OCDE Programs and Services Division of Administrative Services Renee Hendrick, Assistant SuperintendentSandy Hall, Executive Director

The Administrative Services Division provides a full range of services to the internal operations of OCDE. Services include accounting, benefits, budget, child nutrition, contracts, employer/employee relations, facility maintenance and operations, facility planning and construction, financial reporting, human resources, payroll, purchasing, reprographics, risk management, staff related professional development, and transportation for the schools and programs that are operated by OCDE.

Division of Alternative Education Nina Boyd, Associate Superintendent

Alternative, Community, and Correctional Education Schools and Services (ACCESS) provides educational options to diverse student populations referred by local school districts, probation, and social services. We believe that all of our students can learn, that our programs are exemplary, and that our powerful learning strategies help students achieve success. Our purpose is to support students and school districts by providing services and programs that help them academically. The education within ACCESS is delivered through engagement, accelerated learning, and transition. ACCESS programs help students successfully re-enroll with their school districts, graduate from high school, continue on to college, or enter the workforce.

Division of Business Services Wendy Benkert, Ed.D., Associate Superintendent

The Business Services Division is dedicated to delivering services that support the educational programs of Orange County school districts, partner agencies, and the business community it serves. The division provides a variety of advisory, management, technical, and compliance-related services to twenty-seven K-12 school districts, four community college

districts, and four regional occupational programs, as well as other governmental entities at the federal, state, and local levels. Business Services specializes in the areas of school financial accounting and budgeting; Local Control Funding Formula calculations; fiscal oversight and audit; district organization and boundary management; elections; commercial warrant review and approval; payroll and retirement processing and compliance; employer tax reporting; teacher credential monitoring and fingerprinting; and enterprise resource planning (ERP) application management. The division strives to improve efficiency and implement business solutions with a high level of customer service and professionalism, while fostering a collaborative work environment.

Division of Information Technology Carl Fong, D.B.A, CGEIT, CISM, CCTO, Executive Director

Information Technology (IT) supports Orange County school districts in a myriad of ways. Our Network and Telecommunications Team supports a Wide Area Network by providing access and support to county-offered services for school districts. Additionally, they provide internet access, web filtering, network support and security, wireless communications, voice and data services, desktop support, and videoconferencing. Our Application Development Team supports the following custom developed applications: payroll/retirement, time and attendance, bank reconciliation, and human resources. Our Software Support Team provides implementation and support for financials, credentials, imaging, workflow, electronic report management, website management, decision support reporting, and customer care support. Our Systems and Database team provides database administration, server administration, data storage administration, email, and backup and recovery administration.

Division of Instructional Services Sherry Opacic, Ed.D., Associate Superintendent

The Instructional Services Division is dedicated to providing professional development, credentialing opportunities, and support of student learning throughout Orange County school districts. Our purpose is to build the knowledge base and instructional expertise of educators so that all students meet or exceed Common Core

State Standards. We build professional capacity through leadership development at all levels, educational technology, curriculum and instruction, assessment and use of data, and learning support for the whole child to foster college and career readiness for Orange County students, educators, and administrators.

Division of School and Community Services Ellin Chariton, Executive Director

The School and Community Services Division provides programs and services to students, families, educators, and community members that promote family self-sufficiency, school readiness, student engagement, academic achievement, youth development, and leadership. The ultimate goal of our student programs is to prepare students for college and careers by developing 21st century competencies. The division provides direct services to over 145,000 students through Inside the Outdoors Environmental Education Programs, Child Care Services, and other student programs. We provide a multi-faceted approach to improve the quality of early education and support services, and we connect community members to a variety of resources designed to provide a safety net in the areas of health and overall well-being for children and families throughout the county. In addition, we provide administrative support for charter schools, Orange County School Boards Association, and Williams and Valenzuela Legislation.

Division of Special Education Services Dennis Roberson, Chief

The Special Education Services Division is a collaborative effort between local school districts and OCDE. Parents, local school district representatives, and OCDE staff meet to address the educational needs of students with moderate/severe disabilities referred to OCDE Special Schools and Programs. The Special Schools and Programs classes provide instruction for students with moderate/severe disabilities and low incidence disabilities (deaf/hard of hearing) who require intensive educational services. It is the goal of Special Schools to assist students in participating fully in their present and future environments and, whenever possible, return students to their district of residence. Students range from infants through age 21. The Special Education

Division provides leadership to local school districts in the area of autism, Basic Behavioral Training, coordination and training of district Behavioral Intervention Case Managers (BICM), and special education curriculum for students with moderate/severe disabilities. The division collaborates with community agencies to address the needs of students with moderate/severe disabilities and their families.

Legal Services Ron Wenkart, General Counsel

The Legal Services staff advocates and promotes public education in Orange County by providing a variety of legal services within OCDE and to school districts, community college districts, regional occupational programs, and special education local plan areas. Legal Services provides advice and assistance in the areas of general public agency issues, Local Control and Accountability Plan (LCAP), labor and employment, special education, student issues, education and training, and business issues such as contracts, construction, facilities, and purchasing.

Career Technical Education Partnership (CTEp) Diana S. Schneider, Senior Director

The Career Technical Education Partnership is a “College and Career Readiness” program of the Orange County Department of Education and the Garden Grove, Orange, and Santa Ana Unified School Districts. CTEp provides high-quality electives in exciting career pathways for over 14,000 high school students annually. All courses are taught by credentialed teachers who have professional experience in the fields in which they teach. Students benefit by applying classroom learning to exciting real-world projects, exploring their talents and interests, and learning the soft skills necessary for the world beyond high school. Through a proven combination of applied academics, project-based learning, work-based learning, business internships, and career guidance, CTEp students have successfully entered a variety of occupations.
