Canadian consumers are being engaged to consider turkey as a year-round option

The Think Turkeytrade campaign launched across Canada on May 6 by Turkey Farmers of Canada along with the Canadian Poultry and Egg Processors Council and Turkey Primary Processing Sector members The five-year campaign includes a full program of advertising digital experiential public relations influencer and paid social media

The goal of Think Turkeytrade is to boost turkey consumption and in turn increase retail availability across the country by targeting primary meal planners

Messaging focuses on the versatility of turkey in recipes and that turkey is a healthy lean protein rich option that is easy to cook

The campaign shifts perceptions through witty and humorous messaging aimed to grab consumersrsquo attention and remind them of the relevance of turkey

Think Turkeytrade kicked-off with a six-week outdoor campaign including 680 billboards and transit shelter ads placed near grocery stores to target primary shoppers and meal planners These outdoor faces were seen in Vancouver Calgary Edmonton Saskatoon Winnipeg Toronto Moncton Halifax Quebec City and Montreal and generated 1224 million impressions

The Think Turkeytrade campaign launch was accompanied by paid search paid social media earned media and influ-encer partnerships

The digital portion of the launch included a video called ldquoAll Kinds of Turkeyrdquo a parody of the famous Bubba shrimp scene from Forrest Gump The spot stars an excited butcher talking all about turkey At publication the video already had 550000 views across all social channels

September will mark the start of the national bilingual televi-sion campaign aimed at turkey consumption through the holiday season

Turkey Farmers of Canada enlisted Zeno Group a Toronto agency to create the Think Turkeytrade campaign who uses True Media as paid media partners This is the first national bilin-gual campaign to increase turkey consumption since 2004

ResearchCPRC Cluster Funding Announcement

An investment of $824 million to the Canadian poultry industry through the Canadian Poultry Research Council was announced on May 24 2019 by Minister of Agriculture and Agri-Food Marie-Claude Bibeau

This funding under the Canadian Agricultural Partnership AgriScience Program Clusters is in addition to an investment of $378M from industry It will be used to develop new products and processes to address threats to the poultry value chain and improve poultry health and welfare It also aims to develop best management practices at the farm level to improve food safety and reinforce public trust

ldquoOur Government is committed to helping Canadarsquos poultry sector maintain consumer trust and stay on the cutting edge by finding new and innovative solutions to challenges faced by the industry This funding will play an important part in ensuring that the sector is able to continue to grow sustainably and do more to meet high consumer demandrdquo Marie-Claude Bibeau Minister of Agriculture and Agri-Food

The project builds on the successes of two previous poultry clusters The Cluster is a five-year funding agreement that runs from April 1 2018 to March 31 2023 Twelve Canadian universities are represented as well as researchers from federal government research institutions The Cluster includes 19 projects that cover a range of topics including antimicrobial stewardship food safety poultry health and welfare and sustainability A portion of the funding will also be allocated to knowledge translation and transfer (KTT) which will allow for the development of tools to communicate results of research projects for sharing with end-users

Farmer Survey

Turkey Farmers of Canada (TFC) is supporting researchers at the University of Guelph with the distribution of a survey to Canadian turkey farmers The study titled ldquoA risk factor analysis of health traits in turkeys on Canadian farmsrdquo is funded through Genome Canada

The aim of the study is to take inventory of current housing and management practices on commercial turkey farms in Canada and link this to the prevalence of different health traits through a questionnaire and scoring tool The infor-mation collected from the project will help to provide commercial level data to genetic selection programs and will provide benchmarking information for the industry This can help farmers with flock management and can be useful when undertaking reviews of the TFC On-Farm Programs

The survey was sent out in May 2019 and researchers have extended the deadline to return questionnaires to September 1 2019 in order to capture more responses Thank you for your participation in the study

Turkey Industry Antimicrobial Use (AMU) Strategy

The Canadian turkey industry has been working on the implementation of a sector-wide antimicrobial use (AMU) strategy to eliminate the preventive use of antibiotics important to human medicine The strategy is in response to the increased global attention to the threat of antimicrobial resistance (AMR) and works to maintain and build consumer confidence in Canadian turkey and meet the needs of processors restaurants and retailers while maintaining effec-tive treatment options

The AMU strategy focuses on reducing the use of antibiotics that are important in human medicine with the goal of lessening the potential for the development of resistance The strategy was finalized in 2017 and builds on the Category I initiative in place since 2014 The first step of the turkey industry AMU strategy was the elimination the preventive use of Category II antibiotics by the end of 2018

The strategy also set a timeline for the elimination of Category III antibiotics by the end of 2019 The use of all catego-ries of antibiotics for treatment and the use of ionophores (Category IV) and chemical coccidiostats continue to be available Antibiotic categorization was done by Health Canada based on their importance in human medicine (Categories I to IV) Category I antibiotics are considered of highest importance

