"NOTICE INVITING TENDER"
1.
Sealed tenders are invited for the Work of Annual Job Contract for the Maintenance of lawns
and flower beds at CRRI Campus, Mathura Road, New Delhi from registered Contractors/ Firms
holding valid license under Contract Labour (Regulation & Abolition ) Act-1970 and/ or EPF and ESI
registrations and have successfully carried out one / two / three similar works( similar work means
execution of Horticulture work, maintenance of lawn, flower beds and pot plants etc.) of 80%,50%,40%
value of estimated Contract amount completed in last seven years for C.S.I.R. or its laboratories, Govt
Department ,Semi Govt. organizations and Autonomous Bodies/PSUs Govt. Institutional Campus. The
tenderers are required to produce proof of fulfilling the above conditions along with the attested copies of
registration from G.S.T Regime number and PAN card number while making request for issue of tender
documents.
2. Estimated contract amount based on Minimum wages rates of Delhi Govt, include T&P & Contractor profit Rs. 65,70,924.00 ( Rupees Sixty Five Lakhs Seventy Thousand Nine Hundred Twenty Four Only )

Time for carrying out the work will be 12 months and the date of commencement of work shall be reckoned
from the tenth day of issue of award letter or indicated in award letter whichever is earlier.

In Envelop I (marked EMD&TC on top)

In Envelop II (marked Tenders Qualification on top)
Submit attested / self attested copies of the following documents.
1. Proof of registration from G.S.T Regime 2. PAN card number 3. ESI and EPF registrations and Completion certificates in
respect of similar works completed in last five years as described above.
In Envelop III (marked Tender on top)
This envelop will contain dully filled in tender document only.
All the three envelops shall be placed together in another sealed envelope and submitted. No documents
/credentials brought by tenderers in person at the time of opening of tender shall be entertained by Tender
Opening Committee under any circumstances. The envelope III marked Tender shall be opened only of
those tenderers, whose Earnest money and Tenders qualification placed in the other two envelopes (I & II)
marked EMD&TC & Tenders Qualification on top, are found to be in order. The tenders found
unsuccessful during this process shall be returned to the respective tenderers who will be present at the
time of opening of tenders. Those tenderers who are absent at the time of opening of tenders may collect
their tenders from SO-EII (CRRI) within three days from the date of opening the Tenders. The Institute will
not be responsible for the loss of tenders after this due date.
Tenders will be received up to 1.00 p.m. on 10.10.2017 and will be opened at 2.30 p.m. on the same day in
the office of Controller of Administration, CRRI Delhi Mathura Road, New Delhi -110025. Tender should be
dropped in the tender box before the closing date and time indicated. In case these are sent by post these
should be sent by Registered post / Speed post addressed to The Director, Central Road Research
Institute, Delhi -Mathura Road, New Delhi-110025. Tenderers shall have to ensure that they post the
tender well in advance, so as to reach before the closing time and date indicated.

The Earnest Money amounting to Rs.1,32,000.00 (Rupees One Lakh Thirty Two Thousand Only) to be
deposited only through RTGS / NEFT in fevour of Director, CRRI ( Account No. 30268867237; IFSC
Code SBIN0010442 of State Bank of India, CRRI) along with proof copy (Confirmation Receipt) of

8. The employer does not bind himself to accept the lowest or any tender and reserves the right to accept the
whole or any part of the tender and the tenderer shall be bound to perform the same at the rates quoted.
9.
Canvassing in connection with the tenders is prohibited. The tenders submitted by the contractor who resort
to canvassing are liable for rejection.
10.
The tenderer shall not be permitted to tender for works in the concerned unit of C.S.I.R. in which any one of his relative is posted in the grade between Controller of Administration and Junior Engineer (both inclusive). He shall also intimate the name(s) of the persons who are working with him in any capacity or subsequently employed by him and who are relatives as mentioned above.
Note: A person shall be deemed to be a relative of another if, and only if, (a) they are members of a Hindu undivided family (b) they are husband and wife (c) the one is related to the other in the following manner: father, mother (including step mother), son (including step son), Sons wife, Daughter (including step daughter), Fathers father, Sons son, Sons Sons wife, Sons daughter, Sons daughters husband, Daughters son, Daughters sons wife, Daughters daughter, Daughters, Daughters husband, Brother (including step brother), Brothers wife, Sister (including step sister), Sisters husband.

