•AustralianBowlsisoneofthelargestsportswithinAustralia’s‘sportandrecreation’industry.FormalbowlsclubsandassociationshavealonghistoryinAustraliadatingbackto1880.

•ThisisthefourthannualNationalBowlsCensus,undertakentomonitorandplandevelopmentofthegameofbowlsaroundAustralia.TheBowlsCensusisamajorinformationsystemforgamedevelopmentandbenchmarking.

•TheCensushasbeenpreparedthroughthecooperationandcollaborativeinputofallStateandTerritoryBowlsAssociationsandasubstantialproportionofbowlsclubsaroundthenation.

•Formal,orregistered,playingmembershipofbowlsclubshasbeendecreasingforabout30years,atanincreasingrate.Throughoutthe2000’sthedecreasehasbeen2.5%perannumonaverage.However,inthepastfiveyearstheaverageannualdecreasehasescalatedto4.1%.Between2012and2013thedecreasewasevenhigherat

6.9%.ThishasoccurredduringaperiodwhenthetotalAustralianresidentpopulationhasincreasedby56%(from15.29millionto22.85million).

•Decreasesinformalmembershipofbowlsclubshavebeenoffsetbygrowthinsocial,corporateandotherparticipationbynon-membersofbowlsclubs,afunctionofAustralia’stimepoorpopulation,seeking‘compact’or‘packaged’formsofrecreation.Growthinflexibleformatsforsocialbowlshasalsohadaprofoundimpactontheagestructureofbowlsparticipants.

•Therewere570,782participants1inAustralianbowls(FigureE1)in2013:

o110,771participantsinothercompetitionsformembers

o290,030participantsinsocialprograms

o36,343participantsinschoolprograms.

•Bowlsparticipationincreasedby15.4%inthepastyear.Social

1. INTRODUCTION1.1 BACKgrOuND

SportandrecreationhasalwaysbeenimportanttoAustraliaandAustraliansasanintegralpartoflifestyle,asourceofnationalpride,andapartofthecountry’sculture.Duringthepastfewdecades‘sportandrecreation’hasemergedasafull-scaleindustrywithintheAustralianeconomy,makingsubstantialemploymentandfinancialcontributionsinallregionsandatalllevels(local,StateandNational).

AustralianBowlsisoneofthelargestsectorsinthe‘sportandrecreation’industry.Forexample:

(i) Numberofparticipants.BowlsrankshighlyamongsportsinAustralia.BowlsclubplayingmembershipinAustraliaisnow202,280,across1,937clubs.Malemembershipisapproximatelydoublethatoffemalemembership.BowlsisverystrongincountryareasofAustralia,wherethenumberofclubsoutnumberthoseinmetropolitanareasmorethantwotoone.

(ii) EventsandAssets.Australianbowlshostsanumberofpremierchampionshipevents.Bowlingclubsaresignificantcapitalassets(includinggreens,drainage/irrigationsystems,clubfacilitiesandothersupportinginfrastructure).

(iii)EmploymentandEconomicContribution.Aplethoraofmanagement,administrative,marketing,greenkeeping,assetmanagement,andcateringjobsaredirectlycreatedbyAustralianbowls.Bowlingclubsaresignificantbusinessesintheirownright,creatingmillions

ofdollarsinannualdirectandindirectexpenditure.

BowlsAustraliaintroducedanannualNationalCensusofAustralianBowlsin2010andthisisthereportonthefourthannualcensus.

Formalmembershipofbowlsclubshasbeenreducingformanyyearswhile,anecdotally,participationinsocialandcorporatebowlscompetitionsandeventsarebelievedtohavesignificantlyincreased.Thereisaclearneedtodevelopamuchbetterunderstandingofparticipationinbowls,atalllevelsinordertoplanforthechangingdynamicsofthegame.

TheCensusisanimportantcomponentinmeasuringtheprogressofBowlstowards,andbeyond,thecurrentStrategicPlanobjectivesandtargets.

inthis2013Census,resultsarepresentedforparticipants2andmembersineachformofbowls.Notethat,throughoutthetablespresentedinthisdocument,anydifferencesbetweenthesumofanycolumnorrowandthestatedtotalsareduetorounding.

BowlsplaysanimportantroleinAustraliansociety.ThecurrentstrategicplanforBowlsinAustralia3identifiesthevisionandmissionforthesportaswellasaseriesofstrategicpriorities.

Territoryasasinglemetropolitanregion)

CENSUSForMS

Censusinformationspreadsheetformswerecompletedthroughliaisonwithstate/territoryandregionalcontacts.TheseformswerecomprehensivelycompletedinthefourthNationalCensus,andthecapacityofState/TerritoryAssociationstoestablishmonitoringproceduresandcompletetheseformshasimprovedconsiderablyoverthefouryearssincetheinceptionofthecensus.TheinvolvementofBowlsAustralia’sCommunityDevelopmentofficers(CDos)inthisprocesshasbeenamajorfactorintheimprovedcapacity,bothatState/Territoryandregionallevels.

SUrVEYSoFBowlSClUBS

DuetothelimitationsoninformationavailableatState/Territorylevel,theSurveyofClubscontinuestobeacriticalcomponentintheannualCensus.Thesurveyencompasseddetailsof:

•Playingmembers.

•Participationineachformof

bowls(includingdetailsofparticipationof4ormorebowlsgamesperannum4).

•Non-playingmembers.

•Non-memberparticipation.

