini-mum compliment of screwdrivers, pliers, wire cutters, ad-justable wrenches, socket wrenches, hex keys and solder-ing aids on site. Also, any large or specialized tools such asvises, fuse pullers, pulley removers or pry bars should beavailable, along with a reliable trouble lamp and sparebulbs.This need not be an expensive proposition. Keep ashopping list for each site and pick up tools on sale (or usedtools) until the desired inventory is built. Done this way, aminimal investment of $100 can yield a useful selection.

Likewise, a minimal stash of fasteners, particularly #4through '4" machine screws, washers and nuts are a cost-effective investment, particularly when one disappearsdown a crack at 3 a. m. Premium electrical and duct tape areequally indispensable.

The characteristics of any maintained electronic partsinventory depends largely on your equipment, its historyand the available budget. Full sets of spare tubes and fusesare a must, but your own experience with each piece ofequipment will tell you a great deal about which otherspecialized and non -specialized electronic components

As for test equipment, this is again a caseof what the budget will bear. At minimum,

a reliable DMM, with multiple testleads and spare batteries shouldbe present. An oscilloscope is a

periodically. Telephone butt setsand volt pens are also useful.Finally, don't overlook cleaning

supplies and chemicals. Straight iso-propyl alcohol is a good cleaning agent

f( )r inside transmitters when teamed withlint -free shop towels. Spray contact clean-

ersare a key item, asare cleaningswabsandtoothbrushes. Of particular merit is a shop-vac;a bulky item,but it will be used regularly.

Safety considerationsSafety is paramount at every transmitter

facility. Items that should be readily acces-sible when you walk through the doorare a flashlight with spare batteries and a

Additional site keys forgates andbuildings should be clearly tagged and hung together inan easy -to -see location. Safety signs and notices should beposted wherever they are required.

Asa final cautionary note, try to appreciate the critical needfor having a buddy-anyone capable of watching you andable to call for help whenever you have to open energizedor disconnected high -voltage equipment.Your life, and thepeople that depend on you, hang in the balance.

Backing up the back-upsThere is one last item worth considering for your site. An

ISDN circuit carries a low monthly maintenance fee, can beused for POTS communications (with an ISDN phone)and also provides a potential air -quality link to any locationin the outside world, should an STL path be disrupted ora studio facility be rendered unusable due to fire or otherdisaster. If you don't own an ISDN codec, find someonelocally who does and forge a loan agreement in the eventof an emergency. Better yet, work out a reciprocal agree-ment for sharing studio or transmitter facilities should theworst occur.

hehe engineering fraternity now knows theNRSC's opinion concerning the use of AMIBOC at night. This was a decision thatsurprised a number of engineers.However,nighttime AM IBOC is not dead, it is merelydelayed for further investigation.

The NRSC's optimistic report on FM IBOChas been out for several months. Sometransmitter manufacturers have already an-nounced the availability of FM IBOC trans -miffing equipment, and offered actual equip-ment at the NAB show. FM IBOC requiresconsiderably more equipment than the

AM version, and it is more expensive.In general, vacuum -tube operated

AM transmitters do not appear tohave sufficient linearity to pass the

IBOC waveform satisfacto---411 rily while AM transmitters

using PDM and solid-stateAM transmitters using digi-tal modulation appear torequire only minor modifi-cations to pass the IBOCwaveform. This means thatmany smaller and older sta-tions using tube transmit-ters may have to purchasenew transmitters if they aregoing to radiate an accept-able signal.The exclusion ofAM IBOC from nighttime op-eration at present may causea delay in getting a numberof these smaller stations onthe air. The area in whichmany of these AM stationsneed signal improvement isat night and the added cost

of introducing IBOC, which would produceno improvement in night service, will prob-ably not be attractive to licensees.

AM problems and FMconsiderations

"lbe average small market AM station mayfail to meet the IBOC requirements of widebandwidth and minimum phase dis-tortion. Many AM stations, especially direc-tional stations, have bandwidth and phase

distortion that are less than perfect. lithe frequency responsefalls off at higher frequencies, a transmitterwill have difficultyhandling the IBOC waveform.

IBOC hybrid FM signals can be produced by threedifferent methods: high-level combining, low-level com-bining and the use of separate antennas.

