The accurate information provided by IMD and well coordinated efforts of Central and State agencies helped us in timely evacuation of more than 14,000 affected people from the coastal parts to safer places prior to cyclone landfall. Besides, just after responding to Hudhud, we had to face challenges in the form of cyclonic storm Nilofar in coastal parts of Gujarat and Rajasthan. NDRF rescuers launched evacuation operations with the local administration and evacuated more than 1400 persons and provided medical aid to needy people in the affected areas. The efforts of NDRF in these operations were widely appreciated by all concern. The 10th Raising day of NDRF was celebrated with great enthusiasm at Delhi on 21st January, 2015. The function was inaugurated by Sh. Rajnath Singh, Hon’ble Union Home Minister of India. On this occasion, 07 NDRF personnel were awarded with Presidents Police Medal for Distinguished/ Meritorious service. To generate awareness among masses, a live demonstration on simulated earthquake scenarios was organized by NDRF at Pragati Maidan, New Delhi in presence of Sh. Kiren Rijiju, Hon’ble Minister of State (Home), dignitaries, school children, C APF personnel and media. During this period, NDRF engaged itself in capacity building initiatives in a big way to create general awareness and imparted training to the community disaster responders in the state of Rajasthan, Gujarat, Mizoam, Tripura, West Bengal, Jammu Kashmir, Punjab, Kerala, Odisha, Maharashtra, Andhra Pradesh, Uttar Pradesh to make the society more resilient towards disasters. responding to various calam ities notably Cyclone Hudhud in the coastal parts o f Andhra Pradesh and

w*$s T Odisha where 42 Urban Search and Rescue teams ofN D R F w ith b o a ts and o th e r d isa s te r re sp o n se equipment were deployed to provide immediate re lief. The accurate information provided by IMD and well coordinated efforts of Central and State agencies helped us in timely evacuation of more than 14,000 affected people from the coastal parts to safer places prior to cyclone landfall.

Besides, just after responding to Hudhud, we had to face challenges in the form of cyclonic storm Nilofar in coastal parts o f Gujarat and Rajasthan. NDRF Response During Cyclonic Storm “Hudhud”In the m orning o f 6th Oct, 2014, H udhud developed from a low pressure area w hich lay over the north Andam an

sea and further intensified into a very severe cyclonic storm in the afternoon o f 10th O ctober and continued to

intensify w hile m oving north-w estw ards and reached m axim um intensity in the early m orning o f 12th O ct w ith a

w ind speed o f 170-180 km ph over the Bay o f Bengal o f A ndhra Pradesh Coast. A fter landfall, it continued to

m ove north-w estw ards for some tim e and w eakened into a depression in the evening o f 13th Oct. It caused heavy

rainfall over N orth A ndhra Pradesh and South O disha and strong w ind leading to the large scale structural

dam age over N orth A ndhra Pradesh and adjoining district o f South Odisha. N D R F as a part o f proactive

m easures deployed 42 search & rescue team s in coastal parts o f A ndhra Pradesh and Odisha. The team s o f N D R F

did com m endable job by rescuing m ore than 14,000 persons from various cyclone affected parts o f A ndhra

Pradesh and Odisha. C leared approx. 1175 K m road by rem oving uprooted trees and electric pole and distributed

50 quintals o f re lief m aterials to the affected people. N D R F team s also established m edical cam p to provide

m edical attention for victim s in w hich 270 patients w ere attended. In Odisha, team s rescued m ore than l4 0 0

flood/cyclone affected persons, cleared 218 K m road and distributed 07 quintals o f re lief m aterials to the affected

people.

Cyclonic Storm NilofarAs a part o f proactive deploym ent 16 team s o f N D R F w ere deployed in K oteshwar, Gandhidham ,

Naliya, Veeraval, Dw arka, Rajkot, Porbandar , M andvi, M angrol and Una in G ujarat and Barm er and Jalore in Rajasthan State from 28.10.2014 to 02.11.2014 to assist State adm inistration in rescue and re lief w ork during Cyclone “N ilofar” . The team s o f N D R F evacuated 1475 cyclone affected persons to safe places in Gujarat. Apart from this, N D R F established m edical cam p in affected areas and distributed m edicine am ong 333 villagers.

