TRANSCRIPT
The purpose of this report is to provide the update on the current operations undertaken after TC Winston. This Situation Report is issued by the National Emergency Operation Centre and covers the period from 0000hrs - 0800 hours, 08/03/2016. Updates in this report summarise all reports and briefs submitted from various EOC’s in the four divisions. 1.0 NATIONAL HIGHLIGHTS OF LAST 8 HOURS
1. PRIME MINISTER; SUGAR INDUSTRY, ITAUKEI AFFAIRS
PM receives $285,000 for PM’s National Disaster Relief Fund- Prime Minister Voreqe Bainimarama received a total of $285,000 for the Prime Minister's National Disaster Relief and Rehabilitation Fund today. Carpenters Fiji Ltd donated $200,000, Tebara Halal Meats Suva Ltd gave $50,000, Bank of Baroda donated $25,000 while Rooster Poultry Ba gave $10,000. Carpenters Fiji Ltd's Chief Executive Sir Morgan Lourdenadin said they are supporting the Prime Minister's National Disaster Relief with a total contribution of $300,000.
2. ATTORNEY GENERAL; FINANCE, CIVIL SERVICE, PUBLIC ENTERPRISES, COMMUNICATIONS
Digicel gives $100,000 to PM's relief fund- DIGICEL Fiji handed over a $100,000 cheque to the Prime Minister's National Disaster Relief and Rehabilitation Fund to assist people affected by Severe Tropical Cyclone Winston. Company's CEO Darren McLean said the company also assisted local communities by distributing aid worth $50,000. Attorney-General Aiyaz Sayed-Khaiyum thanked the company for the contribution and added it would be used to rehabilitate the country and the communities affected.
$4M to be paid out in relief assistance to members- More than 51,000 applications have been received by the Fiji National Provident Fund for the cyclone Winston Natural Disaster assistance as of 5pm yesterday. Chief Operating Officer, Jaoji Koroi confirmed that about $4 million will be paid to members accounts by this afternoon. Majority of those payments are those members applying for the ONE thousand dollars assistance. Koroi added that FNPF received a total of 65,000 applications which is an average of 2,500 per week for the 12 months to June 2015.
3. MINISTER I. SERUIRATU: AGRICULTURE, RURAL AND MARITIME DEVELOPMENT, NDMO
Agriculture Ministry concerned over food security- The Agriculture Ministry has begun distribution of seedlings to areas that have been affected by Severe Tropical Cyclone Winston including the Lomaiviti Group, Viti Levu, Wainibuka, interior of Ra and in Vanuabalavu. Agriculture Minister Inia Seruiratu says this is being done mainly

because of food security for the people especially in the islands who have lost their livelihood. “We are also looking at mid-term recovery and we still have our programs for 2016 and our focus still remains. This is a good opportunity for us to organise the farmers better and continue with the programs in 2016.”
Government satisfied with rehab progress- National Disaster Management Minister Inia Seruiratu says they are satisfied with the progress made so far in regards to the disaster relief efforts. Speaking on FBC TV’s 4 the record program last night Seruiratu says the NDMO is using a tracking system to gauge the assistance provided to affected areas so far. “We are tracking communities that have been given food, we are tracking communities that have been given temporary shelter, we are tracking communities that have been given their initial health and hygiene assistance, water needs accessibility – so in these first fifteen days we have made significant progress in as far as relief assistance is concerned.”
20,015 people still in evacuation centres- THE number of evacuation centres sheltering people affected by Severe Tropical Cyclone Winston has decreased to 620. And according to the National Disaster Management Office, 20,015 people are still seeking shelter in these evacuation centres. NDMO director Akapusi Tuifagalele also confirmed that 109 schools were opened today while 23 remain closed.
Water, food supplied to Yacata Island- PEOPLE on Yacata Island off Taveuni who were affected by Severe Tropical Cyclone Winston have been supplied with water to last them two weeks. National Disaster Management Office director Akapusi Tuifagalele also said the school on the island remained closed as a lot of repair works needed to be carried out. Mr Tuifagalele said people on the island have also been given food rations to sustain them for three weeks.
Few communities yet to receive ration: NDMO- There are a few communities in remote locations which haven’t received food rations about two weeks after the Cyclone. National Disaster Management Office director Akapusi Tuifagalele says it’s difficult getting through to these locations. Tuifagalele says this isn’t an easy time for anyone and teams are doing everything possible to reach these few communities.