Low-level combining is probably the simplest and leastexpensive of the three FM IBOC methods. To accomplishthis, an existing FM analog exciter has its output combinedwith the output from a separate IBOC exciter.These signalsare then fed into a low-level combiner followed by abroadband power amplifier. This method reduces theequipment required, as well assaying on power consump-tion, but it requires a highly linear RF amplifier.

Existing high-powered FM stations may prefer to use thehigh-level system, which takes advantage of an operatinghigh-powered FM transmitter and also requires a high-

power combiner, filter and IBOC amplifier.With high-level combining, there is a loss of about 10

percent of analog power and about 90 percent of the digitalpower to the reject load.The combiner with its reject loadleg appears to be an unfortunate feature of IBOC operation.It is the required 10dB coupling figure that necessitateswhat seems to be an unfortunate inefficiency in IBOC.

The third method of obtaining FM IBOC operation usestwo transmitting antennas.This method of operation is stillbeing examined, but early tests appear to show that at least40dB of isolation between the two antennas is required. Ifthis method can be used commercially it could make IBOCattractive to stations that have room foranother antenna ontheir towers and additional equipment in the transmitterbuilding. Separate antenna operation would not requirethe cost of a combiner, or the generation of power that isultimately lost in the reject load.

CombinersSeveral manufacturers have paid a great deal of attention

to the development of the hybrid combiners specifically forhigh -power broadband FM IBOC operation. At this stage inthe development of FM IBOC, it appears that a 7dB or 10dBcoupling level will be used for commercial operation.However most manufacturers of combiners offer variouscoupling levels covering suitable ranges and power levels.The physical size of combiners depends on the individualmanufacturer's design, but they seem to be smaller thancombiners used with regular FM and transmitters.

Electronics Research Inc. (ERI) offers several versions ofits IBOX hybrid combiner.The high -power version handlesan analog input of 55kW with 40dB of isolation between theanalog and digital inputs and only -0.46dB nominal cou-pling between the analog input and the antenna output. Itssize is surprisingly small-only about 42 inches by 15

Shively Labs has developed an InjectorFilter IBOC combiner. This device com-bines the low-level digital signal with thehigh-level analog signal and dumps theexcess signal in the reject load. A one -eighth wavelength (X/8) coupling loop isused in this device, and the overall size isonly about 20 inches by six inches.

The Shively injector filter comes with astandard 3V8 -inch coaxial connector and7/8 -inch coaxial input for the digital signal.The standard 3 -inch unit will handle 35kWanalog input and 5kW digital input. Thereject load is not supplied by Shively, buta good rule of thumb is to use a rejectdummy load capable of handling about1/3 of the input analog power.Thus,a 30kWanalog transmitter would require about a10kW reject load.

Dielectric Communications has alsospent a lot of time working on IBOC. Dielec-tric offers a 10dB hybrid injector/combin-er that allows high-level combining of theanalog and digital transmissions. Dielec-tric also offers a low-level combiner for usein IBOC systems that uses a commonlinear amplifier and that does not need toseparate high -operating powers.

In the past 10 years, Ethernet -based localarea networks (LANs) have progressed agreat deal, particularly in their data through-put capabilities. Most data communicationsfunctions take place on either a network orchannel connection.

Network connections, such as Ethernet,provide a means to transport data frompoint A to point B using a path that is sharedwith other traffic. In fact, most network -based data transport doesn't care whattype of connection is required to make thedata readable at its destination; that is left

up to another process defined within thedata -link stack of the Open Standards Inter-connection (OSI) specification. In contrast,channel -based connections provide di-rect or switched point-to-point connec-tions between the source and destination.

From an operational perspective,network-based communication is slower than thatover a channel because it is typically soft-ware intensive.

Current versions of Ethernet supportdevices, called network switches, replace

the network hub but allow dedicated paths or channels tobe established between network devices, thus reducingthe potential for collisions to occur. However, Ethernet isstill a network -based delivery method, and while it's effi-cient at carrying large amounts of data, it is not efficient foruse in transporting more real-time data such as establish-ing direct I/O connections with disk drives.

In 1994, the American National Standards Institute (ANSI)established Fibre Channel as a standard. It combines thebest of network and channel -based data transport.