CBRN ResponseO n 28/11/2014, at about 0700hrs, an inform ation received from local adm inistration, Talegaon that a

L PG gas tanker bearing no.M H 46-3416 side turned on Pune-M um bai H ighw ay near GC C R PF Cam p Talegaon Pune and requested to send a team to shield the tanker. On receipt o f inform ation, one C B R N team im m ediately rushed to site from N D R F base Talegaon, Pune and started shielding operation. Further, one m ore team despatched from B HQ for quick response. N D R F team displayed their professionalism and ability in the field o f C B R N disaster and shielded the L PG gas Tanker w ithout any leakage/dam age and safely despatched it to HP Gas Plant, M alange,Pune.

Rail AccidentO n 14/10/2014, a rail accident occurred at Rail Yantrik Karkhana, G orakhpur in w hich 05 persons w ere trapped, on requisition o f D M G orakhpur, one N D R F U S A R team im m ediately rushed to the spot, carried out operation and evacuated 02 persons.

C h h at P u jaAn ancient H indu festival dedicated to the H indu Sun God, Surya and Chhathi M aiya was perform ed in order to thank Surya for sustaining life on earth and to request the granting o f certain w ishes. The Sun, considered as the god o f energy and o f the life-force, is w orshiped during the Chhath festival to prom ote w ell-being, prosperity and progress.The festival is celebrated on the sixth day o f the m onth K artika o f the H indu lunar calendar. This year this festival was celebrated from 27-30th Oct, 2014 in various parts o f Bihar, A ssam and other parts o f the country. N D R F team s stationed at A ssam and B ihar provided cover and assisted local adm inistration in sm ooth conducting o f this pious festival. N D R F deployed one team at K achari G hat/ Sukleshw ar Ghat, G uw ahati, D istt-K am rup (M) in A ssam and 09 team s were deployed at Gai Ghat, G andhi G hat & D igha Ghat, K oilavar (D istt-A ara) & Ram R ekhaG hat (Buxar) , D idarganj,Patna/ Aungari Dhai Ekangarsarai distt. N alanda in Bihar. Besides, N D R F established m edical cam ps at various locations and provided m edical aid to needy.

Sabarimala FestivalSabarim ala the largest annual pilgrim age in the w orld situated on a hill top surrounded by m ountains and dense forests. Temples exist in each o f the hills surrounding Sabarim ala. The tem ple is opened for w orship only during the days o f M andalapooja (17 N ovem ber to 27 D ecem ber and from 31st D ecem ber to 20th January), M akaravilakku (14 January- "M akar Sankranti ") and M aha Vishu (14 A pril), and the first five days o f each M alayalam month.

On this occasion huge crow d gather to fulfil their desire in this holy place. O n receipt o f request from local adm inistration, 02 team s o f N D R F w ere deployed w.e.f. 13/11/2014 to 21/01/2015 at Pam pa & Sannidhanam , D istt-Pathanam thitla to respond in case o f any em ergency during the festival. N D R F team s provided pre­hospital treatm ent to 357 pilgrim s and shifted them to hospital for further treatm ent.

Mock Exercises

RailwaysTo enhance the capabilities to deal w ith rail disaster scenarios, a jo in t m ock exercise w ith Indian R ailw ays was conducted by N D R F w ith Flowrah D ivision o f Eastern railw ays at goods yard H ow rah on 05/12/2014. 106 personnels o f N D R F, personnel o f RPF, W est Bengal Police, M edical team o f Eastern R ailw ay o f How rah, G R PF, Co-operative Research Center (C R C ) for rail H ow rah Division, Indian Railw ay Institute o f Civil Engeneering Forum (P W I) and St. Johns A m bulance H ow rah participated in the m ock execise.

