Proposed Rule Change #1 - Rule IX.A.1.d. (Submitted by Ballroom Director)Add the text in italics to this rule to allow for a championship in the American Rhythm using dances other thanthe typical five."American Style Rhythm. Cha Cha, Rumba, Swing, Bolero, Mambo. It is required that the above five dancesbe used (in the order listed) in all featured professional and amateur "championship" competitions. Whenorganizers choose to offer additional competitions that may not include all five dances it is recommended thatthey still offer the dances in the order listed, minus those dances not being offered. Organizers may offer achampionship in this style using other approved American style dances if permission is granted in writing bythe Ballroom Department."

Reasoning: Give more flexibility to organizers for this category.

Proposed Rule Change #2 - Rule II.A.1.b. (Submitted by 1st Vice President)Add the text in italics to this existing rule defining professional dancer: A Staff Member employed by a DanceStudio to teach. "Employed" contemplates a full time or part time teacher who is paid by a studio, and forwhom the studio arranges lessons/clients and subsequently withholds Federal Income Tax, Social Security andUnemployment Taxes from the employee's paycheck. An employed staff member receives an annual Federal

W-2 Form - statement of earnings - from the studio, and uses it in preparing his or her IRS Form 1040.

Reason: An increasing amount of work, mail and telephone calls are being generated by this particular rule.Generally speaking, the issue stems from amateur couples renting space at studios, and the studio ownersthinking that their presence is a plus in the studio and featuring the couple of the studio website, or in a studioshowcase, etc. I believe that the key word here is 'employed' and the above definition fits well into the IRS'sown definition. By specifying more precisely what we mean, it will make the investigation of any complaintsbased on this rule simpler and quicker to resolve.

Proposed Rule Change #3 - Rule IX.A.1.g. (Submitted by Public Relations Director)Add the text in italics to this existing rule dealing with lifts: Lifts and Dangerous MovesLifts are allowed in the Theatrical, Showdance, Grand Championship and Exhibition/Cabaret dance categoriesonly. A lift is any movement during which one of the dancers has both feet off the floor at the same time withthe assistance or support of their partner. Couples who perform lifts in categories where lifts are not allowedmay be disqualified after one warning, or may be dropped to last place in the final, at the discretion of theChairman of Judges.Dangerous movements will not be permitted in any amateur or professional competition or championship. Forthe purpose of this rule such steps as High Back Kicks (other moves can be added here after discussion) areconsidered to be dangerous movements. Implementation of Disqualification under the "D" Rule -a) Adjudicators observing any infringement of the Lifts and Dangerous Moves rule should note the couple'snumber and mark "D" at the foot of the marking sheet. The reason for the infringement should also be noted(time permitting).b) The adjudicator must inform the Chairman of Judges of a "D" marking.c) The Chairman of Judges must inform the competitors concerned of the infringements and also all theadjudicators before the next round.d) If this or any other infringement is repeated in a subsequent round and is reported by more than oneadjudicator, the marks of the competitor in that dance in that round must be deleted by the Chairman of Judges.e) Adjudicators observing any infringement in the final round must place those competitors last in that danceand mark "D" against the competitor's number. If more than one adjudicator marks "D" against anycompetitors then those competitors must be placed last in that dance by the Chairman of Judges.f) All such disqualifications must be noted on the scrutineers' marking sheet.g) If a competitor repeatedly ignores the request of the Chairman of Judges to comply with any aspect of theserules, the Chairman may, at his/her discretion, disqualify the competitor/s from the event in question.

Proposed Rule Change #4 - Rule I.F. (Submitted by ISTD)Add the following text (in italics) to the existing rule, which appears here as well:Judges and Scrutineers who choose to register with the NDCA are not permitted to officiate at or organize anyCompetition or Championship that is not sanctioned by the NDCA or other recognized organization/s. This

restriction applies even when a Competition or Championship is held outside of the U.S.A. Therefore,organizers contemplating holding competitions or Championships outside the U.S.A. are reminded that theseevents must still be duly sanctioned by the NDCA, or other recognized professional organization/s. Any NDCARegistered Adjudicator who has not been invited to judge at an NDCA event within six months, has the right toaccept judging positions with non-NDCA registered competitions without penalty.

Proposed Rule Change #5 - Rule XII.C.3. (Submitted by Ballroom Director)Delete this rule "3" and replace with rules "2" a,b & c. - these rules apply only to formation team competitions:Original rule:"Two team members may dance down one age/grade level immediately below their true classification."Proposed rule:a. "Pre-Teen/Grade School formation teams may include two Junior/Junior High School age competitors.b. Junior/Junior High School formation teams may include two Youth/High School age competitors.c. Youth/High School formation teams may not include any Adult age competitors."

