(a) whether it is a fact that Sheikh Akhtar Hussain Ex-DG, DRAPwas holding a fake degree not recognized by HEC;

(b) whether it is also a fact that cases against Sheikh AkhtarHussain were closed by NAB because a fake death certificatewas presented to NAB;

(c) if so, as to why Sheikh Akhtar Hussain, even after submittingfake death certificate to NAB to get proceedings against himstopped, was employed in DRAP?

Minister for National Health Services, Regulations andCoordination: (a) HEC, stated that as per information contained in InternationalDirectory and website “The Open International University, Colombo is notlisted amongst the chartered University / Institution of Sri Lanka. Therefore,as per policy, degree awarded by non-chartered universities / institutions cannotbe recognized by the Higher Education Commission / Government of Pakistan(Annex-I).

44. *Sheikh Fayyaz Ud Din:(Deferred during 13th Session)

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the number of children who die, every year, due to diarrheacaused by drinking polluted water; and

(b) the steps being taken by the Government to control the sameand create its awareness among masses?

Minister for National Health Services, Regulations andCoordination: (a) Provision of clean drinking water to the public and consequencesby drinking polluted water is entire responsibility of another ministry. However,according to UNICEF report 2018, estimate deaths of children under-five yearsare 36,862, due to diarrhoea. Global Burden of Disease Studies (2017) reportedthat 28,890 deaths occurring in the children under 5 years of age in Pakistan aredue to diarrhoeal diseases.

(b) The Government of Pakistan is cognizant of diarrhoeal disease burdenunder 5 years children and considers it as a major health concern. Therefore, theMinistry of National Health Services, Regulations and Coordination has beenactively involved in preventing the disease and creating awareness through ladyhealth worker (LHW) program and primary health care (PHC) facilities.

(i) Training of lady health workers on Integrated Management ofChildhood Illness guidelines and tools for providing healtheducation to communities about the prevention and treatment ofdiarrhoea and for creating an effective referral system.

(ii) Training of health care providers at the health facility level for theprevention and treatment of diarrhea.

(iii) M/o NHSR&C ensured the availability of essential commodities forthe management of diarrhea including Zinc syrup and low osmolarityOral Rehydration Salt (ORS) in the light of revised IntegratedManagement of Neonatal Childhood Illness (IMNCI) guidelines byWHO and UNICEF.

(iv) The Government has encouraged local production of commoditiesfor the management of diarrhoea.

31. *Ms. Nusrat Wahid:

Will the Minister for Railways be pleased to state:

(a) the year-wise income earned by Pakistan Railways during thelast three years;

(b) the steps being taken by the Government for improvement ofrailways cargoes; and

(c) how many railway coaches were upgraded during the last threeyears?

for transportation of imported Coal Fatima Group fortransportation of Rock Phosphate and ITC logistics and PakPacific Containerized Traffic have been signed.

(ii) Introduction of competitive freight rates to attract road traffic toRail.

(iii) High capacity / High speed Hooper Trucks have been inductedin the current fleet for swift movement/unloading of coal.

(iv) No. of Freight trains have been increased from 08 trains to 12trains per day from Karachi Port.

(v) 02 New containers train have been introduced from Karachi Ports.

(vi) As a result of above measures, Pakistan Railways has carried19 thousands matric tones freight more in this financial year2018-2019 than previous years, despite Government has bannedfurnace oil and as a result of Pakistan Railways loss freight of 05trains per day.

(c) The following coaches have been upgraded the last three years.

(b) Huge expenditure is involved for provision of water filtration plantsat all Railway Stations. However, all out efforts are being made to providewater filtration plants on important Stations in phases keeping in view theavailability of funds. Water filtration plants at Six others stations (Lahore,Gujranwala, Raiwind. Nankana Sahib, Hassan Abdal & Bahawalpur) will beprovided shortly.

228 Nos. available in Lahore Division and in Carriage Factoryand C&W Shops held up since long for heavy repairs.

Minister for Railways (Sheikh Rashid Ahmed): No compensationwas paid to the victims of Railway accident occurred on 15-05-2019 atArifwala, as there is no provision of compensation to a tress passer undersection 82-A of Railways Act, 1890.