A co-ordination m eeting follow ed by M ock Exercise w ith Indian Railw ays was held at A nand R ailw ay Station (G ujarat) on 16/10/2014. D uring the exercise accident scenarios w as depicted and rescue operation was launched to save the passengers from the affected bogies. N D R F dem onstrated its professionalism w ith the help o f hi-tech equipm ent to m ake access to victim s. 35 N D R F personnel and 123 personnel from R ailw ay D epartm ent (including R P F) participated in m ock exercise.

To develop co-ordination betw een N D R F & Railw ays during rescue and relief operation in case o f Rail accident a jo in t m ock exercise was organised on 21/11/2014 at H atia in Ranchi division (Jharkhand) in w hich 99 Personnel o f N D R F and D isaster M anagem ent group o f Railway, Ranchi D ivision participated in the M ock Exercise.

Mock Exercises

Flood RescueO n 28/11/2014 N D R F along w ith SD R F Rajasthan organised a jo in t m ock exercise on flood rescue at K ishor Sagar Talab, Barahdari, distt- Kota, R ajasthan and displayed various rescue techniques during such disasters. In this exercise 35 arm y personnel, 50 R A C personnel, 50 N D R F personnel, 60 Fire Fighter, 90 civil defence personnel, 100 school students and 200 civilians total 585 personnel participated.

CSSR OperationTo enhance our capabilities in Collapse Structure Search and Rescue O peration a jo in t m ock exercise on “High Rise Rescue o f C ollapsed B uilding” w ith SD R F team w as organised by N D R F at Teshil Seva Sadan Savli, d istrict Vadodara (G ujarat) on 18/12/2014. A bout 580 personnel from M unicipal Corp, Local Police Personnel, Fire Brigade Jaw an, 108 Em ergency Service, S.R.P.F Vadodara and M edia Personnel participated in m ock exercise and b enefited .

CBRN ResponseOn 24/12/2014, a M ock drill on C B R N attack was conducted by N D R F at IN M A S , N ew Delhi. D uring the exercise, N D R F rescuers displayed their capabilities to respond in case o f C B R N emergency. The exercise was attended by 70 SPG personnel

IITF 2014

On 18th N ovem ber, 2014, N D R F along w ith N D M A organised an exhibition on disaster response equipm ents and show at IITF in w hich N D R F dem onstrated on quick response on earthquake and high rise building rescue also to provide pre-hospital care to the victim s. The show and dem onstrations have generated public aw areness on disaster m anagem ent w hich was w itnessed by school ch ildren’s o f Delhi & N C R , personnel from C A PFs, stakeholders from various govt, departm ent and general public. Flon’ble Hom e M inister, Sh. Rajnath Singh graced the occasion as ch ie f guest and applauded N D R F for their com m endable perform ance in various rescue and re lief operations across the country and announced “D isaster Response M edal” for N D R F personnel.

To create aw areness am ong m asses, a live dem onstration on sim ulated earthquake scenario follow ed by an exhibition on D M equipm ent was organised at Pragati M aidan, N ew Delhi. Shri. O n requisition o f D irector (D M ) G ovt.o f A runchal Pradesh regarding drow ning o f 03 N H P C S taff due to boat capsized incident at D ibang M ultipurpose Project, Roing, D istt-D istt-Low er D ibang (A P),N izam G hat in river Dibang; One team consisting S 0s-05 ,O R s-30 along w ith 03 boats conducted search operation w.e.f. 04/11/14 to 06/11/2014 & retrieved 01 deadbody at 080555 hrs.

2. O n requisition o f D M ,D istt-Rai B areli(U P) regarding a boat capsize incident in river G anga near Lalgang,D istt-R ai Bareli & m issing o f about 08 persons, One party consisting GOs-Ol ,Ors-22 conducted SA R ops w.e.f. 08/11 /2 0 14 to 11 / 11 /2 0 14 and retrieved 05 dead bodies.