12. The tenderer shall quote rates both in figures and words. He shall also workout the amount for each item
of work and write in both figures and words. On checking if there are differences between the rates
quoted by the tenderer in words and in figures or in the amount worked out by him, the following
procedure shall be followed:
i) When there is difference between the rates in figures and in words, the rates, which correspond to the
amount worked out by the tenderer, shall be taken as correct.
ii) When the amount of an item is not worked out by the tenderer or it does not correspond with the rate
written either in figure or in words, the rate quoted by the tenderer in words shall be taken as correct.
iii) When the rate quoted by the tenderer in figures and in words tallies but the amount is not worked out
correctly the rate quoted by the tenderer shall be taken as correct and not the amount.
13.
The tenderer should inspect the site and quote the rates after assessing the work requirement of both
labour and material.

14. i) If any tenderer withdraws his tender within the validity period or makes any modifications in the terms
and conditions of the tender which are not acceptable to the Department, then CSIR shall, without
prejudice to any other right or remedy, be at liberty to forfeit 50% (fifty per cent) of the earnest money
absolutely.
ii) 100% Earnest money will be forfeited if the contractor fails to commence the work within the stipulated
period after the award of work.
15 The successful tendered shall be required to deposit@10% of the contract award value as
performance security, immediately after award of work. This security deposit is to be furnished in the
form of Fixed Deposit Receipt (FDR) of scheduled Banks/SBI pledges in favour of Director, CRRI. New
Delhi which will be valid up to the stipulated date of completion of the work. The security Deposit will be
forfeited in case of breach of Contract. After successful completion of Contract, The Security Deposit will
be refunded after adjusting the dues, if any, to the CRRI/Mali from the Contractor.

Except writing rates and amount, the tendered should not write any conditions or make any changes,
additions, alterations and modifications in the printed form of tenders, Tenderers who are desirous to
offer rebate the same should be brought out separately in the covering letter and submitted along with
the tender.
17 Director, Central Road Research Institute reserves the right to reject any or all the tenders or to accept
them in part or to reject the lowest tender without assigning any reason.

AGREEMENT JOB FOR ANNUAL CONTRACT FOR HORTICULTURE WORK
This Agreement made on this_____________________________ day of between the COUNCIL of Scientific & INDUSTRIAL RESEARCH, a Society registered under the Society Registration Act. and having its office at Anusandhan Bhawan ,Rafi Marg,New Delhi (hereafter referred to as CSIR ) of the One part.
And
M/s____________________________at_________________________________________________
__________________(hereafter referred to as Contractor ) of the other part.
Whereas the CSIR is desirous of giving a job contract for Annual Job Contract for the
Maintenance of lawns and flower beds at CRRI Campus, Mathura Road, New Delhi
which is a constituent unit of CSIR (hereafter referred to as Lab./Instt.) and whereas the contractor has
offered to provide the Annual Job Contract for the Maintenance of lawns and flower beds
at CRRI Campus, Mathura Road, New Delhi on the terms and conditions hereinafter stated.
Whereas contractor has represented that he is a registered contractor under the provisions of Contract
Labour (Regulation and Abolition) Act 1970 and has further represented that he is eligible to get this
contract and there is not legal or any other bar for him in this respect. Any obligation and /or formalities
which are required to be fulfilled under the said Act or any amendment thereto for the purpose of
entering into and/or execution of this contract shall be carried out by the contractor at his expense etc,
and the contractor shall report the compliance there of to the CSIR .The contractor shall be solely liable
for any violation of the provision of the said Act or any other act.
Whereas CSIR has agreed to award the contract of work of Annual Job Contract for the
Maintenance of lawns and flower beds at CRRI Campus, Mathura Road, New Delhi of
the proper ties mentioned at Schedule Annexures ...
And Whereas the contractor has agreed to furnish to the Lab. /Instt. a security deposit of
Rs by way of Bank Guarantee or Fixed Deposit Receipt(FDR).

