About half, or nearly half.That’s the usual estimate for how much of Nantucket

is protected through conservation. The figure may vary,but what doesn’t is the fact that a substantial portion

of the Grey Lady will remain exactly how it is for a very, very long time.

For such a small place, there’s a surprisingly large number ofgroups working in cooperation to safeguard the island’s treasuredresources – the Nantucket Conservation Foundation, theNantucket Islands Land Bank, Trustees of Reservations, theNantucket Land Council, Mass Audubon and the Sconset Trustcollectively protect close to 15,000 acres.

“There’s almost no greater gift to Nantucket than the conserva-tion movement,” said Bob Felch, executive director of the SconsetTrust. “Conservation is something Nantucketers of all stripes canbe proud of.”

BALANCING ACTIn addition to conservation, Nantucket faces the reality of

ensuring its economy develops in such a way that the islandremains a place where people can and want to live. Removingswaths of developable land from the real estate market, however,doesn’t preclude that goal. In some ways, it enhances it.

“People come here for the quality of life because there is pro-tected land,” said Jim Lentowski, executive director of the

Conservation Foundation, the island’s largest conserved holder.For Andrew Vorce, the director of the Nantucket Planning

Office and the Nantucket Planning and EconomicDevelopment Commission, striking the balance between con-servation and growth has much to do with working with what’salready there.

“We’re trying to build with what’s already occurred,” Vorce said.“If, for instance, there’s an area with existing commercial activity,we try to encourage expansion in that area without establishing theactivity in new places.”

The town’s Master Plan, which was approved by Town Meetingin 2009, encourages smart growth and careful management ofresources.

“You have to encourage growth in your community, but, wisely,not allow sprawl on every square inch of the island,” Vorce said.“There need to be areas for businesses, young people, music andnoise, and all the other things that keep Nantucket going, butthere are other areas where no activity should go on. The balancehas to be there.”

OPEN MARKETMany of the island’s conservation groups contend with another

balance: between what properties they wish to protect and what prop-erties they can afford to protect. While donations have fueled much ofthe conservation movement’s accomplishments, especially in its form-ative years, rising land values and a troubled economy have recentlycombined to make obtaining land a more difficult proposition.

“We’re less into land acquisition now and more into land man-agement,” said Lentowski of the Conservation Foundation, whichhas protected nearly 8,900 acres since the organization was foundedin 1963.

Major purchases remain a reality, but millions of dollars must beraised to compete in the island’s real estate market. When theConservation Foundation made the decision to buy the Universityof Massachusetts Field Station six years, it had to set about raising$22 million to pay for it.

The Conservation Foundation isn’t alone in making big buys.The Nantucket Land Council paid $14 million in 2007 for conser-vation restrictions — negotiated easements where a group holds acertain right to a property — on the 270-acre Linda Loring proper-

ty on Eel Point Road.In 2009, the Nantucket Islands Land Bank, which draws revenue

from a 2-percent fee on most real property transfers, spent $5 mil-lion on a 1.4-acre property on Orange Street and $4 million on a 13-acre property on Polpis Road.

The Land Bank must contend not only with high land values butalso with a slow real estate market. A more active market meansgreater revenue for the Land Bank. The current market means “it’snow where we really have to carefully pick and choose, and knowthat we can’t do everything we want to do,” said Land BankExecutive Director Eric Savetsky.

No group was immune from the recession, which left land andrestriction acquisition “somewhat stalled,” according to CormacCollier, executive director of the Land Council.

Activity has picked up recently, but “the recent downturn hasmade people re-think about their property assets on Nantucket andpotentially have that as a fall-back position,” Collier said.

Slowed but not stopped, the Land Council was in June nearingthe completion of purchasing Muskeget Island for $100,000, whichit was buying in conjunction with the Town of Nantucket.

About half of Nantucket is conserved, butthe figure varies depending on who you askand how you define “conserved.”

Nantucket Planner Andrew Vorce puts thefigure at about 60 percent based on theAssessors Department records of exemptproperties, which include parcels owned bygroups such as the Conservation Foundationand the Land Bank, and publicly ownedparcels such as cemeteries and airport runwaysthat are unlikely to be developed.

Eric Savetsky, executive director of theLand Bank, said the conservation communi-ty believes the number to be 40 percent to 45percent “that’s truly protected open space.”

The Conservation Foundation, in its litera-ture, puts the figure at about 45 percent ofthe island’s land area.