10 Competition Calendar Business

10.1 Winter Ball - Request from David Medeiros, organizer, for a permanent date changeI have been notified that David Medeiros is purchasing the Winter Ball. I have received a request fromDavid for a one-year date change for this event as well as a one-year location change. The approvedlocation of the Winter Ball is White Sulphur Springs, WV and the event is a "Competition". Theapproved date formula is the weekend of the fourth Friday in January. David is requesting to move thelocation of the event in 2010 to Savannah, Georgia, and to hold the competition on the weekend of thesecond Saturday in January instead of the weekend of the fourth Friday in January. The competition hashad difficulties for several years being held at the Greenbriar Resort in White Sulphur Springs. Inregards to the specific events on the NDCA calendar during January: moving to the weekend of thesecond Saturday would put the Winter Ball one weekend before the Nashville Starzz (Nashville, TN)instead of the weekend following, and would put it two weekends prior to the Northeastern Open(Stamford, CT) and the City Lights Ball (San Francisco, CA) instead of on their same weekend. I amunder the impression that should these changes work out for the Winter Ball, David would likely requestthat they become permanent after the year 2010, so in your response you may wish to address that issueas well.i. Organizer's Recommendations: Yes - 14, No - 1, Other 1, Returned - 1ii. Ballroom Department Committee Vote - on one-year request: Yes - 6, No - 2, Abstain 0 Approved

10.2 Holiday Ball - Request from Nadia Eftedal, organizer, for a permanent date changeThe Holiday Hall is held each year on December 30th in San Francisco. Nadia Eftedal has been aco-organizer of the Holiday Ball for some time. Nadia has informed me that she will be buying out herfellow co-organizers (Stephan & Denise Krauel). Because Nadia lives in the Los Angeles area she isinterested in moving the event from San Francisco to the Los Angeles area. The date would stay the

Nadia then wishes to apply at the upcoming NDCA Boardof Governors meeting for a permanent location change to take place beginning in 2010.i. 10.3 Magnolia Ball - Request from Katyrzyna Kozak, organizer, for a permanent date changeKelly Vuyovich has taken on a partner for the Magnolia Ball - Katarzyna Kozak. I have now received arequest from Katarzyna and Kelly for a one-year location change in 2010 and a permanent locationchange commencing in 2011 for the Magnolia Ball. The approved location of this event is Biloxi, MSand the event is a "Competition". The approved date formula is the weekend of the first Saturday inFebruary. Katarzyna and Kelly are requesting to move the event from Biloxi to Phoenix, AZ, a distanceof 1,600 miles. Katarzyna and Kelly say that the Beau Rivage Resort and Casino is the only property inBiloxi that can take on their event (due to lingering effects from hurricane Katrina), and that they havebeen advised by the resort that it cannot host the competition in 2010. They are now interested inmoving the event to Arizona because that is closer to where Katarzyna lives (she lives in California).i. Organizer's Recommendations: Yes - 7, No - 4, Other 1, Returned - 0ii. Ballroom Department Committee Vote - on the one-year request: Yes - 0, No - 7, Abstain 0 Denied

NATIONAL DANCE COUNCIL OF AMERICA  PUBLIC RELATIONS DEPARTMENT REPORT – June 6, 2009 Director – Jackie Rogers  CORRESPONDENCE/PHONE/EMAIL/MAIL – Correspondence, email and mail inquiries continue to remain steady.   Registrants are utilizing the ability to post bios and pictures on the NDCA web site and they come to my attention for review and acceptance.  I’m very happy to see that this feature is being used.  It’s a great way to promote yourself and your business.  ADVERTISING – The NDCA ad continues to run in Dance Beat.   Additionally, Charles Zwerling and Patti Anderson, publishers of Dance Week, continue to provide complimentary ad space when ever possible.  We again extend many thanks to Patti and Charles for their generosity and support.  A copy of the ad is attached.  Please make any corrections and return to me for correction.  We are still running “Good Luck” ads for our overseas U.S. competitors in the programs of the main events in England (Blackpool, U.K., International).  LOGOS – New logos have been designed for World Dance America and Dance Sport America.   Copies of the logos are attached.  HALL OF FAME AWARDS – A Hall of Fame Award is being presented today posthumously for David Key.  COMMUNITY SERVICE AWARD – The 2009 award will be presented in July at the Manhattan Dance Sport Championships.  Please forward names for the 2010 award as soon as possible to my attention. This is a very worthwhile award.  It is presented to a person who has done outstanding community service through dance.  NDCA Web Site – Since the January meeting, many hours have been spent designing and planning the revised site.   Ben Moseley at Dance Notions has been very helpful in all aspects of the project and we are hoping to have the new site up and running soon.  Attached is an update of the development.  As you will see, there is a lot of work ahead to fulfill our goals and any help providing the necessary material and content will be greatly appreciated.  Respectfully submitted,    Jackie Rogers, Chair

