The Conference Subthemes:

• The importance of building information professionals’ competencies in the domains of digital inclusion, critical thinking, argumentative reasoning, data literacy, open education resources;

• Evidence of information professionals as (pro)motors of digital transformation in society, through embedded librarianship, co-creation, e-participation, e-democracy, social networks and digital collaboration;

• The value of exploring new ways of working and learning through work in libraries and heritage institutions: makerspaces, the Internet of Things (IoT), smart services, robotics, assistive technologies, chatbots, smart learning and BYOD strategies;

• The development of new sets of competencies in the fields of big data ethics, privacy in the age of big data, data-protection officers, research data and open data repositories;

• The imperative for collaborative learning to ensure heritage institutions are technology-enabled through data-empowered services, data analytics and data visualisation;

• Coaching and peer mentoring of information professionals in the areas relating to the sustainability of libraries and heritage institutions, raising awareness and empowering of communities.

By adopting a concerned and critical approach to this changing world, library and information professionals can demonstrate their commitment to the goal of ensuring “equal and free access to information and knowledge“. However, their focus on fostering citizens’ informed access to, use and evaluation of information demands an effective, focused path for continuous professional development.

Digital technologies are transforming every aspect of modern life: they have a big influence on how people live, work, communicate and learn. Smart cities and smart societies are seen as paramount, to achieve a ‘better world shaped by use of data and technology’. Smart societies are based on the more intelligent and deep use of Information and Communication Technologies (ICT) and digital data to improve the quality of people’s lives. Smart societies arise when digital technologies, thoughtfully deployed by government, public, cultural and heritage institutions, enhance the

well-being of citizens and the effectiveness of their organisations.

Librarians and information professionals have the responsibility to be (pro)motors of digital change in their communities and to initiate digital transformation for smart societies. To participate in the creation of digital societies, information professionals need to be able to immerse themselves in the process of digital transformation, to include others in the journey and to initiate the transformational impetus required in their communities.

Invited Speaker From Smart Societies to Slow Libraries: Librarians as Promotors of Change

Dr Philip Schreur, Stanford University Library, USA

Philip Schreur is currently the Associate University Librarian for Technical and Access Services at Stanford University. He earned a PhD from Stanford in Medieval music theory and an MLIS from the University of California, Berkeley. Philip has been the Chair of the Program for Cooperative cataloging and deeply involved in the implementation of the new cataloging rules Resource, Description and Access (RDA) in the United States. With a mid-career move to HighWire Press, he developed an interest in the automated taxonomic analysis of digital texts. Currently, he is in charge of coordinating linked-data project development for the Stanford University Libraries (SUL). Initial areas of interest include the use of linked data as a mechanism for identity management across traditional resources and those within the digital library, the integration of linked data from disparate sources, and the transition of traditional technical services workflows to processes rooted in linked open data.

Smart societies are here today! Defined by the European Parliament in 2014, a Smart City embraces six characteristics to promote a sustainable structure and better life: Smart Governance, Smart Economy, Smart Mobility, Smart Environment, Smart People, and Smart Living. Libraries, as a social good, are a key element of a Smart society. But the digital divide, the gulf between those that can afford and access digital technology, and those that cannot, strains the inclusiveness of this new society. New movements such as Digital Minimalism encourages Smart citizens to partially withdraw from the oppressive connectivity of a Smart society to achieve a new balance in an increasingly digital world. How can librarians, as promoters of change, become directors of evolution, helping to shape the benefits of transformative

technologies for the full benefit of society? The government program in 2015 set a goal to digitalise all public services in Finland. From April 1 st in 2019, a law requires all public services to additionally be provided digitally and the digital service should be the primary channel of service. Finland has had a new Library Act since 2017 (Finlex, 2016). According to the Library Act, the legal responsibilities of libraries include, among other issues, to promote versatile literacy skills and to engage citizens in social and cultural dialogue. Both of these government level actions has led to libraries being one of the actors in a national operating model for digital support (Ministry of Finance, 2019). …

