Message of Welcome

On behalf of Bowls NZ I would like to extend a very warm welcome to all the players, coaches, spectators and supporters to the National Club Championships. I also offer you our congratulations in getting this far in the competition as you will have won your centre and regional singles, pairs, triples or fours play-offs to make it here. A very big vote of thanks must go to Invercargill Licensing Trust, the Invercargill Licensing Trust Foundation and the Community Trust of Southland as without their support this event would not be possible. I would like to thank all the volunteers, including technical officials, greenkeepers and club members who have put in so much effort so that you, the players can have a successful tournament. I would especially like to thank Bowls Southland and the Waverley Bowling Club for without your effort these tournaments would not have been able to be staged. Smoking Policy

There is a “NO SMOKING” ban anywhere in the club houses and on the greens at all times. Clubs have designated ‘Smoking Areas’ which must be used by Players and Officials. Any smoking outside of these areas is strictly forbidden. This also applies to markers in all Singles Games.

Alcohol Policy

The drinking of alcohol is to be confined to the clubhouse. Drinking of alcohol outside the clubhouse during competition is not permitted. Survey

Conditions of Play

World Bowls Laws of the Sport of Bowls (Crystal Mark Second Edition) and Bowls New Zealand Domestic Regulations will apply

Controlling Body Play will be under the control of the Bowls New Zealand Tournament Director who will be the Tournament Director. The Tournament Director will be responsible for all decisions regarding play.

Conditions of Play

SINGLES: Games of 25 shots 4 Bowls or 2¾ hr Time Limit PAIRS: 18 Completed Ends 3 Bowls or 2¾ hr Time Limit TRIPLES: 18 Completed Ends 2 Bowls or 2¾ hr Time Limit FOURS: 15 Completed Ends 2 Bowls or 2¾ hr Time Limit

The winner of the end MUST take the mat and the jack other than on an extra end when the players in Singles and the Skips in Pairs. Triples and Fours will toss to decide who will take the mat and jack.

In the event of a TIE in any game NO extra end(s) shall be played.

All games to be played to the finish (within the above time limit) irrespective of the score.

There will be no morning or afternoon tea breaks during a game for the players.

The time signals for each game shall be as follows:

a) The commencement of play and the expiry of time shall be signalled by the Umpire by a bell or some other means clearly audible to the players concerned. Where the time limit is not common to all games on any green, the Umpire shall notify the opponents or skips in individual games when the time limit has expired.

b) If, in a time limit game, the jack has been delivered before the time signal the end continues and if it is subsequently made dead it shall be replayed until it is completed.

c) Ends made dead shall be replayed in accordance with Law 31 of the Laws of the Sport. Restriction of Movement of Players: In time limit games as per this Regulation the movement of players during play shall be restricted as specified in Appendix A.A4 – Laws of the Sport of Bowls as follows:

1) After delivering their first bowl, players will only be allowed to walk to the head under the following circumstances:

● Singles Game: The opponents: after delivery after their third and fourth bowls ● Pairs Games (each player playing three bowls):

a) The leads: after delivery of their second bowl and third bowl; and b) The skips; after delivery of each of their bowls

● Triples Games (each player playing two bowls): a) The leads: after delivery of their second bowls b) The seconds: after delivery of their second bowl; and c) The skips: after delivery of each of their bowls

● Fours Game (each player playing two bowls): a) The leads: after the second player in their team has delivered their second bowl b) The seconds: after delivery of their second bowl c) The thirds: after delivery of their second bowl d) The skips: after delivery of each of their bowls

2) In exceptional and limited circumstances, a skip can ask that a player walks up to the head earlier than described in paragraph 1 above.

3) If a player does not meet the terms of this law, Law 35 of the Laws of the Sport shall apply.

Trial Ends Pursuant to Law 18.1 of the Laws of the Sport, trial ends will be allowed before competition commences each day.

Variation of Conditions The Controlling Body has the power to alter or amend the programme of the event as it considers necessary or appropriate if the weather or other conditions are unsuitable, or in the case of indoor play, there is a power failure and lighting is affected. The Controlling Body can also suspend play temporarily in any game or abandon any game, and it can also alter any conditions of its programme if it decides that this is essential to successfully carry out or finish the event - Law 16.3.3

Substitutes or Changes to an Original Team Member

Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Regulation 4 with particular reference to Regulation 4.7.

Clothing

Player’s footwear and clothing must comply with the provisions in Bowls New Zealand Regulation 1.

Tournament Winner In all games at National Finals two points will be awarded for each game won. One point will be awarded for each game drawn. Where match points are equal the winner will be the team with the highest Net Total of Shots on a plus and minus basis. If the Match Points and the Net Total of Shots are equal the team with the “Lowest Shots Against” shall be the winner.

Prizes The winners of each National Final will get a Bowls New Zealand badge and certificate, and all finalists will get a Bowls New Zealand certificate.

Government House On Monday 22nd July 2013 our Patron the Governor- General of New Zealand His Excellency Lt Gen The Rt Hon Sir Jerry Mateparae GNZM QSO will host a Reception at Government House Wellington, to launch the Centennial year celebrations. It is a huge privilege for Bowls New Zealand to have this function at Government House and we are indebted to our Patron for allowing us to hold the function there. This is a unique opportunity to view the newly refurbished Government House. Numbers to attend this prestigious event are limited. The cost to attend is $40

TOWER Centennial Hall of Fame Dinner On the Saturday night of the conference the focus will change to honouring the past. The TOWER Centennial Hall of Fame dinner will feature the inaugural induction ceremony for Bowls New Zealand’s Hall of Fame. This is a not to be missed event and clubs should book now to ensure they are in attendance to support nominated club members. Get your tickets to ensure you are part of this historic event with cocktails and dinner for just $86, or a table of 10 for just $800

Centennial AGM On Saturday 7 September the Bowls New Zealand AGM will be held. This will be a special occasion marking our Centennial year. Keynote speaker, Belinda Moore will be delivering a challenge to our Clubs and Leaders about how we engage with Communities in the future. Her topic “Membership is Dead” is a not to be missed opportunity. This will be followed by an address from Bowls NZ’s Chris Wilson who will introduce the Whole of Sport Plan which will focus on the key challenges for the sport going forward. This event comes at no charge so ensure you book it in your diary now.
