Civil Air Patrol entered its thirty-fifth year of ser-vice to the nation on 1 December 1975. Created on 1December 1941 as a stopgap force to augment the na-

tion's military defenses, Civil Air Patrol has sincecontinued to serve as the volunteer civilian auxiliaryof the United States Ai r Force.The organization's continued vitality is evidenced

by its record-breaking search and rescue activitiesduring 1 97 5. C iv il A il' Patrol was called upon by theAir Force Aerospace Rescue and Recovery Service on694 separate occasions during which it located 304search objectives and was officially credited withsavin g 57 lives.

Civil Air Patrol completed another year of out-standing service in all mission areas in spite of eco-nomic factors that have dictated adjustments inseveral ongoing and planned CAP programs. Theserevisions are being accomplished in ways that insureall programs will be continued and their qualitymaintained.This report of Civil Air Patrol activities for ealen-

dar year 1975, with financial statements of the Na-tional Treasury of Civil Air Patrol for Fiscal Year

1975,is submitted as required by Public Law 476.

Grouteams equipped with DF e qu ipm en t wo rk ed th ro ug ho utn ight but were unable to locate the source of the sigOn 11 February , a N ew M exico CA P aircraft locatedcrashed aircraft. T wo in jured w om en SUrv1VOl'S were tato the hospital in Raton, New M exico, by a US Anny hcopter from F t. Carson, Colorado. Two deceased men wrecovered by state po lice. CAP reso urces comm i tted tom i ss io n in c lu ded 23 aircra ft, 31 groun d vehicles, 28 m oradio stations, seven ground search team s and a total141personnel .

S EARCH AND RESCUE

The U nited S tates Air F orc e is a ssig ne d re sp on sib ilityby the National Search and Rescue P lan for coordinating

search operations in the in land region of the U nited S tates.'The Air F or ce d is ch ar ge s its responsib ility through theAerospace Rescue and Recovery S ervice (ARRS) of theM ilitary A irlift C omm an d. As the civilian auxiliary of theU.S. A ir F orc e, C iv il Air Patrol provides the primary re-so urc es a va ila ble to ARRS i nf ul fi ll in g t hi s r es po n si bi li ty .In 1975, Civil Air P atrol participated in 69 4 se arc h m is -

sio ns, fle w 24,500 hours, w as credited with locating 304search objectives and saving 57 lives. CAP search forcesalso assisted m an y other persons w ho w ere in distress butn ot in im mediate dan ger of losin g their lives.The n um ber (if search objectives located increased by

65% over 1974, while the total fly ing hours expended in -creased only 1 a o A l . This is interpreted as an increased

e ffic ie nc y of se arc h fo rc es that is attributed to CAP's con-tinuous m ission skill upgrade train ing program s and them andatory use of Em ergency Locator Transm itter (ELT)by all general aviation aircraft. The num ber of CAP m is-s io n s i nc re as ed by 51% over 1974. This in crease in activityw as generated, in part, by t he r equi rement to lo ca te E LT sthat have been inadverten tly activated, In spite o f i ni ti alproblem s of educating pilots in the proper use of the ELT,the device plays a crucial role in saving the lives of crashsurvivors.

The ELT is designed 1 :6 reduce the tim e required to Lo-cate the crash site. T im e js the key factor for survival. A t

least balf of all persons found alive in downed aircraftare rescued w ithin the first 12 bOU1'S. A nother 25 pe rcen t

GROUNDSUPPORT. Ground

teams are a key factor in the suc-

cess of most search and rescue

operations. They often can begin the

mission and continue it when weath-

er conditions preclude or interrupt

air search. Ground teams also per-

form the interrogation function of

lnvestigating leads which often pro-

vides invaluable information to aid

the mission coordinator in directing

air search. They usually are first to

arrive at an accident site to provide

life-saving first aid and assist with

evacuation of casualties (if re-

quested], Trained and equipped CAP

ground teams also provide disaster

relief assistance in cooperation with

other humanitarian organizations

such as the Salvation Army and

A laska. A Fairbanks residen t flew to a lake 100 m iles westof Fairbanks in his ski equipped aircraft to work on hiscabin . A friend arr iv ing later to assist w ith the repairsalso landed hi s aircraft on the lake. Both aircraft brokethrough the thin ice and sank. CAP was alerted when thefirst aircraft was reported overdue. A Fairbanks CAPpilot located the stranded men by ELT signals from theirdowned aircraft. Tbey were recovered by A ir F orce heli-copter to E ielson A ir F orce B ase fo r m ed ical observ a tion .