AMU Strategy Feedback

TFC is releasing a survey of hatcheries and commercial and turkey breeder producers to collect information on experi-ences and impacts of the turkey industry AMU strategy to-date to assess if the timeline for eliminating the preventive use of Category III antibiotics by the end of 2019 is expected to cause a concern for producers

The survey will also help to determine tools that TFC could develop to support the implementation of the strategy on-farm A survey of poultry veterinarians will also be conducted

The survey will be open between July 1st and August 31st and can be accessed at wwwsurveymonkeycomrtfc-amu-survey

Turkey Farmers of Canada Egg Farmers of Canada Chicken Farmers of Canada and Canadian Hatching Egg Producers group (SM4) hosted the annual Downtown Diner in Ottawa on May 28th to increase knowledge and appre-ciation of supply management among MPs Senators and political staff The event took place on Sparks St from 730 am to 230 pm

The Federation of Canadian Municipalities (FCM) represents over 2000 municipalities FCMrsquos Annual Conference and Trade Show is the largest annual gathering of senior municipal officials from across Canada including mayors councillors and city managers

TFC partnered with Egg Farmers of Canada Chicken Farmers of Canada Canadian Hatching Egg Producers and Dairy Farmers of Canada (SM5) at the Federation of Canadian Municipalitiesrsquo Annual Conference in Quebec City from May 31st to June 1st A trade show booth trivia wheel game and panel discussion were utilized to promote awareness and support of supply management among municipal delegates from across Canada

This year the SM5 organized a series of panels featuring a range of credible supply management and agriculture experts that educated attendees on topical issues facing Canadarsquos agriculture sector Over the two days various speakers delivered keynotes fireside chats and educational panel discussions TFC sponsored and hosted a panel discussion on local food and the fit of the supply management system

bull The Allocation Policy Review Committee provided an update on the Allocation Policy review process The next meeting of this Committee will be in conjunction with the TFC September meeting The Committee is aiming to table recommendations to the TFC Directors by late fall

The British Columbia Turkey Marketing Board hosted the TFC 258th General Business Meeting and associ-ated events on June 26th and 27th in Vancouver BC

TFC continues to engage Canadian consumers under the Canadian Turkeytrade brand

The seasonally-focused influencer programs engage our audience through Facebook Twitter Instagram Pinterest and YouTube This summer Canadians will be thinking turkey and getting to know it on the grill The BBQ Bootcamp program is back for its fourth year

We want to get consumers to Think Turkey on the grill and make their favourite everyday BBQ recipes featuring Canadian turkey

The BBQ Bootcamp is a three-phased program over 11 weeks The program will focus on cooking outdoors with targeted messaging and representative recipes for lunch and dinner on how to look for choose use and enjoy turkey on the grill every day The program hashtag is TurkeyOnTheGrill

Readers will visit bootcamp every week during July with a new contest revealed and promoted

The 2019 Summer Grilling Program will highlight grilling options for turkey under the BBQ Bootcamp theme Shareable assets like the 10 Pro Turkey Tips to Build a Better Burger info sheet and the Build a Better Burger Guide will be supported broadly by our nine ambassadors and additional influencer (blogger) partners and through TFC social media channels as with all our programs

Market UpdateIn the recently completed 201819 control period 1659 million kg (Mkg) of turkey was produced 57 Mkg less than a year earlier An estimated 657 Mkg of turkey was produced for the whole bird market and 1031 Mkg was used by the further processing sector

For comparison the United States Department of Agriculture reported turkey production in 2018 of 27 billion kg 47 Mkg less than a year earlier

Canadian domestic disappearance of turkey decreased 31 Mkg to 1522 Mkg compared to a year earlier Per capita consumption (PCC) of turkey also declined marginally to 42 kg in 201819 Domestic disappearance in Canada was 674 Mkg for whole birds and 291 Mkg for breast meat in 201819

The US turkey market also experienced slight decreases with domestic disappearance of 24 billion kg and PCC of 73 kg

Data from Agriculture and Agri-Food Canada shows that at an average of $260kg frozen whole bird retail prices across Canada were $028kg less this past Thanksgiving compared to a year earlier At $311kg frozen whole bird

retail prices this past Christmas were about the same as Christmas 2017 When factoring the exchange rate Bureau of Labor Statistics data indicate that the average retail price of US whole birds during the Thanksgiving and Christmas holiday seasons was $403kg and $400kg respectively

Across Canada whole bird inventories were 169 Mkg on May 1 2019 down from 188 Mkg the previous year On May 1 2019 Canadian breast meat inventories were 25 Mkg down from 38 Mkg reported a year earlier and down from the record 41 Mkg reported on May 1 2017