WEB SITE DEVELOPMENT UPDATE AS OF JUNE 6, 2009 

  

In addition to the technical updates our registration system requires, the project's main goal is to serve as a multi-media, "library of record" for the dancesport industry. We'll center around our events, our champions and a new education center. In regards to events, we'll be able to show the historical dates of events and a forecast of future dates for each event, as well as tie-in articles of interest, photos and videos to any event as needed. Similarly, we will be able to have "featurettes" for our champions, including videos and a photo gallery to help honor their achievements. The new site will feature an education section that not only provides the information necessary for certification, but also features videos and articles of interest for the beginning dancer, amateur competitor up through professional. We're also installing the tools needed to highlight each of our award recipients that we have honored through the years. Future considerations include an archive or tie to Lee's new system for event results, a music center offering education for things such as tempi and selection recommendations and possibly upgrading our member directory with similar multi-media tools. The latter would allow our members to submit not only a photo and text as they can do now, but also videos that we'll be able to review and approve as it fits our guidelines. Needless to say, this will involve quite a major investment of time as we will be collecting and organizing photos and videos from various sources. Following is a breakdown of the sections that will be available on the revised  NDCA web site:  Home – Full of multi-media, the new NDCA homepage will excite registrants and the public alike with pictures, videos, upcoming events, news and “quick links” to the most popular pages.

About Us – Featuring a history of the NDCA, the About Us section will also contain the council’s Awards and write-ups about the recipients of the those awards through the years.

Getting Started in Dance – Provides a general introduction to dance followed by an optional amount of pages/articles/recommendations for the new dancer.

Contact Us – Need we say more?

Competitor Information – Intended to serve as a guide to ballroom for the various groups of competitors that the NDCA serves; Professionals, Amateurs, Junior/Youth Information.

Education - Overview to certification followed by a series of pages detailing things like how to become certified, why become certified, etc. Videos and Picture galleries can also be promoted here.

Registration – (Phase II) Updated as required by Lee Wakefield

Events – The new calendar will feature a dedicated page for each event where the specifics for that event can be found; including the “date formula” for calculating future dates. This section will also host a dedicated page for the World Pro/Am Championships and the World American Style Championships.

(Submitted by 1st Vice President)Add the text in italics to this existing rule defining professional dancer: A Staff Member employed by a DanceStudio to teach. "Employed" contemplates a full time or part time teacher who is paid by a studio, and forwhom the studio arranges lessons/clients and subsequently withholds Federal Income Tax, Social Security andUnemployment Taxes from the employee's paycheck. An employed staff member receives an annual FederalW-2 Form - statement of earnings - from the studio, and uses it in preparing his or her IRS Form 1040.

Reason: An increasing amount of work, mail and telephone calls are being generated by this particular rule.Generally speaking, the issue stems from amateur couples renting space at studios, and the studio ownersthinking that their presence is a plus in the studio and featuring the couple of the studio website, or in a studioshowcase, etc. I believe that the key word here is 'employed' and the above definition fits well into the IRS'sown definition. By specifying more precisely what we mean, it will make the investigation of any complaintsbased on this rule simpler and quicker to resolve.

Couples who perform lifts in categories where lifts are not allowedmay be disqualified after one warning, or may be dropped to last place in the final, at the discretion of theChairman of Judges.

Dangerous movements will not be permitted in any competition or championship. A Dangerous move is anymovement that places another individual at risk. For the purpose of this rule such steps as High Back Kicks areconsidered to be dangerous movements. Implementation of Disqualification under the "D" Rule -a) Adjudicators observing any infringement of the Lifts and Dangerous Moves rule should note the couple'snumber and mark "D" at the foot of the marking sheet. The reason for the infringement should also be noted(time permitting).b) The adjudicator must inform the Chairman of Judges of a "D" marking.c) The Chairman of Judges must inform the competitors concerned of the infringements and also all theadjudicators before the next round.d) If this or any other infringement is repeated in a subsequent round and is reported by more than oneadjudicator, the marks of the competitor in that dance in that round must be deleted by the Chairman of Judges.e) Adjudicators observing any infringement in the final round must place those competitors in that dance andmark "D" against the competitor's number. If more than one adjudicator marks "D" against any competitorsthen those competitors must be placed last in that dance by the Chairman of Judges.f) All such disqualifications must be noted on the scrutineers' marking sheet.g) If a competitor repeatedly ignores the request of the Chairman of Judges to comply with any aspect of theserules, the Chairman may, at his/her discretion, disqualify the competitor/s from the event in question.

