Scouting Ireland uniform proposals 3rd September 2018
At our National Council in 2016 the following motion was passed:
“That this National Council instructs the National Management
Committee to implement the promised uniform review and to
present a report on its findings to next year’s National Council.”
In January 2017 the National Management Committee set up a
Uniform Review Committee headed by the Communications
Commissioner. The terms of reference were agreed and the
committee set about their work having launched the review at
National Council 2017.
Over the following months the team - through numerous meetings,
roadshows, questionnaires, national events & conferences -
interacted with over 9,000 members, parents and interested
parties. We challenged viewpoints, answered questions, proposed
solutions, collected and collated feedback and most importantly,
listened.
There was a very good response overall to the proposals
submitted to National Council in April. However the motion was
withdrawn in order to address various concerns as outlined on the
next page.
The proposals achieve the main objectives of being fit for purpose:
Improved fit & comfort
Value for money
Low maintenance
Practical (for activities and for ceremonies)
Non-wrinkle & colour fast fabrics
Increase wearing of uniform
Distinctive and appealing external image of Scouting
Most importantly we want to portray Scouting as an active youth
movement, to encourage members to choose to wear the uniform
and wear it more often with pride.
Thank you to everyone that has contributed to the process since
the project was initiated and especially to the members of the
review committee.

There was a very good response overall to the proposals
submitted to National Council in April. However the
motion was withdrawn in order to address various
concerns:
Beaver jumper side panels
The colour red proposed for the Beaver jumper side
panels was of significant concern in the North.
The decision to propose yellow instead was very
carefully considered. The committee looked at all the
options and narrowed the alternatives to a shade of
yellow or a shade of blue and selected and matched an
exact shade of each to prototype.
Feedback was sought at the EGM in June, at JamboRí
and through an online survey with 1,187 votes cast.
Yellow received 56% of the votes and blue received
44%. The programme team was also consulted. Various
pros and cons were expressed for both yellow and blue.
Yellow 'dirtying more easily' was mentioned by some.
On balance the uniform committee is recommending
yellow based on the survey outcome; yellow is better
from a safety/supervision point of view; it ties in with the
section’s logo colours; and referencing back to the
preference expressed by Beaver Scouts themselves for
more colour in their uniform.
Scouting Ireland badge
variantsThere was also a request to resolve the Scouting
Ireland badge variations - to include a variant which
incorporates our national flag. The proposed badge
designs are illustrated on page 21 and have been
shown on a poster at the EGM in June and at
JamboRí.
Lanyard, Kilt & Head GearClarification was needed in relation to lanyards and
kilts in particular.
There is no change to current policy proposed at
this time for any of the following:
Neckerchiefs, Woggles, Belts; Youth Programme
awards & badges; Adult awards and badges;
Lanyard; Kilts; Cap badge; Head Gear.

We have also been asked about ethical production
and quality & supply control for uniform. Scouting
Ireland’s requirements will be contained in an
appendix to the revised uniform policy - should the
uniform motion be passed - and all suppliers will be
expected to meet the requirements.
No change at this time:

Web Belt & Leather Belt [no change - note: a narrow variant of the web belt is
under consideration as an alternative and may be introduced at a future time]
Lanyard [no change - remains optional for scouts and older - to be worn with a
whistle or knife in a belt pouch]
Sea Scout activity jumper [no change - remains optional for scouts and older]
Head gear [no change to current policy - authorised pipe band glengarry and
authorised warm climate contingent sun hat only]
Cap Badge [no change - to be worn on authorised Scouting Ireland pipe band
glengarry & authorised warm climate contingent sun hat only]
Kilts [no change to current policy - may be worn in appropriate colours by authorised
pipe bands and as part of a contingent uniform with permission]

Trousers
A clear majority of the participants in all
surveys and consultations chose to allow
the wearing of an appropriate dark navy
lower garment* by its members as agreed
and defined by the relevant scout group in
consultation with its youth members.
*Lower garments may include appropriately
cut dark navy trousers, pull ups or shorts.
Dark navy skirts may also be worn for
appropriate occasions.
An official pattern of dark navy pull-ups and
female & male trousers will be available
from The Scout Shop.
(to be worded in detail in a revised uniform
policy to be published in 2019).

The Scouting Ireland emblem and name in English
and ‘as Gaeilge’ will be featured on all uniform shirts,
tops and jumpers.
On the Zip Tops & Jumpers it will be embroidered.
On shirts it will be a woven badge without an
overlock, sewn on in the factory over the right pocket
and in a colour to match the shirt.
A variant including the national flag may be
purchased and sewn on if preferred.
A variant with the name in English only will also be
available to purchase and sew on. If another
variation is required this will be accommodated
following consultation and approval.
There will also be a woven badge available for
purchase for Scouts, Venture Scouts, Rover Scouts
& Sea Scouts to be worn over the left pocket.
At National Council in October 2018 the
uniform motion will state:
“That this National Council accepts the uniform proposals
as recommended by the uniform committee.”
Note: should the motion pass a revised uniform policy based on this document will be
drafted and approved for publication in 2019.