On April 30 2019 US breast meat inventories were 506 Mkg which is up by 42 Mkg compared to last year and still well above historic averages Whole bird inventories increased by 10 Mkg to 1090 Mkg

In 2018 US breast meat prices increased from $429kg on January 1 to $629kg on December 31 At its peak in December 2015 US breast meat was trading for $1756kg in Canadian dollars By the end of 2016 US breast meat prices were trading in a more normal price range and this trend continued in 2017Includes 34 Mkg of stuffing and basting

TradeCanada-United States-Mexico Agreement

Canada the United States and Mexico signed Canada-United States-Mexico Agreement (CUSMA) on November 30 2018 Each country has been working the agree-ment through their respective legislative implementation processes since

On June 19th the Mexican Senate voted in favour of the new CUSMA agreement making Mexico the first member country to ratify the pact

In Canada timing for ratification is unclear as Parliament has adjourned for the summer There is speculation that Canada wants to keep pace with the US on ratification which may require Parliament to reconvene this summer If CUSMA is not ratified over the summer complications may arise with the Federal Election set for October 21 2019 Due to the mandatory 36-day campaign period a vote on the legislation for ratification is not possible post September 16 2019

In the US the democrats control the House of Repre-sentatives and therefore the timing of any vote Major obstacles preventing the democrats from voting on CUSMA include problems with the agreement as it pertains to the enforcement of labour and environmental provisions potential impact on the cost of medications and US politics over the upcoming 2020 Presidential elections It is unknown whether these issues can be ironed out before summer recess

These issues make the timing of CUSMA ratification uncertain as is implementation of the agreement by all three parties

MERCOSUR

Negotiations between Canada and the Mercosur block of countries (Brazil Argentina Uruguay and Paraguay) continued from June 17th to 25th in Montevideo Uruguay (negotiating round 6)

Round 7 of negotiations will be in Ottawa July 29th to Aug 2nd Round 8 is expected to take place in early fall Brazil is a major poultry producer and exporter so the supply management sectors are monitoring negotiations closely

World Trade Organization

The seven working groups involved in agriculture negotia-tions at the WTO have resumed their work from May (domestic support public stockholding market access special safeguard mechanism export competition export restrictions and cotton)

They will assess and prepare technical matters for deeper negotiations later this year On market access the group appears to be focusing on non-tariff barriers (NTBs) devel-opment issues and non-trade concerns

The next WTO Ministerial meeting is scheduled for June 2020 in Astana Kazakhstan in Central Asia Any progress on agricultural negotiations will be discussed and further negotiated at that time

Poultry Working Group

The Poultry Working Group submitted its final recommenda-tions to the Minister of Agriculture in mid-April The Poultry Working Group was established by the Government of Canada on October 29 2018 to develop strategies to fully and fairly support farmers and processors as a result of concessions granted under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Canada-United States-Mexico Agreement (CUSMA)

Members including representation from the turkey industry are waiting for the Governmentrsquos decision Of particular interest to the turkey sector is the mitigation package that will be announced in two core areas

bull Market Development initiatives that promote growth and expand domestic production

bull Programming to encourage new investment and innovation on-farm and at processing

It was anticipated that the government would make its decision by the end of June however at the time of publication this appears unlikely The hope is now for a July announcement

TFC partnered with Egg Farmers of Canada Chicken Farmers of Canada Canadian Hatching Egg Producers and Dairy Farmers of Canada (SM5) at the Federation of Canadian Municipalitiesrsquo Annual Conference in Quebec City from May 31st to June 1st A trade show booth trivia wheel game and panel discussion were utilized to promote awareness and support of supply management among municipal delegates from across Canada

This year the SM5 organized a series of panels featuring a range of credible supply management and agriculture experts that educated attendees on topical issues facing Canadarsquos agriculture sector Over the two days various speakers delivered keynotes fireside chats and educational panel discussions TFC sponsored and hosted a panel discussion on local food and the fit of the supply management system

Market UpdateIn the recently completed 201819 control period 1659 million kg (Mkg) of turkey was produced 57 Mkg less than a year earlier An estimated 657 Mkg of turkey was produced for the whole bird market and 1031 Mkg was used by the further processing sector

For comparison the United States Department of Agriculture reported turkey production in 2018 of 27 billion kg 47 Mkg less than a year earlier

Canadian domestic disappearance of turkey decreased 31 Mkg to 1522 Mkg compared to a year earlier Per capita consumption (PCC) of turkey also declined marginally to 42 kg in 201819 Domestic disappearance in Canada was 674 Mkg for whole birds and 291 Mkg for breast meat in 201819

The US turkey market also experienced slight decreases with domestic disappearance of 24 billion kg and PCC of 73 kg