10.1 Winter Ball - Request from David Medeiros, organizer, for a permanent date changeI have been notified that David Medeiros is purchasing the Winter Ball. I have received a request fromDavid for a one-year date change for this event as well as a one-year location change. The approvedlocation of the Winter Ball is White Sulphur Springs, WV and the event is a "Competition". Theapproved date formula is the weekend of the fourth Friday in January. David is requesting to move thelocation of the event in 2010 to Savannah, Georgia, and to hold the competition on the weekend of thesecond Saturday in January instead of the weekend of the fourth Friday in January. The competition hashad difficulties for several years being held at the Greenbriar Resort in White Sulphur Springs. Inregards to the specific events on the NDCA calendar during January: moving to the weekend of thesecond Saturday would put the Winter Ball one weekend before the Nashville Starzz (Nashville, TN)instead of the weekend following, and would put it two weekends prior to the Northeastern Open(Stamford, CT) and the City Lights Ball (San Francisco, CA) instead of on their same weekend. I amunder the impression that should these changes work out for the Winter Ball, David would likely requestthat they become permanent after the year 2010, so in your response you may wish to address that issueas well.i. The Holiday Hall is held each year on December 30th in San Francisco. Nadia Eftedal has been aco-organizer of the Holiday Ball for some time. Nadia has informed me that she will be buying out herfellow co-organizers (Stephan & Denise Krauel). Because Nadia lives in the Los Angeles area she isinterested in moving the event from San Francisco to the Los Angeles area. The date would stay thesame. This request is for the Holiday Ball to receive permission for a one-year location change in 2009from San Francisco to the Los Angeles area. Nadia then wishes to apply at the upcoming NDCA Boardof Governors meeting for a permanent location change to take place beginning in 2010.i. The current approved location of this event is the weekend of the fourth Saturdayin April. However, previous to the last Board of Governor's meetings the approveddate was the weekend of the third Saturday that followed the Labor Day Holiday inSeptember. Because of the previous date formula, the Stardust Open had beenapproved for a date in September of the 17th through the 20th (one week earlier thanthe date formula specified). Now, however, the hotel that Chuck had booked has ascheduling conflict for the 17-20 of September this year and has agreed that they canmove him to another hotel on the dates of September 24-27, 2009 (his originalapproved dates). e. MAGNOLIA BALL - Kelly Vuyovich has taken on a partner for the Magnolia Ball -Katarzyna Kozak. I have now received a request from Katarzyna and Kelly for aone-year location change in 2010 and a permanent location change commencing in2011 for the Magnolia Ball. The approved location of this event is Biloxi, MS and theevent is a "Competition". The approved date formula is the weekend of the firstSaturday in February. Katarzyna and Kelly are requesting to move the event fromBiloxi to Phoenix, AZ, a distance of 1,600 miles. NATIONAL DANCE COUNCIL OF AMERICA 

SCRUTINEERING REPORT – June 6, 2009  Jackie Rogers (Chair), Tara Christensen, Marie Fantini, Brian Puttock, Leroy Walters  Since the July, 2008 meeting, money has been received for three exams.  These resulted in two passes and one failure.  We have received  copies of  competition programs for testing the scrutineering logic from Glade Monson and Mark Tabor.   Dick Douglass has also sent a program called “Scrutineer Test” which contains some (all?) of the tricky cases the scrutineers have sent him over the years for testing and correcting.  Dick Douglass has added a feature to COMPMNGR that allows the Chairman of Judges to heat early rounds of competitions.  This is not automatic but does give the Chairman three options of heating – numerical, random and manual.  We have come across a situation recently where candidates have taken and failed multiple scrutineering tests.  We would like the Board to give permission to the Scrutineering Committee to set guidelines for waiting periods between re‐taking failed tests.  Respectfully submitted,  Jackie Rogers, Chair

June 3, 2009 President Report. Dear Colleagues: As usual many items have come through my office during the past six months and because most of these issues are the responsibility of Committees and or individuals appointed to deal with these matters you will receive this information from the various departments as well as those officers who have handled this correspondence at my request.