39. *Ms. Tahira Aurangzeb:

Will the Minister for Water Resources be pleased to state the per daypower generation capacity of the Mohmand Dam?

Minister for Water Resources (Mr. Muhammad Faisal Vawda):Total installed capacity of Mohmand Dam Hydropower Project is 800 MW.

After completion, annual energy generation (as per approved PC-1) of theproject will be 2,862 Million Units (2,862 GWh).

The estimated average per day power generation of the project is7.84 Million Units.

40. *Ms. Munawara Bibi Baloch:

Will the Minister for National Food Security and Research be pleasedto state:

(a) the steps being taken for the fruits storage in Balochistan;

(b) whether it is a fact that Balochistan will have direct access tothe local markets after the completion of China-PakistanEconomic Corridor; and

(c) if so, the steps being taken by the Government to furtherfacilitate the farmers?

Minister for National Food Security and Research (SahibzadaMuhammad Mehboob Sultan): (a) After 18th amendment, the subject ofAgriculture has been devolved to the provinces. However, the M/o NFS&R,is in close liaison with Provincial Governments increase, the shelf life and storagequality of different Fruits in Balochistan.

(b) Yes.

(c) M/o NFS&R, through PARC has taken the following steps tofurther facilitate the farmers of Balochistan:—

(i) A number of farmers have been trained to address the issuesrelated to fruit production in Balochistan.

(ii) Under WTO, to address the Sanitary & Phytosanitary (SPS)measures for agro-product trade are mandatory. The ProvincialGovernment has been sensitized and farmers of the Balochistanhave also been trained to address the SPS issues for successfulexport of various fruits to different countries.

(iii) The M/o Commerce, through Pakistan Horticulture Export &Development Company (PHDEC) is also addressing the fruitstorage issues related to different fruits in the country.

41. *Jam Abdul Karim Bijar:

(a) the financial losses, suffered by Pakistan Railways due to differentaccidents since August, 2018;

(b) whether such incidents have been inquired into; if so, the detailsthereof;

(c) who were held accountable for such incidents; and

(d) what steps are being taken to avoid such incidents, in future?

Minister for Railways (Sheikh Rashid Ahmed): (a) From August,2018 to July, 2019 the losses suffered by Pakistan Railways are mentioned asunder:—

(b) Since August 2018 to June 2019 a total of 74 notable accidentsoccurred in the system of Pakistan Railways. Out of these 74 accidents, 44 accidentinquiries have been finalized. 22 accidents relating to goods trains are being dealtby respective divisions in accordance with rule SR. 162/72 of the General &Subsidiary Rule Book of Pakistan Railways. The remaining 8 inquiry reports areunder process and will be finalized in due course of time.

Detailed break up of accident inquiries is attached herewith for readyreference.

(c) Accidents at unmanned level crossings attributed to the negligenceof road users. In these cases the responsibility entirely lies on theroad vehicle drivers in accordance with section 91/1 of Motor VehicleOrdinance, 1965 and Section 128 & 129 of Railway Act 1890.

Disciplinary action has been taken against the staff held responsibleafter the enquiry.

(d) STEPS TAKEN TO PREVENT THE ACCIDENTS:

1. Steps have been under taken for up-gradation of 550 vulnerableunmanned level crossings throughout the Pakistan Railwaysnetwork in collaboration with the respective ProvincialGovernments. So far the Punjab Government has expeditiouslyundertaken the up-gradation of vulnerable railway crossings andabout 75 number of unmanned level crossings have been upgradedto manned level crossings. Efforts are underway to upgrade 150unmanned level crossings. Government of Sindh has also agreedto provide funds for the upgradation of 44 vulnerable unmannedlevel crossings. On the same lines, the Government of KPK isalso providing funds for the upgradation of 06 vulnerableunmanned level crossings.

2. The Directorate of Public Relations has circulated different videomessages over Social Media for the awareness and informationof general public regarding crossing the Railway crossings in asafe way.

3. Conversion of old age Kerosene oil based signals with LED’s onmain line, which have better visibility.

4. Training and refresher courses are conducted regularly at thePakistan Railway Academy, Walton. Special attention is beinggiven to the training of the locomotive crews, guards, stationmasters and other staff concerned with train operations.