Data from Agriculture and Agri-Food Canada shows that at an average of $260kg frozen whole bird retail prices across Canada were $028kg less this past Thanksgiving compared to a year earlier At $311kg frozen whole bird

retail prices this past Christmas were about the same as Christmas 2017 When factoring the exchange rate Bureau of Labor Statistics data indicate that the average retail price of US whole birds during the Thanksgiving and Christmas holiday seasons was $403kg and $400kg respectively

Across Canada whole bird inventories were 169 Mkg on May 1 2019 down from 188 Mkg the previous year On May 1 2019 Canadian breast meat inventories were 25 Mkg down from 38 Mkg reported a year earlier and down from the record 41 Mkg reported on May 1 2017

On April 30 2019 US breast meat inventories were 506 Mkg which is up by 42 Mkg compared to last year and still well above historic averages Whole bird inventories increased by 10 Mkg to 1090 Mkg

In 2018 US breast meat prices increased from $429kg on January 1 to $629kg on December 31 At its peak in December 2015 US breast meat was trading for $1756kg in Canadian dollars By the end of 2016 US breast meat prices were trading in a more normal price range and this trend continued in 2017Includes 34 Mkg of stuffing and basting

TradeCanada-United States-Mexico Agreement

Canada the United States and Mexico signed Canada-United States-Mexico Agreement (CUSMA) on November 30 2018 Each country has been working the agree-ment through their respective legislative implementation processes since

On June 19th the Mexican Senate voted in favour of the new CUSMA agreement making Mexico the first member country to ratify the pact

In Canada timing for ratification is unclear as Parliament has adjourned for the summer There is speculation that Canada wants to keep pace with the US on ratification which may require Parliament to reconvene this summer If CUSMA is not ratified over the summer complications may arise with the Federal Election set for October 21 2019 Due to the mandatory 36-day campaign period a vote on the legislation for ratification is not possible post September 16 2019

In the US the democrats control the House of Repre-sentatives and therefore the timing of any vote Major obstacles preventing the democrats from voting on CUSMA include problems with the agreement as it pertains to the enforcement of labour and environmental provisions potential impact on the cost of medications and US politics over the upcoming 2020 Presidential elections It is unknown whether these issues can be ironed out before summer recess

These issues make the timing of CUSMA ratification uncertain as is implementation of the agreement by all three parties

MERCOSUR

Negotiations between Canada and the Mercosur block of countries (Brazil Argentina Uruguay and Paraguay) continued from June 17th to 25th in Montevideo Uruguay (negotiating round 6)

Round 7 of negotiations will be in Ottawa July 29th to Aug 2nd Round 8 is expected to take place in early fall Brazil is a major poultry producer and exporter so the supply management sectors are monitoring negotiations closely

World Trade Organization

The seven working groups involved in agriculture negotia-tions at the WTO have resumed their work from May (domestic support public stockholding market access special safeguard mechanism export competition export restrictions and cotton)

They will assess and prepare technical matters for deeper negotiations later this year On market access the group appears to be focusing on non-tariff barriers (NTBs) devel-opment issues and non-trade concerns

The next WTO Ministerial meeting is scheduled for June 2020 in Astana Kazakhstan in Central Asia Any progress on agricultural negotiations will be discussed and further negotiated at that time

Poultry Working Group

The Poultry Working Group submitted its final recommenda-tions to the Minister of Agriculture in mid-April The Poultry Working Group was established by the Government of Canada on October 29 2018 to develop strategies to fully and fairly support farmers and processors as a result of concessions granted under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Canada-United States-Mexico Agreement (CUSMA)

Members including representation from the turkey industry are waiting for the Governmentrsquos decision Of particular interest to the turkey sector is the mitigation package that will be announced in two core areas

bull Market Development initiatives that promote growth and expand domestic production

bull Programming to encourage new investment and innovation on-farm and at processing

It was anticipated that the government would make its decision by the end of June however at the time of publication this appears unlikely The hope is now for a July announcement

ResearchCPRC Cluster Funding Announcement

An investment of $824 million to the Canadian poultry industry through the Canadian Poultry Research Council was announced on May 24 2019 by Minister of Agriculture and Agri-Food Marie-Claude Bibeau

This funding under the Canadian Agricultural Partnership AgriScience Program Clusters is in addition to an investment of $378M from industry It will be used to develop new products and processes to address threats to the poultry value chain and improve poultry health and welfare It also aims to develop best management practices at the farm level to improve food safety and reinforce public trust

ldquoOur Government is committed to helping Canadarsquos poultry sector maintain consumer trust and stay on the cutting edge by finding new and innovative solutions to challenges faced by the industry This funding will play an important part in ensuring that the sector is able to continue to grow sustainably and do more to meet high consumer demandrdquo Marie-Claude Bibeau Minister of Agriculture and Agri-Food

