Mission and Responsibilities • The NOWG oversees the NANPA and the PA to ensure
compliance with the technical requirements, industry guidelines, FCC and State Regulatory directives.
• The NOWG prepares two Annual Performance Reports, one for the NANPA and one for the PA, based upon results compiled from annual performance survey results, annual operational reviews and NOWG observations.
• The NOWG receives various directives assigned by the NANC for analysis and recommendation.
• The NOWG reviews and prepares a recommendation to the FCC for change orders submitted by the NANPA and PA.

NANPA and PA 2005 Performance Report
• The 2005 Performance Reports were distributed and approved via email by the NANC in June, 2006
• Final Reports were submitted to the FCC on June 23, 2006

• Reviewed 2005 NANPA/PA Performance Surveys for modifications and streamlining.
• 2006 Draft Performance Surveys distributed to NANPA and PA for comments.
• 2006 Draft Performance Surveys and cover letter distributed to NANC for comments and approval.– The NOWG is requesting NANC feedback by
December 15th • 2006 Performance Surveys to be distributed to
industry in January 2007.

NANPA Change Order #6 Recommendation
• New Change Order submitted on 07/07/2006.• Change Order #6 was issued in response to INC
Issue 517 for the NANPA to deny NXX Assignments to a Service Provider that has opted into Pooling in a Voluntary Rate Center.
• NOWG reviewed and recommended that this change order be approved.
• This recommendation was provided to the FCC on July 20, 2006.

NANPA Change Order #7 Recommendation
• New Change Order submitted on 09/25/2006.• Change Order #7 was issued in response to an INC
guideline change (INC Issue 454), which makes changes to the 900 NXX Assignment Guidelines, as well as the 900 NXX Forms (Parts A, B, and C) to clarify the process and requirements for applying for and obtaining additional 900 NXX assignments.
• NOWG reviewed and recommended that this change order be approved.
• This recommendation was provided to the FCC on October 3, 2006.

PA Change Order #46 Recommendation
• New Change Order submitted on 09/15/2006.• Change Order #46 was issued in response to INC
Issue 517. The changes require the Pooling Administrator to produce daily information that will allow NANPA to determine the specific companies, by OCN, that have opted into pooling in optional pooled rate centers.
• NOWG reviewed and recommended that this change order be approved.
• This recommendation was provided to the FCC on September 21, 2006.

PA Change Order #47 Recommendation
• New Change Order submitted on 10/10/2006.• Change Order #47 was issued in response to INC
Issue 516 to add additional fields to the Part 4 form, making this form more consistent with the NANPA Part 4 form.
• NOWG reviewed and recommended that this change order be approved.
• This recommendation was provided to the FCC on October 17, 2006.

PA Change Order #48 Recommendation
• New Change Order submitted on 10/13/2006.• Change Order #48 was issued in response to FCC
Wireline Competition Bureau Letter dated September 8, 2006 for the Interim p-ANI Administrator.
• NOWG reviewed and recommended that this change order be approved.
• This recommendation was provided to the FCC on October 23, 2006.

2007 NOWG Chair Positions• Two of the three co-chair positions were up for re-election
for 2007. • NOWG reached consensus to have all three co-chair
positions be two year terms.• Nominations for both positions were accepted. Paula
Hustead (Windstream) was nominated for one of the two open co-chair positions, and Karen Riepenkroger was nominated to continue her current role.
• No other nominations were presented, Paula Hustead and Karen Riepenkroger were named to these respective roles by acclamation in September 2006.
