Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

(a) whether it is a fact that luxury vehicles are being smuggled inthe country;

(b) if so, the steps taken to control the said smuggling so far?

Minister for Finance, Revenue and Planning and Development(Mr. Saleem H. Mandviwalla): (a) Yes, it is a fact that luxury vehicles are beingsmuggled in the country through un-authorized routes and borders with Afghanistanand Iran. This is attributable to long and porous border with Afghanistan.

(b) • Joint Anti Smuggling Teams comprising the staff of MCCs andRegional Directorates of Intelligence & Investigation for impoundingsmuggled vehicles have been constituted by pooling up resources ofCollectorates and Regional Directorates.

• Special Help Desks have been set-up in the Collectorates andRegional Directorates for immediate response on informationpertaining to smuggled vehicles.

• SMS based Vehicle Verification System has been developed for spotverification of vehicles suspected to be smuggled.

• Criminal proceedings have been initiated against those involved insmuggling of vehicles.

• Country-wide meetings of Joint Task Force constituted by theMinistry of Interior [headed by the Director General (Intelligence &Investigation) and comprising of Zonal Directors FIA, DIGs Trafficof Provincial Police, concerned Collectors of Customs,representatives for FC and Rangers] are held to monitor the progressand co-ordinate the enforcement efforts. The FBR has devised astrategy document sharp focusing on smuggled vehicles in the light ofobservation of honorable Supreme Court of Pakistan (Annex-I).

39. *Ms. Shaheen Ishfaq:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the Government has solved the problemof delay continued for the last few months of the issuance ofnew Computerized National Identity Cards in the country; ifnot, the reasons thereof; and

(b) the period prescribed for issuance of new Computerized NationalIdentity Cards at present?

Minister for Interior (Mr. A. Rehman Malik): (a) There is no delayin issuance of Computerized National Identity Cards (CNICs) to the applicantsand all the identity cards are being issued to the applicants within the prescribedtime frame.

(b) The prescribed time frame for issuance of CNIC is as under:—

47. *Mr. Himayatullah Mayar:

Will the Minister for Interior be pleased to state:

(a) the year-wise total amount of financial losses suffered to eachprovince including FATA due to war against terrorism duringthe last four years till date alongwith the details thereof; and

(b) the year-wise total amount of funds received by the Ministry tocontrol the said war in each province including FATA during thesaid period alongwith the details thereof?

63. *Ms. Imrana Saeed Jamil:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that quackery is rampant in Islamabad;

(b) if so, the reasons thereof?

Minister for Interior (Mr. A. Rehman Malik): (a) Like other parts ofthe country, quackery has also emerged as serious health threat in the FederalCapital, particularly its rural areas. Despite serious efforts by the Health Department,this menace could not be controlled mainly because of the reasons narratedbelow:—

Reasons:

(i) Non-existence of any proper law in the federal capital, which mayprovide for registration/licensing of the health facilities. Currently,establishment of any health facility i.e. hospital, clinic and medicalcenter does not require any permission / license from any authorityand this legal lacuna provides sufficient space to unscrupulous elements

to play havoc with the lives of the in-nocent people. Legislation onthe pattern of “Punjab Health Care Commission Act, 2010” canplay pivotal role in controlling this major health challenge.

(ii) The existing “Pakistan Medical & Dental Council Act, 2012” isdefective as it only superficially addresses the problem of quackery.This law, except to the extent of registering cases and submittingchallan in the court of the Magistrate 1st Class, does not empowerits authorized/notified officers i.e. District Health Officer to closedown/seal any health facility found violative of the law. The law needsto be amended to this extent so as to empower the notified officersto seal the clinic/hospital being run in absence of the qualified doctorsthus safeguarding the public health.

(iii) Another factor attributable to the spread of quackery is shortage ofqualified doctors in the rural areas thus creating a space for the quacksto successfully penetrate in the health system.

Gilgit Baltistan

The following steps taken by the Government of Gilgit Baltistan to recoverthe illegal arms during last five years:—

Joint and co-ordinated operations by Police and other LEAs indifferent areas of Gilgit Baltistan.