1. A letter of congratulations was sent from my desk to the new President of the British Dance Council Mr.Bryan Allen.

2. I wrote to Lee and Linda Wakefield to congratulate them on receiving the very

prestigious National Dance Association Heritage Honoree Award this past April.

3. After a conference call with the E.C. I signed a document with AMI agreeing to release the trademark objection on the NDCA World Pro-Am registration. NDCA are no longer involved in the trademark registration of World Pro-Am Titles.

4. I believe you are all aware that during the past two years I have appointed different

delegates to the WDC/ Asian Pacific meetings. Their reports will be presented at this meeting.

5. In April this year representatives of NDCA, CDF, and the LAWDSC held the Inaugural meeting of World Dance America. It is my hope that through these meetings it will help bring all of the Americas together similar to the Asian Council and the European Council.

6. Finally I have appointed various commissions which I hope will assist the individual

registrants of the NDCA.

May 2009  Dance Sport Committee – Monday, May 25th, 2009 Attending for the U.S.A. – Delegates:  Brian McDonald, Dennis Rogers, Katusha Demidova                                                 Observers:  Paul Holmes, Kristi McDonald, Jackie Rogers  Items of interest are as follows:  7.   Proposal from Great Britain to consider allowing any recognized Viennese Waltz technique was defeated.  8.   Proposal to change the name of the “Dance Sport Committee” to the “Competition Dance Committee” was defeated.  10,11,12.  Proposed rule changes to allow Introductory and Probational members to collect WDC dues as well as Full Members were passed.  14.  A proposal to amend the Open to the World current rule was withdrawn because the wording was too ambiguous.  15.  A proposal to use a random system for each round in the early rounds of a competition was defeated.  16.  It was passed to allow up to four rounds each in the Standard and Latin sections of the Ten‐Dance in one day.  18.  A proposal to change the music in each heat of a round was defeated.  29.  The 2012 World Professional Latin was awarded to Austria over Hong Kong and Russia who applied after Great Britain said it was only going to run the 2012 World Professional Standard.   

Asian Pacific Dance & Dance Sport Council – Tuesday, May 26, 2009 Attending for the U.S.A. – Delegates:  Dennis Rogers, Jackie Rogers                                                 Gary McDonald was there as Vice President for the APD&DSC  Items of Interest are as follows:  President Tetsu Kezuka had Stuart Saunders run the meeting because of language difficulties. 6.   New Objectives – They would like to open up to new members outside of the 10 dance world to include Country and Western, Break Dancing, R&R, Boogie Woogie, Scottish Country Dancing, Hip Hop, Show Dance, Wheel Chair Dancing, Folk, Caribbean and Oriental.  11. WDC Matters:  Many Asian countries are represented by one organization that may represent less than 10% of their country’s professionals, teachers, competitors, etc. and they use their position to keep out the rest.  Therefore, some countries were in favor of multiple Associate members, as proposed by Malaysia with 7 amendments proposed by Germany, which was on the agenda of Thursday’s AGM meeting.  However, the strong Full Member countries like Germany, U.S.A. and Great Britain were not in favor and Germany indicated that they would be withdrawing their proposed amendments on Thursday at the AGM. U.S.A  pointed out that if the proposed amendments by Germany were withdrawn, then the original motion by Malaysia would be out of order as it constituted an amendment to the Articles of Association and was not listed as such.  Notice must be given specifying the intention to propose such amendments.  This was confirmed by the chair and also by past president, Karl Breuer.