The project Researchers Gallery aims to enhance and develop the role of the library and librarians in a digital world. It is explored by producing physical exhibitions, which might sound like a contradiction, but the exhibitions are not only a mere dissemination of a topic. By being thought provoking and driven by curiosity and a critical stance, the exhibitions challenge the librarians in taking an active part in knowledge producing processes. The paper will present a model that was developed to co-produce exhibitions with researchers at the university. …

An extra focus will be on international communities and the intercultural aspects we have to keep in mind. Based on the services conducted by public libraries and e-municipal information services in Turkey, we want to investigate the digital collaboration services provided by libraries, 81 municipalities, and 30 metropolitan municipalities to show how the range of these services had been changed. …

Embracing the Digital Era: the Case of Zagreb City Libraries

Ismena Meić, Janja Maras and Marija Pipp (Zagreb Cities Libraries, Croatia) Zagreb City Libraries are a modern and well-organized network of 42 public libraries and 2 mobile libraries with 77 stations. They provide equal access to traditional services as well as modern information and communication technology to all the citizens of Zagreb and Zagreb County. Digital transformation is defined as “the use of technology to radically improve the performance or reach of enterprises” (Westerman, Bonnet, and McAfee, 2014). This paper will present how Zagreb City Libraries participate in digital transformation through their services and programs and help their patrons to stay in touch with digital changes. …

SWOT Analysis of Centre for Permanent Professional Development at Ljubljana City Library, Slovenia

Simona Šinko (Ljubljana City Library, Slovenia) Knowledge, skills, competencies and attitudes of employees are an important element for reaching various aims of (public) libraries. At Ljubljana City Library (LCL) various learning activities for library employees are merged under the frame of Centre for permanent professional development, called also LCL Learning Centre. Centre provides a wide set of learning activities for employees of the LCL, library staff of other Slovenian libraries and for the wider professional public (i. e. translators, editors, students) also. In 2018 were organised 120 learning activities (workshops, lectures, seminars etc.) in a total duration of 400 hours, on which altogether participated almost 1.800 attendees. …

Prof Mario Hibert, University of Sarajevo, Bosnia and Herzegovina

Mario Hibert is Associate Professor at the Department of Comparative Literature and Librarianship, Faculty of Philosophy, University of Sarajevo. He holds a doctoral degree in information and communication sciences, Faculty of Humanities and Social Sciences, University of Zagreb, Croatia; and has a Master’s Degree in Human Rights and Democracy from the Center for Interdisciplinary Postgraduate Studies, University of Sarajevo and University of Bologna. He has written in Bosnian and English numerous articles on different aspects of information society, digital culture, media literacy, information ethics. In autumn 2018 he published a book „Digital degworth and post-digital commons: critical librarianship, disruptive media and tactical education“. He was the program selector of the „Pravo Ljudski“ Human Rights Film Festival, author of documentary film „XXth Century Man“, and poetry book „Judas’s Toys“. He is actively involved in EU/UNESCO’s project „Building Trust in Media in South East Europe and Turkey“ (2017- 2019) implemented by the Institute for Social Research at the University of Sarajevo, Faculty of Political Sciences.

Absence of critical insights on how a discourse regime of „smart“ is constituted make libraries prone to structuring that have not been developed in dialogue with communities whose lives are being increasingly digitized. In that light I would argue for the role of librarian in co-designing debate which needs to be uncovered, developed and advocated by those who are seen as participating fuel for algorithmically enhanced systems of pattern recognition. If strategies of data behaviorism are to foster futures in which post-democratic machinic vision outsmart alternatives in digital transformations

then LIS community has responsibility not to parallel itself to a technocratic ideological assertion that preclude „a social relation that is of collective interest and that necessarily needs to act itself out off-limits to the logics of capitalization and marketization“. In other words, „commoning“ practices, which are gaining a great political significance in shaping new expectations about possible courses of action, should not be left unspoken.