Now does it work?Fibre Channel is based on an interconnection scheme

called the fabric. The fabric essentially acts as anactive switching system that can manage and routeconnections. The fabric consists of one or moreFibre Channel switches interconnected throughone or more ports. Fbrts on the fabric are calledF_ports.

Fibre Channel requires at least one link betweentwo nodes. Fibre Channel devices are connected byhardware devices called N_ports, which are usuallythe physical termination between the device andthe media used to attach to the Fibre Channel fabric.This is sim ilar to how network interface cards (NIC)connect to the unshielded twisted pair cabling orfiber connections on an Ethernet network. TheN_Port also contains all of the software and hard-ware to manage the Fibre Channel protocol. Eachnode connected to the fabric typically contains twoports, but must contain at least one port.The portscan act as transmitters and receivers. Fibre Channelnodes only need to manage their connection withthe corresponding F_Port on the fabric.

Fibre Channels can support not only traditionalnetwork protocols such as TCP/IP but also proto-cols such as the Small Computer System Interface(SCSI).Forexample,Fibre Channel permits networkservers, located in one part of a building, direct

access to arrays of disk drives and other high-performancestorage media, separated by a room or a continent.This isthe fundamental basis of Storage Area Networks.

Fibre Channel topologiesFibre Channel can be deployed in one of three different

topologies: point-to-point, arbitrated -loop and cross -point(also called fabric -switched).The point-to-point topology is simply a connection

between two N_ports, where one of those N_ports is aserver (also called the initiator).This method is limited toonly two nodes and therefore not able to grow with thenetwork The point-to-point topology may be used where

it is desirable to connect a single server toa single remote disk array.

The Arbitrated Loop (AL) topology hasgained wider acceptance due to its lowerper -port cost and ability to share media. ALbreaks the Fibre Channel into loops, eachloop supporting as many as 126 nodes andone fabric port. Note that devicessupportingAL.ports on a node are called NL_ports

and ports on the fabric are called FL_portsThe AL topologyworks like that of Ethernet: only one device may send dataat a given time. Where Ethernet uses a concept calledcontention to transmit data, AL uses arbitration. A nodemust win an arbitration to send data.The winner of thatarbitration is called the loop -masterand has the ability tosend data for that instant. Adding too many devices to aloop may significantly degrade its performance.The AL topology can be interconnected by using a

hub or by daisy -chaining the devices. As with anynetwork topology, daisy -chaining devices on a network

could be dangerous because if one ofthe connections break, the entire seg-ment is compromised.

Cross -point topology provides the high-est performance for Fibre Channel. Cross -point topology is simply a fabric based ona numberof interconnected switches. Eachswitch typically contains from eight to 64ports, with the largest called directorswitch-es.The real benefit with this configurationis increased performance and its ability toscale as large as needed. While addingmore devices to an AL topology may de-crease performance, adding more switch-es in a cross -point topology actually in-creases its performance.

While Fibre Channel doesn't subscribe tothe OSI standard used with traditional net-working, it does subscribe to a similar five -layered architecture. Those five layers are:

1.) FC-4 defines the interface betweenFibre Channel and upper level protocols.

2.) FC-3 defines functions such as fileencryption and compression.

3.) FC-2 defines Fibre Channel flow con-trol, data encapsulation, classes of serviceinformation and the physical modelsfor components.

4.) FC-1 describes the ordering of datainto sets and defines the encoding anddecoding schemes of data into bytes.

5.) FC-0 describes the physical mediaincluding the ports and cabling.The next generation of Fibre Channel

promises to be even faster and moreefficient. Its natural ability to interfaceexternal disk arrays with network serversmake it useful for users that require ac-cess to large amounts of storage, quicklyand reliably.

e ommission is on the verge of approvingthe Ibiquity standard for DAB (digital audiobroadcasting) for a terrestrial in -band on -channel (IBOC) AM and FM system. Butserious questions still exist as to the value ofthe system to broadcasters and whether afull-time AM system will ever work.

During NAB2002, a number of broadcast-ers asked what would they gain in light ofthe cost involved.The proponents of DAB,particularly those supporting the IBOCsystem, acknowledged that the short-termgains would not be dramatic, but that broad-casters could not allow themselves to beleft out of the digital age. Proponents expectDAB to provide an enhanced audio fidelityusing digital sound while at the same timebeing compatible with the existing analogservice. A data -transmission component isalso a possibility.

