FOREWORD
While our Nation's history spans two hundred years, aeronautical and space research has been underway for only
fifty-eight years. That meager beginning, here at Langley
in 1918, included tests leading to innovations in air
cooled engine cowlings, airfoil shapes, engine placement
and landing gears. Our endeavors today are considerably
more sophisticated. We are investigating energy saving
methods; improving the capabilities and operation of commercial and military aircraft; increasing mankind's knowledge
of our planets; and reducing costs of space exploration.
Although some of these involve extraterrestrial activities, weare adapting much of the new knowledge and skills gained
through these programs to enhance our daily lives on Earth.
Today we honor some of the men and women who havecontributed to the continuing technological progress. I
thank each of you personally for your contributions to and
support of Langley Research Center, especially those beingrecognized today.

UNITED STATES HOUSE OF REPRESENTATIVES
A native of Newport News, Virginia, Mr. Downing hasserved as a representative of Virginia's first district in thepast nine Congresses. His committee assignments include:
Merchant Marine and Fisheries, Science and Technology.
He is Chairman of the Merchant Marine subcommittee
and is a member of the following subcommittees: Oceanog
raphy, Panama Canal, Space Science and Application,
Energy Research, and Development and Demonstration(Fossil Fuels).
Following graduation from Newport News High School,Mr. Downing received a B.S. degree from Virginia Military
Institute and a law degree from the University of Virginia.
During World War 11 he served as a combat troop commander
of Mechanized Cavalry and commanded the first troops in
the Third Army to invade Germany. His decorations include
the Silver Star for gallantry in action.