The project builds on the successes of two previous poultry clusters The Cluster is a five-year funding agreement that runs from April 1 2018 to March 31 2023 Twelve Canadian universities are represented as well as researchers from federal government research institutions The Cluster includes 19 projects that cover a range of topics including antimicrobial stewardship food safety poultry health and welfare and sustainability A portion of the funding will also be allocated to knowledge translation and transfer (KTT) which will allow for the development of tools to communicate results of research projects for sharing with end-users

Farmer Survey

Turkey Farmers of Canada (TFC) is supporting researchers at the University of Guelph with the distribution of a survey to Canadian turkey farmers The study titled ldquoA risk factor analysis of health traits in turkeys on Canadian farmsrdquo is funded through Genome Canada

The aim of the study is to take inventory of current housing and management practices on commercial turkey farms in Canada and link this to the prevalence of different health traits through a questionnaire and scoring tool The infor-mation collected from the project will help to provide commercial level data to genetic selection programs and will provide benchmarking information for the industry This can help farmers with flock management and can be useful when undertaking reviews of the TFC On-Farm Programs

The survey was sent out in May 2019 and researchers have extended the deadline to return questionnaires to September 1 2019 in order to capture more responses Thank you for your participation in the study

Turkey Industry Antimicrobial Use (AMU) Strategy

The Canadian turkey industry has been working on the implementation of a sector-wide antimicrobial use (AMU) strategy to eliminate the preventive use of antibiotics important to human medicine The strategy is in response to the increased global attention to the threat of antimicrobial resistance (AMR) and works to maintain and build consumer confidence in Canadian turkey and meet the needs of processors restaurants and retailers while maintaining effec-tive treatment options

The AMU strategy focuses on reducing the use of antibiotics that are important in human medicine with the goal of lessening the potential for the development of resistance The strategy was finalized in 2017 and builds on the Category I initiative in place since 2014 The first step of the turkey industry AMU strategy was the elimination the preventive use of Category II antibiotics by the end of 2018

The strategy also set a timeline for the elimination of Category III antibiotics by the end of 2019 The use of all catego-ries of antibiotics for treatment and the use of ionophores (Category IV) and chemical coccidiostats continue to be available Antibiotic categorization was done by Health Canada based on their importance in human medicine (Categories I to IV) Category I antibiotics are considered of highest importance

AMU Strategy Feedback

TFC is releasing a survey of hatcheries and commercial and turkey breeder producers to collect information on experi-ences and impacts of the turkey industry AMU strategy to-date to assess if the timeline for eliminating the preventive use of Category III antibiotics by the end of 2019 is expected to cause a concern for producers

The survey will also help to determine tools that TFC could develop to support the implementation of the strategy on-farm A survey of poultry veterinarians will also be conducted

The survey will be open between July 1st and August 31st and can be accessed at wwwsurveymonkeycomrtfc-amu-survey

Turkey Industry Antimicrobial Use (AMU) Strategy

The Canadian turkey industry has been working on the implementation of a sector-wide antimicrobial use (AMU) strategy to eliminate the preventive use of antibiotics important to human medicine The strategy is in response to the increased global attention to the threat of antimicrobial resistance (AMR) and works to maintain and build consumer confidence in Canadian turkey and meet the needs of processors restaurants and retailers while maintaining effec-tive treatment options

The AMU strategy focuses on reducing the use of antibiotics that are important in human medicine with the goal of lessening the potential for the development of resistance The strategy was finalized in 2017 and builds on the Category I initiative in place since 2014 The first step of the turkey industry AMU strategy was the elimination the preventive use of Category II antibiotics by the end of 2018

The strategy also set a timeline for the elimination of Category III antibiotics by the end of 2019 The use of all catego-ries of antibiotics for treatment and the use of ionophores (Category IV) and chemical coccidiostats continue to be available Antibiotic categorization was done by Health Canada based on their importance in human medicine (Categories I to IV) Category I antibiotics are considered of highest importance

AMU Strategy Feedback

TFC is releasing a survey of hatcheries and commercial and turkey breeder producers to collect information on experi-ences and impacts of the turkey industry AMU strategy to-date to assess if the timeline for eliminating the preventive use of Category III antibiotics by the end of 2019 is expected to cause a concern for producers

The survey will also help to determine tools that TFC could develop to support the implementation of the strategy on-farm A survey of poultry veterinarians will also be conducted

The survey will be open between July 1st and August 31st and can be accessed at wwwsurveymonkeycomrtfc-amu-survey

TFC partnered with Egg Farmers of Canada Chicken Farmers of Canada Canadian Hatching Egg Producers and Dairy Farmers of Canada (SM5) at the Federation of Canadian Municipalitiesrsquo Annual Conference in Quebec City from May 31st to June 1st A trade show booth trivia wheel game and panel discussion were utilized to promote awareness and support of supply management among municipal delegates from across Canada