Thesurveyofclubshadaresponserate22.25%,asshowninTable1.1.Therangeofresponseswas38.36%inTasmania,throughto12.01%intheQueensland.Theresults,combinedwiththeState/TerritoryAssociationandCDocollectionshavebeenusedtocalculateresultsforeachStateandTerritoryandregions.AllStates(exceptQueensland)provideddetailedestimatesofsocialandschoolparticipationatregionallevel,throughfieldworkofBowlsCDos,andallStateAssociations(exceptVictoriaandQueensland)provideddetailsofplayingmembersandmemberparticipants.

DuetoalowClubSurveyresponseinQueensland,andnoprovisionofStateAssociationdataonmemberparticipantsorsocialandschoolparticipants,the2013CensushascalculateddetailsinQueenslandfor6mega-regions(referencedas‘hubregions’)ratherthanatthemoredetailedregionallevelusedinotherStatesandTerritories.

2.1 BOWLS CLuB MeMBerSHiP

BowlsAustralia(BA)recognisesthatmembershipandparticipationarefundamentaltothesuccessofthesportinanincreasinglycompetitiveenvironment,inwhichAustralia’spopulationisincreasinglyconsciousoftheimportanceofhealthandleisurebut,atthesametime,isincreasingly‘timepoor’andreceptivetosportandrecreationalpursuitsthatenableparticipationwithintheconstraintsofabusy

lifestyle.BAhasastrategicplantoleadandguidethesportduring2013to2017.

Figure2.1showsthatformal,orregistered,playingmembershiphasbeendecreasingfor31years.Theaveragerateofdecreasehasbeen2.5%perannumthroughouttheperiod.However,inthepastfiveyearstheaverageannualdecreasehasescalatedto4.1%.Between2012and2013thedecreasewasevenhigherat6.9%.Playingmembersofbowlsclubs

in2013wereonly45%ofthoseregisteredin1982.overthissame31yearperiod(1982-2013)theAustraliantotalresidentpopulationhasincreasedby56%,from15.29millionto22.85million.

Table2.1demonstratesthatthereductioninplayingmembershasbeenrelativelyconsistentacrossallStatesandTerritories;onlytheACThadanincreaseinplayingmembershipbetween2011-12and2012-13.

Playingmembersofbowlsclubs,in2013,madeup43.3%oftotalmembership,showninTable2.2.Thatis,56.7%ofmemberswerenon-playingmemberswhojoinedtheclubforsocialactivities,other(non-bowls)recreation(themostpopularincludecarpetbowls,darts,tennis,snooker/billiards,croquet,bocce,fishing,golfandswimming).oftheplayingmembers,64.4%wereinvolvedinPennantCompetitionsand35.6%inotherregularintraorinter-clubmatches.

NewSouthwales,Queensland,westernAustraliaandtheAustralianCapitalTerritoryarethefourStates/Territorieswherenon-playingmembershipexceedsplayingmembership.inNewSouthwalesandtheAustralianCapitalTerritorythisisalegacyofthedecadeswhereitwasthemajorStatewithlicensedclub-housefacilities,includinggamingmachines,andoftenotherrecreationalinfrastructure.Membershipofbowlingclubswascommonplaceasasocialoption,withoutanyexpectationthatmemberswouldplaybowls.inQueensland,thehighlevelofnon-playingmembershipislargelyintheSouth

EastQueenslandHub,andmorespecificallytheGoldCoast,whichincludestheTweedriverssectionofNewSouthwales.Playingandnon-playingmembershipofbowlsclubsismuchhigherincountryregionsthaninmetropolitanareas.

insummary,the2013NationalBowlsCensushasrevealedthattherewere467,323bowlsclubmembersin2013,showninFigure2.3,ofwhich:

•202,280wereplayingmembers(130,180inpennantcompetitionsand72,099inothercompetitions).

•265,042werenon-playingmembers(thevastmajorityinNewSouthwalesandQueensland).

TheregionsareallconsistentwithgroupsofStatisticalDivisions

usedbytheAustralianBureauofStatisticsforawiderangeofstatisticalcollections.Thesecanbevaluableincomparingandplanningbowlsinitiativesusingregionaldata(population,economicandotherrelevantdata).regionsareanappropriateunitforallocatingresources,targetinggrowthareasanddevelopinglocalresponsestomeettheneedsofcommunities

aroundthenation.However,the

distributionofregionsneedssome

adjustment,sothatthenumberof

regionsperStateisconsistentwith

population,geographyandbowls

participation.

However,therearemanypeopleinvolvedinevents,once-offactivities,communityprogramsandotherbowlsactivitiesoflessthanfourweeks/gamesduration,whicharebroadlydescribedasbowls‘promotionalparticipation’.Thesepromotionalactivitiescanbeanintegralpartoftheviabilityofabowlsclubandtothedevelopmentofthegameofbowls.Thenatureandlevelofpromotionalactivityvariesfromstatetostate.Promotionalbowlsprogramscanincludesomesocial,corporateandschoolactivities.

•ThegreatestparticipationsegmentinQueenslandwassocialbowlsprograms,with63.5%ofparticipants.

•Maleparticipationmakesup69.6%ofallbowlsparticipationinQueensland.Femaleparticipationrangesfrom28%to44%across

thebowlssegments/programareas.

•ParticipationincountryQueensland(41,084)islowerthanmetropolitanparticipation(96,720),buttheGoldCoastandSunshineCoastareincludedinthemetropolitanfigures.