Now therefore by these articles and on the premise mentioned above, the parties have
agreed to as under
(A ) GENERAL CONDITIONS
1. That it is expressly understood and agreed between the parties to this Agreement that the
persons deployed by the contractor for the services mentioned above shall be the
employees of the contractor for all intents and purposes and that the persons so deployed
shall remain under the control and supervision of the contractor and in no case, a
relationship of employed and employed between the said persons and the CSIR shall
accrue/ arise implicitly or explicitly.
2. That on taking over the responsibility of the work assigned Annual Job Contract for the
Maintenance of lawns and flower beds at CRRI Campus, Mathura Road, New Delhi
the Contractor shall formulate the mechanism and duty assignment of work to its
personnel in consultation with Director of the CSIR-CRRI or his nominee. Subsequently,
the contractor shall review the work assigned from time to time and advise the Director of
the CSIR-CRRI for further streamlining their system. The contractor shall further be bound
by and carry out the directions/ instructions given to him by the Director of the CSIR-CRRI
or the officer designated by the Director in this respect from time to time.
3. That the Director of the CSIR-CRRI or any other person authorized by the Director shall be
at liberty to carry out surprise check on the persons as deployed by the contractor in order
to ensure that persons deployed by him are doing their duties
4. That in case any of the persons so deployed by the contractor does not come up to the
mark or does not perform his duties perform his duties properly or commits misconduct or
indulges in any unlawful activity or disorderly conduct, the contractor shall immediately
withdraw and take suitable action against such persons on the report of the CSIR-CRRI in
this respect. Further, the contractor shall immediately replace the particular person so
deployed on the demand of the Director of the CSIR-CRRI in case of any of the aforesaid
misconduct on the part of the said person.

( B ) CONTRACTORS OBLIGATIONS
1. That the contractor shall carefully and diligently perform the work assigned/ horticulture to
him as mentioned at Annexure I, II, III as deemed fit by him in consultation with the
officer-in-charge as designated by Director, CRRI.
2. That for performing the assigned/horticulture work, Annual Job Contract for the
Maintenance of lawns and flower beds at CRRI Campus, Mathura Road, New Delhi
the contractor deploy persons in eight hours shift and as per the requirement of the job.
The contractor in performance of their duty. it is further agreed that the contractor shall
engage medically and physically fit persons preferable below the age of 50 year.
3. That the contractor shall submit details, such as, names, parentage, residential address,
age, etc., of the persons deployed by him in the premises of the CSIR-CRRI Campus for
the purpose of proper identification of the employees of the contractor deployed for the
work, he shall issue identity cards bearing their photographs/ identification, etc., and such
employees shall display their identity cards at the time of on duty.
4. That the Contractor shall be liable for payment of wages and all other dues which they are
entitled to receive under applicable labour laws and other statutory provisions.
5. That the contractor shall at his own cost, if required take necessary insurance cover in
respect of the aforesaid services rendered to CSIR and shall comply with the statutory
provisions of Contract Labour (Regulations & Abolition) Act. 1970; Employees State
Insurance Act, Workmans Compensation Act, 1923; Payment of wages Act 1936; The
Employees Provident Fund (and Miscellaneous Provisions) Act 1952; The payment of
Bonus Act 1965; The Minimum Wages Act,1948; Employers Liability Act, 1938;
Employment of Children Act, 1938, maternity benefit act and/ or any other Rules/
regulations and/ or statutes that may be applicable to them.
6. That the Contractor shall be solely responsible for any violation of provision of the labour
laws or any other statutory provisions and shall further keep the CSIR indemnified from all
acts of omission, fault, breaches and/or any claim, demand; loss; injury and expense
arising out from the non-compliance of the aforesaid statutory provisions. Contractors
failure to fulfill any of the obligations hereunder and/ or under the said Acts, rules/
regulations and/or any by-laws or rules framed under or any of these the CSIR shall be
entitled to recover any losses or expenses which it may have to suffer or incur on account
of such claims, demands, loss or injury from the contractors monthly payments.
7. That the contractor shall be required to maintain permanent attendance register/ roll within
the building premises which will be open for inspection and checking by the authorized
officers of CSIR-CRRI.

