Foreword: The worst floods since 1929 have devastated the lives of more than 22 million people in Pakistan who have lost their homes, livestock and standing crops. The flood has also wrecked major cities, towns and villages, dams, vital roads, rail network, bridges and social service delivery mechanism in over 70 districts. Potential for water borne diseases is high amongst flood victims, particularly 3.4 million children, who are critically prone to gastro, diarrhea and malnutrition.

National Commission for Human Development (NCHD) is working in

142 districts in the four provinces, AJK, Gilgit Baltistan, FATA and FRs (less South and North Waziristan) in line with its mandate to support the government in Universal Primary Education (UPE) and Adult Literacy. Through its network, it is working in close coordination with district administration and other stake holders, in flood relief operations in all the flood affected districts of Pakistan. NCHD has had the experience of relief operations in the past during the devastating earth quake of October, 2005, in Mansehra, Balakot and Muzzaffarabad. Subsequently, it helped IDPs during the catastrophe in Swat in the areas of Mardan, Charsadda and Swabi, and then more recently it supported relief operations in Atta Abad lake disaster in Gilgit-Baltistan. NCHD is unremittingly engaged to support the district governments in their effort to provide relief to the people of flood affected areas of Pakistan. Since 30th July 2010, when flood hit Charsadda and Nowshera in Khyber Pakhtunkhwa, NCHD has extended its relief operations in all the flood affected districts. It is engaged in emergency rescue, provision of shelter, food, water and emergency medical care for the flood affected people. NCHD, being a public private partnership model, has through its board of Directors of Pakistan Human Development Fund (PHDF), PHDF-UK and American Fund for Human Development (AFHD) secured a pledge of over Rs. 135.19 million to support rescue and relief operations, out of which Rs. 94.49 million had already been received.

Flood Devastation: Over 70 districts have been affected by floods throughout the country. Major damages include loss of life, destruction of roads and bridges, telecommunications, water and sanitation facilities, administrative infrastructure, houses, markets, shops, land and standing crops, leaving more than 7 million families homeless. These floods have been termed as the worst floods in the century and its severity has been beyond imagination of the national, provincial and district governments. To evacuate these helpless people and livestock to safer abodes, and to provide them with interim camps, clean drinking water and food, besides essential medicines, to ensure that no epidemic scourges the area, leading to final rehabilitation is in fact a gigantic task and a great challenge not only for Pakistan but for the whole world community.

Rescue and Evacuation: NCHD has provided rescue and evacuation services through boats, road transport and by rail duly facilitated by the local volunteers for immediate evacuation of the flood victims in Khyber Pakhtunkhwa, Punjab and Sindh.

NCHD-managed Camps: NCHD-managed camps have been reduced from 19 to 12 because of IDPs’ movement back to their locations; thus NCHD now manages 12 camps with 3,394 families in Sindh and Punjab. In these camps NCHD is providing security, registration facilities, food, clean drinking water and essential health care on daily basis.

Provision of Water: Clean drinking water was desperately needed by the displaced communities / families. Initially NCHD provided bottled water for immediate relief. Subsequently, water in Jerry cans and coolers duly treated with Aqua tablets for purification were provided to the flood affectees. Water tankers too have been provided to communities at various places wherever required. NCHD is providing clean drinking water everyday in its 12 camps accommodating more than 3000 families: Punjab: Multan Sindh: Kashmore, Badin, Khairpur (2), Larkana, Jacobabad, Shikarpur, Thatta, Dadu (2) and

Sukkur,

Provision of food: NCHD is providing food to the flood affectees in two modes: Dry food rations are being provided to families who have been evacuated or are being accommodated in localities where cooking facilities can be arranged; while cooked meals are being provided to the families residing in camps managed by NCHD. Dry Food:

Packets containing dry food are being provided to the flood affectees. One food packet contains 5ltr cooking oil, 20kg flour, 5kg rice, 3kg sugar, 2kg red beans, 1 kg powdered milk and ½ kg tea leaves. They are being provided in: KPK: Nowshera, Charsadda, Shangla, Swat, Upper Dir and Kohistan Punjab: Multan, Mianwali, Rajanpur, Muzaffargarh, Layyah, Rahim Yar Khan, Lodhran, D.G.Khan, Bhakkar, Khushab and

Mandibahauddin Sindh: Jacobabad, Sukkur, Khairpur, Shikarpur, Dadu, Badin, Jamshoro

and Kahsmore Balochistan: Quetta and Sibbi Cooked Food:

Emergency Health Care:

NCHD has set up 822 mobile as well as static medical camps, treating 230,450 patients. NCHD in coordination with the district governments and UN support clusters will be supporting vaccination campaign to avert any epidemics.