This year the SM5 organized a series of panels featuring a range of credible supply management and agriculture experts that educated attendees on topical issues facing Canadarsquos agriculture sector Over the two days various speakers delivered keynotes fireside chats and educational panel discussions TFC sponsored and hosted a panel discussion on local food and the fit of the supply management system

Market UpdateIn the recently completed 201819 control period 1659 million kg (Mkg) of turkey was produced 57 Mkg less than a year earlier An estimated 657 Mkg of turkey was produced for the whole bird market and 1031 Mkg was used by the further processing sector

For comparison the United States Department of Agriculture reported turkey production in 2018 of 27 billion kg 47 Mkg less than a year earlier

Canadian domestic disappearance of turkey decreased 31 Mkg to 1522 Mkg compared to a year earlier Per capita consumption (PCC) of turkey also declined marginally to 42 kg in 201819 Domestic disappearance in Canada was 674 Mkg for whole birds and 291 Mkg for breast meat in 201819

The US turkey market also experienced slight decreases with domestic disappearance of 24 billion kg and PCC of 73 kg

Data from Agriculture and Agri-Food Canada shows that at an average of $260kg frozen whole bird retail prices across Canada were $028kg less this past Thanksgiving compared to a year earlier At $311kg frozen whole bird

retail prices this past Christmas were about the same as Christmas 2017 When factoring the exchange rate Bureau of Labor Statistics data indicate that the average retail price of US whole birds during the Thanksgiving and Christmas holiday seasons was $403kg and $400kg respectively

Across Canada whole bird inventories were 169 Mkg on May 1 2019 down from 188 Mkg the previous year On May 1 2019 Canadian breast meat inventories were 25 Mkg down from 38 Mkg reported a year earlier and down from the record 41 Mkg reported on May 1 2017

On April 30 2019 US breast meat inventories were 506 Mkg which is up by 42 Mkg compared to last year and still well above historic averages Whole bird inventories increased by 10 Mkg to 1090 Mkg

In 2018 US breast meat prices increased from $429kg on January 1 to $629kg on December 31 At its peak in December 2015 US breast meat was trading for $1756kg in Canadian dollars By the end of 2016 US breast meat prices were trading in a more normal price range and this trend continued in 2017Includes 34 Mkg of stuffing and basting

Canada the United States and Mexico signed Canada-United States-Mexico Agreement (CUSMA) on November 30 2018 Each country has been working the agree-ment through their respective legislative implementation processes since

On June 19th the Mexican Senate voted in favour of the new CUSMA agreement making Mexico the first member country to ratify the pact

In Canada timing for ratification is unclear as Parliament has adjourned for the summer There is speculation that Canada wants to keep pace with the US on ratification which may require Parliament to reconvene this summer If CUSMA is not ratified over the summer complications may arise with the Federal Election set for October 21 2019 Due to the mandatory 36-day campaign period a vote on the legislation for ratification is not possible post September 16 2019

In the US the democrats control the House of Repre-sentatives and therefore the timing of any vote Major obstacles preventing the democrats from voting on CUSMA include problems with the agreement as it pertains to the enforcement of labour and environmental provisions potential impact on the cost of medications and US politics over the upcoming 2020 Presidential elections It is unknown whether these issues can be ironed out before summer recess

These issues make the timing of CUSMA ratification uncertain as is implementation of the agreement by all three parties

MERCOSUR

Negotiations between Canada and the Mercosur block of countries (Brazil Argentina Uruguay and Paraguay) continued from June 17th to 25th in Montevideo Uruguay (negotiating round 6)

Round 7 of negotiations will be in Ottawa July 29th to Aug 2nd Round 8 is expected to take place in early fall Brazil is a major poultry producer and exporter so the supply management sectors are monitoring negotiations closely

World Trade Organization

The seven working groups involved in agriculture negotia-tions at the WTO have resumed their work from May (domestic support public stockholding market access special safeguard mechanism export competition export restrictions and cotton)

They will assess and prepare technical matters for deeper negotiations later this year On market access the group appears to be focusing on non-tariff barriers (NTBs) devel-opment issues and non-trade concerns

The next WTO Ministerial meeting is scheduled for June 2020 in Astana Kazakhstan in Central Asia Any progress on agricultural negotiations will be discussed and further negotiated at that time

Poultry Working Group

The Poultry Working Group submitted its final recommenda-tions to the Minister of Agriculture in mid-April The Poultry Working Group was established by the Government of Canada on October 29 2018 to develop strategies to fully and fairly support farmers and processors as a result of concessions granted under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Canada-United States-Mexico Agreement (CUSMA)