5. Regular inspections in accordance with prescribed standards andquota are conducted by the officers and officials of PakistanRailways to maintain safety standards. This process is beingconstantly monitored at appropriate levels.

6. Special Bulletins/instructions are issued regularly for guidance of staff.

7. Inquiries into accidents are held, responsibility fixed and remedialmeasures on the basis of their findings are promptly taken.

8. Inspections of all manned or unmanned level crossings is being carriedout by all concerned in accordance with laid down schedule regularly.

9. Warning signs in Urdu language have already been clearly displayedto sensitize the road users at unmanned/manned level crossings.

42. *Mr. Ali Gohar Khan:

Will the Minister for Industries and Production be pleased to state asto why the outstanding dues are not being paid to the contractorswho supply commodities to Utility Stores Corporation alongwith theamount outstanding against the Government?

Minister for Industries and Production: USC’s current payables tovendors including Trading Corporation of Pakistan (TCP), are worked out to beRs. 30,379 million. USC is currently in the process of rehabilitation and trying torevive itself by introducing the structural changes. At the moment, USC is makingthe phased payments to its vendors. However, USC is facing the financial crunchand is unable to pay 100% payment to each vendor in the present situation. Thebreak-up of payment is given as under:—

43. *Mr. Muhammad Aslam Khan:

Will the Minister for National Food Security and Research be pleasedto state:

(a) the names of farmers, belonging to Balochistan, who wereimparted training by National Agricultural Research Centre,Islamabad during the last five years; and

(b) whether there is any proposal under consideration of theGovernment to conduct more such trainings for the province infuture; if so, the details thereof?

Minister for National Food Security and Research (SahibzadaMuhammad Mehboob Sultan): (a) During the last five years, AgriculturePoly-technique institute of PARC-National Agricultural Research Centre(NARC) imparted training to 1524 farmers/officers/students from 31 districtsof Balochistan selected by provincial Agriculture Extension Department in bestmanagement practices of Cereals, Horticultural Crops & Livestock.

(b) Balochistan Agriculture Research & Development Center(BARDC) Quetta is organizing trainings in various fields of agriculturetechnologies to train the local farming community on regular basis.

Two projects have been planned to conduct more trainings forthe farmers/officers/ students of Balochistan in future:

1. JICA funded Project “The Project for Capacity Developmentof Agriculture Extension Services in Balochistan Province”was initiated in April 2019. 25 Master Trainers through Training ofTrainers (ToT), 250 Field Assistants and 150 Agriculture Officerswill be trained. Under this project, training programme has beeninitiated and two (2) batches of 50 persons (25 in each batch) trainingshave been completed.

2. Italian soft loan project is in process of approval at Ministry ofNFS&R for the “Professional Capacity Building and Extensionin Agriculture (PCBEA)”around 6400 farmers will be trained.

Will the Minister for Industries and Production be pleased to statethe steps being taken by the Government to promote industrializationin the country, at present?

Minister for Industries and Production: Ministry of Industries andProduction (M/o I&P) is executing 18 ongoing/new projects through PublicSector Development Programme (PSDP) to promote industrialization in thecountry (Detail at Annex-I).

The development portfolio of M/o I&P is worth Rs. 10.950Billion and total allocation made to this Ministry’s projects duringFY 2019-20 is Rs. 2343.293 Million out of which Rs. 607.073Million has been allocated to 09 ongoing projects and remainingRs. 1736.220 Million to 09 new/un-approved projects.

(a) whether it is a fact that the local candidates, belonging to ChitralDistrict, submitted applications to the Chief Engineer, Warsakfor recruitment against vacancies in Golen Gol Hydel PowerStation, Chitral;

(b) whether it is also a fact that sidelining the local candidates,appointments were made from other districts; and

(c) if the answers to part (a) and (b) above are in affirmative,reasons thereof alongwith the detail of appointees, particularlythe ones not belonging to Chitral?

Minister for Water Resources (Mr. Muhammad Faisal Vawda):(a) Yes, applications are being received by WAPDA from local candidates however,as per WAPDA Recruitment Policy 2018, posts are advertised / published inNewspapers in order to provide equal opportunity to everyone.

