NCBC partnered with the Sonoma County and Marin County Bicycle Coalitions on a PSA Video-45 seconds long-Give riders of all types 3 feet-also reminds drivers that all types of people ride bikes-Looking for funding to get the PSA it in local movie theaters.

Napa County Library-Contracting with NCBC to build a “mobile library bike (Trike)” for attending local events. NCBC is considering Crowd Sourcing for funds to support the effort.

4. Committee Member and Staff Comments 4.1 Member Christian - Parks Bond made it through committees. It will likely be on the ballot in 2018-Local/Regional Trails, Coastal Conservancy as well as Parks and Open Space Districts will be supported. The Gov. supports it (needs 51% to pass). Will bring a source of funding to trails. 4.2 Member Costanzo requested an update on the signals on the Vine Trail Oak Knoll segment. City of Napa staff, Lorien Clark said the City has hired a consultant to do evaluation for best timing and adjustment. It will be up to Caltrans to make the adjustments once recommendations are made. Member Costanzo also reported there is a malfunctioning signal at Trower. He also reported the City App for reporting road issues is not working. City staff will work on correcting the App reporting issue. 5. Routine Accommodations/Complete Streets Checklist Review None. 6. REGULAR AGENDA ITEMS 7.1 Nomination and Selection of Chairperson and Vice Chairperson of the Active Transportation Advisory Committee (ATAC) (Diana Meehan) The committee nominated and elected a Chairperson and Vice Chairperson for the remainder of the 2017 Calendar year to fill a vacancy MOTION MADE by KING SECONDED by COSTANZO to APPROVE Frances Knapczyk as Chairperson for the remainder of 2017. Motion passed unanimously

MOTION MADE by HAGYARD SECONDED by KNAPCZYK to APPROVE Joel King as Vice Chairperson for the remainder of 2017. Motion passed unanimously 7.2 Caltrans District 4 Regional Bicycle Plan Update (Diana Meehan) Sergio Ruiz, Caltrans District 4 Pedestrian and Bicycle Coordinator, Branch Chief provided a presentation and update on the status of the District 4 Regional Bicycle Plan. The Plan Vision is to improve cycling on and across the State Highway Network and will complement the recently adopted State Active Transportation Plan-“Toward an Active California” which is policy focused document that includes strategies for making active transportation modes safer. The District plan will focus more on projects in the region.

Emphasis Areas of the plan are:

• Prioritize Safety • Design safer and more intuitive highway crossings and interchanges • Streamline and communicate process for engaging with Caltrans and local communities • Promote innovation through design and testing new bicycle treatments • Increase investments in bicycle facilities on state highways • Incorporate social equity into the prioritization process

Demand projections- Caltrans is using the MTC Travel Demand model with a focus on trips between 2-5 miles which are considered an easy travel distance for bikes. Current tasks-

• Project identification-This may include focus group meetings with jurisdiction staff to help identify priority projects. The goal is to prioritize projects within each county, not just the region.

• Round 2 outreach taking place this fall: o Oakland o Petaluma o Menlo Park

The plan goal is a final product that is a user-friendly document for staff, jurisdictions and the public which may include:

• Online mapping tool • GIS data • Methodology report

• Project list 7.3 Napa Countywide Bicycle Plan Update-Refined Vision, Goals and Objectives (Diana Meehan) Staff provided a brief overview and presentation of the current status of the Countywide Bicycle Plan Update:

• Outreach events • Wikimap-progress update including a demonstration on how to use the Wikimap • Breakout session to mark-up maps and provide written comments on plan vision goals

objectives and policies

Vision, Goals and Policies - Staff explained the desire to streamline the Vision and create a more succinct set of goals and objectives, which will include relocating some objectives to the implementation part of the document. Committee member suggestions for Primary Goals:

• Safe Connected network that will encourage riding-such as making transformative improvements on the Trancas Corridor

• N/S and E/W protected networks where people feel safe and comfortable on the streets and emphasize the importance for bicycling as a form of transportation -

o Context sensitive appropriate treatments o Intersection improvements that remove barriers along and across connected

networks • Increase the level of bike riding -

o Not a high level of population o Parking is free and abundant

• Make primary and secondary connections across the county and within each jurisdiction • Education component - opportunities for encouraging use • Complete streets - all ages and all abilities • Increase standard widths for Class 1 to accommodate higher rates of use • Safety - (Removing safety barriers) not just safe improved infrastructure, but street

level harassment and perceived safety issues; Include formal, clear protocol and reporting mechanism for issues occurring with riders, particularly road rage, harassment etc.

• Who are the stakeholders that will benefit from the networks? Identify network priority and needs based on user:

o Students - better school routes o Tourists - Interest nodes-shopping, attractions o Commuters - Work nodes

SUBJECT: Napa Countywide Bicycle Plan Update – Refined Vision, Goals and Objectives

RECOMMENDATION That the ATAC approve the updated Countywide Bicycle Plan vision, goals and objectives. EXECUTIVE SUMMARY The last Countywide Bicycle Plan was completed in 2012 and adopted prior to the introduction of the Active Transportation Program (ATP) and its various planning requirements. Last year, the first Countywide Pedestrian Plan was completed and will be combined with the updated Bicycle Plan to create an Active Transportation Plan. The Active Transportation Plan will provide guidance to jurisdictions for improving the active transportation network in Napa County and provide the framework for achieving the Countywide Transportation Plan, Vision 2040 goal of a 10% bicycle mode share by 2040. The updated Vision, Goals and Policies document builds on the previous plan language and develops policies for each of the primary two goals: connectivity and safety FISCAL IMPACT Is there a Fiscal Impact? None CEQA REQUIREMENTS ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

Page 2 of 2 ___________________________________________________________________________________ BACKGROUND AND DISCUSSION The 2012 Countywide Bicycle Plan Vision statement (Pg. 3, Attachment 2) establishes Napa County as a bicycle friendly community once the principal goals of the plan are achieved. The principal goals expound upon developing and building a safe, connected, user-friendly bicycle system that contributes to the health, economy and well-being of the entire community and its visitors. While the vision statement provides the long term view for bicycling in Napa County, the goals and policies represent the principles for achieving the vision. The proposed vision statement (Attachment 1) for the 2017 plan update combines portions of the past vision and goals statement and references two primary plan goals:

1. Connectivity 2. Safety

These two goals are represented in a streamlined format, and include corresponding policies that were drawn from the previous plan providing a simplified framework for achieving Countywide plan goals. This updated version is consolidates the 10 previously listed objectives and 64 policies into a more succinct and achievable matrix. The matrix also adds agency/organization responsibilities for implementation once approved. Many of the multiple policies listed under the previous plan’s objectives are more project and program specific and can be embodied within jurisdictions’ plans as needed. The addition of jurisdiction-specific policies in individual plan components will allow context sensitive solutions rather than a one-size-fits-all policy framework. Staff is requesting that the ATAC review, comment and approve the proposed Countywide Draft Vision Goals, and Policies for the 2017 update of the Napa Countywide Bicycle Plan. Next Steps:

• Technical Advisory Committee Review on December 7 • Additional matrix components:

o Jurisdiction specific policies o Information identifying agency responsible for implementation (for

No BACKGROUND AND DISCUSSION The ATAC makes recommendations to the NVTA Board on all active transportation related projects and programs. The 2017 ATAC Work Plan provides the framework for timely review and recommendation to the NVTA Board on projects and programs related to active transportation. A review of the work plan tasks will help evaluate the current progress of active transportation projects and programs.