Increased presence of police in important paces by bringing inpersonnel from District to District in Gilgit Baltistan.

Formation of Special teams of police for arrest of illegal armsmugglers.

Strengthening and equipping the entry/exit point Nakas into the region.

Strengthening the CID and Special Branch for vigilance/timelycollection of important informations.

124. *Mr. Muhammad Rehan Hashmi:

Will the Minister for Finance, Revenue and Planning andDevelopment be pleased to state:

(a) whether it is a fact that Rs. 900 million funds allocated undernormal annual development plan during the year 2012-13;

(b) whether it is also a fact that Rs.8791.8019 expended under thesaid plan during the year 2011-12;

(c) if the answers to part (a) and (b) above are in the affirmative,the present status of emergent flood schemes launched underthe said plan during the year 2011-12 till date?

Minister for Finance, Revenue and Planning and Development(Mr. Saleem H. Mandviwalla): (a) Yes, an amount of Rs. 900 million is allocatedfor the “Normal Annual Development Programme (Emergent Flood Schemes)”under the development grant of Ministry of Water & Power in Federal PublicSector Development Programme (PSDP 2012-13).

(b) It is not correct. An amount of Rs. 8913.683 [million] has beenreported as accumulated estimated expenditure upto 30th June, 2012 against thesaid programme (since 1978-79).

(c) The details of emergent flood schemes indicating status against eachreceived from Ministry of Water & Power /Federal Flood Commission for MidYear Review of PSDP 2012-13 are placed at Annex-I. Further details may beobtained from Ministry of Water & Power, if required.

(b) Muhammad Sharif has been extradited from Pakistan to Saudi Arabia.The accused was involved in theft of a Camel in Saudi Arabia.

The value of Pakistani rupee vis-a-vis other currencies is determinedthrough the market forces of supply and demand both domestic and internationalmarkets. The supply of foreign exchange is dependent on exports, remittances,foreign loans and investment, bilateral and multilateral assistance. The demandemanates from imports, debt repayments, services acquired from foreigners, incometransfers abroad etc. The depreciation in the value of the rupee can be attributedto a host of factors that impact all these elements.

The significant element explaining the depreciation for the period underconsideration has been the rise in the international prices of import items (particularlyoil prices) that increased the import bill extensively. At the same time the decline incotton prices as wel1 as quantum of exports reduced the export receipt significantly.The global economic climate has also affected expected exports & receipts offoreign exchange from Foreign Direct Investment and other multilateral and bilateralflows. These elements, coupled with repayments of credit to international financialinstitutions, particularly IMF, explain the major reasons for the depreciation of therupee.

27. *Mrs. Shagufta Sadiq:

Will the Minister for Climate Change be pleased to state the stepsbeing taken by the Government to control the situation arising fromclimate changes day by day?

Minister for Climate Change (Rana Muhammad Farooq SaeedKhan): Following steps have been taken to control the situation arising from ClimateChange day by day:—

(1) Ministry of Climate Change has prepared the National ClimateChange Policy and the Cabinet has approved the policy in September2012.

(2) In follow up to the approval of the National climate Change Policy,the Ministry has finalized climate change framework plan of action.

(3) Pakistan secured funding to the tune of US $ 4.1 million from theAdaptation fund for a Glacial Lake outburst Flood (GLOF) projectin Northern Areas which is currently under implementation.

(4) Pakistan has benefited from the Clean Development Mechanism(CDM) under the Kyoto Protocol of UNFCCC. 19 CDM Projectshave been registered till date out of 65 projects that were accordedhost country approval to earn carbon credits. This is resulting inemission reductions over 3.00 million tons of CO2 equivalent peryear.

(5) National Disaster Management Authority (NDMA) under theadministrative control of the Ministry of National DisasterManagement is also working to minimize the impacts of climate changethrough adaptive and preparedness measures. With a view to planon a longer term to tackle the disasters (including climate changeinduced disasters in particulars) work on a 10 year National DisasterManagement Plan and National Disaster Risk Reduction Policy is inprogress. As a short term measures, NDMA has taken steps toimprove the weather forecasting capability of Pakistan MeteorologicalDepartment ( PMD) through induction of Flash Flood GuidanceSystem, automatic Weather Station and Integrated Flood AlertSystem.