IBOC Ibiquity system. Comments are due on June 18 withreplies due July 18. The NRSC and Ibiquity filings areavailable electronically at wwwfcc.gov/e-file/ecfs.htmlunder MM Docket Number 99-325.

Recent enforcement actionsPirate nabbed. U.S. marshalls arrested a man in Brooklyn,

NY, for operating a pirate FM radio station on 87.9MHz. Onprior occasions, the pirate had been warned by the govern-ment that his operations were unlicensed and governmentagents had previously confiscated his transmitting equip-ment.The pirate now faces as much as a year in the brig anda penalty of as much as $100,000.

Public File violations. In separate orders, the FCC fined twobroadcasters for not allowing members of the public to seetheir public files.The radio station owner was fined $10,000.As part of his defense, the broadcaster claimed that themembers of the public requesting materials did not identifyspecific documents that they wanted to see. The FCCreminded the broadcaster that a simple request to see the

public file should be sufficient to elicitthe complete file. Broadcasters arecautioned that requests from the pub-lic to view public file informationshould be met reasonably, and the

Approval of the Ibiquity FM system islooking good.The same cannot be said forAM.In fact,the bugs for the nighttime oper-ation of a DAB AM system have clearly notbeen worked out. As a result, recent reportsof the National Radio Systems Committee(NRSC), which is sponsored by the NABand the Consumer Electronics Associa-tion, raise serious questions about theworkability of a nighttime AM operation.The URSC recommends that AM DAB belaunched with a daytime -only facility. Manysee this as the death knell of AM DAB andperhaps AM analog (if FM DAB ultimatelysupplants analog radio).

The Commission has asked for com-ments on the NRSC report, which alsodiscuses the FM situation.The report eval-uates laboratory and field testing of the

broadcaster cannot withhold materi-als because the requester does notidentify them with sufficient specific-ityStations may referto Section 73.3526of the Commission's rules (Section73.3527 for non-commercial stations)

to verify that their files are complete.Silent station's license forfeited. In a case where a station

In September of 2000 the ESPNRadio 1000 studios decided torelocate. The relocation was to

be completed by October of 2001.WMVP is a sports talk operation that

routinely performs as many as foursimultaneous and/or back-to-back re-motes using ISDN. Offering play-by-play for the Chicago White Sox and forthe Chicago Bulls, WMVP frequentlyhas pre -game and post -game showsfrom multiple locations, sometimesbringing in talent from yet anotherlocation, such as Wrigley Field. It iscritical to have quality mix -minusoperations for each of these remotes,as well as mix -minus for two phonesystems in each studio. Therefore, aminimum of six mix -minus busseswas required from the console.

Another demand was the need tocontrol the mix for an uplink feed toSox/Bulls play-by-play affiliates. Inthis case the ability todynamically establishthe mix, using programand audition selectors,was important.

The last complicationwas that sometimes thereare two games runningthrough the studios simul-taneously. This meansthere are duplicates of ev-erything. Normally, thesecond game would betape delayed or forward-ed to another station in

the market. Neverthe-less, the affiliates need-ed a live feed via satel-lite for their broadcasts.

Studioequipmentinstalled

The equipment installed in Sports -Center included a sports reportersproduction center with two edit po-sitions and reporters desks, eachwith BE NewsBoss workstations. Asports update booth was added forproduction, phone interviews andthe continuous 20 -minute live sportsreports. A main air studio/controlroom complex was added to ac-commodate Live Sports Talk showswith five microphones, phonescreener, producer and board oper-ator. A backup air studio/controlroom, identical to the main air stu-dio/control room, was created foremergencies or overlapping gamebroadcasts, and set up for doingproduction the rest of the time. Aproduction studio/control room wasinstalled for creative production anda dubbing control room for over-flow production workloads.

During the relocation the stationlooked at several console manufactur-ers trying to find the best fit for its needs,and finally elected to install Wheat-stone A-6000 consoles.These are ana-log consoles, but they provide all theneeded features for mix -minus andconsole configurations required, pack-aged in a solid hardware configuration.

The consoles were delivered with pre -assembled harnesses that were thenpunched down to AVP punch blocksmounted on the wall.