TORNADO VICT IMS

Louisian a. S ix person s were reported m issing follow ing a, torn ado that struck Sabine P arrish, Louisiana, on 8 May1975. The Sab in e Parrish Sheriffs D epartm en t requestedCAP a ss is ta n ce . Three of the six missing persons had sur-

vived the torn ado and were located in the Toledo B endReservoir by CAP air search and were recovered byaSheriffs D epartm en t boat. Louisian a's Sabine C om positeSquadron was credited w ith three Iives saved because oftheir quick respon se. S earch aircraft were airborne 15m inutes after request for assistance was received and thefirst of the three survivors w as located 10 m in utes later.

MISSING AIRCRAFT

Louisiana. A m ayday call was intercepted by t he H o us to nFAA Air Traffic Con trol Cen ter an d w as plo tted as comingfrom an area approxim ately 55 miles west o f A l ex and ri a,Louisiana. A n investigation revealed that the aircraft baddeparted O range, Texas, on a flight to Kan sas C ity , M is-souri, an d a flight plan had not been filed. A LouisianaC AP airc:rew located the dow n aircraft near Vernon Lakewith the pilot alive inside th e wreckage.

CAP to search for two hikers who were overdue and b e -lieved to be lo st . A Colorado CAP au-crew l oc at ed the hikersa nd d ire cted the A spe n S earch an d Reseue Ground Teamto the site. The hikers were recovered by snow mobile andtaken to th e Aspen Hospital.

lifted the injured man to the G len allen H ospital w here hisc on ditio n w as ju dg ed to be critical.

MONT.ANA MISSION. Montana and Wyoming cadets set up

field operations in Decker, Montana, in preparation for a Ioin1

search and rescue exercise. Montana's Billings Composite

Squadron and the Natrona County Cadet Squadron of the

Wyoming Wing joined forces with 50 cadets and seniors in-

volved. Senior members observed while cadets conducted the

entire successful exercise.

SUPER SENIOR. Salvation Army Brigadier Luther M. Smith and Mrs. Smith attended the Civil Air Patrol Nat ional Board

Meeting in St. Louis where his selection as Civil Air Patrol Senior Member of the Year was announced. Brigadier Smith

is Salvation Army City Commander for Birmingham, Alabama, and also a Civil Air Patrot Lieutenant Colonel serving as

Region Chaplain for CAP's Southeast Region. Chaplain Smith joined CAP in 1954 and has since served in five different

states working in all phases and at every echelon of the CAP program. His service includes Mission Pilot, Mission Coordi-

nator, Communicator, Radiological Monitor, lACE Escort, Encampment Chaplain, Squadron Chaplain, Group Chaplain,

Deputy Wing Chaplain, Wing Chaplain and Region Chaplain.

BOAT IN D ISTRESS

A laska. O n 6 January, A laska C AP w as requested to assistin the search for a missing C oast G uard m otor lifeboat,last heard from w hen the crew reported early on 5 Januarythat it was taking water and had gone aground after

rescuin g a fam ily of four from their pri vate vessel. W eatherconditions at the time were extreme cold, w inds up to 60knots, and sea swells of 20 feet The grounded boat waslocated at W hitestone Harbor in Icy Strait by a JuneauCAP aircrew. The foul' Coast Guard crewmen and thefam ily of four , two of w hich w ere children - six m onths andtwo years of age - were safe on shore near the boat. AC oast G uard helico pter recov ered th e su rv iv ors to a h osp i-tal in Jun eau, E ight saves w ere credited to CAP due to theextreme temperatures and a chill factor of m inus 40degrees.