Educational and Recreational Activities: NCHD is facilitating establishment of Temporary Learning and Recreational Sites (TLRSs) for 5 – 10 years old children, as well as Adult Literacy Social Counseling Centers (ALSCCs) in order to engage the flood affected population to overcome distress / trauma, regain balance, and to prepare them for rigors of rehabilitation. TLRSs: In order to provide joyful learning environment to the children of flood affected districts, NCHD has established a total of 274 TLRSs in Sindh with an enrollment of 18, 634 children in Larkana, Khairpur, Badin, Dadu, Ghotki, Hyderabad, Jamshoro, Kamber Shadadkot, Karachi, Kashmore, Shaheed Benazirabad, Nousheroferoze, Shikarpur, Thatta and Sukkur. 36 TLRSs have been established in Punjab with an enrollment of 3, 351 students. ALSCCs: A total of 317 ALSCCs have been established with an induction of 4,660 adults in Sindh in Badin, Dadu, Hyderabad, Jamshoro, Kamber Shadadkot, Kashmore, Khairpur, Larkana, Mitiari, Nousheroferoze, Sanghar, Shaheed Benazirabad, Shikarpur, Sukkur and Tando Muhammad Khan. The TLRSs and ALSCCs will be established in all the camps for Flood Affectees until they are fully rehabilitated.

Volunteer Support: NCHD has also identified and facilitated 3,157 volunteers supporting relief activities in the IDP camps established in: Punjab: Khushab, Layyah, Jhelum, Mandibahuddin and Muzaffargarh KPK: Nowshera, Charsadda, Malakand, Shangla, Swat and Bannu Sindh: Sukkur, Khairpur, Jamshoro, Jacobabad, Badin and Thatta. NCHD Rehabilitation Initiation: After the provision of rescue teams with boats; mobile and static emergency health teams with essential medicines; food items, clean drinking water and tents for shelter of the flood affectees, National Commission for Human Development is now working for the rehabilitation of affected people. On-going Rehabilitation services include Emergency Health care, provision of cooked and un-cooked food, and provision of clean drinking water. A total of NCHD’s 310 Temporary Learning and Recreational Sites (TLRS) and 317 Adult Literacy Social Counseling Centers (ALSCC) have been established with an induction of 21,986 students, and 4,660 adults respectively. NCHD will extend this intervention in all flood relief camps in Pakistan, and is collaborating with UNICEF to establish Transitional schools in tents, with the government providing teachers for the same. Skills development program initiated by NCHD in collaboration with Benazir Bhutto Shaheed Youth Development Program (BBSYDP) aims at meaningful rehabilitation, improved living standards and enhanced income generation. For immediate rehabilitation, NCHD shall provide quilts, blankets, mattresses and warm clothes. NCHD shall also provide one month dry ration packs for 15, 000 people. Volunteers identified by NCHD are actively working with the affected communities, mobilizing people to clean debris left behind in wake of the recent floods. IN THE NEWS:

1. NCHD Health project funded by AAR Japan has been initiated in district Nowshera, Muzaffargarh and Sukkur with effect from 26th Sep. 2010. District Officer Health, Dr Mushtaq Rasool, inaugurated the static hospital at 10:00 AM. 02 mobile units moved into field at 9:30 AM, comprising of three medical teams fully equipped with all necessary paraphernalia for providing medical assistance to the ailing flood affectees in static as well as mobile medical camps.

