Flood Disaster Protection Act of 1973:Mandated Flood Insurance Coverage for Properties in SFHAs and Strengthened the Incentive for Community Participation in the NFIP

National Flood Insurance Reform Act of 1994:Established the CRS Program and a 30-Day Waiting Period for Flood Insurance Purchase

NFIP Reform Act of 2004:Reformed the NFIP to Address the Repetitive Loss Properties which have had Multiple Claims on the program.

Community Rating SystemPurpose and Goals

►The National Flood Insurance Program’s (NFIP) Community Rating System (CRS) is a voluntary incentive program that recognizes and encourages community floodplain management activities that exceed the minimum NFIP requirements.

Exceeding Minimum Requirements

► Resolution #702, June 5, 1972, joined the NFIP to establish floodplain premium rates for citizens

► Ordinance #L-361, September 8, 2009, establishing two (2) feet of freeboard for all new construction in the floodplain

► prohibits construction in the floodway except where construction does not increase flood levels

► Provide floodplain information to citizens upon request► Provide flood maps that are based on the most recent

information provided by flood studies and FEMA Map Service

Exceeding Minimum Requirements

►Maintaining creeks and drainage ditches ►Enforcing erosion control requirement on

jobsites and in areas prone to erosion.►Removing storm debris in a timely manner

after a rain event.►Utilizing some areas of floodplain as public

parks►Public outreach project

As a CRS Community, flood insurance premium rates are discounted to reflect the reduced flood risk resulting from the communities actions meeting the three goals of CRS:

►Reduce flood damage to insurable property

►Strengthen and support the insurance aspect of the NFIP

►Encourage a comprehensive approach to floodplain management.

City of Texarkana, Arkansas Public Worksstaff is aware that The Biggert-Waters Flood Insurance Reform Act of 2012, if not nullified by Congress, shall increase flood insurance rates beginning August 1, 2013.

This action will make the CRS discount of 5% even more important for the citizens required to have flood insurance.
