"The aeronautics blueprint identifies a new and revolutionary technology vision," said Administrator Sean O'Keefe. "Working in partnership with the Federal Aviation Administration, the Department of Defense, and industry, this blueprint will transform NASA and create the excitement necessary to inspire and develop an engineering workforce that will enable a new era in flight." The blueprint identifies four elements on which NASA will focus: the digital airspace, revolutionary vehicles, security and safety, and a state-of-the- art, educated workforce. "Aeronautics technology has not reached its limits," said Sam Venneri, associate administrator for the Office of Aerospace Technology at Head- quarters. "Revolutionary advances in materials, information technology, complex engineering systems, and much more will enable aviation to surpass the achievements of the first century of flight." The digital airspace will provide precise knowledge to pilots and controllers of air traffic, terrain, and weather for greater safety and effi- ciency. Revolutionary vehicles will enable unprecedented levels of mobility and safety while protecting the environment and allowing airports to be quiet, friendly neighbors. Security and safety will protect life and property from hazards and malicious intent. A state-of-the-art, educated workforce will adapt to and use complex technology in a world of rapid advancements. Director of Research & Technology Woodrow Whitlow served as Glenn's representative for the 6-month process to formulate the blueprint. He explained that he and representatives from Ames, Dryden, and Langley frequently met to map out the blue- print. They sought comments from industry and other government agencies, which helped guide them in the process. NASA develops blueprint to address aviation issues

ASA'S Office of AerospaceTechnology recently released anintegrated strategy, or blueprint, thataddresses solutions to critical issues inaeronautics by developing newtechnology leading to a bold era ofaviation.

"The aeronautics blueprint identifies anew and revolutionary technologyvision," said Administrator SeanO'Keefe. "Working in partnership withthe Federal Aviation Administration,the Department of Defense, andindustry, this blueprint will transformNASA and create the excitementnecessary to inspire and develop anengineering workforce that will enablea new era in flight."

Administrator Sean O'Keefe has selected space veteran andNASA astronaut Dr. Shannon W. Lucid as the Agency's nextchief scientist.

The only woman to be awarded the Congressional SpaceMedal of Honor by the President of the United States, Lucidcurrently supports space shuttle and International Space Stationmissions as spacecraft communicator.

Lucid will be responsible for ensuring the scientific merit of theAgency's programs. She will report for duty as soon as she

fulfills her responsibilities as capcom for STS–109. Lucid replaces Dr. Kathie Olsen,whom the President has announced he will nominate as the associate administratorfor Science in the Office of Science and Technology Policy in the Executive Office ofthe President.

ACTS recognizedThe Society of Satellite ProfessionalsInternational has awarded NASA the2002 Industry Innovators Award forTechnology Development and Applica-tions for the Advanced Communica-tions Technology Satellite (ACTS).

The society cited NASA for provingthe viability of a number of first-timesatellite communications technologiesusing ACTS. Glenn's Acting DeputyDirector Gerald Barna, Space Commu-nications Office Chief Pete Vrotsos,and ACTS Project Manager RobertBauer accepted the award for NASAduring a ceremony in Washington, DCon March 6.

significant cornerstone of Administrator O’Keefe’s message to theNASA staff during his Center visits was that it is crucial for all centersto work together to achieve the Agency’s mission. Using this “spirit ofcooperation,” NASA’s senior management team recently met todiscuss and rethink the Agency’s Vision and Mission. The results ofour discussions were the establishment of new Agency Vision andMission statements:

The NASA Vision: To improve life here, To extend life tothere, To find life beyond.

The NASA Mission: To understand and protect our homeplanet, To explore the universe and search for life, To inspirethe next generation of explorers…as only NASA can.

These statements purposely do not include specific words such asaeronautics or space. Rather, they represent the global overarchingthemes for the Agency. They will guide us as we set specific objec-tives and develop strategies to deliver on our commitments to theAmerican public. As we continue to push the technological envelopein our respective mission areas, these statements serve to remind usthat technology is not an end in itself; it provides the tools required toreach higher ideals.

I am proud to have been part of the process of forming these state-ments. I am also very confident that by working together as oneCenter and one Agency, we can further invigorate NASA.