The figure here – about 49 percent – comesfrom adding the acres held by the ConservationFoundation, the Land Bank, the Land Council,Trustees of Reservations, the Sconset Trust andMass Audubon and dividing that by 30,600acres, the island’s approximate land area basedon the 2000 Census. Perhaps oversimplified,the figure still sits in that “about half ” estimate.

PROTECTING ‘CHARACTER’Regardless of the size of a property, the cost of its purchase or the

type of conservation restriction on it, the goal is common: to protectNantucket as it is. That extends beyond dirt, sand and trees and intoa more abstract idea of “character.”

The Sconset Trust, which grew out of the ConservationFoundation in 1984, has as its mission to preserve the character ofSconset. That means purchasing 84 acres, but it also means purchas-ing Sankaty Head Lighthouse in 2007. Were it to have lost thelighthouse, Nantucket would have lost an icon.

In a similar way, the Land Bank has developed a niche in protect-ing open spaces with an emphasis on public use and public access,especially to the waterfront. Trustees of Reservations, likewise,ensures public access on the more than 1,000 acres in the Coskata-Coatue Wildlife Refuge, which was established in 1974 through aseries of gifts from landowners. Again, a balance is sought betweenuse and protection.

“The owners never wanted to restrict public access, but the areawas in need of management as use was increasing (in the 1970s),”said Diane Lang, property manager at the refuge.

Just as conserving Sankaty Head Lighthouse protectsNantucket’s character, so does preserving Coskata-Coatue as a placefor fishing, beach-going, and recreation in a managed wildliferefuge.

PERFECT LABWhile conservation encompasses more than the land itself, eco-

logical protection remains at the forefront of the movement. This isespecially true on Nantucket where relative isolation from the main-land presents researchers and the non-scientifically-inclined alikewith precious — and sometimes unique — habitats, flora and fauna.

“Nantucket is the perfect laboratory,” said Sarah Oktay, a chemi-cal oceanographer and managing director of the UMass FieldStation, noting that nearly all of the world’s sandplain grasslandshabitat is found on Nantucket.

Several groups — including the Field Station, the Maria MitchellAssociation, and Mass Audubon — have formed the NantucketBiodiversity Initiative.The initiative serves as an umbrella organizationthat works with the Land Bank to manage invasive species, accordingto Ernie Steinauer, a plant ecologist and sanctuary director for Mass

So if nearly or about half the island has been protected, what’s left? The answer, interms of undeveloped parcels, isn’t much. Citing Assessors Department records, Vorceof the Planning Office and the NP&EDC said vacant parcels account for 7.8 percentof the island’s land area. Based on the size of the island – about 30,600 acres, accordingto the 2000 Census – that 7.8 percent translates to about 2,400 acres.

As a guess, Vorce said he imagines that land will “probably end up split 60/40, with60 percent open space and 40 percent developed.”

Savetsky at the Land Bank sees conservation holdings growing, as well. Pegging thefigure of “truly protected open space” at 40 percent to 45 percent, “in reality, it mightcreep closer to 50 percent” in the future.

But, he said, “the cost (of land) is so high that it makes it difficult. It’s going to takea lot more effort” to conserve land.

Still, there are large properties available or ones that could become available, includ-ing the 190-acre Coast Guard’s LORAN station and 120 acres on Milestone Road inSconset. Whether such parcels will end up in conservation remains to be seen.

“A common comment is, ‘We’ve had enough of conservation. Do we need more?’And I would say, ‘Yes,’” said Felch of the Sconset Trust. “There are some large parcelsout there in undeveloped areas that absolutely should be conserved. We just need to finda way to work with the owners to do that.” �

number of sales more than doubled over2009. The dollars that those sales repre-sent are up 72 percent. This likely por-tends the beginning of a market turnaround. There has been talk recently of signspointing to a national recovery. Whatis your take on when we’ll feel the fulland lasting effects of any recovery onNantucket?

Although we cannot predict the future,the 2010 Nantucket real estate market istracking to improve over 2009 by roughly 25percent by the end of the year, in terms ofboth the sales volume and dollars.Nantucket typically feels the effects of aneconomic downturn later than other mar-kets and tends to come out of it more rapid-ly. Nantucket is primarily a second homemarket which behaves differently than a pri-mary one.

What is the state of the rental market?The rental market is significantly

stronger than it was during the last fewyears, indicating that people are willing tospend again on non-essentials.

What kind of properties are selling now?