(b) No.

(c) The following 02 Nos. officials were appointed against DeceasedEmployees Children Quota (during service death cases) vide office order dated19-06-2018 in order to facilitate bereaved families as per agreement with CBA,which states that:

“To appoint eligible one child (son / daughter) for the post of BPS-1to 14 on Contract of those WAPDA employees who die during servicewithout advertisement irrespective of 20% quota reserved foremployee’s children”.

However, these officials were transferred to other offices and resultantlyposts in the office of Resident Engineer, Golen Gol Hydel Power Station, Chitralhave become vacant. The detail of said appointees are as under:

In addition to the afore-said facilities, a number of projects underFederal Government Polyclinic (FGPC), Pakistan Institute of Medical Science(PIMS), National Institute of Rehabilitation Medicine (NIRM) and DistrictHealth Office (DHO) Islamabad are underway/likely to be undertaken duringfinancial year 2019-20, which primarily pertain to replacement of medicalequipment and strengthening/ up-gradation of different departments of afore-said hospitals (Annex-I).

Furthermore, presently no hospital is functioning under administrativecontrol of M/o NHSR&C in any province.

Minister for National Health Services, Regulations andCoordination: (a) In Pakistan, tobacco is a cause of death of around 160,100persons every year(Tobacco Atlas, 2018). In this context, the number oftobacco related deaths in the country over the last three years were 480,000.

(b) Pakistanis ranked at 56th position (with 60% size)amongst 118countries on the issue of pictorial warning on cigarette packs. In EMRO,Pakistan is at TOP position on the issue (Canadian Cancer Society, InternationalStatus Report, September 2018). According to Country’s law, other tobaccoproducts do not require pictorial warning.

(c) Tobacco Control Cell of Ministry of National Health ServicesRegulations and Coordination is taking demand and supply reduction measuresto discourage the sale and use of tobacco and tobacco products in the country.Following are the main tobacco control laws that are available to the Cell:

Prohibition of Smoking and Protection of Non-Smoker’s HealthOrdinance, 2002

— Ban on smoking in places of public work or use

— Ban on smoking in public service vehicles

— Regulation of tobacco advertisements

— Ban on sale of cigarettes to under-18s— Ban on sale or storage of cigarettes/tobacco products in/near

educational institutions.

— Mandatory display of “No Smoking” signs at public places.

Cigarette (Printing of Warning) Ordinance, 1979: Amendment in 2002

— Ban on possessing, selling or offering for sale packets ofcigarettes without health warning.

To discourage the sale and use of tobacco and tobacco products inthe country, following measures have been taken:

a. Enhanced size of pictorial health warning on cigarette packs to 60%.

b. Banned sale of cigarettes in loose form.

c. Banned manufacturing and sale of cigarettes packs having less than20 cigarette sticks.

d. Banned import of Sheesha (tobacco and non-tobacco) and relatedsubstances.

e. Banned tobacco products advertisement in print, electronic andoutdoor media.

f. Banned free samples, cash rebates, discounts and sponsorship ofevents.

g. Illegalized “Designated Smoking Areas”.

h. Increased FED on cigarette packs in Finance Act, 2019. MinimumFED on lower tier has been increased from Rs. 25 to Rs. 33 (32%increase in FED), and on upper tier, it has been increased fromRs. 90 to Rs. 104 (15.5% increase). FBR has announced to earmarkadditional cigarettes revenue to Health’s budget.

i. Established Tobacco Control Cell in KPK. Punjab, Sindh andBalochistan committed the same.

j. Committee on Tobacco Advertisements Guidelines (CTAG)reconstituted.

However, there is a Drug RegulatoryAuthority of Pakistan (DRAP). Appointment of its head is well defined in itsAct, 2012, reproduced as under:

“Postgraduate degree in Pharmacy or medicine with an age not lessthan 45 years or more than 56 years, with a minimum of twenty years experiencein management or pharmaceutical field or regulatory affairs, in public sector,or if no such person of aforesaid qualifications is available in the public sector,then a person possessing above qualifications and experience from the privatesector.