The American Institute of Aeronauticsand Astronautics recently presentedthe 2002 Losey Atmospheric SciencesAward to Thomas Ratvasky, a leadflight research engineer in the IcingBranch. Ratvasky was recognized forhis “outstanding contributions to theunderstanding of iced airplane aerody-namics and the communication of thisknowledge to the pilot communitythrough educational materials.”Ratvasky conceived and led Glenn’sTailplane Icing Program, which pro-duced training aids and information forpilots such as the video programTailplane Icing and the Federal AviationAdministration Advisory circular IceContaminated Tailplane Stall.

The Young Astronauts Club from JohnGlenn Elementary School (Seven Hills/Parma Heights School District) visitedGlenn on February 20 as a part of theCenter's commemoration of the 40thanniversary of John Glenn's Mercuryflight. Students started their day atGlenn's Aeronautics EducationalLaboratory (AEL) in the Tech Park,toured the Visitor Center includingthe John Glenn: Tribute to an AmericanHero gallery, and participated in aninformation scavenger hunt. They alsoviewed the STS–95 mission highlightvideo documenting John Glenn'shistoric return to Earth orbit aboardthe Space Shuttle Discovery.

Glenn (coordinated through the Office of Educational Programs) andthe Cleveland Area National Engineers Week (N.E.W.) Committeeparticipated in the annual N.E.W. national program, February 17–23.Sixty-five speakers (54 Glenn civil servants and support servicecontractors and 11 engineers from local corporations and universi-ties) visited 58 schools (72 classrooms in Cuyahoga and surroundingcounties in Ohio). The volunteers reached over 5000 students.Pictured left is Kim Pham, Aeropropulsion Research Program Office,speaking to Chemistry classes at Magnificat High School, RockyRiver. In addition to providing information on careers in science andengineering and suggesting courses students should take to preparefor careers in these fields, Pham shared a woman's perspective. new generation of thrusters hasbeen used to precisely guide andpoint a satellite in space, paving theway for use of this technology onfuture spacecraft to save weight, fuel,and cut power consumption.

Engineers used Pulsed Plasma Thrusters(PPT) onboard NASA's Earth Observing(EO–1) satellite as a precision attitudecontrol actuator in space. A single PPTunit with two opposing thrust nozzlescontrolled the 1166-lb (529-kg)spacecraft's pitch (up and down) axisfor 4 hours as it made several orbits ofthe Earth.

Continued testing of the EO–1 PPT isexpected to demonstrate additionalattitude control capability and thrusterperformance characteristics.

Glenn developed the PPT system, andGoddard Space Flight Center managed,designed, and implemented the PPTexperiment into the EO–1 spacecraft.

"The path is now open for PPT use onnew missions due to the successes inour flight validation and ongoing PPTdevelopment," said Scott Benson inGlenn's Power and Propulsion Office.

"Our initial operations with the PPThave been highly successful andwe have reached a significant mile-stone," said Goddard's ChuckZakrzwski. "The thruster and the entirespacecraft performed as expectedduring the PPT calibration andclosed-loop attitude control tests."

The PPT is a unique electromagneticpropulsion system that utilizes solidbars of Teflon® as fuel. Pulses ofelectricity, lasting only one one-thou-sandth of a second, are fired across theTeflon® bar. Each pulse turns a minuteamount of the Teflon® into an electri-cally charged gas that is accelerated outof the thruster. Each pulse has approxi-mately the same force as dropping apaper clip into the palm of your handfrom about one-half inch away. Be-cause the PPT also uses electromag-netic forces, it is three times more fuelefficient than conventional chemicalthrusters.

NASA's EO–1 spacecraft is the first tofly the smaller, lighter, and moreefficient new-generation PPT. Engi-neers tested the thruster's precisionattitude control ability by using the PPTin place of one of the conventionalreaction wheels. This is the first timethis has ever been done and demon-strates that the technology could beused as a precision attitude controlactuator as well as a precision orbitadjust thruster.

"Potentially, a set of PPT's could beused to replace reaction wheels andtheir associated electromagnetictorquers as well as the conventionalchemical propulsion for both orbit andattitude control," Zakrzwski said. "Ananalogy to this would be an automobilethat has its power steering and itsforward motion supplied by its com-mon power source—the car's engine—rather than separate, multiple powersources."