Relief provisions for those needing shelter- Not everyone in the process of moving out of an evacuation center will be heading back into a house. Tom Bamforth –Shelter Cluster Coordinator said for those with partially or fully destroyed homes provisions are being given for an immediate shelter. “One of the ways of doing that is to provide relief supplies as in to enable people to leave the evacuation centers and construct a shelter at the site of their old house, so relief items are tarpaulins, some tools or items that will enable them to use the site of the damage some of the ropes that’s left to begin to reconstruct a house for the time being”
Flash appeal to assist with rehabilitation- The National Disaster Management Office says with the amount work that need to be done to rebuild affected areas – the recently launched Humanitarian Emergency Appeal will greatly assist with rehabilitation. The Appeal is aimed at complementing the relief efforts of Government. With 40 per cent of the population affected, there is an urgent need for international support to fund critical activities over the next three months.
Charter flight arrives with relief supplies- UNICEF’s first charter flight arrived into the country today carrying 8 hundred and 23 thousand dollars’ worth of education and emergency supplies. This will be the largest emergency supply delivered so far by UNICEF toward the Tropical Cyclone Winston response. On board are 500 schools in a box kits, which can accommodate 40 students.
Police, NDMO investigate claims of people selling Cyclone Winston rations- The Fiji Police Force and the National Disaster Management is now investigating claims of people selling Cyclone Winston rations for personal gain. NDMO Director Akapusi Tuifagalele said they are yet to ascertain whether it is their staff or people who are receiving rations that are abusing the supplies.
4. MINISTER F. KOYA: INDUSTRY, TRADE AND TOURISM
Nadi businessmen plan fundraiser for cyclone victims- THE Nadi Chamber of Commerce and Industry will organise a charity golf event soon to support people affected by Severe Tropical Cyclone Winston. Chamber president Dr Ram Raju said the chamber carried out a similar fundraiser after the floods in 2012 and about $14,000 was handed over to the former President Ratu Epeli Nailatikau. "We will be coming up with more ways of helping those in need during our mini-forum this Saturday at the Tanoa Skylodge Hotel," he said.
5. MINISTER I. KUBUABOLA: FOREIGN AFFAIRS
NZ is giving maximum support to Fiji: Key- New Zealand Prime Minister John Key says they have deployed a lot of resources and man-power to Fiji, to help rebuild after the destruction caused by TC Winston. NZ Defence Forces vessel HMNZS Canterbury, HMNZS Wellington and helicopters are in Fiji with personnel helping in the clean-up, re-construction and supplying of relief rations. Speaking to NZ based Radio Tarana Key says it is going to be a long slow process for Fiji, because of the substantial damage suffered across the island nation.
6. MINISTER M. REDDY: EDUCATION, HERITAGE AND ARTS
Schools resume in cyclone ravaged “Rakiraki”- School resumed in Rakiraki today, an area badly affected by Winston. All major schools visited by Fiji One News recorded a big turnout. At least three schools which were damaged badly remained closed. Students from these schools were sent to nearby schools. Here at Penang Sangam, some classes and forms had to be amalgamated due to damaged classrooms.
Schools still being used as Evacuation Centres- Twelve schools remain as evacuation centres, despite a directive issued by the National Disaster Management Office (NDMO) to have schools vacated to allow classes to start from this week. Education Minister Dr. Mahendra Reddy says he understands that some people have lost their homes, however they must work with DISMAC to arrange temporary housing.
109 schools resume classes today- 109 schools opened for classes today. 23 schools remain closed as they are still being used as evacuation centres. The estimated value of damage to the education sector stands at $50.2 million. Schools in Lomaiviti and Lau have recorded more than $13 million in estimated cost of damage respectively. The Western division so far has a $3.6 million bill in damage cost.
Reddy distributes books, stationery to schools- EDUCATION Minister Dr Mahendra Reddy is distributing books and stationery to schools in the Western Division that were affected by TC Winston. Today, he distributed exercise books and stationery packs that were donated by an Australian NGO, Yaadein Vision, to students of Lololo Primary School and Drasa Primary School in Lautoka. According to a Department of Information statement, Dr Reddy will visit schools in the interior of Ba, Tavua and Rakiraki this week.
7. MINISTER P. KUMAR: LOCAL GOVERNMENT, HOUSING, ENVIRONMENT, INFRASTRUCTURE AND TRANSPORT
Lomaloma slip on Transinsular Road is safe- The Fiji Roads Authority has confirmed that there is no risk of a sudden landslide on the Lomaloma stretch in Vanua Levu safe. FRA Capital Works Manager Ian Hunter says any movement of the road structure will only occur following heavy rain, which will be slow. Hunter says as a precaution if this slow movement creates a step in the road, they will direct traffic through a bypass but for now it is safe for all traffic.