Fora routing system WMVP selectedthe SAS 64000 system, configured for128x96, pre -wired with harnessespunched to AVP punch blocks. For anIntercom/IFB system we installed theSAS 32000 IFB system to connect allstudios. on -air talent and all ISDN re-motes. Finally, in each studio we in-stalled a SAS 16000 router.Virtually allinterconnects in each studio are donethrough this box, eliminating any needfor patch bays,DAsand other ancillaryswitching interfaces that would havetotaled to nearly the same cost as theSAS 16000.

The only other way to achieve thisflexibility would have been to routeall recorder machine ins and outs to

the main SAS 64000, butthis would have morethan doubled the trunkcables needed to con-nect to the master con-trol racks, as wel I as dou-bled the size of the SAS64000, adding unneces-sary costs:III e SAS 16000provides in -studio dis-tribution and routingfor the variety of DAT,CD, MD, cassette, Audicy,instant replay, AudioVault and NewsBoss

channel digital mixing console.Professional Sound unveiled the M3, a three -input,

portable audio mixer for ENG and field production.Logitek showed the Remora control surface. Also

introduced was the redesigned Numix digital con-sole as well as updates to the Logitek Audio Enginedigital audio router.

Wheatstone's D4000 is the latest addition to thecompany's Digital Series console line. It is based onthe architecture of theD-S 000. Also unveiled was the

Tamura showed the Qolle AMX Series portable mixer product line,which includes fou r analog models ranging from four to 20 channels.

It would not be correct to say that IBOC was oneverybody's lips at NAB, but there was consider-

able interest in it. I think that many peopleare awaiting the first real trial-the firstcommercial station totry it. Transmitter man-ufacturers were on the ball at the NABconvention and most of them had floor modelsto show or planned to produce IBOC t-ans-mitters shortly.

Broadcast Electror ics showed the FBI 10IBOC signal generator. It provides correctdelay to match the ana log and1B0C paths. and

encodingof the IBOC digital signal. It can be user withthe FXI 60/250 series digital FM exciter and the I 30Cplug-in card. Depending on the user's requirements,it will produce an FM plus IBOC output for lowlevelcombining systems, or IBOC output only, for Lse nhigh-level combined operations.

Despite the undoubted disappointment causedby the temporary decision torecommend dayime-only operation for AM IBOC, Broadcast Electronicshas introduced the ASI 10 AM IBOC signal genera-tor. It generates the required IBOC. and AM signalssimultaneously. It's interesting to note that tube -type

transmitters are generally not sufficiently linear for IBOC use. Anaudio input is spl it into digital and analog paths, processed separately,synchronized and encoded.

Harris displayed the Dexstar IBOC exciter. This is an interestingdevice that is available for AM IBOC or FM IBOC.The Dexstar exciteruses two 1GHz microprocessors. A digital up -converter creates on -channel DAB and analog signals for AM, and 10.7MHz IF DAB forFM. An RF up -converter uses the 10.7MHz signal and generates thenecessary FM DAB signal. A GPS receiver provides an accurate timereference for locking synchronous systems, which yields a fasteracquisition time when tuning a receiver from station to station. TheDexstar exciter is designed to produce a low-level signal output ofabout lmW, which is then combined with the FM signal in whatamounts to a small coupler. From there the signal goes to a linearityenhancer, then to the IPA stage and the final amplifier.Thus, expensivecombiners are not required.

Nautel concentrated on AM IBOC and exhibited an eye-catchingAM IBOC transmitter. An FM version is under development. Nauteldemonstrated the ND 5d 5kWAM IBOC-compatible transmitter. Thistransmitter uses the new Nautel IBOC digital exciter, which is tunablein the AM and FM band. Also shown was the Nautel XL 60d 60kWsolid-state AM IBOC DAD transmitter. Nautel has been workingclosely with Ibiquity in the development of IBOC, and Nautel'sconsistent solid-state development work seems to be paying divi-dends in IBOC.

Unimar displayed its ALTR tower lighting control that alternatesbetween each lamp in a double obstruction -light assembly. Eachtime the unit is energized by the photo control, it switches lamps,ensuring equal usage of both lamps in the double assembly.