Idaho. O n 24 January 1975, a light aircraft with t wo p eo pl eon board became overdue on a flight from Idaho Falls to

Boise, Idaho. O n 25 January , the Idaho Departmen t ofA eronautics flew mute search with three aircraft w ithnegative results, U pon request, Idaho C AP join ed the search

with 11 aircraft on 26 January. Idaho CAP located the air -craft w reckage and the pilo t 10 m iles north of Rupert,Idaho. The pilo t suffered pelvic and b ladder injuries an dperiton itis. but survived below freezin g tem peratures. T hep assen ger h ad p rev io usly w alk ed to a nearby town , but wasin co he re nt a nd u na ble to assist in lo ca tin g th e c ras h site .

FAA SEMINAR. CAP Colonel Edwin Lyons and Bonnie Tlburzi

were arnong the attendees at a three-day flight seminar con-

ducted in Farmingdale, New York during February. The seminar

was co-sponsored by CAP's Northeast Region and the Federal

Aviation Administration (FAA) for the purpose of revalidating

flight instructors and bringing alt pilots up to date on FAA regula-

tions. The seminar was attended by 200 individuals, lncluding

airline captains, flight engineers, and flight controllers.

searching the w estern side of the Siena N evadas and m oun -

tainous areas southeast of S an Jose, tbe search was sus-pended. T he reasons for suspen sion were that the mostprobable routes had been searched, all leads had beenchecked, and the chan ce that there wer€ survivors w asc on sid er ed r emo te .

On 24 M ay 1975, a persistent Em erg en cy L oc ato r Trans-mitter fELT) sign al w as reported by pilo ts in southernC alifo rn ia. A ltho ug h n o ov erd ue aircraft h ad been repo rted,a Californ ia CAP m ission was opened to locate th e so urceof the ELT transm ission . A Californ ia CAP aircraftequipped with a D irection F inder homed in on aircraftwreckage barely visible un der m elting sn ow . T he w reckageproved to be the m issing Cessna w ith the remains of them issing couple. For unknown reason , the ELT had not beentriggered upon im pact and had som ehow becom e activatedalm ost five months later . The crash had occurred in theS equoia N ational Park in the S ierra. Nevada M oun tain s6 0 m ile s e ast- so uth ea st o f F re sn o.

HURRICANE

Puerto Rico. Hurricane Eloise struck Puerto Rico on 13Septem ber causing 28 deaths and 50 m illion dollars inproperty damages. A t the request of the U .S . Coast GuardRescue C oordination C en ter, Puerto R ico C ivil A ir Patro lconducted aerial search of the in terior of the island forstranded flood victims and provided an assessm en t of flooddamages.

FLOOD RELIEF. Over a three-day period in February, heavy

rains and melting snow caused the western branch of theSusquehanna River and its tributaries to overflow resulting in ex-

tensive flooding in lycoming County, Pennsylvania. At the re-

quest of the County Civil Defense DireGtor,125 CAP cadet and

senior members assisted by evacuating families and household

goods and relocated mobile homes from flood stricken areas..

GAP mobile communicat ions units were dispatched to strategio

locations to take and transmit r iver level readings to the County

Civil Defense Director. CAP aircraft were used for aerial survey

of flooded areas. Pennsylvania CAP contributed 250 mandays

to this effort.

CADET ENCAMPMENTSThe first major award within the cadet program is the

General Billy Mitchell Award. To earn this award, eachcadet must attend a Civil Air Patrol encampment, in addi-tion to fulfilling al l requirements o f th e first sev en o f the15 structured achievements. Encampments are conductedannually by each state CAP wing at local U.S. Air Forcebases, or at other community, state, or national facilities.Cadets who earn the Mitchell Award become eligible fo r

E. Garber, Historian Emeritus of the Smithsonian National Air

and Space Museum was their host.