"Such a configuration would offerbetter performance and likely be moreweight and cost effective than conven-tional systems," Benson said. "ThePPT's extremely small impulse level,high-propellant efficiency, low power,and compact size make it well suitedfor a number of precision pointingand positioning functions on futurespacecraft."

The PPT demonstration is the resultof a partnership among Goddard andGlenn, General Dynamics SpacePropulsion Systems, and SwalesAerospace. The EO–1 spacecraftwas built by Swales Aerospace. Thespacecraft is part of the New Millen-nium Program managed by the JetPropulsion Laboratory. �

All are knowledge-able about environmental issues andcapable of conducting Pollution Preven-tion Opportunity Assessments (PPOA's)of various facilities across the Lab, butthey depend on the cooperation andcoordination of employees from the lineorganizations for process implementation.

“The goals of the P2 Team were revisedand refocused to be more proactive intheir efforts to identify, evaluate, andimplement pollution preventionprojects,” explained EMO Chief MichaelBlotzer. “They have already identified20 Pollution Prevention Opportunities(PPO’s) for FY 2002 and implemented aP2 activity to eliminate hazardousmaterials in 3 years.”

For instance, methylene chlorides, 1-1-1trichloromethane, and methyl ethylketone, chemicals used Labwide assurface cleaners and preparation agents,have been identified as potentialpollutants. As a result, they have beenlisted for substitution.

Recycling empty propane bottles hasturned out to be a relatively simpleproject with big benefits. “The propanecylinder metal recycling requiresremoving a stem and carbon cartridgebefore the bottles can be recycled asscrap metal,” explained Papcke. "Itcurrently costs $200 to dispose of non-recycled bottles. We ordered thedevice, installed it, and began using it ona regular basis. The investment hasalready paid for itself.”

Perhaps one the best P2 "opportunities"was the addition of Dr. Walter Kocher, aprofessor teaching solid waste engineer-ing and pollution prevention courses atCleveland State University. Kocherserves as a P2 team member through agrant that has enabled him to continuedeveloping his Real-Time EnvironmentalMonitoring System (RTEMS) initiated asan ASEE/OAI Summer Research Fellowin 1999. The bench model of Kocher'sRTEMS was demonstrated to havenumerous potential benefits.

“This partnership has enabled anexpanded scope of work that reflects a

more global approach to P2 projects andallowed my students to create casestudies from real-world P2 Team experi-ences that have given them the opportu-nity to exchange valuable information,”Kocher said. “It has been a win-winsituation.”

The success of this partnership is punctu-ated in a second grant funding Glenn’sGarnet Recycling Project, which isprimarily student supported. The goal isto develop a process to recover spentgarnet sand used as a refining materialfor water-jet cutting devices and reusethe expensive stones. The project couldpotentially save as much as $7,000 a year,if applied to other water-jet machines.

The P2 team plays a vital role in Glenn’scomprehensive approach of executingenvironmental activities. However,Lab-wide participation is what pushesprogress. One way everyone canbecome a partner in this mission is tosubmit pollution prevention andresource conservation ideas to theEmployee Suggestion Award Programfor a monetary reward—when you win,the Center wins. �

Aylward recognized for community service

the examination of images andsounds captured by a videocameraand recorded to videotape, or to acomputer hard drive, or other digitalmedia. It includes photographiccomparisons of individuals, clothing,and property captured by the camerato images of known individuals,clothing, and property.

Aylward, along with DonaldCatanzarito, senior resident agent inGlenn’s Office of Criminal Investiga-tions, OIG, coordinated the seminaras a community service to municipal,state, and federal agencies, as well asindividuals involved in security.

“It’s a matter of sharing,” Catanzaritosaid. “If NASA technology andknowledge can aid the law enforce-ment community, we want tofacilitate the process.” �

HE Cudell Neighborhood Commu-nity Development Association inCleveland recently presented HughAylward, IDI/Logistics and TechnicalInformation Division, with a “Certifi-cate of Appreciation” during aceremony that included members ofthe Cleveland Police Department,Councilman Jay Westbrook, andMayor Jane Campbell. An audio-visual technician in the ImagingTechnology Center (ITC), Aylwardanalyzed evidence in a “hate crime”case that led to the arrest and convic-tion of four suspects.

