Thelastfewyearshavebeenatimeofunexpectedchangeandrapidfluctuations,whichhasaffectedalmosteveryoneofusintheacupunctureandOrientalmedicineprofession.Theturbulenteconomycoupledwithsocialandpoliticalturmoildomesticallyandinternationallyhasaccountedfordifficulttimesformanyorganizationsandindividualsastheabilitytoadapthasbecomeanecessity.Whenchangebecomesaconstant,successfulorganizationsmustevolveandadjusttothecurrentenvironmentwhilemaintainingasolidinfrastructureaswellashavinganeyetowardsthefuture.TheNCCAOMhasbeenabletoadapttothisnewrealitybycontinuingtobuildasolidinfrastructureandinventingnewwaystoofferservicestoourstakeholders.
Theyear2010wasayearofbothadaptabilityandproductivityfortheNCCAOM.Moreresourceswereappliedtotheorganization’sinternalprocessesformaintainingsustainability,improvingexistingproductsandbuildingnewservicesforDiplomates.SincetheNCCAOMBoardandstaffhavecontinuedtobefiscallyresponsiblebyadheringtotheyearlybudgets,andassuringthattheorganizationhassolidreservefunds,financialandhumancapitalwereappliedtowardsupgradingtheinformationtechnologyinfrastructureandrebuildingtheNCCAOMwebsite.
Someoftheseachievementsarelistedbelow:
• ImplementednewtechnologyandupgradedNCCAOMdatabasesaswellastheITnetworktomanageoperationsefficientlyandtobetterservetheneedsofallstakeholders.Staffdevotedasignificantamountoftimeduring2010toworkwiththeorganization’scontactmanagementsystemandtodevelopthenewNCCAOMwebsitewhichlaunchedinFebruaryof2011.
• PartneredwithstatestopromotethepracticeofAOMthrough regulatory reform (see The Year in Review, 2010 Highlightsforupdate)
• RespondedtonegativemediaarticlesandjournalsaboutAOMbydisseminatingpressreleasesonsafetyandtrainingofNCCAOMDiplomates(seeThe Year in Review, 2010 Highlightsforupdate)
• TheNCCAOMcontinuedtoprovidesupportforapplicants,candidatesforcertificationandNCCAOMDiplomates.Bytheendof2010,NCCAOMhad16,899Diplomatesworldwide.TheseDiplomatescollectivelyheld18,240activecertifications.Duringtheyear1,049newDiplomateswerecertified.Therewere486certifiedinAcupuncture,17inChineseHerbology,521inOrientalMedicineand25inAsianBodyworkTherapy.
Oneofmostsignificantchangesthatoccurredin2010wastheadministrationofallNCCAOMexaminationsbasedonthenewcontentoutlineswhichwerederivedfromthe2008 NCCAOM Job Task Analysis(JTA).Theexaminationmodifiedmostsignificantlyasaresultofthe2008JTAwastheBiomedicineexamwhichchangedfroma50-itemexamin2009toa100-itemexamin2010.Thisexamcontentwasincreasedtoincludemorequestionsonsafety,ethics,redflags,referralstootherhealthcareprovidersandanewcontentdomaincalledpharmaceuticalsandsupplements.AsignificantincreaseinresourceswasappliedtoupdatealltheitembanksfortheNCCAOMcertificationexaminationsin2010,especiallyfortheBiomedicineexam.Theorganizationhostedamajoritemwritingeventwhichgeneratedover500newtestquestionsfortheBiomedicineExaminationDevelopmentCommitteetoreview.

InadditiontotheNCCAOMBoardofCommissioners’supporttomaintainthehigheststandardsfortestingandexaminationdevelopment,theBoardremainedcommittedtoseekingmorewaysforDiplomatestodocumenttheircompetencymaintenanceandprofessionaldevelopment.TwonewcategoriesforearningProfessionalDevelopmentActivity(PDA)pointstowardrecertificationwereapproved.TheseincludeallowingDiplomates,whoarenotcurrentlyservingonanNCCAOMEDCtosubmitdrafttestquestionstobeconsideredbytheEDCs,andgivingPDApointsforacupunctureandOrientalmedicineservicesinnontraditionalsettingsasavolunteerservice.TheNCCAOMalsobeganrequiringdocumentationofaCardioPulmonaryResusitation(CPR)certificateforallDiplomateswhentheyrecertify.
The Year in Review, 2010 Highlights section of this NCCAOM® 2010 Annual Reportsummarizesthemajoreventsandaccomplishmentsoftheorganizationduring2010.TheNCCAOMisverypleasedtoreportthattheBureauofLaborandStatistics(BLS)added“Acupuncturists”asanewandemergingprofessionin2010.Now,theBLSistrackingtheprofessionforapossibleassignmentofanindependentoccupationalcodeby2013.Inaddition,“AcupunctureandOrientalMedicine”wasoneofthe82careerslistedintherecentlypublished2010-2011 American Medical Association (AMA) Healthcare Careers Handbook.ThiswasinpartduetothecommitmentandteamworkofNCCAOM,theCouncilofCollegesforAcupunctureandOrientalMedicine(CCAOM)andtheAccreditationCommissionforAcupunctureandOrientalMedicine(ACAOM)insupplyinginformationtotheAMAforinclusionoftheAOMprofession.
OwingtodiligenceonthepartoftheBoardandstafftheNCCAOMcontinuestohaveastrongfinancialposition.Thenetincometoexpenseswaslowerin2010comparedto2009andthechangeinnetincometoexpensesbeforeinvestmentincomewas($140,278).ItcanbeseenintheTreasurers’ Reportthatafterthe$164,758ofinvestmentincomewasaddedthenetchangeintotalassetswas$24,480,asreportedbytheNCCAOM’sauditfirm.
The wheels are always in motion at the NCCAOM! The amountofworkaccomplishedbytheBoard,staffandvolunteersistrulyamatterofpride.OnbehalfoftheBoardofCommissionerswewouldliketothankourmanyvolunteerslistedintheNCCAOM Board Governance section of this report.In2010theBoardofCommissionersprovidedover2,500hoursofvolunteerservice.TheloyaltyandcommitmentofallNCCAOMvolunteersprovidestheorganizationwiththetalentandexpertiseneededtosustainahealthyandprominentorganizationthatupholdsthehigheststandardsforcertificationinacupunctureandOrientalmedicineprofession,evenduringtimesofchange.

NCCAOM’sfinancialconditionasofDecember31,2010continuedtoremainstable.DespitecontinuedoveralldownturninU.S.economy,NCCAOMhasbeenabletomaintainaverystrongfinancialposition.Theorganizationcontinuedtomaintainhighprudentreserve(i.e.therequiredsix-monthsofcashinaccountsneededforoperations).
TheStatementofActivitiesbelowshowschangesinNetAssetsandTotalRevenuesreceivedof$2,853,158,whileTotalExpenses(includesdirectandindirectcosts)for2010of$2,993,902resultedinanoverallchangeinNetAssetsbeforeotherincome(i.e.,investments)of($140,278).ThecontributionoftheInvestmentIncome(minuscosttomanagetheinvestments)resultedintheoverallNetAssetsincreaseof$24,480.