WAF gives amnesty, will prosecute afterwards-The Water Authority of Fiji has introduced an amnesty period for people illegally connected to its system. Chief executive Opetia Ravai says anyone connected illegally as of next month will be prosecuted. The Water Authority is aware that people are connected illegally and aren’t paying a single cent.
8. MINISTER R. AKBAR: WOMEN, CHILDREN AND POVERTY ALLEVIATION
FemLINKPACIFIC launches media initiatives- FemLINKPACIFIC is launching a series of media initiatives in time for International Women's Day 2016. It includes the Women's Weather Watch edition of the HEROWINS comic book, a series of radio documentaries produced in collaboration with the World Association of Community Radio Broadcasters and eight episodes of the Radio with Pictures series which will be broadcast on FemTALK 89FM radio stations and Fiji Television.
International Women Association visits 7 villagers to donate food packs- The International Women Association visited seven villages in Rakiraki and Ba to donate food packs to the people severely affected by Cyclone Winston. President Babby Moha said they donated 258 food packs to four villages in Ba while they donated 200 packs to three villages in Rakiraki. Moha said the packs had the essentials which included 5kg flour, rice, 4kg Lentils, oil, tin stuff and others.
9. MINISTER J. USAMATE: HEALTH AND MEDICAL SERVICES
UNFPA addresses reproductive health- The United Nations Population Fund is working on providing safe spaces for women and girls in affected areas. UNFPA Pacific is part of the United Nations Pacific Humanitarian Team that is working with Government. An initial batch of dignity kits for women have been dispatched to the worst-hit island communities including Koro and those on the North-Eastern coast of Viti Levu.
Million dollar improvement for vaccine storage- The destruction of infrastructure along with power cuts may affect the quality of life saving vaccines. These are vaccines that can protect children from diseases like diarrhoea and typhoid following a disaster. Alice Celements–Communications Specialist–UNICEF said that monetary assistance has been given to improve the current system. “And so we’ve been grateful at the moment we’ve received a million Australian dollars from the Government of Australia to help Fiji strengthen the immunisation system”.
5 cases of Dengue recorded after Cyclone Winston- Five cases of Dengue have been recorded after Cyclone Winston last month. Minister for Health Jone Usamate said 166 confirmed cases of Dengue fever have been recorded in the country sinceJanuary this year. The minister also highlighted that there are 59 confirmed cases of typhoid recorded from the beginning of this year and 13 confirmed cases of Leptospirosis from January this year.
10. MINISTER L. TUITUBOU: YOUTH AND SPORTS
$5m bill for Govind Park damages- The Fiji Football Association leased Govind Park in Ba has sustained damages worth $5 million and officials are confident that
world governing body FIFA will assist them financially to rebuild the sporting complex which has hosted numerous local and international football events. Patel met with Fédération Internationale de Football Association (FIFA) Development Officer based in Oceania, Shaun Easthope visited the facility with Fiji FA President Rajesh Patel during his short trip to Fiji late last week and assured their support..
11. MINISTER O. NAIQAMU: FISHERIES AND FORESTS
Assessment of forests in North starts- THE Forestry Department has begun assessing damage to forests and pine plantations in the Northern Division from Severe Tropical Cyclone Winston. Divisional Forestry Officer Northern Uraia Racule said a team from the department and Fiji Pine would later submit their damage assessment reports. The Government has estimated an initial damage of $1billion to the country from the cyclone.
PAFCO estimates damage bill of $4.2M after TC Winston- PAFCO has an estimated damage bill of $4.2 million after Tropical Cyclone Winston hit the country last month. PAFCO Chairman Iqbal Jannif said the amount is expected to increase as the inspection of electrical items are still underway. Jannif said PAFCO is currently closed as workers are rebuilding their homes and PAFCO is not in production.
13. MINISTER M. VUNIWAQA: LANDS AND MINERAL RESOURCES
NJV supports Fiji's recovery after cyclone- THE Namosi Joint Venture says it is committed to supporting Fiji's recovery following the destruction by Severe Tropical Cyclone Winston. In a statement, NJC country manager Greg Morris said they began their planning and relief activities in the immediate aftermath of the cyclone. The company's support included the donation of pharmaceuticals and medical supplies to St John Ambulance and a $5000 donation to the Fiji Red Cross Society for relief efforts.
