National Laboratories

Programme Performance

Report – 17/12/19 to 18/02/20

IT Connectivity Project Deployment of NPEx to enable laboratory to laboratory electronic communication, delivering a safer, more efficient and effective flow of work between NHS Board laboratories, reducing manual input and errors and releasing staff time.

● Deployment progressing in NHS

Ayrshire and Arran, NHS

Lanarkshire and NHS Forth Valley.

● NHS Highland now live.

● Expansion planning with NHS Fife,

NHS Lothian, NHS Borders, NHS

Tayside, NHS Grampian, NHS

Dumfries and Galloway, NHS

Greater Glasgow and Clyde and

NHS Highland.

● Benefits identified for IT Connectivity

Project.

● Concerns with NHS Forth Valley

that further delays to system set-

up will mean inability to meet full

implementation by 31/03/20.

● NHS Ayrshire and Arran have

experienced intermittent issues

with web connections which has

delayed progress with

commencing UAT in the live

environment. A solution was put in

place on 30/01/20.

● NPEx Scottish User Group

Roadshow – 19/02/20.

● Progress deployment in NHS

Ayrshire and Arran, NHS Forth

Valley and NHS Lanarkshire.

● Continue to refine template to gather

benefits data.

● Expansion planning progressing into

other areas e.g. neuroimmunology,

virology, QFiT, microbial PCR and

Lymes.

National Laboratories Information and

Intelligence Platform (NLIIP) NLIIP seeks to deliver clinical and business intelligence at a local, regional and national level from automated feeds, to enable effective,

intelligence led delivery of laboratory services.

● Proof of concept delivered in

partnership with Public Health

Intelligence (PHI). Significant

challenges identified due to the lack

of standardisation of coding,

nomenclature, reference intervals

etc. across the country

● Project put on ‘pause’ Apr19-Oct19

due to reduction in Transformation

Funding

● Options appraisal process

commenced in October with PHI

being accepted to progress work

forward

Delivery to date

FY19/20 deliverables

FY20/21 deliverables

● Deliver initial dashboards

● Continue to bring on board

laboratory disciplines

● Identify further opportunities for

data linkage to derive system value

from having access to national

laboratory data

● Recommendation of PHI as bidder

accepted by Laboratories Oversight

Board (LOB) in Dec 19

● Commencement of NLIIP build and

delivery utilising Agile Framework

for delivery

● Delivery against information

governance requirements

● Agreed with PHI as a 2.5 year

programme of work, focussing on

bringing on board disciplines at

different intervals

Innovation Workstream Added in August 2019, the Innovation Workstream seeks to deliver demand led innovation and set a positive relationship working with industry as a partner to identify solutions to some of the biggest challenges in relation to delivery of a Distributed Service Model

Delivered this period

● Connecting with wider stakeholder

group and laboratories staff newer

into profession

Challenges Actions for next period

This Period Last Period

● Continue follow up meetings with

chosen companies and make decision

as to progress to test bed partnership

● Investigate further funding streams

● Investigate need for Industry Advisory

Board

● Further discussions with companies that

presented at Innovation Event

● Possibly at least one solution to each

challenge and ongoing discussion with

companies to determine if appropriate

to progress to test bed partnership

● Aiming that by March 2020, all

additional meetings with companies will

have taken place

Standardisation Following the learnings delivered by NLIIP, it has been acknowledged that there is a need for standardisation of coding, nomenclature, reference ranges and practice across the country. Required for data usage, readiness to adopt LIMS and patient safety.

Delivered this period

Challenges

● Support Networks in delivery of

March workshops

● Agree resource requirements for

networks to progress key actions

● Networks to identify, priorities,

current work, gaps and resource

requirements to generate action

plans

● Agree timeline for project

Actions for next period

this now has to be reviewed by

Networks

● Signed off adoption / mandate

process for formalised governance

arrangements

● Draft model for data archetypes for

genetics and microbiology

circulated to Std. Group for review

● Workshops arranged for HaTS &

Immunology for March 2020

● SMVN Workshops ongoing to

November 2020

● Resource availability

● Capacity in network work plans to

take this work forward

Digital Pathology (emerging) Following the endorsement by the Laboratories Oversight Board (LOB) of a Digital Pathology & Pathology Data for Scotland proposal, a short life working group has been established to take this project forward.

Delivered this period

● Existing procurement framework

agreement already in place.

● Integration with existing initiatives

● Interface with LIMS procurement

consortium to ensure coordination

and synergies are achieved.

NHSScotland.

● Second meeting held on 03/02/20 to

continue discussions around the key

workstreams for National Digital

Pathology in Scotland.

● Draft Briefing Paper on image formats

and interoperability produced for review.

by the group.

● Agreement on the requirement to

generate a Data Retention Policy and

identify the most appropriate data

storage solution.

Digital Strategy (emerging) A short life working group has been set up tasked to define a digital strategy for the future distributed laboratory services model emerging in the context of an evolving health care delivery model heavily reliant upon data, information and knowledge management and systems interoperability