Marvin Cross of the Cleveland PoliceDepartment’s Fugitive Unit, nowcommander of Community Policing,explained that for over a year severalyouths had tormented a woman byusing racial slurs and obscenities.They had also broken into her homeand stolen and burned her car.

“We discovered that a neighbor’ssecurity camera had captured footageof the crime. However, bad lightingand obstruction from trees andvehicles made it difficult to identifythe suspects’ car,” Comdr. Crossexplained. “Our Homicide Unit,which had worked with Hugh onprevious cases, recommended thatwe ask him to take a look at thetapes.”

With the same state-of-the-art equip-ment that is used for analyzing imagestaken during testing by Glenn re-searchers, Aylward slowed the videodown, digitized selected frames, andapplied image enhancements whilezooming in on particular areas of thefootage.

“During the process, I discovereddistinguishing characteristics of thesuspects and their car,” Aylwardexplained. “This gave the policeenough information to identify the carand eventually arrest the suspects.”

This is not the first time Aylward orthe ITC has aided law enforcement inforensic video analysis. Over the past10 years, Glenn has become knownand respected throughout Ohio and

surrounding statesfor analyzing videoassociated withcrimes such ascounterfeiting,assault, and homi-cide. AlthoughAylward is theforensic video pointof contact, he saidthat others in theTC, such as VideoEngineer Jim Firak(IDI), assist him inthe process.

“Most police depart-ments—due to lack offunds and/or knowl-edge—don’t have theequipment necessaryto accurately exam-ine videotape,”Aylward said. “I look at my role asproviding a resource, either by analyz-ing tapes myself or recommending

other resources. It’s a way of givingback to the community as well as theNation that supports us.” �

SEVEN times a year, the KC–135 turbojet touches down at Glenn. This airborne testfacility complements the ground testing capabilities available to microgravity sciencecustomers in the 2.2–Second Drop Tower and Zero-Gravity Facility. The Micro-heater Array Boiling Experiment (MABE) was one of five Glenn experiments thatrecently used NASA’s unique flying facility.

MABE is an investigation of boiling phenomena in both Earth and microgravityenvironments. It utilizes an array of 96 platinum resistance heater elements (each0.26 by 0.26 mm in size) that are individually controlled to maintain a constanttemperature and to measure power. Power levels are substantially greater whenliquid is covering the heater as opposed to vapor. With this array of microheaters, itis possible to make localized heat-transfer measurements. In Earth gravity, bubblesgrow to about the size of an individual heater before buoyancy forces the bubble tofloat away. In reduced gravity, a single vapor bubble can grow to cover the entire96-heater array.

“Aboard the KC–135, the principal investigator and project scientist (Dr. JunghoKim, University of Maryland and John McQuillen, Microgravity Fluid Physics Branch)observed data collected realtime and reconfigured test conditions as necessarybetween parabolic maneuvers that provided 20 to 25 seconds of weightlessness,”explained Glenn’s KC–135 Test Director James Withrow, Space Electronic TestEngineering Branch. “An average flight lasts 2 to 3 hours and consists of 30 to 40parabolas. A lot was accomplished in oneday and without the expense of spaceflight.”

The Reduced Gravity Program Officeoperated by Johnson Space Centerapproves scheduling and coordination ofthe KC–135 flights. To date, the programhas flown over 126,000 parabolas insupport of Mercury, Gemini, Apollo,Skylab, Space Shuttle, and InternationalSpace Station.

A high level of verification

N 2003, NASA will join this Nationin celebrating a century of poweredflight propelled by the Ohio-bornWright Brothers, who, on December17, 1903, turned their dreams intoreality and revolutionized the world.

Three premier events are scheduled tospotlight this historic anniversarythroughout 2003. The events includethe Aviation World’s Fair in NewportNews, VA (April 7–27), the InventingFlight Celebration in Dayton, OH (July4–20), and the First Flight Celebration inKitty Hawk, NC (Dec. 13–17).

While the Agency (with Glenn’sparticipation) will lead in each of thesemajor events, Glenn’s Centennial 2003Action Team is working to coordinateparticipation in other venues to high-light the Center’s contributions toaviation (i.e., school assemblies orpresentations, technical conferences,and local festivals).