28. *Ms. Khalida Mansoor:

Will the Minister for Climate Change be pleased to state:

(a) whether it is a fact that the utilization of plastic and polethenebags has been banned in Islamabad;

(b) if so since when alongwith the bags which will be utilized insteadof the such bags;

(c) whether there is any proposal under consideration to imposethe said ban all over the country;

(d) if so, when it will be implemented?

Minister for Climate Change (Rana Muhammad Farooq SaeedKhan): (a) Yes, it is a fact that non-degradable plastic products have been bannedin Islamabad Capital Territory (ICT).

(b) The regulations of the Federal Government regarding bin-degradableplastic products will be implementable with effect from 01-04-2013. The oxo-biodegradable bags will be marketed and used instead of non-degradable.

(c) Prohibition of non-degradable plastic products (Manufacturing, Saleand Usages) Regulations, 2013 have been notified under Pakistan EnvironmentalProtection Act, 1997 within limits of ICT. Since the subject of “EnvironmentPollution and Ecology” have been transferred to provinces under the 18thAmendment, therefore, Provincial Governments are responsible to deal with theissue. However, Provincial Governments have been requested to adopt the sameregulations under their respective Acts.

(d) Now, it is the sole discretion of Provincial Governments either theyadopt the regulations of the Federal Government or notify their own legislation.

29. *Mr. Muhammad Riaz Malik:

Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

(a) the scale-wise minimum basic pay of Government employees atpresent; and

(b) whether there is any proposal under consideration of theGovernment to increase the basic pay of Government employees;if so, when it will be implemented alongwith the details thereof?

(b) There is no any proposal under consideration of the Government toincrease the basic pay of Government employees.

30. *Shaikh Rohale Asghar:

Will the Minister for Climate Change be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to introduce the Risk Insurances System in the areasof floods and natural calamities;

(b) if so, when it will be implemented alongwith the details thereof?

Minister for Climate Change (Rana Muhammad Farooq SaeedKhan): (a) As mandated by the National Disaster Risk Management Framework(NDMRF), NDMA has started working on the development of a mechanism forproviding insurance cover to disaster-prone communities.

(b) The Prime Minister was pleased to approve a concept note onDisaster Risk Insurance for Low income communities on March 13, 2012(Annex-I & II). The concept note outlined the general features of a program thatNDMA proposed to install a risk insurance program to protect the low incomecommunities against disaster risk.

(c) Upon the approval of the concept note NDMA started working onthe development of the disaster risk insurance program.

(d) NDMA is working to develop:

i. Insurance fund design: Design of the insurance fund including thegovernance structures and operational modalities.

ii. Insurance strategy design: Development of an insurance strategy forvulnerable communities including risk and vulnerability mapping forclimate/disaster related risks and design of appropriate insuranceoptions.

The program will be designed in consultation with all the relevantstakeholders. It is expected that the program design will be finalized by end of2013.

Will the Minister for Economic Affairs and Statistics be pleased tostate:

(a) the ratio of young persons in the total population of the countryat present;

(b) whether it is a fact that the employment opportunities are notsufficient to meet the requirements of un-employed youngpersons;

(c) if so, the steps taken to control the un-employment from thecountry during the last four years till date?

32. *Mr. Wasim Akhter Sheikh:

Will the Minister Incharge of the Prime Minister’s Secretariat bepleased to state:

(a) whether there is any proposal under consideration of theGovernment to install new Atomic Power Houses in the country;

(b) if so, when it will be implemented alongwith the locationsthereof?

Minister Incharge of the Prime Minister’s Secretariat: (a) Yes. Theconstruction work is in progress to install 4th & 5th Nuclear Power Plants in thecountry.

(b) The above projects are expected to be completed by 2016 atChashma.