Those properties that are priced correctlyare selling now. Most sellers understand thatin order to sell, they must price their proper-ty to the current market. Sellers are compet-ing now with others who may be more des-perate to sell, and therefore, more realisticabout pricing.

What area(s) do you think is/areundervalued right now? What area(s)do you think best retain its/their value over time?

It is difficult to generalize about particu-lar areas as there are great opportunitiesright now in all sectors of the market.However, the island as a whole has retainedvalue extremely well over the past decade.

The average Nantucket house is worth 3times what it was 10 years ago; the DowJones Industrial Average is worth less than itwas 10 years ago.

Are you seeing any movement in thesale of land, either up or down fromprevious years?

Land sales have been off the past fewyears, not surprisingly, given the economicconditions. In many cases, a buyer canbuy a finished house for about the sameprice of buying land and building. Andthey can use the property right awayrather than taking a year or more to build.Land sales will remain slow until some ofthe existing inventory is sold.

I think we are at the beginning of arecovery right now. People are much moregun-shy now than before the trauma of thefinancial meltdown, so the recovery willtake longer than past recoveries. Thatbeing said, buyers are seeing their chanceto get into the Nantucket real estate mar-ket at depressed prices, which is creatingdemand, which will ultimately push priceshigher. My dad, Pepper, has always told methat Nantucket is the first one out of realestate busts, so I am optimistic. Also, mybrother, Pepper II, and I own three com-mercial buildings downtown and our ten-ants are very happy with the start of the

season, which is a strong indicator that arecovery is in place.

What is the state of the rental market?

The rental market is strong. Rates, likeeverything else, have come off their peaksof a few years ago significantly, but if oneprices their rental property to today’s mar-ket, it will get rented. JPFCO is up 30 per-cent-plus in number of leases from last sea-son. August is pretty well booked and Julyis getting there. Rentals of $5,000/wk andunder and $20,000/wk and above are doingthe best. There are not nearly as manyquality choices as last year for last minutetenants.

What kind of properties are selling now?

The under $2 million market has the

most activity. So far this year, 92 propertiesunder $2 million have closed, and 27 prop-erties $2 million and above have closed.There are a lot of value buyers in the mar-ket right now, so if a property is priced totoday’s market there is a decent chance itwill sell. Properties that are not sellingare ones that are still priced to previousyears’ markets. Sellers have a hard timegrasping that the market took a 30 per-cent-plus hit, but if sellers are willing toaccept this reality, they can sell their prop-erty this season.

What neighborhood(s) do you thinkis/are undervalued now? What neigh-borhood(s) do you think best retainits/their value over time?

It is hard to generalize a whole neigh-borhood as being undervalued, but I think

There are still many people without jobsand nationwide, sales are improving.Nantucket has been more recession-proof thanmany areas and I feel that this shows today.

What is the state of the rental market?In the rental market, the number of houses

to rent has increased over the last two years,and owners who never wanted to rent beforehave added theirs to the pool. The supply isgreat, and the home owners are disappointedthat they have not had the tenants as in thepast. Tenants know they have a great supplyfrom which to choose. Rental numbers aregood in the real estate offices.

What kind of properties are selling now?

High-end properties are selling, the middleranges are suffering as job loss has effected thesepurchases, and Nantucket islanders are unableto sell and therefore purchase another property.Land sales are way down as buyers seem to wantto know what they are buying rather thanspend the time and money to build.

What area(s) do you think is/are under-valued right now? What area(s) do youthink best retain its/their value overtime?

Second homes near or close to the watermaintain their values as buyers will spend themoney to have that location. Mid-island issuffering more at this time.

Are you seeing any movement in the saleof land, either up or down, from previousyears?

Land sales are down as stated before. It’smore the unknown in regard to price in the end.

Miacomet is under-appreciated/undiscov-ered by many, and therefore it does not havethe demand of many areas. Therefore, itdoes not have upward pressure on prices, butit has so much to offer from tons of beauti-ful South Shore beaches to Bartlett’s Farmto Cisco Brewers to the Fish Market toMiacomet Golf Course. The neighbor-hoods that I think best retain their valueover time are Monomoy, Shimmo, LincolnCircle, Brant Point, ‘Sconset and Town.

Are you seeing any movement in thesale of land, either up or down fromprevious years?

Land continues to be the slowest part ofthe market. Building a house 30 miles out tosea coupled with strong values in existinghouses are holding this part of the marketdown. That being said, with contractors hun-gry for work and land prices down significant-ly, right now feels like a good time to build.Smart speculation builders stay ahead of thecurve and they have bought land recently.