8. That the contractor shall make the payment of wages, etc. to the persons so deployed in
the presence of representative of the CSIR-CRRI and shall on demand furnish copies of
wages register / muster roll, etc. to the CSIR-CRRI for having paid all the dues to the
persons deployed by him for the work under the Agreement. This obligation in imposed on
the contractor to ensure that he is fulfilling his commitments towards his employees
so deployed under various Labour Laws, having regard to the duties of CSIR in this
respect as per the provisions of Contract Labour (Regulation and Abolition) Act, 1970. The
contractor shall comply with or cause to be complied with the Labour regulations from time
to time in regard to payment of wages, wage period deductions from wages, recovery of
wages not paid and deductions unauthorized made, maintenance of wages book, wages
slip, publication of scale of wages and terms of employment, inspection and submission of
periodical returns.
9. That the contractor shall submit the proof of having deposited the amount of ESI & EPF/
ECR contributions towards the persons deployed at CSIR-CRRI Campus in their
respective names before submitting the bill for the subsequent month. In case the
contractor fails to do so, the amount towards ESI & EPF contribution will be withheld till
submission of required documents.
10. The contractor shall take all reasonable precautions to prevent any unlawful riot or
disorderly conduct or acts of his employees so deployed and ensure preservation of peace
and protection of persons and property of CSIR-CRRI.
11. That the contractor shall deploy his persons in such a way that they get weekly rest. The
working hours/leave, for which the work is taken from them, do not violate relevant
provisions of Shops and Establishment Act. The contractor shall in all dealings with the
persons in his employment have due regard to all recognized festivals, days of rest and
religious or other customs. In the event of the contractor committing a default or breach of
any of the provisions of the Labour Laws including the provisions of Contract labour
(Regulation and Abolition) Act, 1970 as amended from time to time or in furnishing any
information, or submitting or filing any statement under the provisions of the said
regulations and rules which is materially incorrect, they shall without prejudice to any other
liability Pas to the Director, CSIR-CRRI a sum as may be claimed by CSIR-CRRI.
12. The Contractor shall remove all workers deployed by him on termination of the contrast or
on expiry of the contact from the premises of the CSIR-CRRI and ensure that no such
person shall create any disruption/ hindrance problem of any nature in CSIR-CRRI either
explicitly or implicitly.

13. The security money so deposited shall be liable to be forfeited or appropriated in the
event of unsatisfactory performance of the Contractor and/ or loss/ damage if any
sustained by the Institute on account of the failure or negligence of the workers deployed
by him or in the event of breach of the agreement by the Contractor.
14. The security money will be refunded to the Contractor within one month of the expiry of
the contract upon the satisfactory performance of the contract. & no any dues any worker
deployed
(C) CSIRS/First Partys OBLIGATIONS 1. Payment shall be made by the 07th day of the month on the basis of the bills raised by the
contractor and duly certified by the officer designated by CSIR-CRRI in this regard.
2. The payment on account of enhancement/escalation charges on account of revision in
wages by the appropriate Govt. Govt. Of India/Govt. of NCT of Delhi from time to time
shall be payable by the CSIR-CRRI to the contractor.
3. That the CSIR-CRRI shall reimburse the amount of G.S.T Regime, if any, paid by the
contractor to the authorities on account of the service renderer by him. This
reimbursement shall be admissible on production of proof of deposit of the same by the
contractor.
(D) INDEMNIFICATION
1. That the contractor shall keep the CSIR indemnified against all claims whatsoever in
respect of the employees employed by the contractor. In case any employee of the
contractor so deployed enters in dispute of any nature whatsoever, it will be the
primary responsibility of the contractor to contest the same. In case CSIR is made
party and is supposed to contest the case, the CSIR will be reimbursed for the actual
expenses incurred towards counsel fees and other expenses which shall be paid in
advance by the contractor to CSIR on demand. Further the contractor shall ensure
that no financial or any other liability comes on CSIR in this respect of any nature
whatsoever and shall keep CSIR indemnified in this respect.
2. The contractor shall further keep the CSIR indemnified against any loss to the CSIRs
property and assets. The CSIR shall have further right to adjust and/or deduct any of
the amount aforesaid from the payments due to the contractor under this contract.