Annual General Meeting (AGM)– Thursday, May 28, 2009 Attending for the U.S.A – Delegates:  Brian McDonald, Dennis Rogers, Jackie Rogers                                                Observers:  Lori Woods Gay, Kristi McDonald, Cher Rutherford  Items of Interest are as follows:  6.   Presentation of the WDC Strategy Document.  This was a document outlining proposed direction of the WDC. It contains plans for medal testing and professional examinations (in competition with ISTD, UKA & IDTA), Registration of dance teachers and studios (in competition with member organizations), running of championships (in competition with all organizers) and other commercial enterprises to expand branding and marketing the WDC.  Brian McDonald pointed out that this was contrary to a non‐profit organization and would affect our tax exempt status and asked if this was the intent but no answer was forthcoming.  7.   Complaints against the NDCA.  Appendix E (containing correspondence from WDC attorneys Peters & Peters re: Trademark matters – AGAIN!)  Brian McDonald took the floor and explained in chronological order that years ago he urged the WDC to trademark the World titles.  In 2004, the NDCA applied for the World Pro/Am Championships Trademark and has run the WPAC in 2005, 2006, 2007, 2008 and is running it again in November, 2009.  In 2006, the WDC changed it’s statutes from 10 dances to include all dances and the U.S.A. voted against it.  In  2007, the WDC granted and co‐organized a World Pro/Am Championship to a Non‐Member in a Non‐Member country without bringing it before the Dance Sport Committee or AGM until it was a fait accompli.  Brian noted that the U.S. Trademark registration was to protect against any external or internal entity from attempting to run any World event in the U.S.A. without the consent of the NDCA.  When he finished, not a word was said.  8.    Finance –         b)  Jan‐Dec, 2007 Unaudited Accounts.  Proposed and Seconded.  The U.S.A. attempted to ask a question re the report and was refused because the chair said all questions had to be submitted 14 days in advance.  Brian pointed out that the final financial account was posted May 15, only 13 days prior to the meeting and the chair denied it.  No questions allowed.        c)  Jan‐Dec, 2008.  Unaudited accounts.  Ditto – no questions, no explanations, DONE!  Brian suggested getting audited accounts.  The answer was maybe they would, maybe they wouldn’t.  9.    Reports – Company Directors        h)  Jack Rothweiler.  In his report, he urged the WDC to adopt on‐line registration so competitors and adjudicators could register directly with the WDC.  In January, at the NDCA meeting, it was unanimously agreed, including Fred Astaire, to oppose direct WDC registration.  What are we missing?  11. a)  Application for Introductory Membership – Consilio Dance de Puerto Rico.  The U.S.A. came prepared with papers from the Department of the Interior showing that Puerto Rico is part of the U.S.A. and Puerto Ricans have U.S. citizenship, etc.  However, the application was withdrawn because the secretary, Hennes Emrich, meant to put Costa Rica and made a mistake and put Puerto Rico.  However, Costa Rica is already an Introductory Member??  15.  a) Proposal from the Presidium to empower the Presidium and/or the Council to discipline any member country if, from that member country, any member or delegate or any person communicating on behalf of a member abuses verbally or otherwise any officer, official or staff of the WDC in the course of company business.  The proposal was withdrawn.         b)  Proposal to remove Stuart Saunders as a director was with withdrawn as he had resigned in writing to Companies House on October 15, 2008.         c)  Addition to Article 24 of the Articles of Association of the WDC.  Proposal of “power to remove company directors by resolution of the Presidium” was withdrawn.  16.   Members Motions –          a)  Russia – RDU proposal that all members, where possible, develop an Amateur section to be affiliated to the WDC World Amateur League was defeated.          c)  Proposal to delete BDFI’s ability to collect registration for WDC was defeated.          d)  Malaysia proposed a 7‐point motion to allow the WDC to have multiple Associate Members.  Germany had proposed 7 amendments which included amendments to the Articles of Association of the WDC, Ltd.  Germany withdrew its Amendments.  It was then pointed out by Brian McDonald that Malaysia’s motion was out of order.  WDC had an attorney

present and he agreed and stated no further discussion could take place.  The chair was irate and scolded the members for not bringing this up in advance.  Dennis Rogers pointed out that until Germany withdrew its amendments it wasn’t necessarily out of order.  However, Malaysia was still allowed to speak on it saying it was being added to Company Director Isao Nakagawa’s report which was given several hours before.  Why was this allowed and yet we couldn’t ask about a financial report?  So, what else is new?          Respectfully submitted,         Dennis & Jackie Rogers

June 2009 Dear Colleagues: Since the January 2009 meetings, the office of the secretary has continued with the daily correspondence (emails, faxes and phone messages) on behalf of the council, its member organizations and the Executive Committee. Again, as in my last report, (see January 2009 minutes) the numerous complaints, challenges, etc., that the Executive Committee (through the 1st Vice President) has dealt with in their effort to abide by the rules & regulations that this council has put in place has continued. However, there have been many phone inquiries regarding the NDCA of a general nature that have been answered, most of which have been directed to the website or the appropriate person. As always, I appreciate your support and confidence, and most important the opportunity to be of service to you. a. The Dance Sport Chairman welcomed all the Executive Board members and forwarded the wish of the President to represent the WDC in unity.

b. He further regretfully informed all the members that one Proposal from the Coaches Commission was missed on the DSC agenda and on behalf of the Executive Board extended their apologies. He further informed everyone that he will put it up for discussion at the forthcoming Dance Sport Committee meeting under “correspondence”.

2. Minutes of the last DSEB meeting (January 2009)

The above minutes were passed as a true record.