As a substantial upgrade to current legal framework it now explicitly provides the rights and freedoms of data subjects and responsibilities of data controllers and data processors. Vendor presentation New multi-spectral method for the analysis of documents and drawings

Piotr Rydzek (Microbox GmbH, Germany) Valuable information in documents and artefacts can be unusable and even lost because of various reasons – staying over long period of time in unsuitable conditions, flood or fire damage etc. The development of an innovative technology for multispectral analyzes in the range of 300 - 1300 nm was the task of our research project. At definable nm intervals, individual or series of scans can be performed. The scan results can be superimposed pixel by pixel and analyzed. The book2net method works without filter change (vibration-free) and without post-correction of sharpness and focus in the spectral ranges (ie pixel scale accurate). Pixel-accurate overlay, division, subtraction, and addition techniques can be applied to this database for image analysis and visualization of the desired information.. …

Pro (Motion) Based on Qualitative Data Analytics: Appropria-tion of Scientific Knowledge Between Children and Young People

Lourdes Feria Basurto (University of Colima, Mexico) Objectives: A research/diagnose based on data analysis was carried out to motivate children and young people to intensively participate in science activities. It also aims to identify some components for an effective promotion of the library.

Methodology: A mixed methodology was used, combining techniques for both quantitative and qualitative information. Files and databases from 2014-2016 were analyzed (activity reports and trajectory reports of young leading scientists). Fieldwork consisted of 381 questionnaires, 14 interviews, 2 focus groups, 3 research-action activities, and a portfolio of 949 photographs, 16 audio and video recordings). …

MOOC for Professional Develop-ment: an Effective, Low-Cost Experience

Paola Monno and Matilde Fontanin (University “La Sapienza” in Rome, Italy) Nowadays librarians, like every other professional, must be constantly up-to-date to keep pace with the changing demand of skills, but courses generally available do not necessarily meet their actual needs. Italian public administration and professional organisations have increasingly smaller funds to invest in continuing professional development while many people would like to improve their technical knowledge through accepted and effective paths; a MOOC – Massive Open On-line Course – could be a valuable solution to cut expenses and increase professionals’ participation to effective targeted training courses. Mostly used for personal development, in this context the tool was used to answer a specific professional development need. …

Invited Speaker Where To Go and What To Take as a Pledge For the Future?

Prof Tatjana Aparac Jelušić, University of Zadar, Croatia

Tatjana Aparac Jelušić, retired as a Full Professor, she was the Head of the University Department of Information Sciences at the University of Zadar, from 2007 till 2012 and Head of the Department of Information Sciences at the University of Osijek, from 2003 till 2007. Since 2008 till retirement she was the Dean of the new PhD program Knowledge Society and the Information Transfer, University of Zadar. Professor Aparac Jelusic received her Ph.D. in Information Sciences, University of Zagreb (1991) and M.A. in Library Science, University of Zagreb (1982). She was teaching as visiting professor abroad. Author of two books, nine chapters in books, over 150 research and professional papers, over 50 reviews, opinion papers; has edited 25 books. She presented papers at many domestic and international conferences and was invited and key note speaker at several of them. She received Kukuljević’s Award (Croatian highest award in LIS field – 1998) and Thompson/ISI Outstanding Teacher of Information Science 2006 – Award given by ASIST. She also received special recognitions from the National and University Library in Zagreb (2013) and Faculty of Philosophy in Osijek. In 2019 she received from EUCLID the Bobcats of 2018 award for her efforts in fostering cooperation and internationalization of European Library and Information Science education.

In order to discuss and develop suitable educational programs that bring in new skills and competencies of librarians and informatologists that will make them capable of acting as promoters and guides of change in a digital world, LIS departments have to work continuously at improving their programs. By doing so, they need to think of basic professional values upon which new skills and competencies should be build. This opens the issue of professional identity and theoretical base which could position the information sciences field into the academic and research family, and community of practice. While there is no doubt that it is possible to draw parallels between education programs in Information Science, Library Science, Library and Information Science, not to mention i-Schools offerings and new lines of providers of education for big data

management, economics of information, digital curation etc., it still does not seem to exist a consensus on what the differences and similarities are, or where boundaries should be drawn. Do we need to draw these boundaries or is this a question of core content and a series of specializations, flexible enough to react to the needs for new profiles and strong enough to confront the fortress known as a university? Based upon experience from a just completed Erasmus+ project – EINFOSE – we intend to single out its key recommendations and offer them for further discussion.