(E). PENALTIES/ LIABILITIES
1. That the contractor shall be responsible for faithful compliance of the terms and
conditions of this agreement. In the event of any breach of the agreement, the same
may be terminated and the security deposit will be forfeited and further the work may
be got done from another agency at their risk and cost.
2. That if the contractor violets any of the terms and conditions of this agreement or
commits any faults or their service are not to the entire satisfaction of the officer
authorized by the Director of the Lab on his behalf, a penalty leading to a deduction up
to a maximum of 10 % of the total amount of the bill for a particular month will be
imposed.
(F).COMMENCEMENT AND TERMINATION
1. That this agreement shall come into force w.e.f. ____________ and shall remain in for a
period of Twelve (12) months. This agreement may be extended on such terms and
conditions as are mutually agreed upon.
2. That this agreement may be terminated on any of the following contingencies:-
a) On the expiry of the contract period as state above.
b) By giving one month's notice by CSIR-CRRI on account of:
i. For committing breach by the Contractor of any of the Terms and Conditions of
this Agreement.
ii. On assigning the contract or any part thereof to any sub contractor by the
Contractor without written permission of the CSIR-CRRI
c) On Contractor being declared insolvent by competent Court of Law.
During the notice period for termination of the contract, in the situation contemplated above, the
Contractor shall keep on discharging his duties as before till the expiry of notice period.
(G). ARBITRATION
1. In the event of any question, dispute/difference arising under the agreement or in
connection herewith (except as to matters the decision of which is specially provided
under this agreement), the same shall be referred to the sole arbitration to DG-CSIR or
his nominee.

2. The award of the Arbitrator shall be final and binding on the parties. In the event of such
arbitrator, to whom the matter is originally referred to, is being transferred or vacating
his office or resigning or refusing to work or neglecting his work or being unable to act
for any reason whatsoever, the Director-General ,CSIR shall appoint another person to
act as arbitrator in place of the outgoing arbitrator in accordance
with terms of this agreement and the persons so appointed shall be entitled to proceed
with the reference from the stage at which it was left by his predecessor.
3. The expression Director General, CSIR shall mean and include an acting/officiating
Director-General.
4. The arbitrator may give interim award(s) and /or directions, as may be required.
5. Subject to the aforesaid provisions, the Arbitration & Conciliation Act,1996 and the rules
made hereunder and any modification thereof from time to time being in force shall be
deemed to apply to the arbitration proceedings under this clause.

21. The persons engaged by the Contractor for this work should not cause any obstruction
to the office work. They should be cordial, polite, cooperate and well behaved.
22. Complains received from the office staff or observations with regard to deterioration in
the work standards will be viewed seriously and may lead to termination of the
Contract.
23. CRRI will have the full right to direct its Security personnel to check, search or examine
any or all the employees, agents or representatives of the Contractor including their
belongings while entering / leaving the premises, it felt necessary, with the help of
police.
24. Contractor along with his agents, representative or employees will be allowed to enter
into the premises for the purpose of rendering the said service. The Contractor will be
responsible for any loss, damages or theft caused to CRRI by Contractors agent,
representatives or employees while rendering the said services which will be recovered
from the Contractor.
25. All employees of the Contractor will wear the identification card whenever on duty in the
premises.