Bext displayed the HS series of solid-state FM transmitters, a lineof low- to medium -power units featuring hot-swappable amplifiermodules. The XPT FM transmitter series has AES3 digital inputsand onboard digital processing and are available in 50W, 100W,250W and 500W power levels.

Dielectric introduced the 1400 series FM Filter: a compact, 10kWFM filter designed for bandpass, notch and constant impedancefilter configurations.

Broadcast Electronics showed its IBOCdevelopment progress with the FMI solid-state IBOC compatible transmitter line.This technology uses linearization tech-niques that allow the transmitters to beused in a high-level combined system ora common amplifier system. The Fxi60and Fxi250 digital exciters can be config-ured with an optional IBOC input cardand work with the Fsi-10 and Asi-10 FMand AM IBOC signal generators.

Shively Labs debuted the InterleavedAnalog -Digital (IAD) antenna (a BE Ra-dio Pick Hit) for IBOC conversion for low -and medium -power stations, as well asthe IBOC filter -injector.

Nautel showed its digital AM products.The ND,XL and NA line of transmitters arefully compatible with IBOC and DRM.Power levels are available from 1 kW

to 1MW. Also shown was the NE 50IBOC exciter.

Presented by Flash Technologies, theRemote Telemetry System can monitorlights,door entry,generator fuel level androom temperature.

Harris exhibited several IBOC offerings.The Dexstar exciter (a BE Radio Pick Hit)is an exciter for AM or FM. The Z seriestransmitters are also being offered as theZ-IBIC series for IBOC applications.

Kintronics labs showed remotely con-trolled ATUs that are used over water,at significant heights or in hard -to -reach areas.

Monument Circle, the historic down-town landmark in Indianapolis,looks north toward a row of radio

and TV stations that have chosen Merid-ian Street as the location to build anew otrenovate their existing broadcasting stu-dios and operations. Lanham, MD -basedRadio One, which is the largest radionetwork targeting African Americans inthe country selected Indianapolis to in-vest more than $40 million to purchasefour radio stations and one TV stationfrom Emmis Communications and Hoo-sier Broadcasting.The stations are WILC-FM,WFLC-AM,WHHH-FM,WYJZ-FM and WDNI-1V65.

To facilitate the acquisition ,Radio One moved twostations to its existing west side facility.The searchfora permanent residence began immediatelyAboutthree months later, Radio One found a three-storybuilding with 25,000 square feet of space thatoffered some unique benefits. Located on MeridianStreet downtown, this facility sits in the midst of theexisting line of radio,TV and production/post facil-ities that cover nearly 10 miles of Meridian Street

through the middle of the city.The challenges associated with integrating new technology

into an existing building can be difficult. Finding a jewel in ahaystack was critical to Radio One's success. Leading a team ofcontractors, electricians and carpenters, plus seeking the perfectbroadcasting location, can be the most daunting task assignedto any chief engineer.

Location, location, locationIt may seem strange to leave a facility that offered low operational

overhead expenses and facility maintenance, but the reasons


included presence, visibility, connectivity,community and downtown convenience.Most importantly, the new location posi-tioned Radio One in the prestigious broad-cast row.

While the new location offered an estab-lished broadcast neighborhood, we had toplan for the increased RF congestion. Alocal frequency coordinator helped RadioOne with this consideration.

Conducting multiple site evaluations of thelocation answered many questions that couldhave been easily overlooked The evaluationchecked to see if there wassufficient electricpower,a need for emergency backup power,adequate HVAC and any potential compli-ance issues with OSHA,ADA or NEC codesor rules or local ordinances.

The new building's condition and loca-tion turned out to be a diamond. Thefunctional requirements of the location,such as architecture, mechanical and elec-

trical systems and fire protec-tion satisfied the requirementsfor Radio One.

The project timeline called formoving the business operations,sales and promotions depart-ments as part of the first phasein the relocation plans. It wasdecided to keep the current fa-cility on the city's west side op-erational and use both loca-tions until the final build -outwas completed.

Opportunity callsThe previous tenant left all the

CATS data network cabling andtelephone lines in place on thesecond and third floors. RadioOne was able to use this existinginfrastructure, which saved sub-stantial costs in labor and mate-rials because they did not haveto install it themselves.