2. AAJ TV Channel has provided 1500 food Packets (Each packet contains floor, ghee, sugar, daal soap etc), 1000 tents and 300 Shawls to NCHD Dadu on request of Chairperson NCHD, Ms. Nafisa Shah, on 25th Sep. 2010. These relief items were distributed amongst the most deserving affectees who had not yet received much aid; and also amongst the marooned people in the flood waters of KN Shah, Mehar and Kasho areas. Boats were arranged to reach these people. The local correspondent of AAJ TV recorded the events of distribution and telecast it on AAJ channel.

3. NCHD has moved into a joint project with Abbott Laboratories worth $ 52, 500. First payment has been received on 24th Sep. 2010.

Project implementation will involve local community members to work with the project team to facilitate its interventions.

4. A Memorandum of Understanding has been signed between National Commission for Human Development (NCHD) and Provincial Disaster Management Authority (PDMA) Government of Sindh, worth 4.8 million Pak Rupees, on 21st Sep. 2010 for Data Collection of Relief Camps and Villages in Flood Affected Areas. The main features of the MoU include Data Collection of Relief Camps in Flood Affected Areas, Data Collection of villages in Flood Affected Areas, and Monitoring of flood affected camps and villages. PDMA, with the assistance from UNHCR shall provide the budget expenses and the list of affected areas, along with 20% mobilization advance, to NCHD for the data collection. The payment shall be transferred to PHDF account.

5. Mr. Todd Shae, (an American who came to volunteer in Pakistan after the 2005 earthquake)

along with Dr. Fayaz Nawaz from Washington DC, Dr. Umer Hayat from Michigan USA (APNA) and District Manager SRSP Charsadda visited Tent Village Adam Ghar in Tarnab, Charsadda on 21st Sep. 2010. Medical Camp in Tent Village Adam Ghar was conducted by Dr. Nosheen and Dr. Uzair from NCHD Charsadda. 232 Patients were provided consultation & treatment. Medicines here are being provided by Memar Trust since 1st August 2010 till date. Todd Shae donated Rs. 50,000 to NCHD’s locally identified influential, Musharaf Khan at Cheetay Shay. He also promised to provide 3 vehicles for support in malaria eradication for 1 month In Charsadda. NCHD shall facilitate and monitor these vehicles.

6. A team from AAR JAPAN organization along with NCHD team distributed 220 food bags amongst flood affectees of Nowshera (Pir Sabak) Relief Camp on September 21, 2010.

7. Member National Assembly, Justice (R) Fakhar un Nisa Khokar visited NCHD Relief Camp in

Basti Budh, Muzaffargarh, and assured the affected people to voice their concerns to the government in regards to the impeding winter season difficulties. She said that the government will ensure rehabilitation of these people before the winters set in. She also distributed food, clothing and other items amongst the affected people.

8. 108 Aquaboxes arrived at Islamabad International Airport (via Bangkok) on Thai Airways on Monday the 20th September for distribution

amongst the flood affectees in NCHD managed Relief Camps with the involvement of the Rotary club’s local chapter. Rotary Club had been very keen to form a partnership with an organization such as NCHD which has the capability to properly distribute the 108 Aquaboxes Gold which had been ready for shipment to the disaster areas of Pakistan to victims of the floods.

NCHD is carrying out relief operations from donations alone, and no government funds are being used for this purpose.

Donations:

• Board Members of Pakistan Human Development Fund, Pakistan Human Development Fund -UK, American Fund for Human Development (AFHD) and other philanthropists from within Pakistan and abroad have pledged Rs. 135.19 million out of which Rs. 94.49 million has already been received, including cash and in-kind donations.

• Staff of NCHD has decided to contribute one-day salary to address to the needs of their brethren in these times of distress.

• Chairperson NCHD has donated one month’s salary and has provided 02 boats in Khairpur for evacuation and rescue.

• Humanity First Pakistan (HFPK) has till now dispatched over 182 Aqua Boxes, 430 family

tents, blankets, boxes of household supplies including buckets, sheets and shoes. Moreover, HFPK has distributed following donations on Eid Occasion to Flood Affectees in Khyber Pakhtunkhwa.

• Almost all NCHD districts are raising funds locally. So far, Rs. 2.95 million in cash and

Rs.23.45 million in-kind has been collected.

• Bait ul Mall Pakistan has provided 3,200 Baby Kits for distribution at NCHD Medical Camps.
