NBP - Intervention Strategy

Update on NBP Intervention• 3 shortlisted bidders have formally indicated a

predominantly fibre-to-the-premises solution - may potentially get speeds up to 1Gbps with businesses availing of symmetrical upload and download speeds

• One of the First 100 Days commitments set out in the Programme

for a Partnership Government

• Co-chaired by Ministers Humphreys and Naughten

• Membership includes key relevant Departments and agencies, as

well as the CCMA. Relevant stakeholders are being brought into

the process as required

• TOR to identify practical measures to accelerate rollout of telecoms

infrastructure - Planning, Infrastructure, Network Configuration,

Consumer Awareness.

• Held four meetings to date – Report to Government end year

Taskforce on Mobile Phone and Broadband

• Will identify barriers that could serve to delay the delivery of broadband

• Identify, agree and oversee actions that can be taken to address any

identified barriers

• Work with Local Authorities to put the requisite structures and

standardised approach in place

• Identify priority areas for rollout of infrastructure

• Identity rural ‘hubs’ (up to 20 per LA)

• Demand Stimulation - Identify measures to leverage the benefits of high

speed broadband for rural communities and businesses

• Work with the LA’s to help them develop their own Digital Strategies

Regional Action Groups

• Discussions with industry have indicated that it will take between 3 to 5 years to roll-out the network.

• We are examining ways of providing access to high speed broadband in remote rural communities who maybe at the latter stages of deployment given their remote locations.

• Address this through two actions1. Strategic Connection Points (SCPs) (schools, business parks, Garda

stations, community centres, post offices)2. Strategic Community Access Hubs (SCAHs) – 20 in each local

authority

Prioritisation

Five categories of SCAH connections have been identified:

1. Business Centre – situated in a public building which provides business access to local businesses that may otherwise have to commute to access required broadband services or alternatively, relocate their business to remain solvent.

2. A hot-desk facility - open business hours or on demand (within business hours).

3. A facility with access for members of the public, such as a library or a Local Authority property.

4. A facility with limited public access (i.e. might be open a couple of hours a day, and/or a few days a week).

5. A local Wifi hub with ‘always on’ wifi (potentially linked to 1-4 above but available out of hours). For example, the wifi would be available 24/7 in the building and out of hours, persons could pull up within the grounds of the premises e.g. park just outside the building to access the wifi.