Turkey Farmers of Canada Egg Farmers of Canada Chicken Farmers of Canada and Canadian Hatching Egg Producers group (SM4) hosted the annual Downtown Diner in Ottawa on May 28th to increase knowledge and appre-ciation of supply management among MPs Senators and political staff The event took place on Sparks St from 730 am to 230 pm

The Federation of Canadian Municipalities (FCM) represents over 2000 municipalities FCMrsquos Annual Conference and Trade Show is the largest annual gathering of senior municipal officials from across Canada including mayors councillors and city managers

TFC partnered with Egg Farmers of Canada Chicken Farmers of Canada Canadian Hatching Egg Producers and Dairy Farmers of Canada (SM5) at the Federation of Canadian Municipalitiesrsquo Annual Conference in Quebec City from May 31st to June 1st A trade show booth trivia wheel game and panel discussion were utilized to promote awareness and support of supply management among municipal delegates from across Canada

This year the SM5 organized a series of panels featuring a range of credible supply management and agriculture experts that educated attendees on topical issues facing Canadarsquos agriculture sector Over the two days various speakers delivered keynotes fireside chats and educational panel discussions TFC sponsored and hosted a panel discussion on local food and the fit of the supply management system

Market UpdateIn the recently completed 201819 control period 1659 million kg (Mkg) of turkey was produced 57 Mkg less than a year earlier An estimated 657 Mkg of turkey was produced for the whole bird market and 1031 Mkg was used by the further processing sector

For comparison the United States Department of Agriculture reported turkey production in 2018 of 27 billion kg 47 Mkg less than a year earlier

Canadian domestic disappearance of turkey decreased 31 Mkg to 1522 Mkg compared to a year earlier Per capita consumption (PCC) of turkey also declined marginally to 42 kg in 201819 Domestic disappearance in Canada was 674 Mkg for whole birds and 291 Mkg for breast meat in 201819

The US turkey market also experienced slight decreases with domestic disappearance of 24 billion kg and PCC of 73 kg

Data from Agriculture and Agri-Food Canada shows that at an average of $260kg frozen whole bird retail prices across Canada were $028kg less this past Thanksgiving compared to a year earlier At $311kg frozen whole bird

retail prices this past Christmas were about the same as Christmas 2017 When factoring the exchange rate Bureau of Labor Statistics data indicate that the average retail price of US whole birds during the Thanksgiving and Christmas holiday seasons was $403kg and $400kg respectively

Across Canada whole bird inventories were 169 Mkg on May 1 2019 down from 188 Mkg the previous year On May 1 2019 Canadian breast meat inventories were 25 Mkg down from 38 Mkg reported a year earlier and down from the record 41 Mkg reported on May 1 2017

On April 30 2019 US breast meat inventories were 506 Mkg which is up by 42 Mkg compared to last year and still well above historic averages Whole bird inventories increased by 10 Mkg to 1090 Mkg

In 2018 US breast meat prices increased from $429kg on January 1 to $629kg on December 31 At its peak in December 2015 US breast meat was trading for $1756kg in Canadian dollars By the end of 2016 US breast meat prices were trading in a more normal price range and this trend continued in 2017Includes 34 Mkg of stuffing and basting

TradeCanada-United States-Mexico Agreement

Canada the United States and Mexico signed Canada-United States-Mexico Agreement (CUSMA) on November 30 2018 Each country has been working the agree-ment through their respective legislative implementation processes since

On June 19th the Mexican Senate voted in favour of the new CUSMA agreement making Mexico the first member country to ratify the pact

In Canada timing for ratification is unclear as Parliament has adjourned for the summer There is speculation that Canada wants to keep pace with the US on ratification which may require Parliament to reconvene this summer If CUSMA is not ratified over the summer complications may arise with the Federal Election set for October 21 2019 Due to the mandatory 36-day campaign period a vote on the legislation for ratification is not possible post September 16 2019

In the US the democrats control the House of Repre-sentatives and therefore the timing of any vote Major obstacles preventing the democrats from voting on CUSMA include problems with the agreement as it pertains to the enforcement of labour and environmental provisions potential impact on the cost of medications and US politics over the upcoming 2020 Presidential elections It is unknown whether these issues can be ironed out before summer recess

These issues make the timing of CUSMA ratification uncertain as is implementation of the agreement by all three parties

MERCOSUR

Negotiations between Canada and the Mercosur block of countries (Brazil Argentina Uruguay and Paraguay) continued from June 17th to 25th in Montevideo Uruguay (negotiating round 6)

Round 7 of negotiations will be in Ottawa July 29th to Aug 2nd Round 8 is expected to take place in early fall Brazil is a major poultry producer and exporter so the supply management sectors are monitoring negotiations closely