26. Sufficient number of trained and adequately experienced Malis as per the job
requirement/specification (i.e. 24 Malis per day including Choudhary/Supervisor at
CRRI office campus, must be always available on duty for carrying out day-to-day
work.
27. The duty hours for this work will be from 9.00 am to 5.30 pm during Monday to
Saturday. The Contractor will also provide the services after office hours (upto 6.30 pm),
as and when required. At least, two persons should be provided on
Sundays/holidays.
28. Tenderers having common partners/directors are not permitted to quote for more than
one tender.
29. The employees of the Contractor shall not be allowed to remain in the premises, other
than their duty hours, unless directed by the Officer-In-charge.
30. The performance of the work will be closely observed for an initial period of three
months, and if not found satisfactory, the contract will be terminated forthwith and
security deposit will be forfeited.
31. The Contractor will pay rates and wages to his workers and observe hours of the work
and condition of employment as per applicable Labour Act and Rules. It shall be the
responsibility of Contractor to ensure that he pays his employees wages which are not
less than the minimum wages prescribed by the Union Govt./ State Govt. in Delhi and
/or required under the Labour Act. The Contractor shall make payment to the all workers
in presence of In-charge (Horticulture), or through any Bank for the work at CRRI
office campus or their representatives. Contractor should obtain a certificate in the
payment register from the authorized representative that full payment has been made to
the all workers in his/her presence.

32. Contractor shall abide by all applicable laws including all Labour laws and Welfare laws
(ESIC, EPF/ ECR, Bonus, Income tax, or any other Tax levied by Govt.), Company Act
etc. and shall adopt all required welfare measures for the Contractors employees and
discharge all other obligations concerning there to. The Contractor shall furnish
adequate proof to CRRI in this regard. All such responsibilities and obligations, whether
specified herein or not, shall be the responsibility of the Contractor.
33. Contractor has to ensure that the horticulture maintenance services are not disturbed
either due to the absentees or due to willful act of his employees. Maximum care/
precaution shall be taken to avoid any such situation.
34. Children and Senior Citizens shall not be engaged by the Contractor as worker. In case
any dispute arises related to the workers age, age proof of all the workers will have to
be provided by the Contractor, if asked. In this regard, decision of CRRI will be final and
binding on the Contractor.
35. All the personals engaged by the Contractor have to adhere to laid down safety
guideline on the subject. Adequate precaution is to be exercised to prevent any kind of
loss to the men and materials. The Contractor will be directly responsible for any
consequences arising out of any such violation by his agency/materials/Staff.
36. Employees proposed to be deployed by the Contractor for providing services envisaged
hereunder shall be subject to the screening by the Officer In-charge or Officer
nominated by employer to ascertain their antecedents, suitability and skills. The
Contractor, before deployment of the employees, shall furnish their complete particulars
to CRRI and obtain the approval of Security Officer of CRRI. CRRI reserves the right to
interview these employees, if considered necessary, before giving such approval.

37. CRRI reserves the right to ask Contractor to remove any of his employees, without
assigning any reasons/notice thereof.
38. Contractor shall submit the photocopies of EPF account number and
temporary/permanent ESIC card of all of his employees. Contractor is also required to
submit the photocopies of Challans (i.e. EPF with ECR and ESIC) on monthly basis
through which EPF/ECR and ESI payment has been made by him in respect of his
employees.
39. First monthly bill will be paid without these Challans but for subsequent bills, these
Challans are required to be submitted. If these Challans are not provided, the amount
claimed towards ESIC and EPF/ECR contribution will be withheld till submission of
these Challans. If these Challans are not submitted to CRRI for two consecutive
months only, during the period of contract then the entire amount of next monthly bill
will not be paid till submission of these Challans.
40. The contractor will provide suitable uniforms (two sets) to the persons or staff so
engaged or to be engaged by him for rendering the aforesaid services and shall also
ensure that the same are clean, tidy and are worn by them at all the times while on
duty. No workmen will be allowed to enter CRRI campus Mathura road premises
without uniform & identity card issued by the contractor.
41. As it is mandatory for the Contractor to pay minimum wages as fixed by Central
Government or State Government, whichever is higher, plus the statutory dues like ESI,
EPF, Bonus, etc. any bidder quoting less than the minimum wages and also not
appropriately quoting for these charges shall be disqualified at the stage of evaluation.