3. Various correspondence and matters arising (DSEB) a. The issue that a Presidium member (in this case Mr. Steve Powell) being able to also

having also a post at the Dance Sport Executive Board was thoroughly discussed. It was unanimously agreed that the Dance Sport Chairman deal with this matter.

b. The application for WDC World Cup at the Philadelphia Festival & Atlantic Coast Dance Sport Championships next April 9th-11th 2010 was unanimously granted. The Dance Sport Secretary will write to Mr. Andy Fortuna informing him thereof, copying the President and General Secretary (request immediate payment). Head office will thereafter send the invoice.

c. Dance Sport Championships – Professional LATIN Division, 18th April 2009 Aarhus, Denmark. An official letter of disapproval be sent to Denmark (based on breach of a competition rule)

d. Both Commissions wished better communication between their commissions.

4. Dance Sport Committee Agenda – Meeting of 25th May 2009, Blackpool The Executive Board discussed the Committee agenda for the forthcoming Dance Sport Committee meeting.

World Series Ranking list was discussed. It was discussed to hold short DSEB Skype Meetings much more frequently. The issue “World Series” will be the first item to be discussed.

9. Rules: Show Dance rules – up-date – Jerry Abrate Jerry Abrate reported that he would meet with a group of Show Dance experts on Tuesday, 26th May 2009 in Blackpool and report back to the DSEB with the outcome.

10. Report Competitors Commission (including DSC meeting 25th May 2009) Report RECEIVED (attached as an appendix to these minutes). The issue of not having received an answer to the Italian Couple Selection from the Italian Dance Council was thoroughly discussed and Mr. Abrate promised to take it back to his Presidium and reply to the Competitors Commission and the Executive Board as soon as possible.

6. Correspondence

The following correspondence received was discussed. Points of clarification at the Dance Sport Committee meeting Monday 25th May in Blackpool – DENMARK a. Clarification on WDC Amateur Medallist Championships

Denmark would like a clarification on the reasoning and purpose behind the continuation of WDC Amateur Medallist Championships. Is it still required for Denmark to send our amateur couples to medallist competitions. The above item was discussed and CLARIFIED.

b. Clarification on the structure of the WDC Amateur League

Denmark would like clarification on the situation with other organisations (IDSA/IDU), which has connected themselves to the WDC Amateur League. Is there to be 1 or a possible 3 World Championships? Clarification would be appreciated at the meeting, so that all WDC members understand how to advice their couples. The above item was discussed and CLARIFIED.

c. Coaches Commission – missed Proposal from the agenda

A proposal was missing on the agenda due to a clerical error and was discussed under correspondence at length. Mr. Steve Powell presented this proposal to be put on the agenda for 2010, representing the Coaches Commission. The Competitors Commission suggested that they investigate this proposal at their forthcoming Competitors Commission meeting this week and report back. Proposal as below: Rule Proposal for DSC Change rule of rule to incorporate Basic Dances in Professional Championships Current Rule Rule 1.5.3 Ballroom & Latin Rounds In the Ballroom Championships & Latin Championships the 5 dances shall be performed without interruption. Proposed addition to 1.5.3 In all Ballroom and Latin Championships one dance in each round shall be limited to the Basic Figures listed in the currently recognised Technique Books JUNE 2009 NDCA MEETINGS - PAGE 56

applicable to each style. The dances shall be drawn at random at the commencement of the competition by the Chairman of Adjudicators. (In a 5 round competition the Basic dance would therefore be different in each round, in a six or more round competition the order of the Basic Dances would be repeated as per the original draw.) Reason for proposed Change This proposal is presented by the WDC Coaches Commission to re-enforce the need to maintain a high standard of basic performance that is currently lacking in todays Championships. By including a random Basic Dance in each round of Championships it is felt that a return to the importance of Basic Fundamentals would be become immediately apparent.

7. Proposal (Great Britain)

Proposed: Great Britain Seconded: Scotland THAT the Dance Sport Committee be asked to consider allowing acceptance of any recognised Viennese Waltz technique. Proposal WITHDRAWN by Great Britain (with the agreement of Scotland).

8. Proposal to change name of standing Committee (WDC Coaches Commission) THAT the name of the Dance Sport Committee be amended to read “The Competition Dance Committee”. AMENDMENT (Dance Sport Executive Board) Proposed: Dance Sport Executive Board Seconded: Norway THAT this proposal be thoroughly investigated before implementation. CARRIED (31 for; 2 against; 4 abstentions) 37 member-countries voting VOTE FOR; Austria, Belgium, Bulgaria, Canada, China, Chinese Taipei, Czech Republic, Denmark, Finland, France, Germany, Great Britain, Hong Kong, Ireland, Israel, Italy, Japan, Korea South, Lithuania, New Zealand, Norway, Portugal, Russia, Scotland, Singapore, Slovenia, South Africa, Sweden, Switzerland, Thailand and Ukraine. All contracts between member organisations and commercial sponsors shall be in conformity with the guidelines laid down, from time to time, be the World Dance Council and in force at the date of the contract. B. The member organisation shall ensure that sponsorship shall not in any way impede the right of any person to take part in the competition so sponsored.