(b) Selection criteria is not the same as applied in other autonomousbodies because every autonomous body has its own criteria defined in itslegislation.

(c) Ministry of National Health Services, Regulations andCoordination is taking measures to safeguard future generations’ from physicalas well as mental health. A Non-Communicable Diseases (NCD) Cell hasbeen established in this Ministry. The Cell is raising awareness on cardiovasculardiseases (like heart attacks and stroke), cancers, chronic respiratory diseasesand diabetes. A healthy lifestyle is being promoted. Simple cost effectivemeasures are being promoted to reduce the burden of NCDs, includingincorporating exercise in the daily routine, having a balanced diet by decreasing

Although, health is a devolved subject,but the Ministry is performing its tremendous role to provide all facilities to theprovinces and the federally administrative area in kinds like vaccines, syringesmedicines, equipment. Technical support like training, workshops to theDoctors and health workers is also providing accordingly in the Pakistan fortaking care of future generations.

The Drug Regulatory Authority of Pakistan (DRAP) underthe Ministry of National Health Services, Regulations & Coordination, iscontinuously improving to effectively regulate and facilitate the compliance in thefield of drugs, biologicals, medical devices, alternative medicines and healthproducts.

The export of drugs is regulated by DRAP under the provisions of TheDrugs (Import & Export) Rules, 1976 framed under The DRAP Act, 2012

DRAP operates in five field offices namely Islamabad, Karachi, Lahore,Peshawar and Quetta where cases related to exports of drugs are processed onpriority basis. It is pertinent to mention here that no fee is charged by DRAP on thegrant of NOC for export of medicines from Pakistan.

An Export Facilitation Desk has also been established in DRAP(headquarter) Islamabad, with an aim to expedite the pharmaceutical exports byproviding a prompt implementation mechanism and effective evaluation system. Itfacilitates exporters of drugs regarding the issuance of export NOC’s, the officersassigned at this desk assist/guide the applicants/exporters on followings:

The PIMS has extensive list of available medicines in all components forOutdoor & Indoor patients. These lists of medicines fulfill maximum needs of thepatients. Time and again it is circulated by administration directing doctors toprescribe drugs within the hospital formulary.

Copies of list of available medicines for all components are attached at(Annex-A).

For poor and Mustahiq patients like Cancer, Haemophilia. Thalessemiaetc and expensive implants for surgeries are provided from Zakat & PakistanBait-ul-Mal funds. The patients visiting emergency are provided all the medicinesand surgical disposables free of cost from the hospital.

There are budgetary constraints and therefore PIMS is not in position toprovide 100% medicines/test.

General Labs test are clone in PIMS laboratories however, few test arereferred to AFIP and NORI”.

NIRM

The National Institute for Rehabilitation Medicine is a tertiary level facilitymeant to provide comprehensive, effective and free of cost health care to thehandicapped patients on priority basis. The National Institute of RehabilitationMedicine, Islamabad has been designed to provide services to patients with alltypes of disabilities i.e. Physical, Hearing, Visual and emotional/ Psychologicalimpairments. At NIRM these patients are provided services on priority basis whichinclude free of cost medicines. indoor admission, lab and radiological investigationsincluding MRI and CT scan, surgeries, provision of wheel chairs, crutches, hearingaids, artificial limbs and skeletal supports through Zakat and PBM funds

FGH

The Federal General Hospital has adequate medicines available in its storesto cater for its daily requirement. It is rarely that some medicines not available inhospital has to purchased from outside. The quantum would be less than 5%.Similarly, the Federal General Hospital Lab is performing all routine tests to caterfor its daily demands. Seldom some rare test are done from outside. The quantumwould be less than 2%.

Minister for National Health Services, Regulations andCoordination: In 2011, the National Ministry of Health was devolved intoProvinces; therefore, the Prime Minister’s Program was devolved into fourindependent Provincial “Chief Minister’s Hepatitis Control Programs”.

Since 2015, a lot of work has been done to reduce the cost of treatment.First Sofosbuvirs was imported on low cost. Than it has been now manufacturedin Pakistan by generic name. Sofosbuvirs is available at 20 $ for 3 monthstreatment and dactlatasvirs is also made available on low cost.