CALIFORNIA CAMP. California Group 22 cadets prepare their

living quarters as they begin a four-day Type B Encampment

at Camp Pendleton, California. Cadet encampments may be

either Air Force supported Type A with cadets living in the en-

vironment of an active Air Force installation for a period of 10-14

days or Type B with any available facility being used for Bivouac

Type Encampments, usually 2-4 days in duration.. Both type

encampments are under CAP supervision and prescribed train-ing requirements must be met.

Banquet following completion of training. The 60 attendin

I I CADET, COMPETITION. The Civil Air Patrol National Cadet

Compe-tition js conducted annually between teams from each of

the eight Civil Air Patrol Regions. The three-phase activity tests

team performance in physical fitness, aerospace knowledge,

and precision drill. The teams, each composed of 21 cadets,

qualify to enter the national competition through local competi-

tion where each must be judged the best in their respective CAP

wing and region. The 1975 competition was held at Maxwell

Air Force Base, Alabama.

IN TERNAT IONAL A IR CADET EXCHANGE( lACE)Conceived in 1946 by the Air Cadet League of Canada

and the Air Training Corps of Grea Britain, the first lACEwas conducted in 1947 with t he a ss is ta n ce of the RoyalAir Force and the Royal Canadian Air Force. Civil A irPatrol entered the exchange in 1948, with the assistanceof the U.S. Air Force. The program bas grown over theyears, having involved some 40 countries a t one time or

another.The purpose of the lACE is to foster international under-

standing. goodwill and friendship among young peoplehaving a common interest in aviation. To this end, anannual, three-week exchange of cadets is conducted b y CivilA ir Patrol and other organizations such as national aeroclubs, national air cadet organizations, and national airforte academies. These participating organizations sponsorand provide the cadets with sightseeing, tours of aerospaceindustries and museums, visits to airports and air forceinstallations, orientation and training flights in gliders andpowered ught airplanes and visits in host-country familyhomes. Airlift of participating cadets to , from and withineach country is provided by the various national air forces.

During 1975, 185 CAP cadets and 21 senior memberescorts were exchanged with the 13 other IACE membernations and eight countries in the East Asia/Pacific area.The annual exchanges with these latter. nonmember coun-tries are arran ged and conducted bilaterally by Civil AirPatrol under the same rules and format and in conjunctionwith the regular lACE program. Civil Air Patrol-and U.S.Air Force officers participated in tbe 1975 rACE PlanningConference in Brussels, Belgium, to plan the next year'sex-changebetween the lACE-member nations.

FIRST fliGHT. Preliminary to the first orientation flight, the

pilot performs a routine inspection of the exterior of the aircraft,

carefully explaining to the cadet what to look for and why.

Cadets may qualify for a series of six 30-minute orientation

flights by satisfactorily advancing through cadet program re-

qulrements, Of prime importance is the first orientation flight

fOf new cadets since itwill hopefully stimulate an interest in fur-

ther aviation knowledge and experience. Manv cadets are pro-

vided their first fljght experience through this program.

THERE IT IS. The sights of New York arepointed out to a Swed-

ish cadet by his American CAP cadet host during the lnterna-

tional Air Cadet Exchange.

CADET F LIGHT TRA IN INGDuring 1975, the Civil Air Patrol Corporation provided

$70,000 for its cadet solo/flight orientation program. A _ _

total of 104 solo scholarships of $120 each were providedto the 52 wings. Each scholarship provides the recipientwith the necessary ground school and flight trainingleading to solo qualification. Distribution of the scholar-ships was based upon CAP wing cadet recruiting perform-ance during 1974, with a maximum of three scholarshipsprovi-ded for anyone wing. In addition, approximately11,000 cadets received their first orientation flight. FOrtheir efforts in supporting this part of the program. CAPwings were reimbursed $5 per cadet for each first orienta-tion flight provided.

The North Central Region's emergency services training force, the Special Services Corps, conducted an en-

campment for 40 cadets and seniors from Missouri, Iowa, Kansas, and North Dakota on Lake Sakakawea at

Wil lston, North Dakota during June. The Special Services Corps, known informal ly as the "Blue Berets", was

originated as an emergency services intensive training program in the Iowa Wing in 1966 and has since evolvedInto a region-wide activity. The tough, two-week bivouac provides practical training in survival, f irst aid, ground

search and rescue, Civil Defenseand disaster relief, and also has featured such arduous activity asa 50-mile hike

year emphasis was shifted from textbook development tothe development of supplementary materials for use inelementary a n d junior high school grades as well as thehigher levels.