33. *Sheikh Muhammad Tariq Rasheed:

Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

(a) the facilities provided to the farmers after deduction of insurancepremium on the loan granted by the Zarai Taraqiati Bank Ltd.during the financial year, 2011-12 till date; and

(b) the total number of farmers to whom the amount of insurancehas been paid during the said period?

Minister for Finance, Revenue and Planning and Development(Mr. Saleem H. Mandviwalla): (a) The premium of subsistence borrowers ispaid upfront by the Bank, which is re-imbursed by the Federal Government on sixmonthly basis. If a calamity is declared in which damage to the crop was due toany of the approved perils, then the claim is paid to the concerned Branch foradjustment of the borrower’s loan account. The benefit to the farmer is extendedto outstanding principal loan which is liquidated by the claim paid by the insurancecompany and he has only to pay accrued markup, thus reducing his financial burden.

Rs. 357.814 million have been paid by the insurance company on accountof calamities notified during the financial year 2011-12. However, against calamitiesdue to drought July, 2012 and rains/flood beginning August, 2012, the insurerapproved claims of Rs. 304.576 million for 13,361 borrowers which will be paidshortly on completion of re-conciliation exercise.

(b) 10,894 borrowers have been paid insurance claims during the saidperiod.

34. *Rana Mahmood -ul- Hassan:

Will the Minister for Interior be pleased to state the present status ofissuance of Computerized National Identity Card for OverseasPakistanis by the NADRA offices abroad in order to facilitate OverseasPakistanis?

Minister for Interior (Mr. A. Rehman Malik): (a) NADRARegistration Centers Abroad.

1. 5.83 million NICOP Cards have been issued till date to OverseasPakistanis.

3. Mobile Registration Operations.—To extend the registrationfacility at the door step of Pakistanis abroad and in order to reach out variouslocations for collection of forms and capturing live interactive data through NRCsetup. Mobile Registration Operation (MRO) has been implemented in UK,wherein teams have been provided with necessary equipment for live dataacquisition of the available applicants at the spot. Manual forms are also collectedin Toronto (Canada), Spain (Madrid), KSA and UAE by the Mobile RegistrationTeams on weekends.

4. Employment of Local based NADRA RepresentativesAbroad.—To facilitate the expatriates residing; in those countries where NADRARegistration Centres are not functioning but large number of Pakistanis communityis residing, NADRA has employed local based Assistants who are facilitatingthe Overseas Pakistanis in completion of forms and processing OF NICOP/POC applications in a smooth manner.

5. Form Scanning and Tracking System (FSTS) —Manual FormProcessing at Pak Missions Abroad.

a. Currently in various Pak Missions abroad, where large numbers ofPakistanis are residing, Local Based NADRA Assistants are handlingNICOP / POC applications on manual forms. These forms /applications take 30 to 40 days on average basis to reach NADRAHQ, which causes delay in processing of cases, whereas in case ofany rejection clearance again takes similar time. In order to improvethe form receiving / processing mechanism of manual forms processedfrom abroad, an online cum offline solution has been implementedwhich to a great extent has reduced the processing time of NICOP /POC application (10 to 15 working Days). Alongwith this solution,‘Urgent’ processing of NICOP/POC forms have been implemented.In the first phase the system has been installed / launched at thefollowing locations:—

(2) Manama, Bahrain

(3) Canberra, Australia

(4) Singapore

b. Future Planning.—After successful implementation ofaforementioned system, it has been planned that same may also beimplemented at the left over countries abroad.

6. Customer Care Support for Overseas Pakistanis.—To facilitateoverseas Pakistani, International Operations Department of NADRA has launchedweb based tracking system on www.nadra.gov.pk in order to track down current/ despatch status of their NICOP/POCs and the system has also been integratedwith the complaint management system on web to cater / respond all types ofNICOP/POC queries.

(A) FY:2011-12

FBR revenue target for FY: 2011-12 was fixed at Rs.1,952 billion, whereasactual collection realized at the end of the year of 2011-12 was Rs.1,883 billion.The target has been achieved to the extent of 96.4%. General economic slowdown,abolition of SED and downward adjustment of FED rates in respect of beveragesand cement were the main reasons of shortfall in revenue collection viz-a-vizassigned target during 2011-12.