INTERNATIONAL
UN makes a major commitment to help Fiji- The United Nations has released US$8 million from its emergency response fund to help Fiji cope with the cyclone disaster. The Funds were made available after the Fiji government and the UN on Friday launched an appeal for US$38.6 million in critical emergency relief for the estimated 350,000 people in need following the destruction caused by Winston. International donors had already made in-kind donations and provided technical assistance worth nearly US$22 million, and provided US$9 million in cash.

2.1.1 Highlights
OVALAU Ø Requests from Toki and Korovou village on 3 chainsaw and 10liters premix for cutting and clearing of trees.
Ø 20 RFMF personnel left Levuka at 0500hrs for deployment to Koro to assist the government officials in preparation for another tour for the Prime Minister.
Ø Loreto Catholic School and Visoto District School starts school today but is requesting for a generator and tarpaulins. Bureta District School is requesting for clean water for the school children.
Ø Levuka Public Secondary School operating with year 10-13 and they seek assistance for tent for year 9 with a toll of 90 students that had their classroom destroyed.
Ø School that is being used as evacuation centers are being cleared to allow student to return to school. KORO ISLAND Ø The delegation of the Honorable Prime Minister, Minister of Defence, Commander RFMF, Commander Police and Minister for Health will depart for Koro in the Morning.
Ø ADO Koro is waiting for the PM’s Tour Itinerary from the Current Ops.
Ø A team of 6 DOE officers is being organized to install SHS in Koro Evacuation Centers. They will be taking 30 SHS with them for installation which is 2 systems per village and one each for the Operation Centre and Health Centre for one week.
Ø The systems have 5 lights and a power point that can be used for mobile phone charging and can also power a radio and TV. Rehab status in Koro is on the stage of cleaning and clearing of debris, on this ADO Koro is requesting for:
1. 1x D6 bulldozer,
2. 1x digger and
3. 1x loader.

Note that our staffs on the ground had started initial estimation of costs on damages sustained with 1`carpenters/contractors/evaluators in their Divisions. We envisage completing that as soon as operationally accessible to do so.
A team of both Fisheries and Forests from Eastern (HQ) continue to assist in the other stations damaged by Winston.(Caboni, Rakiraki, Namarai, Makogai)

3.6.5 Current Ops a. A Total of 17 chainsaws and 4 new portable sawmills is in use in Divisions. Now milling timber from fallen trees that had been planned to be bought in D+4. Operations continuing
b. All stations staff cleaning up stations where can, both Fisheries and forestry. Personnel from HQ deployed to West (Caboni, Rakiraki and Makogai (3 x teams) to assist clean up. c. Assessment teams from both Fisheries and Forests continue doing estimates on damages so as to ascertain costs that will assist request for funding for rehab. d. Fisheries department representatives attending FAO food security and livelihood cluster committee meetings with Agriculture Ministry so to source assistance for food security purposes through assistances for projects like fish and prawn farming. This committee coordinates responses to the Fisheries and agriculture sector from FAO. e. PS (FF) and a team left for Makogai via Natovi with some relief stuff (other than food) clothes, plates etc. for our staff and villagers on the island.
3.6.6 Future Ops a. MFF senior management team to visit Caboni and Namarai later in the week.( some household stuff and essentials for our staff and family,, after a week of cleaning up by our personnel.
b. Team Fisheries to immediately continue to reassess and resupply cuttings to seaweed farmers in all areas especially devastated divisions to alleviate their economic states especially at SME and village levels and at semi/commercial levels. (since seaweed is a 4-6 wks crop)
c. MFF will be submitting our rehabilitation plans for food security/quick economic recovery in form of action plan tomorrow.
CONCLUSION The above concludes the situation report updates received from the four divisions as well as essential agencies that are critical to this operation in the last 8 hours from 0000hrs to 0800hrs, on 8th March, 2016. Major changes are noted on the evacuation centres summary and update which is a direct reflection of the mobilisation of our relief supplies to sustain the basic necessities of our affected population across the divisions. This is mainly on the provision of adequate food rations, water and temporary shelters. There are request from the Western Division for EOC Rakiraki, for additional manpower and trucks for ration distributions. The same has been submitted to Current OPS and Planning for their decision. Recommendation
1. Divisional EOC Western to confirm the number of death rates and amend to tie up with records at NDMO’s office.
2. Future Ops to coordinate its Flight Activity Plan Forecast to Current Ops to allow appropriate feedback to the respective divisions upon queries raised. For this reporting period there was an enquiry for the Drop Off tomorrow at Vuna in Taveuni, which is not detailed to the mail recipients from Northern Division
