Relax the tech. guideline and requirement for the fixed network operators

Provide encouragement for CATV and power line owners to invest in broadband in future Fixed Network licensing process.

Revise the National Numbering Plan to allow number allocation for fixed/wireless VoIP services.

Develop a fair competition environment (in regulation) for telecomm business, including number portability, fair interconnection, co-location, and tariff.