The telephone company's de-marcation point (or demarc),which was also the demarc forour ISF,' is located on the fourth

floor.We designated a lockable room on thethird floor as the security/networking room.This secure demarc served as the opera-tional center for the IAN, voice mail, tele-phone switch, CCTV security camera andnetwork servers.

The crew installed a 100Mb/s switch, rout-er and firewall, using the existing horizontalcross -connections located on the tenants'side of the building. They installed a rackwith a fiber breakout box and 100Mb/s

A well -designed floor plan is crucial to a facility's functionality.Look at the big picture for all operations, components andequipment requirements. Individually consider the pros and consof each system's placement, specifications and accessibility. Ithelps to do a conceptual walk through of the facility when eachwall's framework is complete.lt is less expensive to make a changeat this point than after the wall is finished Visually place each keypiece of technical equipment within each rack and room location,considering proper ventilation, lighting and power requirements.

The building's first floor underwent major demolition and con-struction.The ceilings were 20 -feet high and covered with asbestos.The outer perimeter consisted of old offices with large picturewindows connected to the ceiling structure. After careful evalua-tion, Radio One removed all the walls and saved the window frames

to use in the new studios fora showcase view of thestudios' operations.

The supporting systemsIn our system design we separated the second -

and third -floor HVAC and heating from the first floor.This enabled us to design and construct a com-pletely new system for the first -floor studios andproduction rooms.The first -floor rooms are fed withcool air-the electronic equipment generates thenecessary heat. This helps maintain the optimalroom temperature (68 degrees to 72 degrees). Inany installation it is important to not underestimatethe cooling resources and the amount of HVACneeded to operate. A power outage, the villain of any broadcast operation, wassomething that Radio One wanted to avoid.The company decidedto install a generator capable of handling the total load of all the on -air operating equipment. In addition to the backup generator wewired the building for dedicated isolation ground circuits for alltechnical areas.

Into the plansThe studios and control rooms are all designed in similar three-

quarter, square -shaped floor plans. All these rooms have sound-proof interiorsand exteriors and are built around a center,insulatedwall with air isolation on each side. A finishing wall was then addedto each side. Two-inch wedged foam, an acoustical treatmentmaterial, was used to finish the sound proofing in each room.Thedoors are also soundproof, being made of heavy steel constructionwith filled centers.The drop ceiling is sound rated with a four -inchthick layer of baffling material installed above it. The hallwaycorridors, studios and production room lights are on 12V system.The lower voltage saves on electrical costs and reduces the amountof heat generated by the lamps. General-purpose 2x4 lighting wasinstalled, providing ample light when needed.

Gospel station WTLC-AM captures the spirit of The Light, broad-casting live with Sunday morning worship services. This room has adirect view into a sit down live talk show room with processingand talk -back capabilities.

Developing system's diagrams,documentation,wiring schedulesand standards are just part of the integration process of a newbroadcast facility build.The technical equipment was placed in acentralized location near the studios and production rooms.Thisreduced the length of cable runs, saving expenses on materials andinstallation. Cable trays were mounted above the drop -ceilingpanels enabling access with a step ladder. Cable trays entered andexited each room at both ends of a string of six Middle Atlantic racks,and four -inch conduit was installed to give direct overhead accessto the racks. By using a combination of conduits and cable trays weavoided the need for expensive computer flooring.

Cabling for the futureOne of the many challenges of building a new facility is to specify

and select vendors that will fulfill your cabling needs. Because of theconstruction of the first floor,Radio One was limited to using mostlyplenum -rated cable.We used a 12 -pair AES3 plenum -rated cable.Wealso installed two 50 -pair CAT5E cables to each studio and produc-tion room for future use.The cabling infrastructure terminated in a

WHHH-FM studio hosts various live programs supplemented bysatellite feeds, remote pickups and other sources. An assortment ofequipment is located within arm's reach of the operator.

centralized equipment room on a 24' x20' backboard with 68 Kronepunch blocks.

The Krone blocks connectivity made the design flexible. Weterminated the blocks in a straight -through concept.The left side ofthe block carries the output of any device, studio or productionroom, while the rightside of the block carries the input to any device,studio or production room. A jumper was then installed from theoutputs to the inputs.This established a method for signal tracingand made troubleshooting the overall system simpler.