To curb the huge disease burden of hepatitis B and C, Recently, Ministryof National Health Services, Regulations and Coordination (NHSRC) hasestablished National Task Force on injection safety and will launch theNational Injection Safety Plan on the upcoming World Hepatitis Day (WHD)July 28, 2019. In addition to this National Action Plan for Safe bloodTransfusion and National Infection Control Guidelines will be launched onWorld Hepatitis Day WHD. A National Focal Point for Hepatitis control andprevention has been notified.

Minister for Industries and Production: (a), (b), (c) & (d) Ministryof Industries and Production (MOIP) has undergone structural changes byway of bifurcation and mergers a number of times during last three decades.Record of the Ministry was shifted from one place to another during the processthat disturbed the record keeping in strict sense of the word. Owing to it andas per the available record, this Ministry is not in a position to reply to thequestion with precision and accuracy.

However, Privatization Commission is better placed to respond to thequestion due to its access to the State Owned Units/Enterprises which werenationalized and presently on privatization list.

14. Prof. Dr. Shahnaz Baloch:

(a) the steps taken to set up new industries in Balochistan otherthan Gwadar in the year 2018-19;

(b) the names of new industrial zones established for industrialistsand investors in Balochistan;

(c) if not, whether it is expected in near future or not?

Minister for Industries and Production: (a) Ministry of Industries& Production (MoIP) has established a common facility centre in Hub, LasbelaBalochistan through a PSDP project titled “Light Engineering Up gradationCentre (LEUC)” which is being executed by Technology Upgradation andSkill Development Company (TUSDEC). The project was approved byCDWP meeting held on April 7, 2011 at a total cost of Rs. 250.570 Million.

The objectives of the project is to reduce dependency of industrialcluster of Lasbela on Karachi for services and the cluster will be able to utilizethe testing, inspection and consultancy services provided in the Centre. TheCentre will train the local manpower on skills which are needed in the localindustry. This would lead to higher employability of skilled local workforce inthe industry.

The construction of building has been completed and all utilities are inplace. Twenty two machines have been procured and being commissioned.

Twelve staff members have been hired as per requirement and now the centreis under operations. Trainings & services to the industry has been initiated.

An amount of Rs. 20.182 Million was allocated to the aforesaidproject in the last FY 2018-19. In the CFY 2019-20 an amount of Rs. 23.068Million have been allocated for completion of the project. The overall physicalprogress of the project is 91%.

(b) MoIP is implementing 05 ongoing/new PSDP projects inBalochistan which are being executed by various departments/executingagencies for establishment/infrastructure development of Industrial estate/zones/parks for potential industrialist and investors to establish new industrial unitsin Balochistan. Minister for Railways (Sheikh Rashid Ahmed): (a), (b) & (c)It is apprised that as per Railway Engineering Code, if any flyover or underpass isrequired to be constructed over any level crossing the concerned Road owningauthorities place requisition to Pakistan Railways, and their request consideredaccording to the policy in vogue. Moreover, the Road owning authorities have tobear the cost of the proposed flyover or underpass. In the instant case, HighwayDepartment District Khairpur is the authority, who has not yet approached PakistanRailways.

Pakistan Railways will facilitate in approval/construction of ROB(road over bridge) as and when the Road owning authority will approach.

Minister for Industries and Production: The present Governmenthas taken number of steps to make PSM functional. To start with, the CCoPin its meeting of 31st October, 2018 has delisted PSM from the active list ofPrivatization. Subsequently, the Economic Coordination Committee (ECC) ofthe Cabinet in its meeting of 7th November, 2018 has directed MoI&P tosubmit a viable operationalization plan for PSM. Later on, a summary submittedby the Privatization Division regarding Privatization of PSM, the CCoP on17th June, 2019 has directed Privatization Commission to place PSM on theprivatization list and asked for early recruitment of a Financial Advisor for

Moreover, Ministryof Industries & Production has invited Local/ Foreign Firms, interested inrevival of PSM, to visit the Mill for their assessment. The visit of the firms,accepting the invitation, has been arranged accordingly. In addition to fill inthe vacant post of CEO, PSM advertisement has been published in DailyNewspaper of 20th August, 2019.