(B) FY:2012-13

FBR revenue target for FY 2012-13 is Rs. 2,193.3 billion. Provisionalrevenue collection upto January, 2013 is Rs.1,022 billion. FBR has launchedmassive campaign against non-filers and expect to generate sufficient revenues toachieve the assigned target at the end of the year 2012-13.

Minister for Interior (Mr. A. Rehman Malik): (a) The token tax isrecovered from private vehicles and commercial vehicles as well under the MotorVehicle Taxation Act 1958 as prescribed in 1st schedule of Motor VehicleOrdinance, 1965.

The rate of tax on all private vehicles is Rs.96/- per seat annum.

The rate of tax on all commercial vehicles are Rs.168/- per seat annum. Itmay be pointed out that professional tax on private vehicle is not charged. However,Rs.100/- per annum is charged as professional tax on commercial vehicles.

(b) Income tax (withholding tax) is also charged /recovered from privatevehicles at the following rate:

However, Income Tax from goods transport vehicles is charged at therate of Rs.1.00 per killogram per annum. Similarly income tax from passengertransport vehicle is charged at the rate of Rs.100/- per seat per annum excludingdriver. It may be further added that Income tax is not payable on 10 years old andused vehicles in Pakistan either private or commercial vehicle.

Minister for Finance, Revenue and Planning and Development(Mr. Saleem H. Mandviwalla): Poverty is estimated using official methodologyon household data gathered by Pakistan Bureau of Statistics (PBS). PBS gathershousehold data under Pakistan Social and Living Standards Measurement Survey(PSLM), which is a sample survey. Size of the PSLM Survey sample varies between70-80 thousand households.

Planning and Development Division estimates poverty head-count figuresfrom PSLM data provided by Pakistan Bureau of Statistics. The PSLM data cangive reliable estimates of poverty head-count at national level. However, due tothe design limitations of the Survey, PSLM Survey data cannot generate districtlevel estimates of poverty headcount, and hence, poverty head-count is estimatedat national level only.

As such, the district-wise total number of persons living below the povertyline in the country can only be provided after redesigning the PSLM sample byPBS to make it representative at district level for estimating poverty headcountfigures.

Pakistan experienced dwindling movement of poverty head count ratio.The headcount ratio of 30.6 % in 1998-99, increased to 34.5 % in 2000-01,before declining to 23.9 % and 22.3 % during 2004-05 and 2005-06. Owing tosome technical issues in poverty estimation, the government of Pakistan did notpublish the poverty head count number for 2007-08 and 2010-11. To address theissue, the Deputy Chairman, Planning Commission has constituted a TechnicalGroup on Poverty consisting of experts from Pakistan Bureau of Statistics,

141. Moulvi Asmatullah:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that a number of persons of Kallat,Balochistan whose passports have been blocked due to doublefinger print during the last two years; if so, the names thereofalongwith the action taken against the responsible; and

(b) the prescribed procedure to issue passports to such persons?

Minister for Interior (Mr. A. Rehman Malik): (a) Presently there are13 cases of the individuals belonging to Kallat which are processed at RegionPassport Office, Quetta and blocked in AFIS due to multiple passports. Thesecases are blocked in AFIS and no further passport will be issued till cancellationof passport which was obtained on fake particulars. A list containing the names ofSuch individuals is at Annex-“A”.

(b) Ministry of Interior, in order to resolve the issue of Multiple passportsannounced an amnesty with regard to cancellation of one of the multiple passportswhich were valid up-to 15-07-2006. The said policy was lastly extended up-to31-07-2012. These cases are processed and disposed off after verification ofreal identity of the applicants through security agencies and on payment of penalfee Rs. 10000/- (in case of minor change in particulars) and Rs. 25000/- (in caseof complete change of particulars).

At present no multiple case is being processed by this Directorate Generalafter the expiry of cut-off date of amnesty policy i.e 31-07-2012 and only thosecases can be processed wherein prior approval of Ministry of Interior is conveyed.