The initial effort involved development of single-conceptteaching learning packets. Each packet is devoted to one ofa series ofaerospace leaders such as Rickenbacker, Earhart,and Mi tche ll . The packets ar e designed to be sell-contained

units, requiring Littleor no teacher preparation. They stressvisual materials for classroom use, with a minimum ofwritten materials, and series ofdefined student aetivi ties.

Student activities are suggested for the middle grades,high school and teacher workshops. Activity task cardsare being developed for use by students in grades 4 through6 . T he tasks cover a wide variety of subject matter basedon the life of the aerospace personality being studied.

The National Aerospace Education Association, withnational headquarters at Middle Tennessee tate Univer-sity, Murfreesboro, Tennessee, will assist CAP in promotingand marketing the packets in the educational communi ty.

ARKANSAS ACHIEVER. Cadet Craig Harbuck received his

General Carl A. Spaatz Award in a special presentation by United

States Senator Dale Bumpers of Arkansas. Craig, who is attend-

ing Hendrix College on a CAP grant, is only the second Arkansas

cadet to attain this high level of achievement.

DUAL DUTY. Cheryl L. Gillen (right) is both a Civil Air Patrol

Warrant Officer and an Airman in the United States Air Force.

In her CAP role as a member of California's George Air Force

Base Composite Squadron, she instructs Cadet E. Caldwell in

the principles of jet propulsion.

NAT IONAL CONGRES S ON AEROS PACE EDUCATION

Civil Air Patrol again served as project organizationfor the National Congress on Aerospace Education. The an-nual meeting was held in April at the Fontainebleau Hotelin New Orleans. Almost 500leaders in Aerospace educationfrom government. business, and the educational communityparticipated in the three day program. The annual event isco-sponsored by the Federal Aviation Administration,National Aeronautics and Space Administration, an d Na-tional Aerospace Education Association. The purpose ofthe Congress is to provide an opportunity for the exchangeof ideas and information and to motivate attendees to re-turn to their home areas wi th a new dedication toward theultimate objective of an informed citizenry in aerospacematters.Among the interesting personalities on the program

• Mr. Grover Loening, designer and manufacturer ofthe famous Loening Amphibians who received the firstaeronautical engineering degree in the Uni ted States fromColumbia University in 1910.

• M r. David Fraden, who spoke on "Our NationalEnergy Policy and Aviation,"

• D r. Ronald Wiley, of Embry-Riddle AeronauticalUniversity, who told of the University's aviation programfor nonachievers.

• Mr. RB. Long of Rockwell International, who spokeon the Space Shuttle.

OCCUPANCYOF DOD FACILITIES

The use of D epartm en t of D efen se facilities offers som efinancial relief to C iv il A ir Patrol and prov id es fo r m ax i-m um utilization of the D OD facilities. C ivil A ir P atrol un itsoccupied 330.736 square feet of DOD building .and officespace at 110 DOD location s as of D ecember 1975. This is

a decrease from 1974 and represen ts less than 10 percen t ofthe C ivil A ir Patrol un its n eeding better facilities. W iththe reduction in DOD real property, there is even less op-portun ity for C AP to u tiliz e DOD fac ilities. I mm ed ia te re -]jef could be achieved with enactmen t of the proposed

amendment to the CAP Supply B ill. HR 5828. C ivil A irPatrol un i ts w ould then be authorized to utilize the ser-v ices an d facilities of other federal departm en ts or agenciesra ther than just D OD property.

interest in communications may

qualify to attend the annual two-

week course conducted by US Air

Force communications instructors at

Keesler Air Force Base, Biloxi,

Mississippi. .A prerequisite is that

cadetsmust possess a FCC restricted

radio-telephone operator's permit.

Priority consideration is given to

cadets currently enrolled or having

completed an accredited electronics