C. Any Professional competitor or adjudicator may be allowed to enter into personal sponsorship contracts. D. At any competition a professional competitor cannot refuse to wear the advertisement of the organiser's sponsor. This advertisement will be displayed on the number on his back. The organiser's sponsors' advertisement must not exceed a length of 20cm and a height of 5 cm. E. The organiser and his sponsor(s) must accept that a professional dancer/adjudicator can wear one private sponsor's advertisement. The advertisement must not exceed a length of 10 cm and a height of 4 cm. F. A professional competitor/adjudicator is allowed to use a different sponsor on casual clothing, for example: for television interviews, practice sessions etc. G. The member organisation shall ensure that any advertising ancillary to such sponsorship shall be compatible with the aims and organisations of the Council and shall not contravene any regulation to advertising whether local or universal and in particular shall comply with any specific provisions laid down by the Council from time to time. H. No sponsorship shall be undertaken for anything other than a commercial and/or a charitable purpose and no member organisation shall allow a competition to be sponsored for a political or controversial issue. I. A member organisation shall provide in the rules of the competition, sponsored under the auspices of the World Dance Council, that competitors shall agree to be bound by the rules laid down from time to time by the World Dance Council governing the conduct of sponsored competitors. J. The member organisation shall ensure that any sponsored competitor shall not advertise its sponsor in any way, which is incompatible with either dignity or decorum required for ballroom dancing or contravenes any local standard whether moral, legal or otherwise or any specification regulating advertising laid down by the World Dance Council or any other body established to control advertising standards. Any member organisation, if it fails to ensure that their competitors do not meet the requirement, shall be liable to immediate expulsion. K. In the event of the World Dance Council receiving any complaint in relation to a sponsored competitor, the member organisation shall, at its own expense provide any information relating thereto, including, if necessary requiring the competitor to provide an explanation or attend any meeting or other proposed confrontation that the World Dance Council may require. L. It shall be the responsibility of the member organisation to ensure that there is no conflict between sponsored competitors and that sponsorship for competitors shall in no way incommode or inconvenience non-sponsored competitors or prevent them from taking part in any competition. Any Professional competitor or adjudicator may be allowed to enter into personal sponsorship contracts. D. At any competition a professional competitor cannot refuse to wear the advertisement of the organiser's sponsor. This advertisement will be displayed on the number on his back. The organiser's sponsors' advertisement must not exceed a length of 20cm and a height of 5 cm. E. The organiser and his sponsor(s) must accept that a professional dancer/adjudicator can wear private sponsor's advertisement. A professional competitor/adjudicator is allowed to use a different sponsor on casual clothing, for example: for television interviews, practice sessions etc. G. The member organisation shall ensure that any advertising ancillary to such sponsorship shall be compatible with the aims and organisations of the Council and shall not contravene any regulation to advertising whether local or universal and in particular shall comply with any specific provisions laid down by the Council from time to time. H. No sponsorship shall be undertaken for anything other than a commercial and/or a charitable purpose and no member organisation shall allow a competition to be sponsored for a political or controversial issue. I. A member organisation shall provide in the rules of the competition, sponsored under the auspices of the World Dance Council, that competitors shall agree to be bound by the rules laid down from time to time by the World Dance Council governing the conduct of sponsored competitors. J. The member organisation shall ensure that any sponsored competitor shall not advertise its sponsor in any way, which is incompatible with either dignity or decorum required for ballroom dancing or contravenes any local standard whether moral, legal or otherwise or any specification regulating advertising laid down by the World Dance Council or any other body established to control advertising standards. Any member organisation, if it fails to ensure that their competitors do not meet the requirement, shall be liable to immediate expulsion. K. In the event of the World Dance Council receiving any complaint in relation to a sponsored competitor, the member organisation shall, at its own expense provide any information relating thereto, including, if necessary requiring the competitor to provide an explanation or attend any meeting or other proposed confrontation that the World Dance Council may require. L. It shall be the responsibility of the member organisation to ensure that there is no conflict between sponsored competitors and that sponsorship for competitors shall in no way incommode or inconvenience non-sponsored competitors or prevent them from taking part in any competition.