“Glenn’s Centennial 2003 Action Teamthat comprises a cross section ofemployees throughout the Lab first metin September 2001,” said LiaisonOfficer Karen Hickman, program chairfor Glenn’s Centennial 2003 activities.“Since that time, we have worked onan integrated plan for participation invarious centennial events locally andthroughout the country.”

award for FY01. Muniz Engineering,Inc., Houston, TX, took home theaward for Minority Subcontractor ofthe Year and SA Technologies, Inc.,Marietta, GA, accepted the NASAWomen Owned Business of the Yearaward.

Glenn managers cited that Gilcrestearned a 96-percent performancerating and achieved all scheduledwork tasks at or below budget lastyear. The nomination also notedGilcrest's cost-saving techniques,including a thorough engineeringdesign conducted for the replacementof prefilters on Glenn service airmachines, which saved the Center$20,000 and enabled the purchase ofanother set of filters for a fourthservice air machine previously delayeddue to budgetary constraints.

One of three NASA ExceptionalAchievement Awards recognizingoutstanding advocacy, contributions,and innovative approaches to utilizingminority and women owned busi-nesses was presented to Glenn’s Dr.Grigory Adamovsky, Optical Instru-mentation Technology Branch.Adamovsky was lauded for his techni-cal assistance to and advocacy ofminority business and partnershipswith Historically Black Colleges andUniversities. For example, he sup-ported and monitored the grant thatestablished an Integrated OpticsLaboratory at Alabama A&M and alsocollaborated with a Hampton Univer-sity, VA, professor to earn a NASAResearch Award worth $75,000.

Donald Buchele,81, a Glenn retireewith 37 years ofservice and morerecently a consult-ant for solarconcentratortechnologydevelopment withZin Technologies,recently died.

Often referred to as “Mr. Optics,”Buchele earned international recogni-tion in the field of optics due to thesuccess of his schlieren optic designsystem for the 8– by 6–foot and 10–by 10–foot supersonic wind tunnels,as well as numerous other opticalsystems around the Lab. After retiringin 1980, Buchele returned to Glenn 6years later to work for Zin’s predeces-sor, ADF (Aerospace Design Fabrica-tion), where he earned recognition forhis work on such projects as theSurface Tension-Driven ConvectionExperiment and the solar simulator forthe 2-kW Solar Dynamic Ground TestDemonstrator in Vacuum Tank 6. Healso received a distinguished publica-tion award in 1996. He was a colonelin the Confederate Air Force, a groupthat restores WWII aircraft and flies

the planes at air shows across thecountry.

Charles Ferraro, 88, who retired in1970 with 25 years of NASA service,recently died. He had worked as aplacement officer.

Mildred Hutchinson, 81, who retiredin 1994 with 45 years of NASA

service, recently died. She hadworked as a patent assistant.

OOOOO NE of the most important by-products of aerospace exploration andresearch is finding ways to apply thesecutting-edge technologies to life hereon Earth. Many of the conveniencespeople take for granted today werefirst developed by NASA.

The latest Agency innovations are nowfeatured in the 2001 issue of Spinoff.A new video enhancement tool and anoninvasive heart monitor are just acouple of the Agency's nearly 50commercialized products featured.

In addition to highlighting new com-mercial products benefiting from NASAtechnology, Spinoff 2001 revisits pastinnovations in a special millenniumfeature section.

Since 1976, Spinoff has showcasedmore than 1,300 public benefits ofNASA's commercial partnerships withprivate industry. The publication alsocovers the Agency's research anddevelopment activities and serves as areference resource to NASA's commer-cial technology network.

Since NASA's inception in 1958,technologies resulting from the spaceprogram have introduced Americans to

hundreds of new or improved prod-ucts. The Spinoff 2001 describes thelatest products in the areas of healthand medicine, transportation, publicsafety, computer technology, manufac-turing technology, consumer/home/recreation, and environment andresources management.

Laurie Stauber, Glenn's Spinoff coordi-nator in the Commercial TechnologyOffice, said Glenn has made significantcontributions to Spinoff over the years.

"Although the publication was not yetestablished during the Apollo era, ourtechnology spinoffs included cordlessrechargeable batteries for small toolslike cordless drills," Stauber said. "Inthe late 70's, Glenn's technology tookthe form of textured medical implantsas well as cataract removal.