World Trade Organization

The seven working groups involved in agriculture negotia-tions at the WTO have resumed their work from May (domestic support public stockholding market access special safeguard mechanism export competition export restrictions and cotton)

They will assess and prepare technical matters for deeper negotiations later this year On market access the group appears to be focusing on non-tariff barriers (NTBs) devel-opment issues and non-trade concerns

The next WTO Ministerial meeting is scheduled for June 2020 in Astana Kazakhstan in Central Asia Any progress on agricultural negotiations will be discussed and further negotiated at that time

Canadian domestic disappearance of turkey decreased 31 Mkg to 1522 Mkg compared to a year earlier Per capita consumption (PCC) of turkey also declined marginally to 42 kg in 201819 Domestic disappearance in Canada was 674 Mkg for whole birds and 291 Mkg for breast meat in 201819

The US turkey market also experienced slight decreases with domestic disappearance of 24 billion kg and PCC of 73 kg

Data from Agriculture and Agri-Food Canada shows that at an average of $260kg frozen whole bird retail prices across Canada were $028kg less this past Thanksgiving compared to a year earlier At $311kg frozen whole bird

retail prices this past Christmas were about the same as Christmas 2017 When factoring the exchange rate Bureau of Labor Statistics data indicate that the average retail price of US whole birds during the Thanksgiving and Christmas holiday seasons was $403kg and $400kg respectively

Across Canada whole bird inventories were 169 Mkg on May 1 2019 down from 188 Mkg the previous year On May 1 2019 Canadian breast meat inventories were 25 Mkg down from 38 Mkg reported a year earlier and down from the record 41 Mkg reported on May 1 2017

On April 30 2019 US breast meat inventories were 506 Mkg which is up by 42 Mkg compared to last year and still well above historic averages Whole bird inventories increased by 10 Mkg to 1090 Mkg

In 2018 US breast meat prices increased from $429kg on January 1 to $629kg on December 31 At its peak in December 2015 US breast meat was trading for $1756kg in Canadian dollars By the end of 2016 US breast meat prices were trading in a more normal price range and this trend continued in 2017Includes 34 Mkg of stuffing and basting

Canada the United States and Mexico signed Canada-United States-Mexico Agreement (CUSMA) on November 30 2018 Each country has been working the agree-ment through their respective legislative implementation processes since

On June 19th the Mexican Senate voted in favour of the new CUSMA agreement making Mexico the first member country to ratify the pact

In Canada timing for ratification is unclear as Parliament has adjourned for the summer There is speculation that Canada wants to keep pace with the US on ratification which may require Parliament to reconvene this summer If CUSMA is not ratified over the summer complications may arise with the Federal Election set for October 21 2019 Due to the mandatory 36-day campaign period a vote on the legislation for ratification is not possible post September 16 2019

In the US the democrats control the House of Repre-sentatives and therefore the timing of any vote Major obstacles preventing the democrats from voting on CUSMA include problems with the agreement as it pertains to the enforcement of labour and environmental provisions potential impact on the cost of medications and US politics over the upcoming 2020 Presidential elections It is unknown whether these issues can be ironed out before summer recess

These issues make the timing of CUSMA ratification uncertain as is implementation of the agreement by all three parties

MERCOSUR

Negotiations between Canada and the Mercosur block of countries (Brazil Argentina Uruguay and Paraguay) continued from June 17th to 25th in Montevideo Uruguay (negotiating round 6)

Round 7 of negotiations will be in Ottawa July 29th to Aug 2nd Round 8 is expected to take place in early fall Brazil is a major poultry producer and exporter so the supply management sectors are monitoring negotiations closely

World Trade Organization

The seven working groups involved in agriculture negotia-tions at the WTO have resumed their work from May (domestic support public stockholding market access special safeguard mechanism export competition export restrictions and cotton)

They will assess and prepare technical matters for deeper negotiations later this year On market access the group appears to be focusing on non-tariff barriers (NTBs) devel-opment issues and non-trade concerns

The next WTO Ministerial meeting is scheduled for June 2020 in Astana Kazakhstan in Central Asia Any progress on agricultural negotiations will be discussed and further negotiated at that time

Poultry Working Group

The Poultry Working Group submitted its final recommenda-tions to the Minister of Agriculture in mid-April The Poultry Working Group was established by the Government of Canada on October 29 2018 to develop strategies to fully and fairly support farmers and processors as a result of concessions granted under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Canada-United States-Mexico Agreement (CUSMA)

Members including representation from the turkey industry are waiting for the Governmentrsquos decision Of particular interest to the turkey sector is the mitigation package that will be announced in two core areas

bull Market Development initiatives that promote growth and expand domestic production

bull Programming to encourage new investment and innovation on-farm and at processing

It was anticipated that the government would make its decision by the end of June however at the time of publication this appears unlikely The hope is now for a July announcement