Sixty-eight Krone punch blocks were mounted on a backboard andserved as cross -connects to the Wheatstone router, the studios andproduction rooms.

The fourth floor telecommunications room was the perfect loca-tion for equipment racks and had enough room to install two ofthem We designated one rack for outgoing transmissions.The otherrack is strictly used for incoming feeds from satellites, RPU, of f -airtuners and other wireless equipment.

The location of the buildingwasabout a Vs mile from the transmittersite. The STL signals were strong. We decided to use one Yagi STLreceive antenna for three of the radio stations (WTLC-FM,WHHH-FM,WTLC-AM). A four-way 50 -ohm divider was installed to feed eachstation's STL receiver and provide a test port for engineering.

The centralized equipment room houses the Wheatstone Bridge2001. The studios are wired with a Wiremax StudioInterface System.

The rear of the building faces the transmitter sites forWTLC-FM andWHHH-FM. Our RPU receivers were also installed into these transm it -ter sites.We faced a challenge in establishing a link toWYJZ-FM,whosetransmitter was now farther north from the new building's location.

We decided to install a digital,four-channel STL system for the STL toWYJZ.The signal was sent to the transmitter site for WIC -FM and thenrelayed to the WYJZ transmitter to cover the 27 -mile path. he WTLC-AMSTL path did not change.The new building's location to the transmitterwas almost in direct line -of -sight from the old studio location.

Showcase picture windows are installed in all on -air studios toallow visitors to look into the studios.

Air -studio configurationsThe Scott Studios SS32 was put onto a discrete network, allowing

all on -air control rooms to access the main server in the centralizedequipment room with touch -screen operations. Because the equip-ment room to studio cable runs exceeded 150', we installed CybrexLongview transceivers.Wheatstone A5000 audio consoles are sup-ported by Wheatstone Preference control room furniture. The con-sole layout was established after numerous meetings with the airpersonalities.The extra time and planning that were put into exactequipment placement in the turret and racks will reduce the com-plaints of inconvenient equipment operation. It also helps to mini-mize acrobatic contortion by the operators to reach equipment.

were assigned based on each station's programming requirements.In addition to the96x112 routing system, each studio was equippedwith a 5x4 line selector that essentially created a mini -router forinput selection to several recording and playback devices.

Cut -over or cut-off'There are many factors that loom over the head of an engineer

about to move a station.The uncertainties encountered-interfer-ence, hits, pops, distortion, intermodulation-can make a personshake in his shoes.Thorough planning for the final cut over is criticalwhen it involves multiple radio stations. Radio One's goal tocomplete the cut over with a minimum amount of off -air time wasimportant.We coordinated our move using existing ISDN lines at theold studios in conjunction with newly installed ISDN lines at thetransmitter sites. Radio One was set to make the cut over starting atmidnight on a Friday. We moved each station at eight- to 16 -hourintervals to allow time to troubleshoot any unexpected failures orproblems and check audio and RF signal levels.

A lesson learned is to have enough key engineering personnelassigned at each critical point of the station's cut over locations:studios,STL and transmitter sites.The crew used cellphones to stayin constant communication throughout the process.

After a station's cut over is done,success can only be judged aftera six-month period. The system has to stabilize and the stationengineer's responsibilities are just beginning.

2. Products must have some positive effect on theintended user's everyday work. Judges search for equip-ment to be used on a regular basis. Products shouldprovide new solutionsto comrnon problems.

3. Products must offer substantial improvements overprevioustechnologies. Unique circuit architecture neednot be included, but some new approach or appl icationmust be involved in the product's design.

KOA was owned by NBC, which alsoowned 50kW stations in Chicago, New York and SanFrancisco. Many of these transmitters remained in opera-tion until the'60s.The 50B transmitters were manufacturedfor RCA by the General Electric Company and the Westing-house Electric and Manufacturing Company.

The 50B transmitter consisted of a 50kW linear amplifierusing two water-cooled UV -862 tubes in a push-pull circuit,which was driven by an RCA -5B 5kW transmitter. Thetransmitter had four main units: (left to right) the 5kW drivertransmitter,the 50kW linear amplifier,rectifier cabinet andcontrol panel.

While the transmitter room layout is typical of most 50Binstallations, the patterned glass ceiling is not.