42. The Contractor will collect the unserviceable/wastage/rubbish materials as envisaged
during day to day maintenance of horticultural activities from designated places in the
CRRI-campus and then these materials will be taken away by him by mechanical
means/transport for 30 km lead by Tractor-Trolley/Truck etc. at least once in each
month before submitting the monthly bill by him. Outside the campus to approved
municipal dumping ground or as directed by Officer-In-Charge In case the contractor
fails to do so, appropriate amount will be withheld till the above mentioned work is
completed.
43. Tools & Plants (T&P), diesel, petrol, Anti bird net, uniform to the deputed staff shall be
provided/ supplied by the contractor and other related materials i.e. Chemicals,
manure, Fertilizers, Insecticide/Pesticide, sweet earth, Seeds, Seedling and
Rubber house pipe shall be supplied by the Department on free of cost.
44. The tender of those tenderers will also be treated as valid Tender and at per with other
tenderers, even if, they are Exempted/ Relaxed from payment of ESI, EPF and/ or G.S.T
Regime etc. by the Govt. of India or its statuary bodies provided that all the relevant
papers/ certificates/ documents in respect of such exemptions are attached with the bid
submission.
45. The work will be carried out as per CPWD specifications or directed by Officer In-
charge.
46. The contractor should see the worksite work and assess the requirement for the job and
quote his rates.
47. Contractor shall ensure that the wages to his workers are paid by the 7th day of the
month, irrespective of his bills are paid by CRRI or not.

Scope of Work The following scope of work has been framed in order to maintain the nursery/ lawns/flower beds/ pots plants/tree plantation etc.
1. The flower beds are to be watered as per requirement and have to be properly maintained i.e. clearing of wild growth.
2. Spraying of insecticides and pesticides in the flower beds and other trees/hedges
in lawn area at least once in a month or earlier as directed by Officer In-charge. 3. Mowing of lawn by lawn-mowers once in a fortnight or earlier as directed by the
Officer In-charge. 4. Weeding of flower beds from time to time, at least once in fortnight or earlier or as
directed by Officer In-charge. 5. Operation of two pumps daily (including one submersible pump) for watering the
lawn and flower bed areas. 6. Spreading of cow-dung manure and earth mixture at least one in a year in lawns
and at least twice in a year in flower beds or on availability or as directed by Officer In-charge.
7. Seed seedling of flower beds for seasonal flowers at least twice in a year or as
directed by Officer In-charge. 8. Lawn has to be watered on alternate days basis or as per the availability of water. 9. Operation of weeding of wild growth/unwanted vegetation from lawn every month. 10. Cutting of hedge at least twice in a month or as directed by Officer In-charge. 11. Mixing of cow dung manure and fertilizer in lawn, flower beds, plants pits as
directed by the Officer-In-charge. 12. Unwanted growth of grass/ plants on walls of the building will be routed out as
and when required or as per the direction of Officer-In-charge.

13. During day to day maintenance work, Collection of waste materials will be collected in an environment friendly manner at designated place as approved by Officer In-charge and disposal of their same in to the approved municipal dumping ground outside the CRRI Campus or as directed by Officer In-charge by mechanical means such as Tractor-trolley or Truck at least once in month including loading and unloading.
14. Arranging water from Okhla tank to CRRI Sump well through pipe line (300 meter
long) day to day or as per the availability of water from Okhla tank. Collection of available water in Okhla tank to CRRI, and Pumping this water from Sump well on requirement or as directed.
15. Daily maintenance of nursery which include Shifting of pots, Repotting, Watering,
Painting and arrangement of pots/plants in Council hall, Conference Room, Guest House, Hostel, Reception, DRRIs Office and other places, as directed.
16. Development of new flower beds and plantation of trees/hedges etc. is also part
of this work.

during currency of contract. During the course of inspection, any tool not

required quantity by the contractor within 3 days from the date of Inspection.
If the contractor fails to do so, the recovery rates as mentioned in the above
list will be made from his monthly bill.
(iii) The surprised inspection/checks may be conducted any time by OfficerIn-
Charge at site store (which will be maintained by contractor) to ensure the
working condition of tools and its quantities.
